<strong>JUVENILE</strong> <strong>JUSTICE</strong> <strong>GLOSSARY</strong>Attempted Escape – An action taken toward the commission <strong>of</strong> the criminal<strong>of</strong>fense <strong>of</strong> escape. An attempted escape in a physically secure facility means theyouth did not breach the facility’s perimeter fence; in a non-secure facility theyouth did not exit the facility property; and in a transport, the youth remainedwithin the supervision <strong>of</strong> staff.Balanced and Restorative Justice (BARJ) – A blueprint for putting therestorative justice philosophy into practice that involves active participation <strong>of</strong>victims, the community, and youthful <strong>of</strong>fenders. The BARJ approach focuses onaccountability to victims and the community, competency development, andcommunity safety.Bed – Usually refers to an opening in a residential commitment program, or thetotal number <strong>of</strong> juveniles that can be accommodated at a particular residentialprogram or category <strong>of</strong> residential program. May also refer to a residentialopening in a detention center.Cavity Search – A search <strong>of</strong> the person involving physical examination <strong>of</strong> thebody cavities (i.e., the mouth, ears, nose, and anal and vaginal areas).Central Placement Authority – The headquarters unit responsible forcoordinating, managing, and supervising the commitment placement process ona statewide basis.Charging Instrument – Petition filed by the state attorney stating allegations tobe considered by the court, grand jury indictment, or affidavit.Chief Probation Officer – The person responsible for supervising juvenileprobation and community corrections efforts in each <strong>of</strong> the 20 circuits and whoserves as the key local contact person for the <strong>Department</strong> and communitypartners.Committed Youth – A youth who has been adjudicated delinquent by the court,authorizing the <strong>Department</strong> to exercise active control over the youth, including,but not limited to, custody, care, supervision, urine monitoring, and treatment <strong>of</strong>the youth.Commitment Level – The security level and youth risk level <strong>of</strong> a commitmentprogram. There are four security levels: low-risk, moderate-risk, high-risk, andmaximum-risk.Commitment Manager – A DJJ employee responsible for coordinating theplacement <strong>of</strong> youth in residential commitment programs with the CentralPlacement Authority and the residential programs.A-2DETENTION SERVICES MANUAL
