<strong>JUVENILE</strong> <strong>JUSTICE</strong> <strong>GLOSSARY</strong>Commitment/Transfer Packet – A compilation <strong>of</strong> legal, medical, and socialhistory documents provided to a residential commitment program for eachcommitted youth.Community – A group <strong>of</strong> people living in the same locality and under the samegovernment; a group <strong>of</strong> people having common interests; or a group <strong>of</strong> peoplewith a shared identity or similarity. Communities are varied and can take manyforms, such as a city, a church, a school, a Boy Scout troop, a Pr<strong>of</strong>essionalWomen’s Association, etc. The staff and youth at a detention facility alsocomprise a community.Community Safety – The harmony achieved when the community managesbehavior so that its members live in peace and mutual respect, with minimalthreat <strong>of</strong> victimization and harm.Conditional Release – The care, treatment, help, and supervision provided to ajuvenile released from a residential commitment program. The purpose <strong>of</strong>conditional release is to protect the public, reduce recidivism, increaseresponsible productive behavior, and provide for a successful transition <strong>of</strong> theyouth from the <strong>Department</strong> to the family and community. Technical violations onthese youth will be handled administratively through the transfer process ratherthan through violations filed with the court.Conflict Resolution – A way to work out differences through dialogue whereineveryone involved feels safe and has a chance to be heard. The purpose <strong>of</strong>conflict resolution is to reach an agreement that is reasonable and fair to allparties involved.Constant Supervision – The continuous and uninterrupted observation <strong>of</strong> ayouth by a staff member who has clear and unobstructed visual and soundmonitoring <strong>of</strong> the youth.Continuity <strong>of</strong> Operations – Internal organizational efforts to ensure a viablecapacity to continue mission-essential functions across a wide range <strong>of</strong> potentialemergencies through plans and procedures that delineate essential functions,specify succession to <strong>of</strong>fice and the emergency delegation <strong>of</strong> authority, providefor the safekeeping <strong>of</strong> vital records and databases, identify alternate operatingfacilities, provide for interoperable communications, and validate the capabilitythrough tests, training, and exercises.Continuity <strong>of</strong> Operations Plan (COOP) – A plan that provides for the continuity<strong>of</strong> mission-essential functions <strong>of</strong> an organization in the event an emergencyprevents occupancy <strong>of</strong> its primary physical plant or location.A-3DETENTION SERVICES MANUAL
