2013 OLA TOURNAMENT GUIDELINESTEAM INFORMATIONA team will consist of a minimum of six (6) players and a maximum of nineteen (18 + 1) players ifonly one (1) goaltender is dressed, or twenty (20) players if two (2) goaltenders are dressed. Nomore than two (2) goaltenders may be dressed per team at any one time.A maximum of four (4) certified bench personnel will be permitted on the bench at any one time.One must be a certified trainer with a maximum of 3 coaches. See MR2.12 (b) of OLA Constitution. (See page 4)<strong>Invitational</strong> and Provincial Championship <strong>Tournament</strong> will be structured by category levels (that is:A, B, C, D, E) and teams will be placed in their deemed competitive level by rating. In situationswhere an organization has more than one team operating within an age category, it must be clearlyindicated which team the game sheet covers. I.e. Tyke #1(A) or Tyke #2 (C).Players moving up to play in the next higher age category must be indicated on the game sheet bya letter to denote their registered category. (i.e. Paperweight-PW, Tyke-T, Novice-N, Peewee-P,Bantam-B, Midget-M)A team entering a tournament must play in their proper age division. (i.e. a tyke team cannotparticipate at the novice level)Teams participating in <strong>Tournament</strong>s should have an extra set of sweaters available, in case ofteam sweater colour conflict.In the event of sweater colour conflict, the O.L.A. <strong>Tournament</strong> Supervisor will enforce:o Home team must change - however if a conflict still exists,o <strong>Tournament</strong> Host must have 2 sets extra jerseys on handPRIOR TO TOURNAMENT:Confirm with Host Club contact (suggest two (2) weeks prior to assigned tournament) of yourassignment and approximate time of your arrival.Request <strong>Tournament</strong> Schedule and location of arenas.If more than one arena, establish at which one you will be working.If you require overnight accommodation, Host Club contact will probably recommend suitable hotelclose to arena.Advise as soon as possible host <strong>Tournament</strong> Convenor if unable to keep assignment.The Convenor must have:a. The O.L.A. <strong>Tournament</strong> <strong>Guidelines</strong>b. The O.L.A. Rules and Regulations (formerly titled Constitution)c. The C.L.A. Rule BookFamiliarize yourself with the O.L.A. <strong>Tournament</strong> Information and Rules and Regulations (formerlyConstitution) - it will help in answering the many questions asked.3


2013 OLA TOURNAMENT GUIDELINESTOURNAMENT REGISTRAR GUIDELINESREGISTRATIONUpon arrival at the <strong>Invitational</strong> <strong>Tournament</strong> the team manager must fill out the game sheet andprovide the original OLA registration forms complete with all 3 governing body signatures (club,zone and OLA) for all participating players, coaches and trainers. If this documentation is notprovided at the registration table, the player, coach and/or trainer will NOT be allowed toparticipate until such documentation is provided to the host club.Once all documentation is checked for name, date of birth and that the form is completed as perMR2.04 (a)*, put a check mark on the game sheet beside their name.When all players have been checked, initial under the team list. Inform the coach that if hecarries his copy of the game sheet with him for all further games, he will not be required toproduce cards for each game.Count the number of names on the game sheet and the number of bench personnel for purpose ofawards, participation, pins, etc.Write team colours on game sheet. If any colour conflicts, bring to the attention of the <strong>Tournament</strong>Convenor.*MR2.04 All personnel must be registered and OLA approved for the current season prior to anyparticipation. The final date for submitting completed membership certificates for all personnel forapproval is June 1 st . Appeals of membership eligibility must be submitted by the club president, inwriting within four business day of notification of ineligibilityIf the host team allows players, coaches, and trainers to participate without the proper registrationform, a non-compliance fine will be assessed to the hosting club. First offence is a fine no lessthan the tournament entry fee, second offense is a fine plus loss of tournament for the followingyear. In cases where it is a Historical <strong>Tournament</strong>, loss of historical status will apply.NOTE: Each tournament is considered a stand-alone tournament, i.e. an association that hosts a one dayPeewee tournament in June and a one day Bantam tournament in July will be considered two separatetournaments.4

At that time they will be required to complete the Competitive Introduction Box orField Certification Clinic.d) Trainers must have an approved and valid trainer's certificate (or its equivalent) and must be presentduring all zone, interlock, tournament and Provincial Play.NOTE: All rep teams must have a certified coach and a certified trainer on their bench (however onlyone certified trainer is allowed on the bench at any one time). Onlyappointed officials will be permitted in the time box, to a maximum of three.Refer to on-site assigned O.L.A. Referee Supervisor, or his designate, questions regarding:o game rules interpretationo complaints regarding referee conducto problems with timekeepingEstablish the O.L.A. Referee Supervisor and the host club contact at assigned arena. Workingtogether will go a long way to making a successful tournament.At no time are minor officials in timekeeper’s box to be approached during the game. Leave this tothe game referees via the O.L.A. Referee Supervisor. (see Item 3)Ensure that Game Structure, Overtime Rules, and Suspension <strong>Guidelines</strong> have been posted in anaccessible spot adjacent to the score board. If not posted - bring to attention of host club contactso that it may be doneScore sheets - minimum of three (3) copies (original - O.L.A., 2nd and 3rd copies for competingteams). Refer to O.L.A. <strong>Tournament</strong> Information for score sheet completion procedures.Request O.L.A. Disciplinary action will be taken by the Board of Directors on any violation of this regulation.Only OLA game sheets are to be used for all tournaments. All game sheets must be numbered and filledout clearly and concisely and as follows:ooooooowith players in numerical order according to sweatersthe first and last name of all players must be printed legiblyteam captain and/or assistant captains must be indicated beside their nameidentify all call up players by their divisionall game sheets must be initialled by the host organization once completedat conclusion of game, both referees must sign the game sheetany incidents must be reported to the host convenor immediatelyProvide a 3 panel discipline committee. 2013 OLA TOURNAMENT GUIDELINESUSE OF A PLAYER OR BENCH STAFF UNDER SUSPENSIONThe use of a suspended player(s) will result in a forfeiture of the game plus a fine per player. Use ofsuspended player(s) in O.L.A. sanctioned tournaments will result in team disqualification and thecoaching staff suspended until dealt with by the OLASUSPENSION INFORMATIONPlayers and/or Bench Personnel who have received penalties calling for suspensions will be dealt withat the earliest possible time following the game.The Discipline Committee will conduct such interviews as may be necessary and render a decision asto the length of a suspension.The result of any decision must be communicated to the suspended party and their coach AT THETOURNAMENT by the Discipline Committee Chairman.Teams who have person(s) under suspension (from Zone play, previous tournaments etc.) MUSTindicate their names on the game sheet.Suspensions levied by the <strong>Tournament</strong> Discipline Committee must be reported to the respective ZoneDirector within 24 hoursTHE OLA FINE SHEETOne Fine Sheet must be made up for each incident and be signed by a Team Official when they returntheir dressing room keys or come to pick up the game sheet. Be sure to have them sign at this time andgive them their copy. THEY ARE NOT REQUIRED TO PAY IMMEDIATELY. All game sheets and FineSheets MUST be sent to the OLA office within 7 days of the <strong>Tournament</strong>. Please record how many gameswere given and in the event that payment for fine(s) is made, please indicate on the Fine Sheet andinclude any payment received in your package.RULES SPECIFIC TO MINOR LACROSSEOLA Rules & Regulations: (MR8.12) Mouth guards are mandatory at all age levelsRULE 6 - Stick Lengths: In Peewee and lower divisions, the minimum length of the stick shall be thirtyfour(34") inches. Bantam and up divisions the minimum length of the stick shall be forty (40”) inches.RULE 11 – Facemasks: All players must wear a facial mask as approved by the CLA and the CanadianStandards <strong>Association</strong>RULE 16(c) Goalkeepers: This rule will not apply. No warm-ups will be allowed at any time.RULE 35 Butt Ending: In minor lacrosse, an attempted butt-end which does not make solid contact shallbe penalized by a major penalty and a game misconduct.9


2013 OLA TOURNAMENT GUIDELINESRULE 57 Kicking a Player: In minor lacrosse, an attempt to kick an opponent that does not make solidcontact shall be penalized with a major penalty plus a game misconduct.RULE 65 Spearing: In minor lacrosse, any attempt to spear an opposing player that does not makesolid contact shall be penalized with a major penalty and a game misconduct.If the above items are not sent in by seven days after tournament that centre will be subject to a$200.00 fine and may not be eligible to host a tournament in the following year.ZONE (OLA DESIGNATE) TOURNAMENT CONVENORTheir role is to oversee the operations of the OLA Sanctioned <strong>Tournament</strong> bySupervising registrations….Chairing discipline hearings…..Ensuring OLA rules of play arefollowedREFEREES AND GAME OFFICIALSALL REFEREES MUST BE CURRENTLY CARDED O.L.A. OFFICIALSIn Zone and <strong>Invitational</strong> <strong>Tournament</strong> play, the local Referee-in-Chief in conjunction with the Zone Refereein-Chief,will appoint referees who have been recommended and approved by the O.L.A. Referee-in-Chiefand/or O.L.A. Technical Director or his designate. The Local Referee-in-Chief, in conjunction with theZone Referee-in-Chief of any tournament must contact the Provincial Referee Assignor or O.L.A.Technical Director as soon as sanction has been granted.During the 2013 season the Corporation Referee in Chief has approved the use of local club officials forany and all games.The designated tournament Referee-in-Chief works in conjunction with the tournament host to approval allassigned tournament referees.NOTE:The designated tournament Referee-in-Chief must be an O.L.A. referee and/or supervisor in goodstanding.10

With this in mind, we REQUIRE the followingprocedures be implemented.THE GAME SHEET:General: Please number all OLA game sheets.OLA game sheets can be ordered through the OLA for a $1.00 eachThe official OLA game sheet must be used at all invitational tournaments.A team's game sheet must be prepared and signed by an O.L.A. approved member or official.Game sheets are to be made up:o with players in numerical order according to sweaterso the first and last name of all players must be printed legiblyo team captain and/or assistants shall be determined by a letter beside their name(Captain - 'C', Assistant - 'A')11


2013 OLA TOURNAMENT GUIDELINESoteams using affiliated players must be registered with the next lower age category teamand must indicate by their registered category (i.e. - Peewee - 'PW", Bantam - 'B', etc.)In situations where an organization has more than one team operating within an age category, itmust be clearly indicated which team the game sheet covers. (Prior to Provincial play, interimratings are to be used, i.e.-'X' organization has two or more (2) teams operating in the same agecategory. When making up the game sheet, these teams must be clearly identified numerically.When a penalty has been assessed, the time must be recorded on the game sheet.Referees will check the completed game sheet to ensure it is accurate. Only when the refereesare sure the game sheet is complete and accurate, should they sign it. The accuracy of a gamesheet is the responsibility of the referees.When signing a game sheet, referees must indicate (print) their names.GAME STRUCTURENo team or player will be allowed to play more than three (3) games in any one day.Where possible, a minimum of three (3) hours rest will be allowed between finish and scheduledstart times of any team's games.Length of Games - Mandatory at Provincials may be modified (see note below) for <strong>Invitational</strong><strong>Tournament</strong>s:Tyke through Intermediate will be three – 15 minute periods of straight time.ooTyke and Novice stop time will be the last 2 minutes of the 3 rd period.Peewee through Intermediate stop time will be the last 5 minutes of the 3 rd periodThere will be a three minute rest between all periods.NOTE: Permission to modify game times must be given by the OLA tournament coordinator forapproval. When approval is received from the OLA you must inform the Zone Directors of anytournament changes. You must also include any approved changes in the package you send out topotential attendees at the time of application.In qualifying games, (exception round robin format) if teams are tied at the end of regulation time,there will be a 3 minute rest, change of ends, followed by ten (10) minute periods of stop time withvictory being declared upon the scoring of the first goal. (Sudden victory)In championship games, if teams are tied at the end of regulations time, there will be a three (3)minute rest, change of ends, followed by a full ten (10) minute period of stop time. If score remains tiedat the end of the first overtime period, teams will have three (3) minutes rest, change ends, followed by12


2013 OLA TOURNAMENT GUIDELINESten (10) minute periods of stop time with victory being declared upon the scoring of the first goal.(Sudden victory)COURTESY BETWEEN COMPETITORSTeam management will not permit any of their players to enter the playing surface while anyplayers from the previous game remain on the floor.Any players entering the playing surface between scheduled games shall wear CSA approvedhelmets and facemask.INVITATIONAL TOURNAMENT GUIDELINES FOR THEPEANUT/PAPERWEIGHT DIVISION(MANDATORY)A goalie for each team must be in the net at all times during the game.All individual players must be recognized in the same way. I.e. trophies, medals, hats, etc.Team achievement and performance will not be recognized. NO victory laps with a big trophy.All tournament competition structures are non-seeded, round-robin formats. Teams participatewithin a round robin group but DO NOT advance to a championship final.No ratings structure will be in place for this division.REMEMBER THE FOCUS AT THIS AGE IS:FUN AND SKILL DEVELOPMENT!!!CLARIFICATION FOR PARTICIPATION IN PAPERWEIGHT TOURNAMENTS:Only players born in 2007 and 2008 can participate in any Paperweight tournament.No junior paperweight players (born in 2009 and 2010) are eligible.There is absolutely no affiliated player movement allowed in this division. Three and fouryear old participants are strictly developmental and only House League sanctioned.13
