<strong>JUVENILE</strong> <strong>JUSTICE</strong> <strong>GLOSSARY</strong>Designated Health Authority – The physician (MD or DO) who, by agreement,employment, contract or other arrangement, provides and/or supervises theprovision <strong>of</strong> health care within the facility. If a program/facility utilizes anadvanced registered nurse practitioner (ARNP) to provide the primary health careservices, then his/her collaborative practice protocol with the supervisingphysician must specifically state that the physician is serving as the facility’sdesignated health authority. Ultimate responsibility will then rest with thephysician.Designated Mental Health Authority – A licensed mental health pr<strong>of</strong>essional (apsychiatrist licensed pursuant to Chapter 458 or 459, F.S., psychologist licensedpursuant to Chapter 490, F.S., mental health counselor, clinical social worker, ormarriage and family therapist licensed pursuant to Chapter 491, F.S., orpsychiatric nurse as defined in Section 394.455(23), F.S.) who, throughemployment or contract, is designated as accountable to the facilitysuperintendent or program director for ensuring appropriate coordination andimplementation <strong>of</strong> mental health and substance abuse services in a departmentalfacility or program.Direct-Care Staff – Employees whose primary job responsibility is to providecare, custody, and control <strong>of</strong> youth committed to the facility. This definitionincludes those who directly supervise staff responsible for the daily care,custody, and control <strong>of</strong> youth.Disturbance – An out-<strong>of</strong>-control condition that negatively impacts the majority <strong>of</strong>the resident population and cannot be contained by normal staffing patterns andnormal population control measures.DJJ ID Number – The number used to identify youth receiving services in theDJJ system. This number will be generated by the computer.DNA (Deoxyribonucleic Acid) Testing Criteria – Section 943.325, <strong>Florida</strong>Statutes, requires collection and analysis <strong>of</strong> DNA biological samples on anyyouth whose <strong>of</strong>fense is one defined in s. 782.04, 782.07, 784.021, 784.048(3),784.048(4), 784.048(5), 784.048(7), 784.045, 787, 794, 800, 806.01, 810.02,825.102(2), 827.03(2), 860.16, 876.32 F.S., or any felony violation <strong>of</strong> chapter 790or 812, or any <strong>of</strong> the forcible felonies referenced in section 776.08, F.S. The JPOshould indicate the need for DNA testing (based on these criteria) in the Pre-Dispositional Report and the Commitment Packet Checklist.Employee – Includes paid staff members, volunteers, and interns who work in a<strong>Department</strong> program or a program operated by a provider under contract.A-5DETENTION SERVICES MANUAL
