A. In a C-1 district directly across a street or thoroughfare from any R districtdesignated for future residential use in the general plan, the parking and loadingfacilities shall maintain an average distance <strong>of</strong> eight feet from such street;B. All uses shall be conducted wholly within a completely enclosed building, exceptfor service stations, public utility substations, and <strong>of</strong>f-street parking and loadingfacilities; except that the council may permit the outdoor operation <strong>of</strong> any permitteduse by approving a conditional use permit therefor;C.
