Payments for<strong>ecosystem</strong> <strong>services</strong> <strong>and</strong>food securityIn at least one situation, <strong>agriculture</strong> was considered the major cause of <strong>ecosystem</strong> disservice<strong>and</strong> it was evaluated that, in such a highly degraded agro-<strong>ecosystem</strong>, further agriculturalproduction would have been incompatible with the restoration of regulating <strong>services</strong> in thewatershed, such as the reduction of sedimentation rate <strong>and</strong> flood control. In fact, in the YangtzeRiver Watershed (China), intensive farming on sloping terrains has certainly contributed to massivesoil erosion <strong>and</strong> the subsequent large floods of the Yangtze River in 1999. The Government ofChina implemented a national PES scheme, known as the Sloping L<strong>and</strong> Conversion Program, toreward farmers to ab<strong>and</strong>on their farming activities in the upper area of the watershed <strong>and</strong> torestore forests (Scherr et al., 2006).PES in <strong>agriculture</strong> <strong>and</strong> l<strong>and</strong>scape beautyAnother category of PES schemes seeks to protect l<strong>and</strong>scape beauty <strong>and</strong> some of these alsorelated to <strong>agriculture</strong> in particular when the l<strong>and</strong>scape aesthetics involved ‘rural amenities’(FAO, 2007). Conversely, some agricultural l<strong>and</strong>scapes, besides delivering provisioning <strong>services</strong>,can also deliver cultural <strong>services</strong> related to the pleasure that people gain in seeing, visiting orjust knowing about the existence of these l<strong>and</strong>scapes.An example is agritourism where traditional <strong>agriculture</strong> activities have conferred some distinctfeatures to the l<strong>and</strong>scape that is appreciated for its historical value, attractive countryside <strong>and</strong>distinct agricultural products. For example, a PES scheme supported by the EU Common AgriculturalPolicy (CAP) rewards farmers to conserve a region of 6 000 hectares in Amfissa (Greece) where150-year-old olive trees are grown (Vakrou, 2010). In Switzerl<strong>and</strong>, Article 104Agricultural of the Federal Constitution of the Swiss Confederation clearly defines thatl<strong>and</strong>scapes deliver part of the role of <strong>agriculture</strong> is also the maintenance of rural employmentcultural <strong>services</strong> <strong>and</strong> cultural heritage. Areas eligible for ecological compensation includerelated to the pleasure semi-natural habitats, such as extensively cultivated meadows <strong>and</strong> pastures,in visiting or knowing hedges <strong>and</strong> woods, traditional orchards, ponds <strong>and</strong> stonewalls. Farmers enrol <strong>and</strong>receive their compensation from the canton authorities, who in turn ask for federal funding.Another example of the protection agricultural scenic beauty is in the eastern part of TheNetherl<strong>and</strong>s where the l<strong>and</strong>scape is characterised by a unique mosaic of small-size field plots22
