The McLeod County Chronicle, Wednesday, October 31, 2012, page 10BCouncil continues tofine tune 2013 budgetBy Rich GlennieEditorThe Glencoe finance committeetook another look at itsproposed 2013 budget Mondayafternoon (Oct. 22) atCity Center, and City AdministratorMark Larson said the$3.2 million general fundbudget is balanced with about$1,000 to spare in revenuesover expenditures. But that was before a requestwas made by FinanceDirector Todd Trippel to increasethe hourly pay of twocustodians to bring themcloser in line with similarsizedcommunities in aLeague of Minnesota salarysurvey.Currently the custodiansmake $12.48 an hour, or$6.04 per hour less than thenext lowest in the survey. Theaverage salary of cities surveyedwas $17.61 per hour,Trippel stated.Bustoscase setfor Feb. 11jury trialA jury trial has been set forFeb. 11, 2013, for DavidMuniz Bustos of Silver Lake, who is charged with twocounts of murder in the February2012 stabbing death ofhis girlfriend. The trial was set after anOct. 23 motion hearing, accordingto District Courtrecords.Bustos, 44, allegedlystabbed his girlfriend,Domingo Limon, 40, duringan argument at her Glencoehome on Feb. 21. She diedtwo days later from her injuries.Bustos was indicted by agrand jury in May on onecharge of murder in the firstdegree — while committingdomestic abuse with a pastpattern of domestic abuse(pursuant to MinnesotaStatute 609.185(a)(6), andone count of murder in thesecond degree — with intentbut not premeditated (MinnesotaStatute 609.19.1(1).The first-degree murdercharge carries a sentence oflife in prison, and the seconddegreecharge carries a sentenceof 40 years in prison.Bustos remains in theMcLeod County Jail in lieuof posting $750,000 bail.Larson said the aim is toget closer to the state averagein three steps over the nextthree years. That would add about$5,000 in expenses in 2013,and Larson said that was notfactored into the “balancedbudget.”He said one custodian ispaid through the city’s generalfund and the other isthrough the City Center fund.Larson indicated that theadditional $5,000 will befound in the budget beforefinal approval is given in December. The finance committee alsolooked at increases in itsstorm water fund that currentlysits at $3.50 per month perhousehold for residential customersand higher based onrunoff surface for businessesand industries.Larson said the fund generatesabout $112,000 a yearfrom residential customers, and “98 percent (of that) paysdebt on bonded projects.”Larson said the fee, establishedin 1991, has not increasedsince. The aim of increasing thestorm water fee is to generatefunds to help the city pay forcatch basin and manhole replacementsand repairsthroughout the city.A survey of other communitiesand their storm waterfees, indicate Glencoe isabout in the middle of thepack with its $3.50 fee.Hutchinson is a little lower at$2.98, while Waconia is higherat $6.15.“It’s been 21 years sincewe’ve had a fee increase,”Larson noted. He suggested increasingthe fee to $5 a month perhousehold to generate an additional$50,000 a year.So where do we vote? The McLeod County polling place locations for the2012 general election include:Townships:Acoma, 23486 230th St., Hutchinson (Acoma TownHall).Bergen, 3548 180th St., Lester Prairie (Lester PrairieSportsmen’s Club).Collins, 551 Prior St., Stewart (Stewart CommunityCenter).Glencoe, 1107 11th St. E., Suite 103 Glencoe (GlencoeCity Center).Hale, 9527 220th St., Silver Lake (Hale Town Hall).Hassan Valley, 420 Ames St., Biscay (Hassan ValleyTown Hall).Helen, 112 2nd Ave. N.E., Plato (Plato Fire Hall).Hutchinson, 24718 County Road 7, Hutchinson (GopherCampfire).Lynn, 14995 County Road 7, Hutchinson (Lynn TownHall).Penn, 15989 40th St., Brownton (Penn Town Hall).Rich Valley, 16543 Ideal Ave., Glencoe (Rich ValleyTown Hall).Round Grove, 20731 50th St., Stewart (Round GroveTown Hall).Sumter, 310 2nd St. N., Brownton (Brownton CommunityCenter).Winsted, 431 6th St. S, Winsted (Winsted Fire Hall).Cities:Biscay, mail ballot.Brownton, 310 2nd St. N., Brownton (Brownton CommunityCenter).Glencoe, 1107 11th St. E., Suite 112, Glencoe (GlencoeCity Center).Hutchinson, 900 Harrington St., Hutchinson (RecreationCenter).Lester Prairie, 37 Juniper St., Lester Prairie (LesterPrairie City Hall).Plato, 112 2nd Ave. N.E., Plato (Plato Fire Hall).Silver Lake, 300 Cleveland St. S.W., Silver Lake(Grace Bible Church).Stewart, 551 Prior St., Stewart (Stewart CommunityCenter).Winsted, 201 1st St N., Winsted (Winsted City Hall). All polls are open from 7 a.m. to 8 p.m., on electionday, Tuesday, Nov. 6.Peaceful Schools WeekLast week Lincoln Jr. High and the highschool (grades 7-12) had PeacefulSchools Week. “We promoted respect aswell as skills in helping students keep ourschools peaceful,” said Counselor JoeMorcomb.
