<strong>UNDP</strong> Municipal Governance and Susta<strong>in</strong>able Development Programme <strong>First</strong> <strong>Quarterly</strong> <strong>Progress</strong> <strong>Report</strong> <strong>2009</strong>Description of the Programme achievements is given <strong>in</strong> subsequent section. Results achieved <strong>in</strong>the area of legal and policy frameworks for municipal susta<strong>in</strong>able governance and local publicservice delivery are reflected <strong>in</strong> the sub-section “Legal and Policy Reforms” (2.1.1); atta<strong>in</strong>mentsof build<strong>in</strong>g the <strong>in</strong>stitutional capacity for participatory governance are highlighted <strong>in</strong> the subsection“Institutional Capacity Build<strong>in</strong>g” (2.1.2); sub-section “Local Susta<strong>in</strong>able DevelopmentInitiatives” (2.1.3) deals with the progress made on liv<strong>in</strong>g quality enhancement; achievements <strong>in</strong>HRD, and HIV/AIDS and gender are described <strong>in</strong> respective sections 2.1.4 and 2.1.5; activitieson advisory support for municipal governance and project management are reflected <strong>in</strong> thesection on “Management and Effectiveness”(2.2).2.1.1 LEGAL AND POLICY REFORMSLessons learned at the local level on community-baseddevelopment <strong>in</strong> Ukra<strong>in</strong>e, especially <strong>in</strong> the field ofdecentralization and local self-governance, are brought by theProgramme for policy dialogue and policy improvement. It isdone through policy studies, sem<strong>in</strong>ars, conferences,roundtables etc.Establish<strong>in</strong>g Partnership with the M<strong>in</strong>istry of RegionalDevelopment and Construction of Ukra<strong>in</strong>eOn January 27, the agencies signed the Memorandum of Understand<strong>in</strong>g between <strong>UNDP</strong> and theM<strong>in</strong>istry of Regional Development and Construction of Ukra<strong>in</strong>e. This cooperation becamepossible due to prelim<strong>in</strong>ary dialogue held between high level representatives of the M<strong>in</strong>istry ofRegional Development and Construction of Ukra<strong>in</strong>e and <strong>UNDP</strong> <strong>in</strong> Ukra<strong>in</strong>e over 2007 and 2008,where the parties recognized hav<strong>in</strong>g the common basis for mutual cooperation <strong>in</strong> the area ofdemocratic governance with wide community <strong>in</strong>volvement.In cooperation processes, <strong>UNDP</strong>/MGSDP systematises and shares the lessons learned,dissem<strong>in</strong>ates its f<strong>in</strong>d<strong>in</strong>gs, organizes capacity build<strong>in</strong>g activities for civil servants at the local leveland exchange of focal persons among the Programme and the M<strong>in</strong>istry to promotedecentralization pr<strong>in</strong>ciples and strengthen<strong>in</strong>g of local self-government.Photo-1: Joanna Kazana-Wisniowiecka,<strong>UNDP</strong> Deputy Resident Representative, andAnatoliy Tkachuk, Deputy M<strong>in</strong>ister ofRegional Development and Construction ofUkra<strong>in</strong>e sign<strong>in</strong>g the Memorandum ofUnderstand<strong>in</strong>gDur<strong>in</strong>g the meet<strong>in</strong>g Joanna Kazana-Wisniowiecka,<strong>UNDP</strong> Deputy Resident Representative, and AnatoliyTkachuk, Deputy M<strong>in</strong>ister of Regional Development andConstruction of Ukra<strong>in</strong>e, signed the bilateral Memorandumof Understand<strong>in</strong>g to promote susta<strong>in</strong>able development ofthe regions of Ukra<strong>in</strong>e, ensure support for strengthen<strong>in</strong>gdecentralized development mechanism through local andregional self-governance, improvement of adm<strong>in</strong>istrativeterritorialsituation of Ukra<strong>in</strong>e and improvement of qualityof public services which are delivered to residents."Further <strong>UNDP</strong> cooperation with the Ukra<strong>in</strong>ian Government, municipalities, local communities, NGOsand <strong>in</strong>ternational community is important for strengthen<strong>in</strong>g democratic governance for better quality oflife <strong>in</strong> Ukra<strong>in</strong>e".Joanna Kazana-Wisniowiecka, <strong>UNDP</strong> Deputy Resident Representative6
