A. In a C-1 district directly across a street or thoroughfare from any R districtdesignated for future residential use in the general plan, the parking and loadingfacilities shall maintain an average distance of eight feet from such street;B. All uses shall be conducted wholly within a completely enclosed building, exceptfor service stations, public utility substations, and off-street parking and loadingfacilities; except that the council may permit the outdoor operation of any permitteduse by approving a conditional use permit therefor;C. Site plan review by the city council for all construction or physical alterations inthe C-1 zoning district;D. Design control regulations apply.
