It says that they must provide citizens with an openaccess to clear and comprehensive information about the community-related matters, ensuringtheir rights to express opinions about the most important decisions influencing their future. Inline with this recommendation, the UNDP/MGSDP supports its partner municipalities inbuilding their capacity through modern Information and Communication Technologies (ICT).ICT helps to increase access of the citizens to information about the activities of municipalities,as well as to other essential information in the sphere of local self-government, participatorygovernance, sustainable development, investment etc. According to the work plan of theProgramme for 2007, support was provided to 4 partner municipalities to establish update websitesto meet the objective.Activities in Partner MunicipalitiesThe following municipalities established their official web-sites under support from MGSDP:• Dzhankoi – web-site activated in April 2009 (http://dzhankoi.org.ua/);• Scholkino - web-site activated in May 2009 (http://shelkino.org.ua/);• Kalynivka – web-site activated in May 2009 (http://kalynivka-rada.org.ua/);The official web-site of the municipality was created, placed in the Internet Network. Themunicipality designed the structure of the web-site, prepared the information to be posted on it,and deputed the chief administrator of the web-site so as to ensure inter-departmental

UNDP/MGSDP supportedthe creation of the web-site and training for the officials and representatives from themunicipality. The topic of sustainable development is poorly represented inacademic discourse in Ukraine; therefore, UNDP/MGSDP supported elaboration of curricular ofthe course on Sustainable Development and publishing of manual for this course.For the first time in Ukraine, teaching of this course wasintroduced at the Academy of Municipal Management (Kyiv)in 2007/2008, and now the Faculty of Management of thePhoto - 10: UNDP offers sustainabledevelopment course to Rivne WaterManagement University studentsNational University of Water Economy and NatureManagement in Rivne is following their example. Thisprocess is at preparatory stage also at the Institute ofChemical Technologies of the Eastern-Ukrainian NationalUniversity Named after Volodymyr Dal` (Rubizhne, Luhanskregion).In line with the Partnership Agreement signed betweenthe Rivne National University of Water Economy and Nature Management and UNDP aspecialised course on Sustainable Development has been officially added to the University'scurriculum with the help from a UNDP/MGSDP. Over 180 students attended a launching lectureon "Community-Based Sustainable Development", which was delivered by leading experts andpractitioners.The scope of partnership with the National University ofWater Economy and Nature Management according with theterms of partnership envisages incorporation of thecommunity-based development approach in the academiccurriculum to enable preparation of future generation inUkraine on the subject.In addition, the University will enhance capacity of thestudents, representatives of the bodies of local selfgovernmentand local communities to undertake bottom14Photo - 11: Over 180 students attended alaunching lecture on "Community-Based
