-Training for supervisors, managers, employees, union <strong>of</strong>ficials, unionrepresentatives <strong>and</strong> human resource employees which will include;- procedures <strong>and</strong> techniques for referring employees to EAP;- crisis management;- privacy <strong>and</strong> confidentiality issues; <strong>and</strong>- techniques for intergrating employees back into the work environment.The EAP will conduct ongoing health promotions <strong>and</strong> issues dealing with jobperformance <strong>and</strong> hold workshops on related topics such as conflict resolution, balancingwork <strong>and</strong> family needs, time <strong>and</strong> stress management, managing employees withperformance problems <strong>and</strong> sexual harassment.The EAP also provides counseling services to employees who have experiencedtraumatic events. Critical Incident Stress Management will be provided to those whohave experienced threats, actual violence, suicide <strong>and</strong>/or homicide, natural or terroristdisasters, severe injuries, deaths, or any other situation that might have psychological,or media impact.Federal employees (<strong>and</strong> family members whose problems are related), who are referredby supervisors, labor representatives or by self referral, who are affected by emotional,alcohol, drug or other personal problems will be <strong>of</strong>fered up to six confidential meetingswith EAP counselors.Other services include quarterly EAP newsletters, promotional material, userguidebooks, supervisors guidebooks, <strong>and</strong> confidential counseling records.MAJOR FEDERAL AGENCY HEALTH PROGRAMSThe following Federal Agencies have also established major programs which areaccessible to all Federal agencies.The Department <strong>of</strong> Labor: The Department <strong>of</strong> Labor manages the Federal<strong>Occupational</strong> <strong>Safety</strong> <strong>and</strong> health Program.The Office <strong>of</strong> Personnel Management: The Office <strong>of</strong> Personal Managementprovides guidance, resources <strong>and</strong> technical assistance on issues related toemployee health <strong>and</strong> well being. This Agency also provides assistance to FederalAgencies in establishing Employee Assistance Programs. The Office <strong>of</strong> PersonnelManagement also reports annually to Congress on alcohol <strong>and</strong> drug abuseprevention, treatment <strong>and</strong> rehabilitation programs for Federal employees.The Department <strong>Health</strong> <strong>and</strong> Human Services: The Department <strong>of</strong> <strong>Health</strong><strong>and</strong> Human Services, Office <strong>of</strong> Disease Prevention <strong>and</strong> <strong>Health</strong> Promotion publishes a<strong>Health</strong> Observance Calendar <strong>and</strong> provides information on its website. This Agency alsoprovides pr<strong>of</strong>essional consultation <strong>and</strong> technical assistance to agencies who develop13
