<strong>JUVENILE</strong> <strong>JUSTICE</strong> <strong>GLOSSARY</strong>Contraband – Any item possessed by youth in residential programs that is illegalby law or expressly prohibited by program rules.Contracted Provider – An entity contractually providing juvenile services to the<strong>Department</strong>.Confinement – Confinement is an immediate, short-term response strategy forstaff to use during volatile situations in which a youth’s (or youths’) sudden orunforeseen onset <strong>of</strong> behavior imminently and substantially threatens the physicalsafety <strong>of</strong> others. It allows staff to temporarily place an out-<strong>of</strong>-control youth in asecure room, to help staff quickly regain control and order in the program so asto avert serious injuries, security breaches, or major property destruction.Confinement observation may be warranted in response to a dangerous crisissituation when staff cannot control a youth’s highly aggressive and violentbehavior with less restrictive measures, or when less restrictive measures areinappropriate. The use <strong>of</strong> confinement is not intended as punishment ordiscipline.Confinement Room – A safe, empty, protrusion-free, suicide resistant, andimpact resistant locked room used when placing youth in secure confinement.Court – Unless otherwise expressly stated, means the circuit court assigned toexercise jurisdiction under Chapter 985, F.S., and for purposes <strong>of</strong> this manual willbe the committing court.Court Order – A mandate or direction given by a judicial authority.Criminal Street Gang – A criminal street gang is defined as a formal or informalongoing organization, association or group <strong>of</strong> three or more persons who: (1)Have a common name or common identifying signs, colors or symbols and (2)Have members or associates who, individually or collectively, engage in or haveengaged in a pattern <strong>of</strong> criminal street gang activity. (s.874.03 F.S.)Delinquent Act – A violation by a juvenile <strong>of</strong> any law <strong>of</strong> this state, the UnitedStates, or any other state which is a misdemeanor or a felony or a violation <strong>of</strong> acounty or municipal ordinance which would be punishable by incarceration if theviolation were committed by an adult.<strong>Department</strong> <strong>of</strong> <strong>Juvenile</strong> Justice – The governmental agency which carries outthe legislative intent covered in Chapters 984 and 985, <strong>Florida</strong> Statutes; alsoreferred to as “DJJ” or “the <strong>Department</strong>”.A-4DETENTION SERVICES MANUAL
