Brigade<br />

designation will be the 165th Infantry<br />

Brigade, with the motto “Lightning.<br />

Strike Strong.”<br />

The 1st Combat Training Brigade<br />

p.m., Jan. 31 in front of brigade headquarters.<br />

The brigade’s new designation<br />

will be the 193rd Infantry<br />

Brigade, with the motto “No Ground<br />

enlisted rank and a bad-conduct discharge.<br />

New insurance helps with long-term care<br />

With nursing home and home-care costs expected to rise in the<br />

coming years, it makes sense <strong>for</strong> Soldiers and other government<br />

employees to plan ahead <strong>for</strong> long-term care, and to integrate that<br />

planning into their total financial or retirement plan.<br />

Tom Bebbington, public relations manager <strong>for</strong> the relativelynew<br />

Federal Long-Term Care Insurance Program, said most<br />

health insurance programs provide little or no coverage <strong>for</strong> longterm<br />

care services.<br />

“Planning ahead <strong>for</strong> these high costs is absolutely critical to<br />

preserving your nest egg, your estate plan and your personal independence,”<br />

Bebbington said.<br />

He said the FLTCIP underscores the importance of early longterm<br />

care planning and gives members the opportunity to apply<br />

<strong>for</strong> substantial long-term care coverage at favorable group premiums.<br />

Established by an act of Congress in 2000 and overseen by the<br />

U.S. Office of Personnel Management, the FLTCIP is designed to<br />

meet the specific needs of the federal family. It also provides care<br />

coordination services to qualified relatives of enrollees at no cost,<br />

Bebbington said.<br />

“When you need long-term care services, securing the best<br />

type and quality of care can seem daunting,” said Mary Lou<br />

McGuinness, a registered nurse and director of care coordination<br />

and claims <strong>for</strong> the FLTCIP. “That’s why the care coordination services<br />

provided by the only federally-sponsored long-term care<br />

insurance program are truly one of the hallmarks of the program.”<br />

Munn said the electric system has<br />

been deferred until fiscal year 2008,<br />

and it has been determined that privatizing<br />

gas at this time would be<br />

uneconomical, but that it would be<br />

reviewed again.<br />

He expects better quality from<br />

both water and sewer systems once<br />

they are contracted.<br />

“Privatization is expected to<br />

bring our system up to standards to<br />

meet regulatory requirements,”<br />

Munn said. “It will improve our<br />

quality of water and should mini-<br />

mize disruptions in services. We<br />

have been under- funded <strong>for</strong> years<br />

and have deferred maintenance.”<br />

Of the <strong>Army</strong>’s 351 Continental<br />

U.S. systems, 118 have been privatized,<br />

158 have been deemed uneconomical<br />

to privatize and 75 are<br />

under evaluation. Evaluations are<br />

expected to be completed by<br />

September 2011.<br />

The Privatization program does<br />

not include overseas utility systems,<br />

which are generally owned by the<br />

host nation.<br />

Court martial results<br />

Zima plead guilty to one charge and<br />

four specifications of larceny and one<br />

charge and one specification of false<br />

official statement during the special<br />

court martial.<br />

Nov. 17, Zima used a metal bar<br />

taken from a broken wall locker to<br />

break open combination locks on other<br />

Soldiers’ lockers within Co. D, 187th<br />

“The younger you are when you purchase coverage, the less<br />

expensive your monthly or annual premiums will be,” said<br />

Bebbington. “Waiting not only means a larger cash outlay, it<br />

means you’ll be a greater risk of having pre-existing health problems<br />

that may prevent you from qualifying.”<br />

Coverage under the FLTCIP is backed by the John Hancock<br />

and Metropolitan Life Insurance companies, due to the companies’<br />

consistently earned high ratings <strong>for</strong> financial strength and<br />

operating per<strong>for</strong>mance. The program is administered by Long<br />

Term Care Partners, LLC, a company created exclusively <strong>for</strong> the<br />

program and jointly owned by the carriers. OPM has worked<br />

closely with John Hancock and MetLife to ensure this coverage<br />

offers the kind of benefits and features that are most valuable ––<br />

now and in the future –– to members of the federal family.<br />

Bebbington said the FLTCIP offers enrollees some distinct<br />

advantages, including comprehensive coverage, competitive and<br />

stable rates, international coverage, and administrative service<br />

standards that are the highest in the long-term care insurance<br />

industry.<br />

“The program’s policies are simple to understand and offer<br />

benefits tailored to federal family members,” Beddington said.<br />

“Policies are sold direct through highly trained, non-commissioned<br />

staff that understands how long-term care insurance works<br />

and how to recommend the right coverage. There are no high<br />

pressure sales tactics, simply sound advice.”<br />

of utilities, electricity privatization has been<br />

deferred until fiscal year 2008.<br />
