Post landfill cleaned up; more work planned<br />

A <strong>Fort</strong> <strong>Jackson</strong> landfill, deemed by the federal government<br />

to be an environmental hazard, has been cleaned up and the<br />

land restored to its natural state.<br />

The Range 17 Landfill, located near the intersection of<br />

Hartsville Guard and Old Hartsville Guard roads, was closed<br />

in 1989 and used up until that point to dispose of debris from<br />

road construction and barracks demolition.<br />

“We have gone through several phases of investigation <strong>for</strong><br />

environmental impact and didn’t find much. Nothing hazardous<br />

has been found. Mostly solid waste,” said Lahiri<br />

Estaba, <strong>Fort</strong> <strong>Jackson</strong> Environmental Restoration Program<br />

manager.<br />

The Environmental Protection Agency, however, mandated<br />

<strong>Fort</strong> <strong>Jackson</strong> clean up the site as well as clean five other <strong>for</strong>mer<br />

landfills.<br />

Debris, which consisted mostly of concrete and metal, was<br />

trucked onto the 15-acre site and dumped on the surface and<br />

into pits.<br />

Removing the debris was no easy task, said Lahiri. To<br />

remove the concrete and metal, several trees had to be cut<br />

“As an environmentalist it is an oxymoron to cut down<br />

trees, but we had to cut them down to take out the waste,” he<br />

said. The trees were turned into mulch.<br />

The concrete removed from the site has been recycled and<br />

was ground up <strong>for</strong> restoration work at similar sites. Because<br />

the concrete was in a landfill and deemed unusable by the<br />

EPA, the post is unable to use the concrete <strong>for</strong> other projects<br />

such as road construction.<br />

“Here at <strong>Fort</strong> <strong>Jackson</strong> we really strive to restore, conserve<br />

and recycle,” Lahiri said.<br />

Once the debris was removed from the site, workers placed<br />

a two-foot layer of soil cover on the site.<br />

In addition to cleanup, the post is required by the EPA to<br />

monitor the groundwater underneath the <strong>for</strong>mer landfill <strong>for</strong><br />

possible contamination. A well will be dug on the site this<br />

month and water sampling will be conducted to ensure there<br />

is no contamination.<br />

Lahiri said the post is currently working to clean up the<br />

additional five landfills located across <strong>Fort</strong> <strong>Jackson</strong> that total<br />

500 acres.<br />

Utilities<br />

privatizing<br />

<strong>Fort</strong> <strong>Jackson</strong> residents and employees might soon see<br />

various local utility companies providing services such as<br />

water, sewer and electricity.<br />

Because owning and operating utility systems is not a<br />

core function of the Department of Defense, the Utilities<br />

Privatization program looks to turn over Department of<br />

Defense systems to industry experts.<br />

The intent, according to the Defense Energy Support<br />

Center’s 2003 Request <strong>for</strong> Proposal, is to “obtain safe, reliable<br />

and efficient utility services <strong>for</strong> <strong>Army</strong> installations.”<br />

The DoD directed that all service-owned electric, natural<br />

gas, water and wastewater utility systems to be privatized<br />

unless security concerns required federal ownership or if<br />

privatization is not economical. Where not economical,<br />

systems will be recapitalized using traditional funding<br />

sources such as the operations and maintenance and military<br />

construction appropriations.<br />

<strong>Fort</strong> <strong>Jackson</strong> has been evaluated and is privatizing two<br />

systems, said Mike Munn, maintenance program manager,<br />

Directorate of Logistics and Engineering.<br />

“We’re in the process of awarding water and wastewater<br />

contracts,” Munn said. “We anticipate a January ‘07 award,<br />

and there’s a 120-day transition period from the notice of<br />

My friend, my colleague, one of the<br />

last “old school” journalists died last<br />

week. I first met Harvey Moss, whose<br />

official title was “managing editor, <strong>Fort</strong><br />

<strong>Jackson</strong> Leader,” when I was a private<br />

first class assigned to the Public Affairs<br />

Office in 1995.<br />

Harvey’s official title really didn’t<br />

cover the scope of this job. Most people<br />

saw him as the “advertising guy <strong>for</strong> the<br />

Leader.” Sure, he was the head of the<br />

advertising sales department, but he was<br />

also the man who watched over the paper<br />

after all the stories and photos were laid<br />

out. He stayed with the paper as it went<br />

from dummy sheets to plates, to film to<br />

newsprint sheets and finally, the finished<br />

product.<br />

By some twist of fate, I became the<br />

Leader editor after less than one year on<br />

staff. For a month, I would wake up in a<br />

state of panic –– “Oh, God did I make<br />

that change on page 3?”<br />

It was during this trial by fire that<br />

Harvey became more than the man “who<br />

put the ads in the paper.” He became my<br />

friend, my colleague, my mentor.<br />

He taught me how space to leave<br />

to enhance research or to read a book online. <strong>All</strong><br />

this is free to users at the library located at the corner of<br />

Strom Thurmond Boulevard and Lee Road. The hours of<br />

operation are from 11 a.m. to 8 p.m., Monday through<br />

Thursday, and from 11 a.m. to 5 p.m., Friday through<br />

Sunday.<br />

QWhat AThe is meant by chain of custody of a urinalysis?<br />

chain of custody is the physical possession<br />

of specimen that is kept under direct observation<br />

by an observer or qualified noncommissioned officer<br />

between the photo and the cutline, the<br />

headline and the body of the story. He<br />

refined my copy fitting skills –– tedious<br />

math that was a part of newspapers in the<br />

“dark ages.” I finally understood what<br />

“six down” meant –– the amount of space<br />

filled by an article measured from the top<br />

of the page to the bottom of the last line<br />

of type. He helped me lay out my very<br />

first double truck, the two facing pages in<br />

the center of a newspaper.<br />

We discussed ideas <strong>for</strong> special editions,<br />

front pages, layout changes ... his<br />

enthusiasm <strong>for</strong> newspapers was contagious.<br />

We did special inserts <strong>for</strong> the holidays,<br />

<strong>for</strong> special events and <strong>for</strong> post history.<br />

We had the time of our lives and put<br />

out some real good papers.<br />

After more than four years as the editor,<br />

it was my time to move on ... albeit, I<br />

did not go far. I moved a few blocks away<br />

to Morale, Welfare and Recreation and<br />

happily <strong>for</strong> me, I still got to work with<br />

Harvey –– this time with ads.<br />

Harvey was always smiling, always<br />

willing to do whatever he could to make<br />

everyone happy.<br />

Harvey was physically the most opposite<br />

anyone could be to me — male, tall<br />

(nearly 7 feet) rail thin, conservative and<br />

to cover it), Harvey and I would go to<br />

lunch together. We would go to some new<br />

place that just opened; usually somewhere<br />

Harvey wanted me to try. We both loved<br />

food. His fast metabolism filled me with<br />

envy. Over steaming bowls of pasta, or on<br />

one special occasion giant bowls of ice<br />

cream, we would talk about journalism,<br />

ethics, the Patriot Act, the loss of civility<br />

in American society. We talked <strong>for</strong> hours.<br />

When I was having a bad day in journalism,<br />

Harvey was the only person I could<br />

talk to who could empathize with my<br />

frustration and offer helpful advice.<br />

Years of working together <strong>for</strong>ged a<br />

great bond of friendship.<br />

Harvey’s death made me realize, as<br />

Commentary<br />

Remembering Harvey –– the last of the great newspaper men<br />

close as we were, I knew so little about<br />

him. He was very private and I never<br />

wanted to pry. I knew his father was not<br />

doing well, and living in Raleigh. I knew<br />

he had brothers and sisters up north. He<br />

had a nephew and niece-in-law who visited<br />

often. They had a labradoodle that was<br />

Harvey’s “grandnephew” and he always<br />

looked <strong>for</strong>ward to the grandnephew’s visits,<br />

which he prepared <strong>for</strong> with dog<br />

biscuits and squeaky toys. I know he<br />

never married.<br />

I suppose I don’t know the little everyday<br />

things about Harvey, but I know the<br />

important ones. I know he was my true<br />

friend. I know he loved me. I know I love<br />

him and I miss him so much already.<br />

Editor’s note: For 25 years, Harvey<br />

Moss was the liaison between the <strong>Fort</strong><br />

<strong>Jackson</strong> Leader and its contract publisher.<br />

His primary mission was to ensure the<br />

newspaper was published on time, delivered<br />

to the right places and the advertisers<br />

were happy. He was often seen in and<br />

around the community, but to those who<br />

did not know his name, he was “the<br />

The war in Iraq is different from other<br />

campaigns. There are different challenges,<br />

tactics and landscapes that require different<br />

types of equipment.<br />

In the <strong>Army</strong>’s largest equipment fielding<br />

ef<strong>for</strong>t since World War II, the Rapid<br />

Fielding Initiative is dedicated to protecting<br />

Soldiers and enhancing their quality of<br />

life in the field by providing the most upto-date<br />

technological equipment available.<br />

So far, more than 600,000 active and<br />

reserve troops have been equipped, including<br />

Basic Combat Training Soldiers at <strong>Fort</strong><br />

<strong>Jackson</strong>.<br />

The RFI was created in 2003, based on<br />

lessons learned during the deployment of<br />

combat troops to Afghanistan in 2002.<br />

The first RFI kits contained only 14<br />

items. Current RFI kits contain 58 items,<br />

with plans to add additional items in the<br />

future.<br />

Some of the items already included are<br />

improved spotting scopes, ballistics spectacles,<br />

the advanced combat helmet and<br />

Modular Lightweight Load-Carrying<br />

Equipment, which consists of removable<br />

compartments and components. There is<br />

also improved personal equipment such as<br />

socks, boots and moisture-wicking Tshirts.<br />

The RFI operates out of the Program<br />

Executive Office Soldier program at <strong>Fort</strong><br />

SAN ANTONIO, Jan. 7 –– A new traveling exhibit<br />

designed to help connect the American public to the<br />

American Soldier was unveiled amid the pageantry of the<br />

<strong>Army</strong>’s Fan Fiesta exhibition, culminating with the<br />

<strong>Army</strong>-sponsored “<strong>All</strong>-American” Bowl high school allstar<br />

football contest played last Saturday at the<br />

Alamodome.<br />

The U.S. <strong>Army</strong> Accessions Command, in conjunction<br />

with the U.S. <strong>Army</strong> Program Executive Office (PEO)<br />

Soldier, took the wraps of their newest interactive recruiting<br />

tool, the American Soldier Adventure Van.<br />

The van highlights the <strong>Army</strong>’s most technologically<br />

advanced equipment and celebrates the Soldier as the<br />

heart of the <strong>Army</strong>.<br />

“The van shows the American public how the<br />

American Soldier is outfitted with the best equipment<br />

possible to carry out its missions in the 21st Century,” said<br />

Sgt. Maj. Thomas Coleman with PEO Soldier in Boston,<br />

Mass.<br />

The van will travel throughout the country about 270<br />

days a year, providing interactive demonstrations, video<br />

displays and examples of weapons, clothing and gear of<br />

the future being planned <strong>for</strong> the Soldier of today.<br />

The van was developed to, not only help generate leads<br />

<strong>for</strong> recruiting, but to also give the American public an<br />

awareness of the clothing, weapons and equipment being<br />

quickly fielded to help protect Soldiers’ lives in areas of<br />

potential danger.<br />

Visitors taking a sneak peak of the van during the “<strong>All</strong>-<br />

American” Fan Fiesta exhibitions outside the Alamodome<br />

were able to train like a Soldier with the interactive<br />

Common Remotely Operated Weapon Station (CROWS),<br />

as well as test their shooting prowess in a marksmanship<br />

training simulator using a replica of the M-4 Carbine and<br />

M249 Squad Automatic Weapon.<br />

they’re used to items such as the combat<br />

helmet and Improved First-Aid Kit when<br />

they get to Iraq –– this won’t be their first<br />

time seeing these.”<br />

New insurance helps with long-term care<br />

With nursing home and home-care costs expected to rise in the<br />

coming years, it makes sense <strong>for</strong> Soldiers and other government<br />

employees to plan ahead <strong>for</strong> long-term care, and to integrate that<br />

planning into their total financial or retirement plan.<br />

Tom Bebbington, public relations manager <strong>for</strong> the relativelynew<br />

Federal Long-Term Care Insurance Program, said most<br />

health insurance programs provide little or no coverage <strong>for</strong> longterm<br />

care services.<br />

“Planning ahead <strong>for</strong> these high costs is absolutely critical to<br />

preserving your nest egg, your estate plan and your personal independence,”<br />

Bebbington said.<br />

He said the FLTCIP underscores the importance of early longterm<br />

care planning and gives members the opportunity to apply<br />

<strong>for</strong> substantial long-term care coverage at favorable group premiums.<br />

Established by an act of Congress in 2000 and overseen by the<br />

U.S. Office of Personnel Management, the FLTCIP is designed to<br />

meet the specific needs of the federal family. It also provides care<br />

coordination services to qualified relatives of enrollees at no cost,<br />

Bebbington said.<br />

“When you need long-term care services, securing the best<br />

type and quality of care can seem daunting,” said Mary Lou<br />

McGuinness, a registered nurse and director of care coordination<br />

and claims <strong>for</strong> the FLTCIP. “That’s why the care coordination services<br />

provided by the only federally-sponsored long-term care<br />

insurance program are truly one of the hallmarks of the program.”<br />

Bebbington said the best time to consider buying long-term<br />

“Privatization is expected to<br />

bring our system up to standards to<br />

meet regulatory requirements,”<br />

Munn said. “It will improve our<br />

quality of water and should mini-<br />

mize disruptions in services. We<br />

have been under- funded <strong>for</strong> years<br />

and have deferred maintenance.”<br />

Of the <strong>Army</strong>’s 351 Continental<br />

U.S. systems, 118 have been privatized,<br />

158 have been deemed uneconomical<br />

to privatize and 75 are<br />

under evaluation. Evaluations are<br />

expected to be completed by<br />

September 2011.<br />

The Privatization program does<br />

not include overseas utility systems,<br />

which are generally owned by the<br />

<strong>Fort</strong> <strong>Jackson</strong>’s Customer Management Services Action<br />

Council convened Jan. 4. The name of the council was<br />

changed based on the evolution of the three-tiered feedback<br />

process which encompasses individuals, constituent<br />

groups (Soldiers, retirees, veterans, family members and<br />

civilian employees), and mission commanders supported<br />

by the U.S. <strong>Army</strong> Garrison.<br />

The council convenes on a quarterly basis to discuss<br />

Interactive Customer Evaluation system, Community<br />

FIRST, and corporate assessment feedback submitted by<br />

the community. During this meeting the council discussed<br />

and resolved issues, concerns and recommendations submitted<br />

by the <strong>Fort</strong> <strong>Jackson</strong> community during the 2007<br />

fiscal year first quarter.<br />

The Customer Management Services office is responsible<br />

<strong>for</strong> administering the three feedback mechanisms<br />

designed to gather, analyze and report in<strong>for</strong>mation that is<br />

essential to improve services provided by the garrison.<br />

The first tier is ICE, which is used <strong>for</strong> individual feedback<br />

on the 250 service providers on <strong>Fort</strong> <strong>Jackson</strong>. The<br />

installation finished with a 93 percent satisfaction level<br />

and more than 4,000 responses during the 2007 fiscal year<br />

first quarter.<br />

The second tier is the Community FIRST Quarterly<br />

Issue Resolution Process used <strong>for</strong> constituent group feedback<br />

to submit issues that cannot be fixed by ICE. There<br />

Congratulations! We have come to<br />

the end of Block Leave, and all members<br />

of the <strong>Fort</strong> <strong>Jackson</strong> community<br />

returned safely. This is an excellent<br />

achievement and was only possible<br />

because every one of you did your<br />

part.<br />

Un<strong>for</strong>tunately, the threat remains<br />

very real. During the 2006 fiscal year,<br />

16 Soldiers died in privately owned<br />

vehicle accidents in the Training and<br />

Doctrine Command. In the 2007 fiscal<br />

year first quarter, TRADOC has lost<br />

eight Soldiers in POV accidents.<br />

Excessive speed and alcohol were<br />

contributing factors in many of the<br />

POV accidents involving TRADOC<br />

Soldiers. <strong>Army</strong>-wide accident statistics<br />

paint a similar picture.<br />

CMSAC representatives; six submitted through the<br />

The CMSAC reviews all active and completed issues<br />

<strong>for</strong> the current quarter. Active issues are discussed and<br />

resolved during the council if they are within the control<br />

of the installation. Others may require <strong>for</strong>warding to higher<br />

levels. Votes are taken to determine if an issue should<br />

be recommended <strong>for</strong> <strong>for</strong>warding to the commanding general.<br />

The CG makes the final determination on <strong>for</strong>warding<br />

issues beyond <strong>Fort</strong> <strong>Jackson</strong>.<br />

There were several issues voted to be presented to the<br />

CG <strong>for</strong> <strong>for</strong>warding beyond <strong>Fort</strong> <strong>Jackson</strong>. These issues and<br />

all other issues submitted to Community FIRST can be<br />

found on the <strong>Fort</strong> <strong>Jackson</strong> Well-Being Web site and will<br />

be discussed in further articles of the “Customer Service<br />

Corner” (<strong>for</strong>merly known as the Well-Being Corner).<br />

The third tier of feedback is the semi-annual corporate<br />

assessment. This assessment is designed to gather feedback<br />

from mission commander and unit leadership on per<strong>for</strong>mance,<br />

importance and priority of services provided.<br />

The ratings are then provided to garrison directorates <strong>for</strong><br />

evaluation and development of action plans to improve<br />

services, if required. The CMS Office will be conducting<br />

briefings with the mission commanders and unit leadership<br />

during January and February. The briefings will consist<br />

of 2006 fiscal year assessment results and the details<br />

other options are available.<br />

º <strong>All</strong> <strong>Fort</strong> <strong>Jackson</strong> military organizations<br />

are required to produce a calling<br />

card with numbers that Soldiers<br />

can call in case they have had too<br />

much to drink, or <strong>for</strong> other emergencies.<br />

If you do not have one, contact<br />

your chain of command.<br />

º If you are using the <strong>Fort</strong> <strong>Jackson</strong><br />

club system, all you need to do is tell<br />

the bar staff that you have had too<br />

much to drink and you will be given a<br />

free cab ride home –– no questions<br />

º Designated drivers are another<br />

option, and most clubs have some sort<br />

of program. The <strong>Fort</strong> <strong>Jackson</strong> clubs<br />

will provide the designated driver with<br />

free non-alcoholic drinks.<br />

ICE Appreciation<br />

The garrison would like to congratulate the <strong>Fort</strong><br />

<strong>Jackson</strong> Civilian Personnel Advisory Center, and the<br />

Installation Safety Office. They have maintained a 4.88<br />

and a 4.87 percent rating, respectively, in employee/staff<br />

attitude out of a possible 5.0, <strong>for</strong> a 12-week period. This<br />

is an outstanding per<strong>for</strong>mance in customer satisfaction.<br />

WASHINGTON, Jan. 9, 2007 –– A 22-year-old college<br />

student recently traded her beauty-queen tiara <strong>for</strong><br />

the Kevlar helmet she’ll wear when she deploys with her<br />

Minnesota <strong>Army</strong> National Guard unit to Iraq.<br />

For the past six months, Jessica Gaulke’s life has<br />

been about college classes and making appearances as<br />

Minneapolis’ 2007 Aquatennial Queen of the Lakes, but<br />

soon it will focus on helping lead Iraq to a peaceful<br />

democracy.<br />

The Augsburg College senior studying sociology will<br />

be deploying as Spc. Jessica Gaulke with the 2nd<br />

Battalion, 147th Assault Helicopter Battalion. The unit is<br />

scheduled to start training at <strong>Fort</strong> Hood, Texas, this<br />

spring in advance of a yearlong tour in Iraq.<br />

“I’m feeling strong to go. The training I’ve received<br />

is good training, and I’m prepared,” Gaulke said. But her<br />

military obligation, which she accepted in February 2002<br />

when she joined the National Guard, has ended her rein<br />

as Queen of the Lakes.<br />

Although it was never her lifelong ambition to win a<br />

beauty pageant, she said the abbreviated experience has<br />

been wonderful. So, although she admits it was bittersweet<br />

to hand over her crown<br />

Jan. 4, she said she feels no<br />

resentment.<br />

“I’ve heard this whole time<br />

that, ‘You could go. You never<br />

know when you’re going to go,<br />

but you could go at any time and<br />

they don’t even have to give you<br />

notice,’” Gaulke said. “I’m<br />

thankful <strong>for</strong> the six months that<br />

I’ve had (as Queen of the Lakes).<br />

Of course, I would have liked to finish the year out, but<br />

what I’ve experienced has been amazing.”<br />

WASHINGTON, Jan. 5 –– The new<br />

governance plan <strong>for</strong> the military health<br />

care system, which is in its very early<br />

stages, will improve the care given to<br />

troops and their families in today’s joint<br />

environment, the Defense Department’s<br />

top health official said today.<br />

The idea behind the new governance<br />

plan is to have the separate military services<br />

work together even more closely<br />

than they do now in the area of health care.<br />

This will improve the efficiency and effectiveness<br />

of the system, Dr. William<br />

Winkenwerder Jr., assistant secretary of<br />

defense <strong>for</strong> health affairs, said in an interview<br />

at the Pentagon.<br />

“Our system does work well now; we<br />

have great outcomes in battlefield medicine<br />

and in the care of our wounded –– the<br />

best in history,” Winkenwerder said. “But<br />

During the six months as Aquatennial Queen of the<br />

Lakes, she juggled her National Guard drill duties and<br />

schoolwork with her public appearances, she said.<br />

“I do it pretty well, actually. I’ve had to do a couple<br />

of changes in my car going from drill to parades,”<br />

Gaulke said. “I think maybe this is changing the whole<br />

outlook on the pageant system and scholarship programs<br />

because it’s not all about the glitz and glam.<br />

“It’s really about the person you are,” she said.<br />

“Sometimes I don’t look the best, but people understand.”<br />

Although she’s been dubbed the “Brave Beauty,”<br />

Gaulke said she won her crown based on who she is.<br />

“There’s no swimsuit, there’s no gown or fishbowl questions,<br />

things like that we normally see in Miss America,”<br />

she said. “It’s based on your school, your volunteer<br />

experience, what you’re active in currently.”<br />

Gaulke carries a 3.3 grade point average and volunteers<br />

as a coach <strong>for</strong> her high school lacrosse team in the<br />

spring. She also works with the Minneapolis-based Open<br />

Arms, an organization that makes and delivers meals <strong>for</strong><br />

residents with HIV/AIDS.<br />

For the down-to-earth beauty queen, trading her<br />

crown <strong>for</strong> cammies is no big deal. “Switching one <strong>for</strong><br />

the other ... I signed up <strong>for</strong> it and I<br />

knew it was a possibility,” Gaulke said.<br />

There’s another major life event on<br />

the near horizon that makes giving up<br />

her crown to head to Iraq seem easy in<br />

comparison. “I’m getting married next<br />

week,” she said, adding that her newlywed<br />

husband, whom she’ll be leaving<br />

behind soon, will take care of their two<br />

dogs and the new home the couple just<br />

purchased.<br />

“I’m excited and I think life is bringing me in the<br />

right direction,” she said. “Things happen <strong>for</strong> a reason.”<br />

The new governance plan was approved<br />

by Deputy Defense Secretary Gordon<br />

England on Nov. 27, 2006. It calls <strong>for</strong> joint<br />

oversight and leadership of several key<br />

functional areas across the health system,<br />

such as education and training, medical<br />

research, and health care delivery.<br />

Under the new plan, large local markets<br />

that serve more than one branch of the military<br />

will have a unified authority,<br />

Winkenwerder explained. This will allow<br />

<strong>for</strong> better decision making, increased cost<br />

effectiveness and shared resources, he<br />

said.<br />

The Defense Department will consolidate<br />

medical education and training at a<br />

new center in San Antonio, and it will also<br />

consolidate medical research. Any<br />

research that is unique to a specific service<br />

will be preserved, Winkenwerder added.<br />

“One of the things that we wanted to do<br />

was to not break anything that works well<br />

today; we don’t think we’re going to do<br />

that at all,” he said.<br />

DoD health care has already consolidated<br />

in one area –– in<strong>for</strong>mation technology.<br />

Winkenwerder praised the new electronic<br />

medical records system, AHLTA, the<br />

“Armed Forces Health Longitudinal<br />

Technology Application,” which is used<br />

by all services at all military treatment<br />

facilities.<br />

“We have the chance to do that kind of<br />

thing in other areas, and that’s what the<br />

new governance plan is about,” he said.<br />

The new governance plan will not create<br />

a new joint command with one surgeon<br />

general, Winkenwerder explained. The<br />

services will maintain their separate surgeons<br />

general, he said, but major changes<br />

in governance will happen across the<br />

still need to be worked out, and a transition<br />

team will be appointed to map the execution<br />

of the plan, which is expected to be<br />

complete by 2009.<br />

Key goals of the new plan are to save<br />

taxpayer dollars and improve the health<br />

care given to troops and their families,<br />

Winkenwerder said.<br />

He praised the services <strong>for</strong> their cooperation<br />

and compromise in developing the<br />

plan, and expressed optimism about the<br />

success of the plan.<br />

“Ultimately, all of this needs to be<br />

about producing a better product, producing<br />

a better result, all in the interest of our<br />

service members and their families,” he<br />

said. “They deserve the best that we can<br />

provide them, and that’s the goal of all<br />

this.”

ST. LOUIS, Jan. 8 –– U.S. <strong>Army</strong><br />

Corps of Engineers archaeologist Dr.<br />

Michael “Sonny” Trimble has been to<br />

Iraq five times in the last two years, <strong>for</strong> a<br />

total of 17 months.<br />

He hasn’t gone there to shed light on<br />

the ancient history of what many people<br />

call the cradle of civilization. Rather,<br />

he’s gone there to lead an ef<strong>for</strong>t to gather<br />

and document accurate evidence and<br />

decisively tell the story of hundreds of<br />

thousands of Iraqis allegedly murdered<br />

by Saddam Hussein and his regime over<br />

the last two decades.<br />

“I want to give his victims their voices,”<br />

Trimble said. “I want them to be<br />

able to tell the world what happened to<br />

them.”<br />

Trimble has led a team of archaeologists,<br />

<strong>for</strong>ensic anthropologists, photographers,collections<br />

managers,<br />

archivists, and a<br />

broad range of<br />

other specialists<br />

to sort, catalog<br />

and preserve<br />

exhumed items<br />

<strong>for</strong> future applications.<br />

The team also<br />

included a legal<br />

specialist to<br />

ensure the<br />

results would be “air tight” legal records<br />

of events and findings.<br />

Their work, <strong>for</strong> the Justice<br />

Department’s Regime Crimes Liaison<br />

Office in Baghdad has turned up a lot of<br />

details. Searching in mass graves, the<br />

team found and meticulously documented<br />

more than just skeletons.<br />

Due to the soil’s nature in much of<br />

Iraq, victims’ clothing with its original<br />

colors, toys and even official identity<br />

documents have been preserved and<br />

recovered.<br />

“We’ve gained a great respect <strong>for</strong><br />

these people –– not simply as remains,<br />

which we of course, handled with great<br />

care –– but as the people they were when<br />

they lived,” Trimble said.<br />

Trimble journeyed to Iraq one more<br />

time recently. This time, on Nov. 30 he<br />

sat in a witness chair <strong>for</strong> four hours at<br />

the trial of Saddam Hussein, who was<br />

being tried with several other Baath Party<br />

officials in the Anfal trial.<br />

During Trimble’s testimony, the<br />

deposed dictator, other defendants and<br />

defense attorneys scrutinized him<br />

intensely.<br />

Trimble firmly delivered a detailed<br />

report of findings from investigating<br />

mass graves of Kurdish people from<br />

northern Iraq, who were put to death following<br />

alleged insurrection<br />

there.<br />

The defendants,<br />

including Hussein,<br />

questioned Trimble <strong>for</strong><br />

an hour.<br />

The defendants had<br />

long stated these were<br />

legitimate operations of<br />

a government defending<br />

itself against internal<br />

insurrection.<br />

In<strong>for</strong>mation from the<br />

studies of Trimble’s<br />

group firmly contradicted those claims.<br />

Detailed evidence, including the chilling<br />

fact that 60 percent of the bodies<br />

exhumed were of children under the age<br />

of 12, demonstrated the untruths of the<br />

defense’s position.<br />

Trimble said his final goal is to have<br />

the remains of the exhumed returned to<br />

their families.<br />

<strong>Army</strong> Regulation 600-85 states that<br />

Substance Abuse Program is to “restore<br />

to duty those substance-impaired Soldiers<br />

One of the <strong>Army</strong>’s principles is that<br />

the abuse of alcohol or illicit drugs by<br />

both military and civilian personnel is<br />

inconsistent with <strong>Army</strong> values as well<br />

as the standards of per<strong>for</strong>mance,<br />

discipline and readiness<br />

necessary to accomplish<br />

this mission.<br />

The separation action<br />

will be initiated and<br />

processed through the<br />

chain of command,<br />

which will exercise discretion<br />

on a case-by-case<br />

basis in directing retention<br />

or discharge of the Soldier.<br />

Every year commanding officers<br />

give BCT and AIT Soldiers going home<br />

Cases of the Week<br />

The Military Police assisted deputies<br />

from the Richland County Sheriff’s<br />

Department in serving an arrest warrant<br />

to a Soldier.<br />

The Soldier was arrested based upon<br />

an outstanding warrant <strong>for</strong> Uttering a<br />

Fraudulent Check. After his arrest, the<br />

Soldier was transported to the Richland<br />

County Detention Center pending a court<br />

hearing.<br />

A civilian was charged with Driving<br />

Too Fast <strong>for</strong> Conditions after she<br />

struck a <strong>for</strong>ce protection barrier while<br />

entering Gate 2.<br />

As a result of the accident, the vehicle<br />

was inoperable and towed to an off-post<br />

facility.<br />

A Soldier notified the military police<br />

of Larceny at his housing quarters. An<br />

investigation revealed that an unknown<br />

person(s) removed two bicycles from the<br />

Soldier’s back porch.<br />

The items were left unsecured and<br />

unattended. The estimated cost of loss<br />

Provost Marshal Tip<br />

of the Week<br />

According to <strong>Army</strong> Regulation 190-5<br />

and South Carolina Code 56-5-5015, no<br />

person(s) may operate a motor vehicle<br />

that is required to be registered in South<br />

Carolina on any public highway, road or<br />

street that has tint on the windshield,<br />

front side and side windows adjacent to<br />

the right and left of the driver and windows<br />

to the rear of the driver, that do not<br />

meet the requirement.<br />

The legal limit <strong>for</strong> window tint is 27<br />

percent.<br />

If there is a question about a vehicle’s<br />

compliance to the law, drivers can call the<br />

<strong>Fort</strong> <strong>Jackson</strong> Provost Marshals Office<br />

Leadership<br />

369th Adjutant General Battalion<br />

Everybody in the <strong>Army</strong> is a leader in<br />

some capacity. You may be a noncommissioned<br />

officer or an officer who leads by<br />

a position of authority. But leadership<br />

isn’t just defined by job status. Parents<br />

are leaders, and so is a private who leads<br />

by example. Almost without exception,<br />

we are all leaders in some capacity or role<br />

that we fill.<br />

One of the biggest jobs as leaders is to<br />

develop ourselves as worthy of the<br />

respect of the Soldiers we serve, train and<br />

lead. H. Gordon Selfridge, who built one<br />

of the world’s largest department stores in<br />

London, shares advice on the subject. He<br />

claims that his success was built by being<br />

a leader and not a boss. Here is his comparison<br />

of the two types of mentalities:<br />

The boss drives his people; the leader<br />

coaches them. The boss depends on<br />

authority; the leader on good will. The<br />

boss inspires fear; the leader inspires<br />

enthusiasm. The boss says “I”; the leader,<br />

“we.” The boss fixes the blame <strong>for</strong> the<br />

breakdown; the leader fixes the breakdown.<br />

The boss knows how it is done; the<br />

leader shows how. The boss says “Go”;<br />

the leader says “Let’s go!”<br />

A leader takes care of those in his<br />

charge and doesn’t just let things happen.<br />

He doesn’t defer to the wisdom of not<br />

getting involved because it isn’t his lane.<br />

He doesn’t avoid hard decisions or taking<br />

sides because he dislikes conflict and the<br />

messy nature of interpersonal relationships.<br />

He doesn’t let his personal feelings<br />

or perceived injuries to himself affect his<br />

impartiality and judgment. Perhaps the<br />

wisdom contained in Selfridge’s advice is<br />

epitomized in these words of the Bible<br />

about servanthood;<br />

You know that the rulers of the<br />

Gentiles lord it over them, and their high<br />

officials exercise authority over them. Not<br />

so with you. Instead, whoever wants to<br />

become great among you must be your<br />

servant, and whoever wants to be first<br />

must be your slave — Matthew 20:25-27<br />

Inspiration <strong>for</strong> this model of leadership<br />

can be seen in Jesus’ words and actions<br />

as a leader. Jesus said, “Greater love has<br />

no one than this: that he lay down his life<br />

<strong>for</strong> his friends.”<br />

This was followed by the action of<br />

Jesus dying <strong>for</strong> the sins of the world. The<br />

Apostle Paul says of Jesus in Philippians<br />

2: ... in humility consider others better<br />

than yourselves ... look also to the interests<br />

of others. Your attitude should be the<br />

same as Christ Jesus: Who being in the<br />

vary nature of God, did not consider<br />

equality with God something to be<br />

grasped ... And being found in the<br />

appearance of man, he humbled himself<br />

and became obedient to death even on a<br />

cross.<br />
