<strong>Army</strong> Substance Abuse Program<br />
“Is it not the <strong>Army</strong>’s primary objective<br />
to restore individuals to full productive<br />
per<strong>for</strong>mance?”<br />
This question will be posed to Basic<br />
Combat Training and Advanced<br />
Individual Training Soldiers after receiving<br />
notification of testing positive on a<br />
urinalysis test.<br />
In accordance with <strong>Army</strong><br />
Regulation 600-85, <strong>Army</strong><br />
Substance Abuse<br />
Program, drug abuse will<br />
not be tolerated and<br />
there are serious consequences<br />
<strong>for</strong> such misbehavior.<br />
AR 600-85 doesn’t<br />
mandate discharge.<br />
However, Soldiers, including<br />
<strong>Army</strong> National Guard and Reserve,<br />
who are identified as drug abusers, without<br />
exception will:<br />
º Be referred to the <strong>Army</strong> Substance<br />
Abuse Program counseling center <strong>for</strong><br />
screening.<br />
º Be considered <strong>for</strong> disciplinary action<br />
under the UCMJ, as appropriate.<br />
º Be processed <strong>for</strong> administrative separation<br />
in accordance with <strong>Army</strong><br />
Regulation 600-8-24 (<strong>for</strong> officers and<br />
warrant officers) and <strong>Army</strong> Regulation<br />
635-200 (<strong>for</strong> enlisted personnel).<br />
<strong>Army</strong> Regulation 600-85 states that<br />
one of the objectives of the <strong>Army</strong><br />
Substance Abuse Program is to “restore<br />
to duty those substance-impaired Soldiers<br />
who have the potential <strong>for</strong> continued military<br />
service.”<br />
One of the <strong>Army</strong>’s principles is that<br />
the abuse of alcohol or illicit drugs by<br />
both military and civilian personnel is<br />
inconsistent with <strong>Army</strong> values as well<br />
as the standards of per<strong>for</strong>mance,<br />
discipline and readiness<br />
necessary to accomplish<br />
this mission.<br />
The separation action<br />
will be initiated and<br />
processed through the<br />
chain of command,<br />
which will exercise discretion<br />
on a case-by-case<br />
basis in directing retention<br />
or discharge of the Soldier.<br />
Every year commanding officers<br />
give BCT and AIT Soldiers going home<br />
<strong>for</strong> Block Leave this safety briefing:<br />
“Soldiers, you will be tested upon your<br />
return. If you test positive, you can expect<br />
negative personnel actions to be taken<br />
against you. You may be convicted of a<br />
felony, and you ultimately could be discharged.”<br />
When Soldier readiness cannot<br />
happen because of substance abuse, lives<br />
are immediately put in jeopardy.<br />
The standing order not to use illegal<br />
drugs is issued by <strong>Army</strong> leadership with<br />
Soldier safety in mind.<br />

Many military families find themselves receiving<br />
unsolicited mail, including pre-approved credit card<br />
applications, when they move to a new duty station.<br />
How many times have you dropped whatever you<br />
were doing to run to the phone, only to be greeted by<br />
someone who you didn’t know who was trying to sell<br />
you a new product?<br />
You have a right to reduce the number of unsolicited<br />
mailings, calls and e-mails by requesting companies to<br />
remove your name from marketing lists and preapproved<br />
credit cards, and to not sell your credit in<strong>for</strong>mation.<br />

Alcohol and Drug Abuse<br />
Prevention and Training Program is<br />
a two-day class <strong>for</strong> those interested<br />
in learning more about alcohol and<br />
drug abuse, and will be held from<br />
7:30 a.m. to 4:30 p.m., Feb. 12-13<br />
at 3250 Sumter Ave. It is also <strong>for</strong><br />
those who the command feels<br />
could benefit from re-education.<br />
Unit Prevention Leader training<br />
will be held from 7:30 a.m. to 4:30<br />
p.m., Feb. 21-23 at 3250 Sumter<br />
Ave. It is required training <strong>for</strong> newly<br />
assigned unit prevention leaders<br />
and includes training on drugs and<br />
alcohol, biochemical testing and<br />
substance abuse prevention.<br />
Seating is limited, and the duty uni<strong>for</strong>m<br />
is required. Please do not<br />
schedule appointments during<br />
class time.<br />

Legal Assistance Office<br />
<strong>Fort</strong> <strong>Jackson</strong>’s Legal Assistance Office is located<br />
in the Office of the Staff Judge Advocate, 9475<br />
Kershaw Rd., and is open from 9 a.m. to 4 p.m.,<br />
Monday through Thursday. Appointments can be<br />
made by calling 751-4287.<br />
The office accepts walk-ins <strong>for</strong> living wills, health<br />
care powers of attorney and durable powers of attorney,<br />
1:30-3:30 p.m, Tuesdays and Thursdays.<br />
Walk-ins are welcome <strong>for</strong> general legal questions<br />
and are accepted 1:30-4 p.m., Wednesdays.<br />
