Youth and Oil & Gas Governance inGhanacivic engagement. Chapter 9 highlights the sources of informationwhich are used by the youth, as well as community mobilizationand engagement on oil and gas.The opinion of the youth in one of the most affected areas,namely Bonyere and Ezinlibo, are discussed in chapter 10, whilstan excerpt on conflict prevention and management points to possiblesources of conflicts in chapter 11.Finally, the general conclusions and recommendations for variousstakeholders are discussed in chapter 12.An appendix provides additional information on the oil and gasproduction as well as the legal framework for this purpose.It is hoped that this study provides background information on theoil and gas business as well as the legal framework of the state inorder to fulfil the educational mandate of the researchers. But firstof all, the study reveals the opinion of the youth in Ghana, thefuture generation, who will live with all the challenges and consequencesattached to this undertaking. The respondents representthe large proportion of citizens in the country which will experienceeither the blessing or the curse of oil in future. Therefore,the researchers hope that this study will help give them a voice inorder to chart a new and promising path for a better future.26
Chapter 2Chapter 2Overview of Ghana’s EconomyGhana’s economic history is dominated by two major economicpolicy stances. Soon after independence in 1957, economic activityand management was dominated by the state. Central economicplanning and state role in economic development anchoredon import-substitution industrialization policy, which was thenembarked upon by the country heightened up economic growthwith significant public investment. However, by 1964, the strategyhad already faltered setting into motion a long history ofeconomic and political instability. This economic instability wascompounded in 1970s with external factors including the oil priceshocks and collapse of primary commodity prices. However, theoverthrow of Kwame Nkrumah in 1966 coupled with economiccrises in 1970s and early 1980s contributed in weakening the conceptof state interventionism in favour of free market reform policiesin Ghana. Consequently, the features of neo-liberal policieshave dominated Ghana’s development effort since the mid-1980s.As a result of both internal and external factors mentioned above,the economic situation worsened at the beginning of the 1980scompelling the PNDC government to adopt the InternationalMonetary Fund (IMF) and World Bank Economic Recovery Programme(ERP) in 1983 and subsequently the Structural AdjustmentProgramme (SAP) in 1986. The two programmes entailedmajor shifts in economic policies in Ghana from the statists andsocialist policies of the 1960s and 70s to free market (neo-liberal)policies. The policy package of the ERP and the SAP, were putforward in exchange for external assistance and debt restructuring.Among other things, the policy package included privatization27
