I Y9Y<strong>Act</strong> <strong>No</strong>. <strong>20</strong>, 1999 ROAD TRAWIC LfANAGEkfENT CORPORATION ACT. 1999(E~zglish text signed by the Presidetlt.)(Assetzted to 14 April 1999,)ACTTo provide, in the public interest, for co-operative and co-ordinated strategicplanning, regulation, facilitation and law enforcement in respect of road trafficmatters by the national, provincial and local spheres of government; to regulate thecontracting out of road tra5c services; to provide for the phasing in of privateinvestment in road traffic; to that end, to provide for the establishment of the <strong>Road</strong><strong>Traffic</strong> <strong>Management</strong> <strong>Corporation</strong>; and to provide for connected matters.PREAMBLESINCE there is a need to enhance the overall quality of road traffic and, in particular, topromote safety, security, order, discipline and mobility on the roads, and to protect roadinfrastructure and the environment through the adoption of innovative road trafficpractices and technology;AND SINCE there is a need to define and strengthen co-operation and co-ordinationbetween the national, provincial and local spheres of government in support of theirrespective road traffic strategic planning, regulation, facilitation and enforcement;AND SINCE there is a need to regulate and maximize the constructive role of provincialauthorities and local government bodies in support of enhanced road traffic serviceprovision and in particular, road traffic law enforcement;AND SINCE there is a commitment to engage the private sector and, in particular, thepreviously disadvantaged sectors, to t&e up business opportunities in the provision ofroad traffic services in order to, where appropriate, refocus and supplement public sectorcapacity;AND SINCE there is a need to guide and sustain the transition, where appropriate,towards the phasing out of public funding and the concomitant expansion of privateinvestment in road traffic;AND SINCE public transport and road traffic regulation are of vital importance to thedevelopment, safety and quality of life of the citizens of the Republic and the region;BE IT THEREFO~ ENACTED by the Parliament of the Republic of South Africa,as follows:—
