<strong>2010</strong> RULES & REGULATIONS3ONTARIO LACROSSE ASSOCIATION – RULES & REGULATIONSARTICLE B-I NAME(now in the OLA Bylaws for 2006)ARTICLE B-II HEAD OFFICEB2.01The head office of the Corporation shall be in the Municipality of Metropolitan Toronto in theProvince of <strong>Ontario</strong> (subject to change by special resolution) and at such place within theMunicipality in <strong>Ontario</strong> where the head office is from time to time situated as the Board ofDirectors of the Corporation may from time to time by resolution fix.ARTICLE B-III SEAL(deleted in 2004)ARTICLE B-IV JURISDICTION(now in the OLA Bylaws for 2006)ARTICLE B-V MEMBERSHIP(now in the OLA Bylaws for 2006)ARTICLE B-VI LIFE MEMBERSHIPB6.01Nominations for Life Membership must be made in writing, on the prescribed <strong>Ontario</strong> <strong>Lacrosse</strong>form, and must be submitted to Executive Director of the <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> no laterthan August 31 st of each year.After August 31 st , the Executive Director will present all of the nominations for Life Membership,that he has received during the year, to the Chairperson of the Life Membership ScreeningCommittee. The Chairperson of the Life Membership Screening Committee will then call ameeting of his/her elected Screening Committee. They will examine all of the nominations andsend one nomination forward to the Board of Governors of the <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> fortheir ratification. Any non-approved nomination will not be accepted for re-nomination for 3 years.A majority vote of 2/3 by the Screening Committee must be reached for an application to goforward to the Board of Governors.The Screening Committee’s approved nomination will then be placed in front of the <strong>Ontario</strong><strong>Lacrosse</strong> <strong>Association</strong>’s Board of Governors at the Friday night Board of Governors meeting at the<strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong>’s Annual General meeting. At the Board of Governors meeting, theChairperson of the Screening Committee will be asked to speak for the nomination beingpresented for consideration for Life Membership. After hearing the Chairperson’s presentation,the Board of Governors will vote on the nomination. For a nomination to be successful and go tothe General Membership for their vote, a 2/3 majority secret ballot vote must be obtained.The Chairperson of the Screening Committee and/or the nominee’s nominator will detail thenominee’s bio to the General Membership. The General Membership will then vote for the

To receive Life Membership to the <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong>, anominee must receive a 2/3 majority vote of the General Membership present at the meeting.The newly elected Life Member will be notified by letter by the <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong>immediately following the Annual General Meeting.The newly elected Life Member will be presented to the General Membership of the <strong>Ontario</strong><strong>Lacrosse</strong> <strong>Association</strong> at the following Semi-Annual General Meeting’s luncheon. At this luncheonhe/she will be presented with their Life Membership award. They will receive 4 luncheon ticketsfor their use.Nominations for Life Membership must be sponsored by all of the following:one member of the local club’s executive that the nominee worked withone existing Life Memberone member of the <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> Board of Governorsone member of the <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> Board of DirectorsB6.02The criteria for Life Membership will be as follows:- a minimum of 25 years of service to the game of lacrosse as a builder- service must include participation in 2 out of 3 of the following; local, Provincial andNational levels- service to the game of lacrosse must be at the highest standard of dedication at all levelsthat has brought dignity to the <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong>.- does not have to be currently working in the game of lacrosse- nominee must be a builder onlyB6.03Entitlements of a Life MemberWhen an individual is elected as a Life Member of the <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> he/she willreceive a Certificate of Life Membership, (duly signed by the President of the <strong>Ontario</strong> <strong>Lacrosse</strong><strong>Association</strong>, the Executive Director of the <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> and the Chairperson ofthe Life Membership Screening Committee), a Life Membership lapel pin, a Life Member gamepass, entitling the Life Member to free admittance to an <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> orCanadian <strong>Lacrosse</strong> <strong>Association</strong> event being hosted in <strong>Ontario</strong> (regular season and playoff gamesat all levels of lacrosse) and one voting right at any Annual and/or Semi Annual General Meetinghe/she wishes to attend.B6.04Screening CommitteeA Screening Committee will be appointed for a 3 year term at the Annual General Meeting of the<strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong>. After a Committee member has served his/her 3 year term, thatperson can be re-elected again for another 3 year term. The Committee will consist of aChairperson and two other members. The Screening Committee will always have Life Memberssitting on it, one of which must be the Chairperson. Their duty will be to receive all nominationsfor Life Membership, from the Executive Director of the <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong>, scrutinizethem and send a maximum of one nomination forward to the Board of Governors of the <strong>Ontario</strong><strong>Lacrosse</strong> <strong>Association</strong> for their ratification. All non-approved nominations will be sent back to theExecutive Director to be destroyed and the nominator will be notified by letter, from the <strong>Ontario</strong><strong>Lacrosse</strong> <strong>Association</strong>, that his/her nomination was not approved.


<strong>2010</strong> RULES & REGULATIONS5ARTICLE B-VII - MEMBERSHIPB7.03(a)Each year, the Board of Governors shall establish Operating Councils for the various aspects oflacrosse. At a minimum, they shall establish a Combined Box Operating Council and aCombined Field Operating Council. The Combined Box Operating Council shall divide itself intoa Major Operating Council (for the Junior B, Junior A, Major and Senior operations) and a MinorOperating Council (for the Tyke through Intermediate operations). The Combined Field OperatingCouncil shall divide itself into Men’s Operating Council and Women’s Operating Council.B7.03(b)Membership on these councils shall consist of each of the League Commissioners and ZoneDirectors, from the respective areas that the relevant Council represents. A member of the Boardof Directors, as appointed by the President, shall act as Chairperson on each of the Councils. i.e.Officio members of the Councils shall consist of the executive Director, Technical Director,Program Coordinator and the members of the Board of Directors.B7.03(c)Each Operating Council (Major, Minor, Men’s and Women’s) shall have jurisdiction over theoperations (i.e. player movement discipline, registrations, etc.) of it’s constituent bodies. Mattersthat overlap jurisdiction of an individual operating council shall be dealt with by the CombinedOperating Council. However, each Council shall be accountable to both the Board of Directorsand Board of Governors.B7.03(d)Each Operating Council(s) shall meet at least once a year. Special meetings may be called ifrequested by a majority of its members or at the direction of the Chairperson.B7.03(e)Referees shall have an Operating Council (association) and shall have first right of jurisdictionover the operations (i.e. discipline, registrations, etc.) of its members. They shall be bound by theBylaws of the O.L.A. and accountable to both the Board of Directors and the Board of Governors.B7.04Reference to any appeal within any of the Articles or By-Laws shall be made in reference of thefollowing procedure:1. The first level of appeal will be to the league or zone. The cost of the appeal shall not exceedone hundred ($100.00) dollars.2. The second level of appeal shall be directed to the O.L.A. Appeals Committee. The cost ofthe second appeal shall be one hundred ($100.00) dollars and shall be non-refundable.3. The third and final appeal board would be appointed by the O.L.A. to be comprised ofindividuals independent of the aforementioned groups as well as: the O.L.A. Leagues, theO.L.A. Board of Governors, the O.L.A. Board of Directors, the O.L.A. Board of Referees oranyone involved in the original disciplinary action. The cost of this level of appeal shall betwo hundred and fifty ($250.00) dollars and shall be non-refundable.NOTE;All appeals must be submitted in writing (with cheque) within 15 days of the previous decision.The results of this appeal will be made known by word within 24 hours and written notice to theclub within 3 days.


<strong>2010</strong> RULES & REGULATIONS6ARTICLE B-VIIITERMINATION OR SUSPENSION OF MEMBERSHIPB8.01Any club or minor association in the Corporation which shall knowingly admit or retain as aplayer, coach, manager, trainer, or team executive, any person under suspension or expulsionfrom this association or knowingly play against a Club, Minor <strong>Association</strong> or players undersuspension or expulsion shall forfeit membership in the Corporation.B8.02Any Club, Minor <strong>Association</strong> player or group of individuals refusing to abide by the decision of theBoard of Directors shall automatically forfeit membership in the Corporation.B8.03If any member fails to fulfill its obligations to the Corporation, to the Board of Directors or to anyother member; fails to abide by the rulings of the board of Directors or fails or neglects to payfines or assessments levied by the Corporation, the Board of Directors may direct the treasurer todeduct from the performance bond such fines or assessments, the amount of any obligations andall legitimate expenses incurred because of such fault. Upon being notified of such deduction,the offending member shall restore the bond to its normal level within seven days. The Board ofDirectors shall have authority to suspend any team or member which fails to restore its bond tothe required level, and may require any team to post such additional bond as the Directors maydeem necessary from time to time.B8.04The Board of Directors shall have the authority to enforce any agreement, financial or other,entered into by members of the Corporation. Any member association of the Corporationincluding zones and councils, refusing or failing to abide by the decision of the board of directorsin such matters, shall be liable to forfeit its membership in the Corporation, and shall be eligiblefor reinstatement only upon compliance with the directive of the Corporation. The Treasurer shallbe empowered to collect such defaulted obligations by deductions from performance bonds orany legal means.B8.05Any Club, Minor <strong>Association</strong>, person, or player who shall knowingly insert or cause any falseinformation to be entered on a playing certificate, game report sheet, or any document, book orrecord which relates to the affairs of the Club, Minor <strong>Association</strong> or the Corporation may beexpelled from the Corporation by the Board of Directors.B8.07Any Club or Minor <strong>Association</strong> shall forfeit its bond or a portion thereof, and may forfeit itsmembership if it fails to complete its scheduled playing commitment or if the Club or Minor<strong>Association</strong> is suspended for any reason.B8.08Each member association of the Corporation, including zones and councils must keep a set ofbooks consisting of cash book and ledger, showing separately all receipts and expenditures foreach season it operates. The cash book and ledger must be available at all times for inspectionby the Board of Directors. Failure to produce books, within ten days after receiving written noticefrom the Corporation Executive Director shall constitute automatic expulsion from theCorporation.B8.09The Corporation books shall be available at all times for inspection by a Membership <strong>Association</strong>upon request by said Member <strong>Association</strong>.


<strong>2010</strong> RULES & REGULATIONS7ARTICLE B-IXBOARD OF DIRECTORS AND OFFICERS(now in the OLA Bylaws as of 2005)ARTICLE B-XMEETING OF DIRECTORS(now in the OLA Bylaws as of 2005)ARTICLE B-XIAPPOINTMENT OF COMMITTEES(now in the OLA Bylaws as of 2005)ARTICLE B-XIIMEETINGS OF THE MEMBERSB13.01Any person eighteen years of age or over who is a resident of the Province of <strong>Ontario</strong> and whoma Governor, Life Member, Member Club or a Minor <strong>Association</strong> has nominated is eligible forelection to the Board of Directors.B13.02(b)Matters that affect only Major, Senior or Junior teams will be voted upon by those delegates ingood standing from Major, Senior and Junior teams plus Governors and Life Members. Mattersthat affect only Minor <strong>Association</strong>s will be voted upon only by those delegates in good standingfrom Minor <strong>Association</strong>s plus Governors and Life Members. The presiding officer shall direct whois eligible to vote on a matter, unless a majority of all eligible voters shall direct otherwise.B13.03The presiding officer shall not vote except in the case of a tie, and then shall cast the decidingvote.B13.04There shall be no debate upon any question after it has been put to the convention meeting for avote by the residing officer.B13.05When a vote is called, it shall be taken in the manner prescribed by the presiding officer unlesstwo or more delegates call for a standing vote or a vote by ballot, which shall be taken in such amanner as the presiding officer directs.B13.06(a)No club or minor association shall be entitled to vote at an annual meeting unless it’s membershiphas been certified by the Directors and it’s bond, entry fee and any other obligations to theCorporation have been paid by October 31 st . Nor shall any club or minor association be entitledto vote if it is under suspension or if it did not participate in the Corporation the previous season.B13.06(b)All outstanding accounts from the previous season must be paid in full by December 31 st .


<strong>2010</strong> RULES & REGULATIONS8B13.06(c)Any club or minor association that fails to settle their account by December 31 st , will besuspended from participation until paid or arrangements for payment of all overdue accounts hasbeen agreed upon by the Board of Directors.B13.07If requested by the registrar, no delegate shall be permitted to participate in the annual meetingunless a certificate of authority has been submitted on his behalf signed by the President andSecretary of the club or Minor <strong>Association</strong> which he represents.B13.08No delegate shall represent more than one team or Minor <strong>Association</strong>.B13.09It shall be the duty of the Executive Director to prepare the agenda for the annual meeting. Theagenda will be circulated 30 days prior to the day of the annual meeting, and any changes will beannounced immediately prior to the Annual General Meeting.B13.11A copy of the minutes of each meeting shall be sent to each club and minor association withinfourteen days of said meeting.B13.12No proxy votes are to be recognized at the Annual General Meeting.ARTICLE B-XIV FINANCESB14.01The Treasurer(s), before receiving possession of the funds of the Corporation shall file with thePresident proof of being bondable.B14.02Fidelity Bonds: The Board may require such officers, employees or agents of the Corporation asthe Board deems advisable to furnish bonds for the faithful discharge of their duties, in such formand with such surety as the Board from time to time prescribes.B14.03All cheques shall be signed by any two of the President, Treasurer and Executive Director.B14.04At the annual meeting the Treasurer shall present to the Membership an audited statement of thefinancial standing of the Corporation accompanied by the bank statement which shall be returnedto him immediately. The Bank statement will always be available to the auditor on request.B14.05The books shall be audited annually by a recognized auditor. The appointment of the auditorshall be approved by a majority of the eligible voting Members of the Corporation at the annualgeneral meeting.B14.06Unless otherwise ordered by the Board of Directors, the fiscal year of the Corporation shallterminate on the 30 th day of September in each year.B14.07No director or member may make financial decisions on behalf of the Corporation unilaterally.


<strong>2010</strong> RULES & REGULATIONS9ARTICLE B-XV AMENDMENTS(now in the OLA Bylaws as of 2005)ARTICLE C-I AFFILIATIONSC1.01The Corporation may be a member of the Canadian <strong>Lacrosse</strong> <strong>Association</strong>, the governing body oflacrosse in Canada, or any successor or similar governing body.C1.02The Board of Directors shall have the authority to seek entry into or affiliate this Corporation withany other sports organization.ARTICLE C-II PURPOSES AND OBJECTSC2.02To arrange and supervise competitions for the Corporation championships.C2.03To determine by such elimination competition as its’ Board of Directors may decide, teams forentry into inter-provincial or international competitions that may be provided by the Canadian<strong>Lacrosse</strong> <strong>Association</strong>.C2.04To provide for the affiliation of other lacrosse organizations within its territory.C2.05To make grants out of the funds of the Corporation for patriotic, educational and charitablepurposes.C2.06To carry on the business of the Corporation without the purpose of gain for its members and touse any profits or other acquisitions to the Corporation for the purpose of promoting its objects.C2.08(a)The <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> condemns and refuses to ignore or tolerate any expression ofracial, cultural or religious bias by all involved in the game of lacrosse, and furthermore willdiscipline any league, zone, association, team coach, player or referee found to be involved in anincident of a racial, cultural or religious nature. The severity of the incident is to determine thelevel of disciplinary action taken. This may include suspensions, fines and/or removal ofassociation membership effectively banning those responsible from league play for a determinedperiod of time.


<strong>2010</strong> RULES & REGULATIONS10ARTICLE C-III COMPOSITIONC3.01The Corporation shall be composed of Club, Minor <strong>Association</strong>s, and individuals who have beenaccepted as members and who agree to abide by and comply with the Corporation.ARTICLE C-IVC4.00The Corporation composed of all clubs and minor associations shall foster and promote the gameof lacrosse by officially recognizing <strong>Lacrosse</strong> Week across the Province of <strong>Ontario</strong>. <strong>Lacrosse</strong>Week shall commence the Friday prior to the long weekend in August and run for 10 full days,coinciding with the <strong>Ontario</strong> <strong>Lacrosse</strong> Festival.REGULATIONS(APPLICABLE ONLY TO: MAJOR, SENIOR, OR JUNIOR CLUBS)R1.01 to R25.05 inclusiveR1.01The championship of the Corporation shall consist of Major, Senior, Junior and Female lacrossein any classification and any other series deemed desirable by the Board of Directors.R1.02The winners of the play-offs shall be declared <strong>Ontario</strong> champions and may represent the O.L.A.in C.L.A. playoffs.R1.03At the schedule meeting the clubs may decide the number of teams to enter the playoffs, subjectto the approval of the Board of Directors. Playoffs shall be directly under the control of the Boardof Directors.R1.04All games following the completion of the regular league schedule shall be defined andinterpreted as playoffs.R1.05Team standings in schedules leagues or groups shall be determined as follows: a win shall countfor two points, and all draws or tie games one point to each team.R1.06In the event of a tie in points, the final standings shall be determined as follows:I. The team that won the greater number of points in games played, during the regularschedule, between the teams tied shall be declared the winner of the higher position.II.III.IV.If tie still exists, the Goal Average Formula will be used to break the tie. Only goalsscored in the games between the teams tied in points shall be used in the goal averagecomputation. (See Goal Average Formula below).If tie still exists the Goal Average Formula will be used to break the tie. All goals scoredin all games during entire schedule shall be used in the goal average computation. (SeeGoal Average Formula below).If tie still exists, the team with the greater number of assists on goals during entireschedule shall be declared the winner.


<strong>2010</strong> RULES & REGULATIONS11The Goal Average Formula is defined as follows:__GF___ = GOAL AVERAGEGF + GAR1.07(a)In the event of a tie score at the end of regulation time of a regularly scheduled game, the teamswill remain on the floor for a two minute rest period, which shall be followed by a ten minuteovertime period. If the score remains tied, each team will be awarded one point.R1.07(b)In the event of a tie score at the end of regulation time of an OLA Playoff Game, the teams willretire to the dressing rooms for a ten minute rest period which shall be followed by a ten minuteovertime period.R1.07(c)In playoff games, if the score remains tied at the end of the first overtime period, the teams mayrest for five minutes. When play resumes, the first goal scored will terminate the contest.Sudden victory overtime will be played in ten minute periods and the teams may rest five minutesat the end of each period.R1.08In the quarter-final, semi-final and final series, the team finishing highest at the completion of thegroup schedule shall have the right of choice, as long as said team remains in the running, to thechoice of opening game, home or away. If a final and deciding game is required, said team shallhave the right to play this game on their home floor, unless otherwise agreed in writing by allparties.R1.09All games in which another team or the Corporation shares in the gate receipts must be played inan enclosed stadium or arena and an admission fee charged.R1.10All approved and carded Bench Personnel must meet the following requirements to participate inOLA sanctioned games:I. A first year coach/bench personnel must have successfully completed an NCCP Level 1Technical or an NCCP Level 1 Theory course.II.A second year coach/bench personnel must have successfully completed their Technical1 and Theory 1 NCCP Certification.Note:Trainers may be approved and carded to participate in OLA sanctioned games as BenchPersonnel upon (1) completing and submitting an approved trainers course or (2) approved firstaid program in the current or previous two years (as required by the certifying organization).R1.11The Commissioner shall contact the interested clubs to assist in arranging semi-final or finalgames with a view to having them agree upon places and dates for home and home games or asudden victory game. Failing such agreement the Commissioner has the authority to notifyteams when games shall be played and such games shall be played without appeal or furtherdelay. If the decision of the Commissioner is not carried out, then the offending party(s) shallforfeit the games(s) in question by default and the attendant penalties shall be enforced (see R-XIV).


<strong>2010</strong> RULES & REGULATIONS12REGULATIONS R-IITrophiesR2.01A club must be responsible for the care and safekeeping of any trophy won by the team of any ofits players. If any trophy is lost or damaged while in the care of any team, or any of its players,the cost of repair or replacement may be charged to that club.R2.02(a)All trophies shall be returned to the Executive Director or commissioner of the series by the clubsresponsible for them on or before July 15 th in the current year. Such delivery in good conditionshall relieve the team of any further responsibility for the care and safekeeping of the trophy ortrophies so delivered.R2.02(b)Failure by any club to deliver any trophy or trophies in its care to the Commissioner before July15 th shall make that club liable to a fine of one hundred dollars ($100.00).R2.02(c)Failure by any club to deliver any national trophies into the care of the CLA before May 1 st will beliable to a club fine of $200.00.REGULATION R-IIIFacilitiesR3.01All clubs must advise the Commissioner of the location of their home games prior to drawing upthe schedule or receiving permission to operate. Before being granted approval, every teammust satisfy the Board of Directors that suitable accommodation is provided.R3.02Any arena or stadium used by Major or Senior clubs must have cages for the protection of goaljudges and automatic red lights to signal a goal scored.R3.03The home club shall provide a gong or bell for the timekeeper and a stop-watch and horn for thethirty-second timer, as well as such other equipment as is normally required for the properconduct of a game.R3.04(a)Timekeepers’ bench and penalty bench should be located on the side of the playing areaopposite the player’s bench.R3.05The home team shall be held responsible for assuring that the playing area is suitable for allgames to the satisfaction of the referees, and that police protection be provided if theCommissioner or President deems it necessary.R3.06(a)No club shall establish or arrange their games or home arena (or box) within a five mile radius ofthe home arena (or box) of a resident club in the same municipality unless written permission isprovided by the said resident club and is filed with the corporation’s Executive Director.

Major, Senior, Junior “A”, Junior “B”,Masters, Men’s and Women’s Field series teams shall be indexed to the change in the ConsumerPrice Index for the period covering the preceding twelve (12) months ending August 31 st in thecurrent year.R4.02All fees shall be paid to the Corporation by negotiable money order, certified cheque or cash.Cheques must be signed by the signing officers of the club and received by the CorporationTreasurer prior to the year end September 30 th .R4.03All clubs must deposit at the Annual General Meeting a negotiable bond, payable to theCorporation, for the due playing of their games and playoffs and the fulfillment of their financialand other obligations to the Corporation, its officials and other members. The amounts of thepenalties secured by such bonds shall be:Major $1,000.00Senior $ 500.00Junior “A” $1,000.00Junior “B” $ 500.00Junior “C” $ 500.00R4.04In the event of the bond conditions not being fulfilled, the Executive Director shall collect theamount secured by same, and all legitimate expenses incurred by any other club in consequenceof such non-fulfillment shall be paid out of the money forfeited and the balance, if any, shall behanded over to the Treasurer of the Corporation.


<strong>2010</strong> RULES & REGULATIONS14R4.05Special bond arrangement involving mileage of clubs over 250 miles, one way, must besanctioned by the Board of Directors.R4.06All bonding money shall be invested in trust. Interest accumulated on bonds held by theCorporation will be transferred to the Corporation Promotion and Development fund at the end ofeach session; and noted in the final financial statement.R4.07Bonds are to remain in the hands of the Corporation for thirteen (13) months after the club ceasesto operate.R4.08Any team that enters any other league or association within thirteen months after ceasing tooperate in the O.L.A. shall forfeit its bond and any funds on deposit with the <strong>Ontario</strong> <strong>Lacrosse</strong><strong>Association</strong>.R4.09If any other group, league or association accepted by the <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> demandsa bonding from its own clubs, such bonds shall be in addition to those required by the Corporationand set out in the Bylaws or <strong>Regulations</strong>.R4.10It is agreed and understood that all bonds, cash or otherwise, are a guarantee of clubs for the dueplaying of their games and playoffs and the fulfillment of their financial and other obligations to theCorporation, its officers, other teams and the carrying out of all orders of the Directors includingfines for lateness.R4.11(a)At each Annual General Meeting, a member may present a promotional project for approval ofthe membership. To be eligible for presentation to the membership, each promotional projectmust be presented in the prescribed form as designated by the Board of Governors.R4.11(b)Each association shall be levied a per capita fee (Junior B to Major double per capita fee) forapproved promotional projects, approved annually, based upon their prior years’ rep teamregistration. (see MR1.11)R4.11(c)All members eligible for voting purposes at the Annual General Meeting be levied a $100.00 perone <strong>Association</strong>/Club fee. This money will go directly to the <strong>Ontario</strong> <strong>Lacrosse</strong> Hall of Fame andMuseum and in turn they will submit a Financial Statement yearly.REGULATION R-VClassification and GroupingR5.01All clubs in the Corporation shall be grouped by the Board of Directors for the purpose of playingfor the Major, Senior, Junior “A” and Junior “B” championships. The Board of Directors, at theirdiscretion, may create a “C” or “D” series.R5.02The Corporation through its Board of Directors, recognized that all series may function better byestablishing particular rules for each series. Therefore, following each Annual General Meeting acouncil will be established under <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> jurisdiction for each series. These


<strong>2010</strong> RULES & REGULATIONS15councils will consist of two representatives of each club in that series and a Commissionerapproved by the <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> Board of Directors as its Chairman. It will be thefunction of each council to operate its own affairs within the jurisdiction and sanction of the<strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> Board of Directors. All such councils must hold a meeting after theclose of the season prior to the Annual General Meeting.R5.03All team entries into the Corporation shall be to the Major, Senior or Junior series of any seriesapproved by the Board of Directors/Governors.R5.04The Corporation, through its Board of Directors, reserves to itself the right to place teams inwhatever series it may deem best in the interest of the Corporation but in all series, no team shallbe admitted except with the consent of the <strong>Ontario</strong> <strong>Lacrosse</strong> Board of Directors.R5.05Any team entering the “A” series must be the sole “A” team in its category from within theboundary of its city, town, police village or rural district, except in municipalities with a populationof more than 200,000. Entries must show proof of supporting another team through affiliation in alower series to ensure the continuity of the club.R5.06Any club having a team in another association must accept the schedule allotted to it as the<strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> district meetings.R5.07Where there are not more than six clubs in the Major or Senior series, only one group will beestablished.R5.08Any team entering from a township, county or other geographic area encompassing more thanone municipality may play in an approved arena in that area but must name its “homemunicipality” and this shall be considered its home base for the application of all regulationsincluding residence rule.REGULATION R-VIPlayer EligibilityR6.01Playing certificates shall be issued at the discretion of the Corporation to all teams whosefinancial obligations have been fulfilled.R6.02Playing certificates shall be nontransferable and non-assignable.R6.03Under no circumstances shall certificates be distributed or players signed prior to the AnnualGeneral Meeting.R6.04(a)Each (non-Major, Sr. series) team will be issued with thirty-five playing certificates. Major and Sr.Series teams will be issued forty playing certificates.R6.04(b)No certificates may be used more than once, and any certificate bearing erasures will be returnedby the registrar marked “not approved”.


<strong>2010</strong> RULES & REGULATIONS16R6.05All players signing certificates/waivers and all teams accepted into this Corporation do so on theunderstanding that they agree to come under the jurisdiction of the <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong>until released by the Corporation.R6.07(a)Players who sign a certificate for any team in the Corporation shall not play or sign with any otherteam or in any other league without the written permission of the Corporation.R6.07(b)Players who do sign or play in another league or association without the permission of the O.L.A.shall be suspended for the balance of that season and for the entire season following.R6.08(a)All (Junior, Senior and Major) teams must have a minimum of twelve players registered withthe OLA prior to the start of their first league game and throughout the regular season.R6.08(b)By the final signing date, a minimum of eighteen players must be signed to Junior, Senior andMajor team’s playing cards.R6.08(c)The penalty for breaches of the above rules will be $500.00 for each player less than theminimum and loss of games (if applicable).R6.09No team shall have more than twenty-three players signed and registered at any one time, exceptMajor and Senior teams who shall be allowed to sign or register twenty-five players at any onetime. When the maximum number of players has been signed, one must be released and hiscertificate returned to the League Registrar before an additional player may be signed andapproved.R6.10A player may be eligible to play in a game provided that he has been registered and approved inthe current year. In the case of players brought up on a per game basis, they must be signed andtheir certificates approved by the <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> and be released on a game basisby their respective clubs. An approved release form must be attached (in duplicate) to thereferees’ report (game sheet) for the game in which they participate.R6.11(a)The Corporation will not approve a playing certificate involving a player who has not attained his16 th birthday prior to the first day of January in the season the player intends competing, unlesssaid <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> playing certificate is accompanied by a formal release signedby the authorized officials of his former team and signed by the Board of Directors. Infractions ofthe above will be subject to the penalties defined in Regulation R6.21. (see regulation MR5.01a)R6.11(b)The Corporation will not approve a Senior or Major playing certificate involving a player who hasnot attained his 21 st birthday prior to the first day of January in the season the player intendscompeting.R6.12(a)A player over the age of sixteen (16) may not be signed by a junior team from outside his ownresidential boundaries per residence rule unless accompanied by a release signed by officials ofhis residence Junior team (Regulation MR5.01(b))


<strong>2010</strong> RULES & REGULATIONS17R6.12(b)The distance from one municipal boundary to another municipal boundary shall be determined bythe shortest well traveled route and by mileage shown on the current map issued by theappropriate department of the <strong>Ontario</strong> Government.R6.13(a)No player who is eligible by age for Bantam competition may play in any Junior, Senior or Majorcompetition (exhibition or league games). (See Regulation MR5.02)R6.13(b)A Midget age player may not play on a Major or Senior team.R6.14(a)July 2 nd shall be the final date for signing or releasing players except that players released fromany team on or before July 2 nd may be signed in the same category (Jr. A to Jr. A, Jr. B to Jr. Betc.) before July 15 th . No further releases shall be allowed after July 2 nd , until January 15 th of thefollowing year.R6.14(b)Up to July 15 th , Junior players released prior to July 2nd may re-sign with the same team, or ifthat team has its limit of twenty-three signed, the player may sign with the next nearest teamwhich has fewer than the permitted number signed, and for which he is eligible. All players beingsigned to a new team under this rule would remain the property of that team. The player couldnot be released or traded back the following year.NOTE: Players released prior to June 1 st would be exempted from this rule and would be eligibleto return to their previous team in the following season, if released conditionally.R6.14(c)Midget or Intermediate players who are signed to a Junior team but who are going to be releasedback to their Minor team, must be released by that Junior team prior to June 1 st of the playingyear, in order to apply to be reclassified to play for his/her Minor team. (Players being releasedafter June 1 st will be ineligible to return to the Minor clubs).R6.14(d)Junior players who are going to be reclassified to a lower category Junior team, must be releasedby that Junior team holding the player’s playing rights, and reclassified prior to June 15 th of thecurrent playing season.NOTE: Players being released after this date will be ineligible to move to the lower Junior team inthat season.NOTE: The higher level team retains the player’s rights for their category, (at no cost, if theplayer returns).R6.15If a club signs a player or players from a city, town or police village which has no team enteredbut which at a later date does enter a team, all players affected will have the choice of playingwith the club with which they have signed or with the later entry. The players must notify theExecutive Director, in writing, before signing the second certificate.R6.16If a club or team withdraws during the season, the players are frozen and become the property ofOLA and the league, pending a decision regarding dispersal.R6.17Any player refused a release by the club of which he is a member may appeal to the Corporationto be granted such release.


<strong>2010</strong> RULES & REGULATIONS18R6.18If the player is applying to transfer to a club within the Corporation such appeal shall be heard bythe President, Commissioner and V.P. Administration (Major). At the hearing of such appeal, theplayer and the clubs concerned, including affiliates, will have the right to be represented andheard. The decision of the Committee is final and the concerned parties notified in writing withinthree days of the hearing. A player granted such a release cannot sign a playing certificate untilwritten notification is received and the conditions fulfilled.R6.19Under no circumstances shall the Board of Directors, release a player from a club, if said playerand club have not been invited to attend the meeting at which such releases are beingconsidered.R6.20(a)No team may contact, influence, practice or play in league or exhibition games players who donot come under their jurisdiction in conformity with the above rules, the residential rule and theaffiliation rule.R6.20(b)Prior to contacting a player, the club requires approval from, the highest calibre team, when theplayer resides in an area having other teams (Jr. A, Jr. B, Intermediate or Midget for which thatplayer is eligible). Players must be permitted to tryout with a higher caliber team, providing thatthe player continues to maintain his tryout obligations to his current team.R6.20(c)Undrafted players, of any age, whose Junior rights belong to a Junior team by residence, maynot be signed to a higher category Junior team without the agreement of the team holding theplayer’s rights. If the Junior team holding the player’s rights agrees to allow the player theopportunity to move up to play at the higher level fees will be paid to the lower category team inthe following amounts: $300.00 in the first year (which, if the player is a graduating Midget, wouldbe split and half ($150.00) paid to the Minor organization and $300.00 in each of his followingyears of eligibility, to be paid annually, prior to the first game of the season.NOTE: Teams may only lose a maximum of two players in one season and only one goaltenderin five years (drafted or undrafted), except by mutual agreement of both parties.R6.21The penalty for breaches of the above rules will be $1000.00 for the first offence and loss ofgame (if applicable). Further offences in the same year will result in a $2000.00 fine and possiblesuspension of the team personnel involved.R6.22The distance from one municipal boundary to another municipal boundary shall be determined bythe shortest well traveled route and by mileage shown on the current map issued by theappropriate department of the <strong>Ontario</strong> Government.APPLICABLE TO MAJOR AND SENIOR SERIORS ONLYR.6.23(a)By January 15 th each club in the Major series must submit to the Major Commissioner and the<strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> a list of players (to a maximum of twenty-five) who may sign for noother team, while their names remain on the list. This list shall be known as the “Protected List”and will include only:

Drafted players as per 6.23(d)V. Senior “B” players that are signed Senior “B” but a Major team other than theiraffiliate holds their Major rights.NOTE: To be kept on a separate list outside the current protected list.R6.23(b)Not earlier than January 15 th and not later than February 1 st , each club in the Senior series mustsubmit a “Protected List” which may include the names of player signed by the same team theprevious year, signed by one of its affiliates and those eligible as in R6.23(a).R6.23(c)On the 15 th of February, the <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> Executive Director will circulate to allclubs copies of the various “Protected Lists”.R6.23(d)The Major League will hold an annual draft of graduating Junior players no later than the Semi-Annual Meeting of the current playing season. Each team will be allowed to draft up to five (5)players. Teams acquiring draft choices from other teams through trades or other approvedarrangements will be allowed more than five choices provided that such arrangements areapproved by the Commissioner.R6.23(e)i) Graduating juniors who sign with a major team who have their rights by affiliation and are on aJuly 1 st protected list in their year of graduation, will see their last Junior club reimbursed $300.00.ii) Drafted and non-drafted Juniors who are on a Major protected list on July 1 st in their year ofgraduation will see their Junior club reimbursed $300.00iii) If payment is not received by July 15 th such player/s will become ineligible to play until the$300.00 are paid.iv) Funds not paid by season end will result in player/s becoming a free agent and the $300.00will still be payable.R6.23(f)No team shall be permitted to have more than a total of twenty-five players signed/or protected atany time.R6.23(g)All players that signed in the previous season and current season or appear on the “ProtectedList” must be reclassified by the Player Movement Committee prior to signing with a Senior “B”team.R6.23(h)Players refusing to sign for the team that has his rights and has protected him may besuspended. They may request a review of the suspension by the Commissioner. If the player isreinstated the team suspending him may place him on their protected list. If the player’s situationis not resolved he may request the <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> to review the matter undersection R6.17.R6.23(i)Unsigned and unprotected overage Junior players who participated in Junior lacrosse in theprevious season may play up to three (3) games with a Major/Sr. “B” team until May 31 st of thecurrent season. They will be subject to all rules and have to be signed players. New certificateswill be issued if the player is released prior to June 1 st .


<strong>2010</strong> RULES & REGULATIONS20R6.23(j)Players eligible to be placed on the protected list who move out of province to play box lacrosseshall be placed on an Out of Province list until they return to the <strong>Ontario</strong> <strong>Lacrosse</strong> jurisdiction.Returning players must register with the Commissioners who will advise the protecting team toplace the player on their protected list. If the team doesn’t wish to add his name to their list theplayer will become a free agent.APPLICABLE TO THE JUNIOR SERIES ONLYR6.24Only players who have not attained their twenty-first birthday prior to January 1 st of the playingseason shall be eligible to play in the Junior series. Proof of age shall be in the form of acertificate issued by the appropriate Registrar of Births or his equivalent. Alternative proof of agemay be accepted by the Board of Directors.R6.25(b)Any junior team may have on their playing roster, for any given game, a maximum of five (5)players who have been signed as “inter-provincial transfer signings”, as per the C.L.A. interprovincialregulations. These players will be known as “out-of-province signings”.Any junior team may sign two (2) “out-of-country” players each year, and may not have more thanfour (4) “out-of-country” players in their lineup for any given game. Teams may not have morethan two (2) “out-of-country” players in their lineup for any given game, who were signed by theirorganization in any given year. “Out-of-country” players will have been signed to an OLA playingcertificate (coming to <strong>Ontario</strong> from the U.S.A.) for the purpose of playing junior lacrosse. A bonafidefamily move will not be considered as coming to <strong>Ontario</strong> for the purpose of playing lacrosse.Any player who has been signed to an OLA minor playing certificate and has an “out-of-province”and “out-of-country” residence, and has played minor lacrosse in the OLA for three (3) years,(must have played his last three (3) years of minor lacrosse in <strong>Ontario</strong> before his draft eligibilityyear, last year bantam and two years midget), will then be classified as a registered OLA playerwhen drafted. He, then, will no longer have the “out-of-province” or “out-of-country” statusattached to his name when drafted. Traded or direct released players, who have been signed byan OLA junior team as an “out-of-province” (inter-provincial) signing or “out-of-country” signing,will carry this status with them to his new junior team.R6.26Except as hereinafter provided, no player shall be registered as a member of, or compete for aclub in any Corporation match who has not established his home in the city, town, police villageor rural district to which his club belongs, before the qualification date in any playing season.R6.27The qualification date for residence must be as of January 1 st in the current playing season.R6.28A player resident in a community represented by a club with a team entered in a category forwhich he is eligible to play must register with that club except where such player’s services arereleased by the club and subject to the <strong>Regulations</strong> and By-laws herein printed.R6.29(a)An over-age midget player (17 years old), who is eligible for Junior but who is resident in amunicipality or area with no Junior club entered in any series for which he is eligible shall begiven the choice of where to play, when the difference between his resident municipality to thetwo or more municipalities does not exceed eight kilometers. If a player is signed by a team


<strong>2010</strong> RULES & REGULATIONS21which is not the closest to his residence, a signing fee of $300.00 is payable to the developingMinor <strong>Association</strong>. Junior “A” and Junior “B” teams will be limited to signing one player each yearon this basis. If the player signs with the nearest Junior team, there are no restrictions onnumbers and no signing fee is payable.R6.29(b)Having made his choice such player shall remain member of the club for which he has signeduntil properly released, or until the municipality in which he lives operates a team for which he iseligible, when he shall have the choice of signing with the new team in his own municipality orremaining with the team with which he originally signed.R6.30Players of Junior age or under may, at their discretion, play for the club nearest to their place ofresidence having a team entered in a series for which they are eligible to play, providing thatthere is no team in his residence centre for which he is also eligible to play. Once havingregistered in a category, the player shall remain in that category until he/she becomes overage oris released by his club.R6.31If a club in a town or village has a player or players whom they cannot use, these players may,with the consent of the club apply to the Board of Directors for permission to play with the nextclosest town or village. The Board of Directors may grant or refuse such permission.R6.32(a)Once a player has signed a Junior certificate and it has been approved by the <strong>Ontario</strong> <strong>Lacrosse</strong><strong>Association</strong>, the team having signed him will retain the rights to his services until he is releasedunless he has been signed on the privilege of conditional release recognized by the Corporationor the player was signed to a Junior playing certificate while still a Midget age player.R6.32(b)Although any club may attach conditions to a release of a player bound to it by the residence rule(subject to R6.33) no conditions may be attached to the release of a player passing through amunicipality to sign for another team.R6.33No player may be conditionally released more than once by any club to a lower or equalclassification. If any club releases any player to the same or lower classification a second time itmust be an unconditional release.R6.33 (b)Players released after June 1 st must remain with the team to which they were released, for thebalance of that season plus the following season as well. (Players in their final Junior year, arenot affected by this ruling)R6.34If a player makes a legitimate residential change and upon requesting a release is refused, theplayer will have the right to appeal to the Corporation.R6.35(a)Any player signed by a lower category club, including Intermediate, but excluding Midget age orlower, when released by the club, may re-sign with a higher category club without releasesneeded by any other junior clubs closer to his releasing category club. Such player movementwill be known as direct releases and each club within the corporation will be allowed three playersto be signed each year by means of direct releases. Direct releases will affect the movement ofplayers to a higher category club. Players residing in Junior centers may not be released underthis section without the consent of the Junior team in their municipality.


<strong>2010</strong> RULES & REGULATIONS22NOTE 1: Players released by Junior “A” teams under this section will be considered a trade forthe receiving Junior “A” team.R6.35(b)Each Junior club in each series (A,B,C, etc) will be allowed to trade players to other clubs withintheir own series, i.e. Jr. A to Jr. A, Jr. B to Jr. B etc. Terms and conditions of intra-league tradingare as follows:Until the second last Saturday of June, trades may be made between Junior teams of the sameclassification. There may or may not be conditions attached. A team may sign a maximum of 3players acquired as trades each year. If a team exercises their 3 trade option, one of thesetrades must be made on or prior to May 15 th of the current year.NOTE – Traded player/players cannot be traded back to the trading team the following yearunder any circumstance by the receiving team or by any other means.R6.35(c) If a resident player in a centre with two junior teams is traded by the higher categoryteam, the player’s rights will be retained by that lower category team.Note: Non-resident players, who have previously played for the lower category team, would alsobe covered under this rule.APPLICABLE TO THE JUNIOR ‘A’ SERIES DRAFT ONLYR6.37 – R6.46 InclusivePURPOSE OF THE FOLLOWING REGULATIONS:To provide freedom of movement for players to progress to the highest level of play which theyare capable.PROCEDURES:R6.37The team which finished with the fewest number of points in the previous year shall draft first,followed by each team in the reverse order of finish in the previous season. The drafting positionof any new team will be assigned by the Junior “A” teams of that drafting year.R6.38(a)On or before January 15 th of each year, the Junior “A” teams in good standing with the O.L.A. andJunior “A” Council shall meet for the purpose of drafting overage midget players only. (17 yearsold)The draft will consist of overage midget players only (17 years old). These players will be draftedfrom O.L.A. midget teams operating outside of Junior “A” centres. These players will turn 17years of age in the year of the draft and will have participated in the O.L.A. Midget Series in atleast one of the past two seasons. Players participating in Junior “B” or Intermediate in theprevious season and meeting the age and participation requirements, will also be eligible. (17years old)Each team eligible to draft will be allowed two draft selections.Municipalities that have a Junior “B” club may only have one (17 year old) player selected in eachyear. Only one goalie can be drafted from a Junior B municipality during a 5 year period.


<strong>2010</strong> RULES & REGULATIONS23R6.38(b)Having drafted a player, the drafting team must advise the player and his former team byregistered mail within fourteen days, with a copy to the O.L.A. office and the leagueCommissioner. If contact is not made in this way, the draft of that player is cancelled and theplayer reverts to being a member of the team for which he was signed in the previous year.Once a player’s name appears in the minutes of a Junior “A” meeting as having been drafted,then the team from which he was drafted is considered to have lost that player for draftingpurposes, unless not approved by the Commissioner.R6.39(a)When a player is drafted, his Junior “A” playing rights shall remain the property of the draftingteam regardless of whether the player signs or does not sign with that team that year. If thedrafted player has not signed with his drafting team prior to the start of the third regular season,then he shall become a free agent subject to the residence rule, but he will always retain the rightto sign with his drafting team at any time during his Junior career.R6.39(b)If a player or players choose in the next year or future years to sign with his drafting club then it ispossible for a municipality to lose the service of two or more players that season.R6.39(c)If a drafted player (unsigned to a Jr. A card) resides in a municipality, that after his draft, entersa team in the Junior “A” League, said player or players will have the same rights accorded themunder R6.15. If he chooses to move to his home municipality (new team), the new team will givetheir next available year’s draft as compensation on a first to apply basis. The next availableyear’s draft will be the next available second round pick for players drafted in the secondround or entering their last year of junior eligibility. Also, the original draft fee will be paidto the drafted team by the new team.R6.39(d)A drafted player who chooses to sign with his lower category team may play up with his draftingteam as an affiliated player.R6.39(e)The drafted player has the right to choose whether he signs for the drafting Junior “A” team orsigns for the team in a lower category for which he is residentially bound.R6.39(f)If drafted player in subsequently released to a lower category team, his playing rights will revert tothe lower category team from which he was drafted.R6.40Each Junior “A” team may sign one or more drafted players to O.L.A. certificates without havingto obtain a release for such players from his (their) team(s) or any other team which may haveterritorial rights to him. The player drafted must have been signed to a playing certificate andmust reside outside the recognized boundaries of a Junior “A” club.R6.41When a player is drafted, a cheque for three hundred ($300.00) dollars must accompany the draftchoice. The O.L.A.’s copy of the letter sent to the team (association) from which the player wasdrafted must be submitted within seven (7) days to the Executive Director. The Junior “A”Commissioner will send the $300.00 cheques to the appropriate Minor <strong>Association</strong>s to arrivewithin 15 days of the draft. Photocopies of these cheques may accompany the O.L.A.’s copy ofthe draft letter.

That is to say, if heis drafted by a junior club which is affiliated with a major/senior club, the player is exempt fromthat affiliation when his home municipality has a major or senior team.R6.43(a)If a lower category player resides in a municipality not in possession of a minor organization, andplays for a lower category (minor) organization that has a Junior “A” franchise within itsmunicipality and he has played for this lower category organization for the past three consecutiveseasons prior to his draft eligibility, he is then exempt from the draft and will become the propertyof that Junior “A” team, affiliated with his lower category (minor) organization.R6.43(b)If a lower category player resides in a municipality not in possession of a minor organization, andplays for a lower category (minor) organization that has a Junior “B” franchise within itsmunicipality and he has played for this lower category organization for the past three consecutiveseasons prior to his draft eligibility, he shall be treated as a resident of the Junior “”B” municipalityand subject to the conditions outlined in R6.38 (a).R6.44Any player who is signed to a Junior “A” certificate while not being of Junior age, will revert to hisminor association for the purpose of the draft.R6.45A player drafted by a Junior “A” team may be signed by another Junior “A” team if the draftingJunior “A” team trades the rights to his services. All protests of players ineligibility must belodged within 24 hours of completion of the game to the commissioner with appropriatedocumentation and protest fee. Use of an ineligible player means the game is forfeited and thetwo (2) points given to the non-offending team. (See Regulation MR5.08)R8.01(b)A player signed with an unaffiliated team who does have the written permission of the team forwhich he has signed may play in as many higher categories as he wishes but shall not play formore than one team in any one higher category, and shall not play more than a total of sevenleague games in the higher categories, nor shall he play in any playoff game for any team otherthan the one with which he is signed. (See Regulation MR5.09)R8.02No player shall be permitted to return to the team with which he has signed in the lower series ifhe plays more than seven league games in higher categories; nor shall he be permitted to sign inthe higher series unless unconditionally released, the player becomes subject to all otherregulations applicable to signing certificates or qualifying to play for a team. (See RegulationMR5.10)R8.03No team shall use more than four players from unaffiliated teams in any one league game.R8.04It is the responsibility of the lower series team with which the player is signed to notify the playerwhen he has played seven league games in a higher series, and to refuse to issue furtherreleases.REGULATION R-IXTamperingR9.01Any team using another club’s players in exhibition, regularly schedule or playoff games, withoutproper releases, shall be fined a minimum of five hundred dollars ($500.00) and maximum of onethousand dollars ($1000.00).

The Corporation must be the final judgeof the above charge.A second offence during the same season shall result in a minimum suspension of one year forthe person(s) deemed responsible plus any additional fines.NOTE: Tampering shall be defined as contacting a player who “belongs” to another OLA Clubwithout first receiving permission from that team to which he already “belongs” by residence oraffiliation.REGULATION R-XGame <strong>Regulations</strong>R10.01It shall be the duty of each club Secretary as soon as possible after the Annual General Meetingto notify the Commissioner of the series as to the colours of its jerseys.R10.02In the case of two sets of jerseys being similar, the home team must change.R10.03Where two teams, using similar coloured jerseys, are ordered to meet at a neutral point, it shallbe the duty of the Commissioner of the series to order one of the said teams to wear differentcoloured jerseys for that game.R10.04All home clubs must supply the referees with extra approved balls for commencement of thegame and keep him supplied with approved balls. (See Regulation MR8.10)R10.05No player shall take part in any Corporation game unless his name is included in a complete listof players which shall be given to the referees, signed by an official of the club.R10.06(a)The Official Scorer shall submit the line-up of the competing teams to the referee prior to the startof the game and shall draw to their attention any case he feels does not comply with rules. Onlythe name of players present and ready to play shall be included in the list.R10.06(b)Any player may enter the game at any time provided he is properly registered to that team andhis name entered on the score sheet prior to his entry into the game and the game officials andopposition are notified of his entry prior to his participation.R10.06(c)If a player is to be credited with a goal or an assist and is not on the game sheet, the goal isallowed and the team is assessed a two minute penalty. If a player receives a penalty and is noton the game sheet the team shall receive an additional two minute minor penalty.R10.07The referee shall proceed to the centre of the arena precisely at the time at which the match isadvertised to commence, and he shall immediately commence play by facing off the ball.


<strong>2010</strong> RULES & REGULATIONS28R10.08Teams must have twelve players dressed for any game.R10.09If twelve players are not dressed, Major, Senior and Junior “A” teams shall be fined one hundred($100.00) dollars per player and Junior “B” and “C” teams fifty ($50.00) dollars per player short ofthe twelve.R10.10If a Major, Senior or Junior “A” series game starts later than the advertised starting time, the clubresponsible shall be fined two dollars per minute to a maximum of fifty dollars.R10.11If a game in any other series (Junior “B” or Junior “C”) starts last the club responsible shall befined one dollar per minute to a maximum of thirty dollars.R10.12If a game is delayed more than thirty minutes from the advertised game time, the referee shallcall the game if requested to do so by the non-offending team. The Board of Directors award thegame to the non-offending team and the offending team may be suspended and required toappear before the Board of Directors.REGULATION R-XIMaintenance of OrderR11.01Previous to the start of any game, the referees shall insure that what they deem to be properprovision for the maintenance of order has been provided.R11.02The home club in all matches shall be responsible for keeping the area clear of spectators and forthe maintenance of good order.R11.03In cases where the spectators in any way interfere with the players or officials so as to delay theprogress or affect the result of the match, the referees shall declare the match off and report thecircumstances to the Executive Director immediately.R11.04The Corporation reserves the right, through referees, to order the removal from all or anygrounds, stadiums or arenas (including the parts reserved for spectators paying admission) ofany person guilty of ungentlemanly or unsportsmanlike conduct and if a home club fails to carryout the referee’s orders, it may be fined. (See Regulation MR8.04)R11.05All persons, including those who pay admission fees or receive passes, who attend matchesunder the jurisdiction of the Corporation, shall be deemed to have agreed that they were admittedto the grounds on condition that they would subject themselves to and abide by the provision ofthe Constitution and rules of the Corporation, even to the extent that they may be subjected to thenecessary force to insure their expulsion by the Police, the referee, or the officers of the homeclub.


<strong>2010</strong> RULES & REGULATIONS29REGULATION R-XIIExhibition GamesR12.01All team or players intending to take part in exhibition games must secure permission of theCorporation through the Executive Director before playing such games, otherwise they shall besubject to a penalty deemed suitable by the Board of Directors.R12.02Names of officials appointed to handle exhibition games must be submitted to the ExecutiveDirector of the Corporation and must be approved.R12.03No player may participate in any exhibition game unless he is eligible for that team except that:(a) he has permission from the O.L.A., (b) if he is a member of another team, or has obligations(by agreement or regulation) to the team for which he was last signed he has written permissionfrom that team.REGULATION R-XIIIPostponementsR13.01No game may be postponed without the approval of the Commissioner, otherwise such gameswill be considered defaults.R13.02Except where emergencies make it possible, all postponed league games must be rescheduledwithin five days by the clubs involved and must be replayed within 14 days. Failing this, theO.L.A. Commissioner shall be empowered to reschedule the game and notify the clubs.R13.03Games scheduled to take place on an outdoor playing area may be postponed only with thepermission of the Commissioner.R13.04In the event of rain, or if the playing area is unplayable and cannot be repaired by game time, thehome club shall immediately call the Commissioner to report condition and requestpostponement. If the request is granted, the home club must immediately contact the visitingclub. If the visiting club is contacted before departure no expenses will be involved.R13.05If, however, the visiting club has left for the game, if conditions make the playing area unplayableafter the visiting club has started enroute, the game may be postponed by the home clubproviding they first pay the visiting club and officials travelling expenses or reach mutualagreement and advise the Executive Director in writing. The Commissioner must be notifiedimmediately and has authority to reschedule the game. Legitimate travelling expenses to thevisiting club must be paid prior to the rescheduled game or within 15 days whichever comes first.Failure to remit the expenses within the allotted time will result in the money being taken from thehome team’s bond.R13.06In the event that rain or some other condition makes the playing area unfit after the game hasstarted, the referee shall have the opportunity to stop the game and if forty minutes have beenplayed it will constitute a regulation game, if forty minutes have not been played then the gamewould be played at a later date starting with the score and time being the same. In a playoff


<strong>2010</strong> RULES & REGULATIONS30game a game has to be completed in its entirety, if a referee has to stop the game because of theplaying area being unfit it would be continued with the score and time remaining.R13.07In the event that conditions make play impossible before the completion of forty minutes play, thereferee may cancel the game. In the event of a replay, the home team must pay the visitingclub’s travelling expenses for the return game.REGULATION R-XIVDefaultsR14.01In the event of a team defaulting a game, the Executive Director shall collect the amount securedby the bond. All legitimate expenses incurred by any club in consequence of such non-fulfillmentshall be paid out of the money forfeited and the balance, if any, shall be handed over to theCorporation Treasurer.R14.02A team defaulting any match in the series shall be barred from further competition in the series.All scheduled matches played by such teams shall be counted as played. In the event ofdefaulted games, all division standings will be determined by winning percentages. A team sodefaulting shall forfeit the value of its bond to the Corporation.R14.03Any team intending to default shall notify the Executive Director of the Corporation and also theteam scheduled to play against it of such intention at least five days before the scheduled date,otherwise the defaulting club and its sureties shall pay to the other club affected, the referee,officials and the Corporation, such sums as the President of the Corporation shall find to beowing, and in default of such payment, the Executive Director of the Corporation may bring actionin any court for the recovery of the amount.R14.04The defaulting Club shall pay any and all monies owing to the other club within 30 days of thedate of the defaulted game.R14.05In the event of a game commenced but awarded to one team before completion, the scoringrecords at the time the award is made shall be considered official.REGULATION R-XVProtestsR15.01Protests and all evidence in support thereof, signed by President and Secretary of the clubprotesting, must be sent by registered mail to the Executive Director of the Corporation and to theSecretary of the club protested against within forty eight (48) hours (excluding Sunday) from thedate of the match. The club protested against shall be allowed 48 hours (excluding Sunday) tofile its defense, duplicates of which must be sent to the Executive Director of the Corporation andto the Secretary of the club protesting. A decision shall be rendered by the Board of Directors orPresident as covered by the Bylaws, within ten days of date of match protest.R15.02Protests based on technicalities which do not affect the actual result of the match will not beentertained.


<strong>2010</strong> RULES & REGULATIONS31R15.03Clubs which play against ineligible players and who willfully conceal knowledge from the leagueuntil it suits their convenience to use it in any protest which arises, shall be considered equallyguilty with the offending club and shall be judged accordingly.R15.04A protesting club must send to the Executive Director of the Corporation, along with the protest, amoney order, cash, or certified cheque, payable at par at Toronto to the <strong>Ontario</strong> <strong>Lacrosse</strong><strong>Association</strong>, for one hundred dollars.R15.05The club protested against must send the same amount with its defense.R15.06The winner’s deposit shall be returned. The deposit of the losing club, plus any additional costsincurred above $100.00 shall be paid to the Treasury of the Corporation.R15.07The club protested against shall furnish all necessary information demanded by the clubprotesting.R15.08If no defense is received, the Executive Director shall notify the President of the Corporation, whowill deal with the matter without convening a meeting of the Directors.R15.09Members of the Board of Directors sitting at the hearing of protest shall be paid their necessaryhotel and travelling expenses.R15.10In the event a protest results in expenses in excess of the protest fee of fifty dollars beingincurred, by members of the Board of Directors attending the hearings, the club losing the protestshall pay the extra cost.R15.11No member of the Board of Directors shall be eligible to serve at a hearing in connection with anyprotest involving either directly or indirectly a club with which he is connected.R15.12All appeals from the decisions of the Board of Directors with respect to the hearing protests shallbe to the general membership of the Corporation. The hearing of an appeal to the generalmembership shall be convened in the same manner as a general meeting of the Corporation.R15.13The club which loses an appeal to the general membership from a decision of the Board ofDirectors shall pay the cost of the appeal.REGULATION R-XVISuspensionsR16.01The Corporation will issue a special permit to every manager, coach and trainer on application bythe team for which they will act.


<strong>2010</strong> RULES & REGULATIONS32R16.02Player’s certificates, manager’s, coach’s and trainers permits may be suspended by the Presidentof the Corporation for any period which the President may deem appropriate.R16.03The President shall have the right to appoint a suspension hearing committee under articleB11.01 whose duty it will be to recommend what disciplinary action is to be taken by thePresident, who shall have the right to accept, reject or change this recommendation. Allsuspensions imposed by the President must be announced within ten days of the infraction or bedeclared invalid.R16.04If a referee has occasion to write a report on a team official, a copy of that report must befurnished to that team official and the team for which they will act.R16.05Any person suspended may appeal his suspension but must do so in writing to the ExecutiveDirector.R16.06In case of appeal, the appeal shall be heard by the Board of Directors within seven days at ameeting of the Board of Directors and not by telephone or telegram, and the Board of Directorsshall confirm, change, or cancel the suspension.R16.07Appeals must be accompanied by a certified cheque or money order to cover the cost of themeeting. This deposit will be returned if the President’s ruling is not sustained. The ExecutiveDirector shall determine the amount required and advise the appellant if requested.R16.08When a player, coach, manager or trainer is suspended by the President, the suspension willbecome effective immediately his club is notified.R16.09Players, coaches, managers, training staff, club management or executive will be suspendedindefinitely for striking or any other physical attack on a referee or O.L.A. official and/or otherbench personnel in any manner. Any person suspended under this regulation shall be ordered toappear before the O.L.A. Discipline Committee to state his/her case. The referee or officialswritten report shall be forwarded to the O.L.A. immediately following such an incident. A copy ofreferees report would be forwarded to the team by the office within 24 hours. Based on thewritten report, the O.L.A. Discipline Committee will decide on the referee /official appearing at thehearing.R16.10No fixed suspension can be given by the Directors unless the offending party has been dulynotified of the hearing. After being duly notified and having the opportunity to appear, if theoffending party chooses not to do so, the O.L.A. Discipline Committee may rule on thesuspension.R16.11All suspensions by the O.L.A. shall be recognized by all O.L.A. teams. Such suspensions thatplayers and/or officials incur may be lifted only after appearance before the President of theO.L.A.


<strong>2010</strong> RULES & REGULATIONS33R16.12In any case where anyone is suspended and ordered to appear before the next regular meeting,the time that has elapsed between the date of such suspension and the date of the meeting maybe credited to any further suspension if the Board of Directors desires, providing the suspendedperson or his representative appear at the meeting.R16.13Any team found guilty of playing a player over the age limit permitted in the series in which it isparticipating, shall be automatically suspended for the balance of the season. If this occursduring the playing of the original schedule, all games won by the team with the ineligible player onits lineup shall count as wins to the teams formerly credited with defeats. If however, a player isnot found to be over the age limit until the semi-final or final series is reached, then only the gameor games in which he participated in such semi-final or final series shall be awarded to theopposing side.R16.14Suspension of an individual by the corporation shall cover his or her activities in all phases oflacrosse unless specifically stated otherwise at the time of suspension by governing body.REGULATION R-XVIIRight to Impose FinesR17.01The Board of Directors may fine any club or team any amount not exceeding one thousanddollars for any infraction of the <strong>Rules</strong> and <strong>Regulations</strong> as defined in the Constitution, Bylaws or<strong>Regulations</strong> of the Corporation.R17.02Clubs must pay fines assessed against them within ten days of notification by the ExecutiveDirector or be liable to further fines and/or penalties for non-payment.R17.03A club or a team may appeal against the levying of a fine by submitting a written appeal to theExecutive Director within ten days, accompanied by payment of the fine and an additional chequefor twenty-five dollars as deposit against the costs of the meeting.R17.04 – OLA CODE OF CONDUCTSection I – All individuals affiliated with the O.L.A. shall:I. Attempt at all times to work toward the goals and objectives of the OLA and the game of<strong>Lacrosse</strong>, and towards the betterment of its members.II. Strive to heighten the image and dignity of the <strong>Association</strong> and the sport of <strong>Lacrosse</strong> as awhole, and to refrain from behavior which may discredit or embarrass the <strong>Association</strong> orthe game.III. Always be courteous and objective in dealing with other members.IV. Strive to achieve excellence in the sport while supporting the concepts of Fair Play andDrug free sport.V. Show respect for the culture, social and political values of all participants in the sport.VI. As a guest in another province or foreign country, abide by the laws of the hostjurisdiction and adhere to any social customs concerning conduct.Section II – An Individual’s conduct shall be in question when they:

Willfully circulate false, malicious statements, derogatory to any other member of the<strong>Association</strong>.IV. Willfully ignore or break the Bylaws, policies and/or rules and regulations of the OLA.V. Counsel others to ignore or break the bylaws, policies, and/or rules and regulations of theOLA.Section III – General:I. The OLA endorses the principles of natural justice and due process which allows anyindividual the right to a hearing and an appeal of any action which effects their rights.II. The OLA and its member governing bodies agree to honor and enforce disciplinary actiontaken by those governing bodies upon the completion of due process.Section IV – Discipline Procedures:I. Any report alleging a breach of Member obligation under this Code of Conduct shall besubmitted in writing to the OLA within 14 days of the event/occurrence.II. Upon receiving a report, the OLA staff shall immediately notify the OLA Executive whoshall determine the merit of the complaint and determine if action is necessary.III. If action is deemed necessary, the event/occurrence will be dealt with under normal OLADiscipline and Appeals procedures.REGULATIONS R-XVIIIRefereesR18.01The Referee Assignor shall be appointed by the Board of Directors. He/she shall be responsibleto the Technical Director and the Vice President Technical (Officiating) who in turn areresponsible to the Board of Directors.R18.02A Board of referees shall be appointed by the Technical Director and the Vice PresidentTechnical (Officiating) each year for the approval of the Board of Directors. The referee assignorshall appoint referees from the Board of Referees.R18.03The list of members of the Board of Referees and their municipalities shall be submitted to eachclub or association in each series; to each member of the Board of Directors and to the <strong>Ontario</strong><strong>Lacrosse</strong> Referees’ <strong>Association</strong>.R18.04Players registered by the O.L.A., coaches, managers, trainers, team executive members,employees or individuals connected with Junior, Senior or Major O.L.A. teams shall not beallowed to referee Junior, Senior or Major O.L.A. games, without the permission of the Board ofDirectors.R18.05No referee shall be assigned to any games until his application is received and approved by theTechnical Director of the Corporation.R18.06The official referee uniform shall be as specified by the Board of Directors.


<strong>2010</strong> RULES & REGULATIONS35R18.07The referee assignor shall appoint two referees for all games in the Major, Senior and Juniorgames.R18.08The first named of the two referees shall be the senior referee and in case of dispute ordisagreement, his decision shall be final.R18.09The senior official shall make the original opening face-off.R18.10In the event that a referee does not appear in time to officiate at a game, the home club shallimmediately notify one of the following: The referee assignor, the series Commissioner or theO.L.A. President.R18.11If a referee is late, he shall be fined one dollar per minute to a maximum of thirty dollars.The fine shall commence fifteen minutes before the scheduled starting time of the game. Thefine may be waived due to extenuating circumstances.R18.12Traveling expenses allowed in addition to the referee’s fee shall be as set by the Board ofDirectors. Referees shall travel together when from the same vicinity.R18.13The competing clubs shall each pay half the total fees and mileage of the officials before thegame commences. The referees are responsible for the enforcement of this ruling.R18.14Referees will be paid travelling expenses in the form of a mileage fee which is to be calculated asthe shortest distance on all weather roads between the referee’s home and the game site.Referees shall travel together when from the same vicinity. Conflicts between teams andreferees in regard to mileage charges shall be settled by the Technical Director of the O.L.A.REGULATION R-XIXPlayoff Revenue and ExpensesR19.01The Corporation shall receive 15% of the gross gate receipts after referees have been paid, fromall group playoff games, replays of protested playoff games, sudden victory games to decide finalleague standings, all league playoff games, all round robin and all playoffs, quarter final, semifinaland final rounds in all series.R19.02In case of finals being played as a single game, the Corporation shall receive twenty-five percentof the gross gate receipts and the remaining 75% after expenses have been paid shall be dividedequally between the participating clubs.R19.03Returns shall be forwarded to the Corporation office by the home club Treasurer or arenacommission within seven days and shall be accompanied by the playoff revenue report form anda completed official box office statement certified and signed by the arena manager.

Failure to permit such check shallleave the club or clubs subject to suspensions and to a further fine not to exceed one hundreddollars.R19.05At all district and final games, except sudden death games on neutral floor or unless otherwiseagreed, the home club shall pay all game related expenses.R19.05(a)Clubs agree to take care of their own mileage schedules.R19.05(b)Clubs shall pay their own hotel expenses.R19.07A neutral arena or stadium between teams in playoffs of games shall mean an arena or stadiumother than the one used for home games of the club involved unless otherwise agreed.REGULATION R-XXC.L.A. Contracts for such network broadcasting or televising must be approved by the O.L.A.and then signed by the authorized officers of the O.L.A. and each team involved.REGULATION R-XXVFranchisesR25.01Each member team in good standing which has been accepted by the Board of Directors shall beentitled to a franchise certificate signed by the President and Executive Director of theCorporation certifying that the member holds a franchise in the series or group for which it isissued. <strong>2010</strong> RULES & REGULATIONS37R25.02To qualify for a franchise certificate, a club must submit a complete “Franchise Application Form”signed by the owner(s) of the team and their agents and must submit annually to ExecutiveDirector a completed “Franchise Information Form”.R25.03The franchise of a member team may be sold, assigned or otherwise transferred if the club is tocontinue to operate in the same city, town, police village or rural district, subject to the approval ofa majority of the group council and the Board of Directors. If, however the purchaser of thefranchise or the present holder desires to move the club from its location to another city, town,policy village or rural district, approval of a majority of the members of the group and the Board ofDirectors shall be required.R25.04Application for approval of a franchise transfer must be made by the franchise holder, signed bythe owner(s) or their agent(s) and submitted to the Executive Director in writing prior to January1 st . The O.L.A. will then forward $200.00 per team entered (whichrepresents gate fees), to the hosting association, within 14 days of completed event.NOTE: Host Gate Fee may be withheld in whole or in part if the Host <strong>Association</strong> fails to meet allof it’s hosting responsibilities as outlined by the OLA and the OLA Hosting Guidelines.EXCEPTION: Teams entered in Provincial “A” Qualifiers. Fees for this group will be determinedannually.


<strong>2010</strong> RULES & REGULATIONS39MR1.10Organization Development clinics (i.e. volunteer recruitment, fundraising, organization structure,promotion) will be made available by the <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong>, at cost, to cluborganizations.MR1.11At each Annual General Meeting, a member may present a promotional project for approval ofthe membership. To be eligible for presentation to the membership, each promotional projectmust be presented in the prescribed form as designated by the Board of Governors.MR1.11(b)Each association shall be levied a per capita fee for approved promotional projects approvedannually, based upon their prior year’s rep team registration. (see R4.11)MR1.11(c)All members eligible for voting purposes at the Annual General Meeting be levied a $100.00 perone <strong>Association</strong>/Club fee. This money will go directly to the <strong>Ontario</strong> <strong>Lacrosse</strong> Hall of Fame andMuseum.REGULATION MR IIRegistrationsMR2.01No team may have more than twenty-five (25) players registered for competition.MR2.02All team entries must be registered and O.L.A. approve for the current season prior to anyparticipation. The final date for submitting team entries for approval is June 1 st . On June 2 nd theO.L.A. will distribute a complete listing of team entries for the current season to all associations(titled “Final Team Entries for Minor <strong>Lacrosse</strong>”). <strong>Association</strong>s will have four business days toamend their team entries for the current season. After which the “Final Team Entries for Minor<strong>Lacrosse</strong>” listing will be drawn up and will be the basis for eligibility to play exhibition and zonegames, and invitational and provincial tournaments. No other rep team entries will be acceptedbeyond this date.MR2.03To facilitate the checking and approval of playing certificates, each club is required to submit anofficial municipality boundary map, as approved by their Zone and the O.L.A. Board of Directors,to the Executive Director. Maps must be resubmitted when a change in municipal boundariesoccurs. Playing certificates will not be returned until this has been done.MR2.04Registration will be effected by the submission of duly completed playing certificates and/or othermaterial as required by the registration procedure presently in effect. Where a signature is notavailable by the player, and the player is under the age of 18, it is legally binding to have theparent sign the registration card on their child’s behalf.MR2.04(a)All personnel must be registered and OLA approved for the current season prior to anyparticipation. The final date for submitting completed membership certificates for all personnel forapproval is June 1st. Appeals of membership eligibility must be submitted by the Club President,in writing, within four business days of notification of ineligibility.NOTE: Completed membership certificates for coaches/trainers MUST include proofof NCCP/trainer certification. As per MR2.12(b)


<strong>2010</strong> RULES & REGULATIONS40MR2.05No player who has changed his residence or club since January 1 st of the current year shall becertified unless he has satisfied the Board of Directors of such change with bona fide completeand definite information regarding same.MR2.06All persons signing player registration/waiver certificates do so on the understanding that theycome under the jurisdiction of the O.L.A., C.L.A., and Zone.MR2.07Any coach or manager found guilty of playing an ineligible player or players in the series in whichthey are participating shall be automatically suspended indefinitely. The team should then beallowed to continue under new management. All games played with said player shall be zero (0)and the score of the other team shall be as attained during the game.MR2.08(a)A player resident in a community represented by a club with house league and/or a team enteredin a category for which he is eligible to play, must register with that club except where suchplayer’s services are waived by that club subject to the provisions of MR3.12.MR2.08(b)A minor player eligible but resident in a municipality with no minor team in any age group forwhich he is eligible, shall be given the choice of the club for which he may play, when thedifference between his resident municipally to the two or more municipalities concerned does notexceed eight kilometres.MR2.08(c)Having made his choice, such player shall remain a member of the club for which he has signeduntil properly released, or until the municipality in which he lives operates a team for which he iseligible, at which time he shall have the choice of signing with the new team in his ownmunicipality or remaining with club with which he originally signed.NOTE: Paperweight players MUST return to their own resident association once attaining Tykeage.MR2.08(d)All signed players must have their residence only placed on all O.L.A. Registration Forms.Mailing addresses used in rural areas will not be accepted (i.e. – R. R. #8). Rural players mustgive their lot, concession number as well as the village, town(ship) or city which they reside.MR2.09(a) Residence Rule:This shall be an area in which he/she has been living with his family as of January 1 st of theplaying year. If a player makes a bona fide change of residence after January 1 st and hasqualified with a club, such a change of residence must be brought to the attention of the Board ofDirectors before such a player is entitled to play with the club he first qualified with.MR2.09(b)Any certified O.L.A. player who has played for five (5) consecutive years with the same club orassociation shall have the option upon changing residence to remain with his previous club orassociation for the remainder of his minor eligibility. Having made his choice, such player shallremain a member of the club for which he has signed until properly released. (see MR3.01,MR3.12)


<strong>2010</strong> RULES & REGULATIONS41MR2.10 – Residence Rule:In the event a club signs a player from a city, town or village that does not have an entry by May1 st , and at a later date, city, town or village so affected enters a team, the player will remain withthe team holding his signed certificate until released.MR2.11Before a playing certificate is issued, it must be proven that the player has not attained his:Intermediate – 21st birthday, Midget – 16 th birthday, Bantam - 14 th birthday, Pee Wee – 12 thbirthday, Novice - 10 th birthday, Tyke – 8 th birthday, Paperweight – 6 th birthday prior to the firstday of January in the season he intends competing. Prima facie proof can only be established byfiling with the approved registrars an official document issued by the Registrar-General’sDepartment or a certified true copy of the original showing the stamp and signature of a notarypublic.MR2.11(a)A Junior Paperweight Division is a soft lacrosse developmental program, with no formal gamesand no tournaments. Players eligible will not have attained their 5 th birthday prior to the first dayof January in the season the players wish to participate and must also turn 3 years of age byDecember 31 st of the season the players wish to participate. Maximum of four (4) non-playing personnel allowed on the bench, one ofwhom must be a certified trainer.NOTE: Suitably attired shall be defined by each member association.MR2.12(b)All approved and carded Bench Personnel must meet the following requirements to participate inOLA sanctioned games;a) A first year coach/bench personnel must have successfully completed an NCCP OLACommunity Coach Development Course (Technical 1) OR an NCCP Introduction toCompetition A Course (Theory 1).b) A second year coach/bench personnel must have successfully completed the NCCP OLACommunity Coach Development Course (Technical)AND an NCCP Introduction toCompetition A Course (Theory 1).c) Trainers must have an approved and valid trainer’s certificate (or its equivalent) and must bepresent during all zone, interlock, tournament and Provincial play.NOTE: All rep teams must have a certified coach and a certified trainer on their bench (howeveronly one certified trainer is allowed on the bench at any one time). In case of emergency, a teammay agree to have the opposition team’s trainer act as theirs


<strong>2010</strong> RULES & REGULATIONS42MR2.13In the event of two teams appearing for a tournament game in team colours that are conflicting, inthe opinion of the referee, the supervisor official for the tournament will conduct a “coin toss” todetermine which team will change. The host organization must supply alternate jerseys.MR2.14Any player and/or bench personnel not registered who shall participate in Corporation sanctionedcompetition shall forfeit the game and be subject to a fine of two hundred ($200.00) dollars andsuspended until dealt with. (see MR10.10)MR2.15Any Midget or Intermediate player who had already signed an OLA Junior certificate, and whohad not played any more than the allowed seven (7) games, will be allowed to return to Midget orIntermediate providing he has a necessary release from the Junior club he signed with and issigned with a Midget or Intermediate club prior to the final release date of June 1 st .MR2.16The OLA will provide at the A.G.M. the total number of participants playing minor lacrosse, bethey (OLA registered or club house league registered player) for each registered club in thatplaying season the OLA will provide the previous years’ registration and its total in bracketsbeside the present figure.REGULATION MR-IIIReleasesMR3.01A player must apply for a release from his/her club/association to play for anotherclub/association by June 1 st of the current playing season. All players must be registered andOLA approved for the current season prior to any participation. Such release shall becomeofficial immediately upon Zone and OLA approval.MR3.02Any player who has been turning out regularly to practice with his team, but who is not given achance to play in more than one (1) of six (6) games which with said team, may apply to theBoard of Directors for consideration as a free agent and eligible to play for another team.(Subject to regulations of residence rule and to signing date.)MR3.03If a club in town, village or community has a number of players whom they cannot use on theirteam or teams, these players may, if released by the parent club, apply to the Board of Directorsfor permission to play with the next closest town, village or community.MR3.04If a release is desired the player must apply for such a release and, if the release is approved,have the release portion his certificate signed by his proper club officials. A letter stating thereasons for the release, must be attached and forwarded to the Corporation for considerationwithin seven (7) days from the date of receipt. The player will not play until Corporation approvalhas been given.MR3.05Any O.L.A. member and/or club found tampering with players or obtaining releases for players ornot otherwise complying with intent of the residence rule regarding releases shall be suspendeduntil dealt with and/or forfeit their bond and be fined one thousand ($1000.00) dollars. Theplayer(s) will not be eligible to sign with the team with which he (she) participated withoutpermission.


<strong>2010</strong> RULES & REGULATIONS43Tampering shall be defined as follows: Inviting or allowing to participate in camps, clinics,practices, or to play in any scheduled or exhibition games, a member of another club, without firsthaving obtained written permission from that club.MR3.06In the case of a dispute over a player by two or more clubs, the dispute will be settled by theBoard of Directors after a hearing involving all parties. The player shall not play until the disputeis settled.MR3.07When a release is granted the caliber of the player shall not enter the decision.MR3.08All agreements with the OLA regarding releases will be honored provided that such releases aremade according to the regulations.MR3.09A Midget or Intermediate player may not be moved up to the Junior category without their properrelease from their club and in accordance with <strong>Regulations</strong>. (See <strong>Regulations</strong> MR-V, R-VI, RVII)MR3.10Where it is found that a registered minor player eligible for a Junior team has played in a higherpercentage of Junior games than minor games, the player will be declared ineligible to participatein Midget or Intermediate playoffs. The Corporation will act only upon written complaint andunder the same terms as an official protest. (MR10.06)MR3.11No rep player may be conditionally released more than once to the same club. If a club releasesa rep player to the same club a second time, that player is unconditionally released to that club.A player released to play House League may not play Rep for that Club seeking that playersrelease, either as an AP or otherwise, without the releasing club’s written permission. Any playerreleased to play house league may be released more than once to the same club withoutbecoming unconditionally released.NOTE: Paperweight players MUST return to their own resident association once attaining Tykeage.MR3.12Under no circumstances shall the Board of Directors, release a player from a club, if said playerand club have not been invited to attend the meeting at which such releases are beingconsidered.MR3.13Midget or Intermediate players who are signed to a Junior team but who are going to be releasedback to their Minor team, must be released by that Junior team prior to June 1 st of the playingyear, in order to apply to be reclassified to play for his/her Minor team. (Players being releasedafter June 1 st will be ineligible to return to their Minor clubs).MR3.14Applications for new minor organizations must be presented to the Zone in which they areapplying for membership before January 1 st . Once membership is accepted, as per the ZoneOperating Policy, and OLA approved, the applicant shall remain a member of the Zone untilproperly released. Requests for a release must be submitted by the Club President, in writing, tothe Zone Secretary by October 31 st . The caliber of play shall not enter in the decision when arelease is requested.


<strong>2010</strong> RULES & REGULATIONS44REGULATION MR-IVTeams and Movement of PlayersMR4.01A minimum of six players, one of which must be a goalkeeper, must be dressed at a game time.Penalty is the forfeiture of the game. Only players present at the start of the game may be listedon the game sheet, but additional players may be added as they arrive at any time during thegame – but must not play until their names have been added.MR4.02The Corporation will permit movement of players from the next lower age category team in thesame organization in the following sequence:FROM: A to A (5 players)A to B (3 players)No movement permitted from:A to C or A to DFROM: B to A (5 players)B to B (5 players)B to C (3 players)No movement permitted fromB to DFROM: C to A (5 players)C to B (5 players)C to C (5 players)C to D (3 players)FROM: D to A (5 players)D to B (5 players)D to C (5 players)D to D (5 players)NOTE 1:Members of a minor box lacrosse provincial championship team, whose name appears on thegame sheet for the deciding provincial championship game (and win the game) will not be eligibleto participate in any other minor box lacrosse provincial championship tournament in the currentyear.NOTE 2:If the next lower age category shall cover an age difference of more than two years, priorapproval of the OLA shall be required prior to participation.MR4.03A club may not use more than the number of players as designated under Regulation MR4.02.Penalty shall be forfeit of game and a five ($5.00) dollar fine per player over the limit.MR4.04If a team plays a player up in a higher age group (e.g. midget to intermediate), this shall beindicated on the game sheet (e.g. M beside his name). Failure to indicate a player’s registeredcategory will result in a fine of five ($5.00) per occurrence.


<strong>2010</strong> RULES & REGULATIONS45REGULATION MR-VMovement of Players and AffiliationsMR5.01(a)The Corporation will not approve a Junior playing certificate involving a player who has notattained his 16 th birthday prior to the first day of January in the season the player intendscompeting, unless said <strong>Ontario</strong> <strong>Lacrosse</strong> <strong>Association</strong> playing certificate is accompanied by aformal release signed by the authorized officials of his former team and signed by the Board ofDirectors. Infraction of the above will be subject to the penalties defined in Regulation R6.21.(See Regulation R6.11)MR5.01(b)A player over the age of sixteen (16) may not be signed by a Junior team from outside his ownresidential boundaries per the residence rule unless accompanied by a release signed by theauthorized officials of his former Junior team. (See Regulation R6.12)MR5.02(a)No player who is eligible by age for Bantam competition may play in any Junior, Senior or Majorcompetition (exhibition or league games). (See Regulation R6.13)MR5.02(b)A Midget age player may not play on a Major or Senior team.MR5.03(a)Affiliations:If a higher classification team in Junior is affiliated with a lower classification team, a copy of theregistered affiliation agreement involving the clubs concerned must be in the hands of theExecutive Director by May 31 st , signed by the Presidents and Secretaries of the teams involved.(See Regulation R7.02(a).)MR5.03(b)If an affiliation is not approved by the OLA both clubs involved will have two (2) weeks in which toarrange another affiliation agreement. Players used prior to the affiliation rejection will bedeemed to have played in the series on a non-affiliated basis. (See Regulation R7.02(b).)MR5.04A Junior team may affiliate with one Intermediate or one Midget team.1 Game Release-Affiliated TeamMR5.05Providing he has the written consent of his team, a player signed with an Intermediate or Midgetteam may play in a higher series with a team affiliated with his own. (See Regulation R7.07(a).)MR5.06If the affiliated team is in the same municipality (as recognized by the OLA) or if the team is theclosest such team, a player may play in FIFTEEN playoff games. (See Regulation R7.07(c))MR5.07No player may play in any playoff game with any team with which he is not a signed member,except with a team affiliated with his own, and only then, with the written permission of his teamsigned by the authorized officer. <strong>2010</strong> RULES & REGULATIONS461 Game Release Unaffiliated TeamMR5.08A player who is signed member of an Midget or Intermediate team not affiliated with a club in ahigher category may play exhibition games prior to June 1 st , and not more than seven league (notplayoff) games for teams in higher categories providing he has the written permission from theauthorized officer of the team for which he has signed. (See Regulation R8.01(a).)MR 5.09A player signed with an unaffiliated team who does have the written permission of the team forwhich he has signed may play in as many higher categories as he wishes, but shall not play formore than one team in any one higher category, and shall not play more than a total of sevenleague games in the higher categories, nor shall he play in any playoff games for any other teamother than the one with which he is signed. (See Regulation R8.01(b).)MR5.10If an unaffiliated Midget or Intermediate team uses a player who has played more than seven (7)Junior games, any points won by that team will be forfeited and awarded to the opposition teamor teams. (See Regulation R8.02 and R8.04)1 Game Release FormMR5.11A Junior team desiring to use a player or players signed with a Midget or Intermediate team mustfirst obtain written permission from the authorized officer of the Midget or Intermediate team andmust attached two (2) copies of the “one game” release from to the referee’s report. (SeeRegulation R7.09)MR5.12No player may play for a Junior team on a one game release unless he is a registered member ofa Midget or Intermediate team entered in the OLA.REGULATION MR-VIExhibition GamesMR6.01Teams in the Corporation shall not be allowed to play matches with teams or players who havebeen suspended or expelled from the Corporation during the period of such suspension orexpulsion. Clubs so doing knowingly shall be suspended automatically, subject to ruling by theBoard of Directors.MR6.02All clubs or players intending to take part in non zone games must advise presidents of bothclubs, zone directors in corresponding zones of their intent to play such games. All players of thesaid clubs must be in good standing and game sheets for the games must be forwarded by thehome club to the Zone Director and Corporation within 48 hours.MR6.03A player shall not play in an exhibition game or tournament unless as a member of theassociation with which he/she is signed.


<strong>2010</strong> RULES & REGULATIONS47REGULATION MR-VIIPlayoff and TournamentsMR7.01The championships of this Corporation shall consist of: Intermediate, Midget, Bantam, Pee Wee,Novice and Tyke. Prior to September 15 th , the OLA will announce dates for all ProvincialChampionships for the upcoming season. The applications for hosting the ProvincialChampionships must be submitted to the OLA in writing by October 1 st . At the annual meetingthe OLA shall announce hosts for Provincial Championships.MR7.01(a)In order to be eligible to host the Provincial Championships the host club shall have visible 30second clocks provided at all arenas being utilized. (Exception only is Tyke championships).MR7.02(a)In order to participate in the O.L.A. Provincial Championships, the Corporation shall rate all clubsand place them into categories (e.g. – A,B,C,D) in the following manner:The OLA – V.P. Administration and/or the Ratings Coordinator will distribute the preliminaryratings list at the Semi Annual Meeting.NOTE: All teams will be required to play a minimum of ten (10) games by July 2 nd to justify theirratings. These games may include, Zone play, tournament and/or approved interlocking zonegames, (house league games not included) This enables Zone Directors, Ratings Coordinatorand ratings appeal committee to have factual criteria on which to base ratings and/or appeals.Teams entered at the “A” level are exempted. Under no circumstances will associations beallowed to rate themselves without following the aforementioned criteria.At the Annual January Minor Council Meeting, the O.L.A. Rating coordinator will meet withZone Directors to set final ratings meeting dates, for each individual Zone.Final rating appeals meeting will be held on the first Sunday in July with the committee consistingof OLA VP Administration and/or OLA Ratings Coordinator, the Zone Directors, and the ZoneRating Coordinators. Immediately following this meeting, Zone Directors will advise eachassociation of their ratings. The Committee reserves the right to re-categorize a team or teamsbased on the appeal process. All appeals of team(s) ratings must be submitted by and withsignature of the Club President, in writing, three (3) days prior to the meeting, accompanied by anon-refundable one hundred ($100.00) dollar appeal fee payable to the O.L.A..The finalized provincial ratings will be posted on the website no later than the first Wednesday inJuly following the final ratings appeal meeting.MR7.02(b)Any club, having entered more than one team in any division and which later finds it necessary towithdraw one (or more) team(s) in that division must withdraw its lowest rated team(s) first.MR7.02(c)Clubs must gather ALL their “Provincial Team Roster” forms and submit electronically to <strong>Ontario</strong><strong>Lacrosse</strong> Promotions Director (refer OLA Directory) no later than July 1 st . Any club that fails todo so will be fined $50.00. If entering more than one team in any group, you must denote thenumber of the team. (eg. #1, #2 etc.) Prior to the Championship Tournament or playoffconcerned, a club may chose to move a player from a lower rated team to a higher rated team,but under no circumstances may a player be moved from a higher rated team to a lower ratedteam.

(Refer also to MR2.01)Above rule does not apply to any club’s play in a National Tournament or National Championship.MR7.02(d)Teams will be notified of their playoff schedule one week prior to commencement of theirProvincial Championships.MR7.02(e)Provided an <strong>Association</strong> has entered an “A” level team in an age category, they may apply to theV.P. Administration Minor to seek permission to enter more than one team in any other level withthe same age category. (No permission required for more than one “A” team)MR7.03All Corporation playoffs and championships shall be administered by the Corporation and OLAappointee shall be present at all such playoffs and championships.MR7.04(a)All tournaments or inter-league playdowns must be sanctioned by the Corporation and must useapproved rules of play as supplied by the Corporation.MR7.04(b)Any association hosting sanctioned tournaments using other than certified N.L.R.C.P. lacrossereferees will be fined a maximum of $250.00. The association will not be allowed to host asanctioned tournament the following year.MR7.05(a)Tournament hosts must submit within 7 days of the completion of the tournament the following:the original game sheets, Tournament Summary Sheet, Discipline Committee Report and FineSummary Sheet, as well as Special Incident Reports. A three hundred ($300.00) dollar fine willbe assessed for late or incomplete submissions and future hosting will be revoked for thefollowing year.MR7.05(b)Whenever possible, the Corporation shall arrange the schedule in playoffs and championshiptournaments so that every team will be allowed three (3) hours rest between games.Definition Note: Between the end of one game and the start of the next.MR7.05(c)The Corporation will provide one pass to each club which will admit the holder to all Corporationplaydowns and championships and Corporation sanctioned tournaments.MR7.06Corporation registered teams or players cannot take part in any tournaments or inter-league playthat has not received the sanction of the Board of Directors. Penalty: Suspension until dealt withby the Board of Directors. Member clubs may not play with or against non-member clubs unlessprior permission is sought and received from the Board of Directors.MR7.07(a)In all Corporation championship tournaments and/or playoff series, games will consist of three (3)equal periods with a minimum rest period of three (3) minutes between periods and overtime playas per Corporation rules of play. The length of the periods is to be determined by the Corporationat the time of the drafting of the schedule.


<strong>2010</strong> RULES & REGULATIONS49MR7.07(b)In the event that a game must be called due to floor conditions or unforeseen circumstances thegame score shall be considered “final” if two complete periods of play have transpired. If twoperiods have not been completed the remainder of the game must be rescheduled and played.MR7.08In the event of a tie in points between two teams, the final standings shall be determined asfollows:1. The team that won the greater number of points in games played, during the competition,between the teams tied shall be declared the winner of the higher position.(HEAD TO HEAD)2. If tie still exists, the Goal Average Formula will be used to break the tie. All goals scored in thegames during the competition shall be used in the goal average computation. (See Goal AverageFormula below).3. If tie still exists the Goal Average Formula will be used to break the tie. All goals scored in allgames during the Playoff competition shall be used in the goal average computation. (See GoalAverage Formula below).4. If a tie still exists, the team with least penalties in minutes in all Round Robin games playedshall be declared the winner. In the case where the teams have not played the same number ofgames, the lowest average of the penalties in minutes in all Round Robin games shall be used todeclare the winner.5. Proof of eligibility at any invitationaltournament shall be by Corporation registration list or player registration certificate. (SeeRegulation MR2.15)MR7.11(a)All tournaments sanctioned by the Corporation shall be staffed by Corporation carded officials.These shall be appointed by the tournament referee-in-chief in conjunction with a corporationreferee-in-chief.MR7.11(b)Corporation approved tournament procedures will be provided to the tournament hosts.MR7.12(a)The sale or provision of alcoholic beverages or spirits by the sponsoring club or hostingorganization at any minor event sanctioned by the Corporation is prohibited. Disciplinary actionwill be taken by the Board of Directors on any violation of this regulation.MR7.12(b)No disciplinary action shall be undertaken at sanctioned Corporation tournaments without all theaffected parties being present, together with any Corporation personnel present at thetournament.The results of the disciplinary action shall be forwarded to the Corporation office within forty-eight(48) hours of the close of the tournament.MR7.131. Any team who, scheduled to play in invitational tournaments, appears with less than sixplayers, or fails to put in an appearance, shall lose its bond, and its club shall be furtherassessed a fine of two hundred and fifty ($250.00) dollars.NOTE – Any team scheduled to play in an invitational tournament and fails to show afterthe posting of the final schedule, will forfeit the application fee, be assessed a fine of$250.00 and may be ineligible to participate in that years’ Provincial ChampionshipTournament.2. Any team that withdraws from Provincial play after the 2 nd Sunday in July, shall forfeitIts bond, an its club shall be further assessed a fine of seven hundred and fifty ($750.00)dollars.3. When any team appears with fewer than twelve (12) players (and more than five), its clubshall be assessed ten ($10.00) dollars for each player under the required number pertournament.

Any team who defaults (withdraws from or shows up with less than six players to) a gameat any point in invitational or provincial tournaments must default the remainder of theirscheduled games.REGULATION MR-VIIIPlaying <strong>Rules</strong>MR8.01CLA rules and rule interpretations will apply for all Corporation competition and sanctioned eventsexcept for:I. any changes previously approved by the CorporationII.changes approved annually by the Corporation at the Annual General Meeting topromote participation and skill development in the Tyke and Novice groups.MR8.02Member clubs will be asked to submit proposed rule changes to the OLA in writing by March 1 stso that they may be considered and recommended to the CLA Semi Annual Meeting.MR8.03The President has the power to make a decision regarding questions arising out of the regulationor rules of the game, this decision to be confirmed or changed at the next Board of Directorsmeeting.MR8.04The Corporation reserves the right through its referees to order the removal from all or anygrounds, stadium or arena (including the parts reserved for spectators paying/admission) of anyperson guilty of ungentlemanly or unsportsmanlike conduct, and if the club fails to carry out thereferee’s orders in this connection, it may be fined. (See Regulation R11.05)MR8.05Conduct of coaches, managers, trainers or other club officials detrimental to lacrosse shall bereported by the referees or <strong>Association</strong> Executives to the Board of Directors who will investigateand will have the right to either fine or suspend the offenders if they are found guilty.MR8.06In any Corporation competition should it be necessary to stop play in order to attend to an injuredplayers, except for a goaltender, then that player must leave the floor before play resumes.MR8.07The host team shall be held responsible for seeing that the playing area is suitable for all games,to the satisfaction of the referee.MR8.08The host club shall be responsible for the keeping of the area clear of spectators and for themaintenance of good order, and shall provide a noise-making device for the timekeeper, and itshall be the duty of the referee to ensure, prior to the start of the game, that what he deemsproper provision for the maintenance of order has been provided. In the case where thespectators interfere with the players or the officials so as to delay the progress of, or affect theresult of the match, the referee shall declare the circumstances to the Executive Directorimmediately. (See Regulation R-XI)


<strong>2010</strong> RULES & REGULATIONS52MR8.09The host club shall provide adequate police or other protection for all players and officials at alltimes. (See Regulation R11.04)MR8.10The host club will supply the referee with official lacrosse balls for commencement of the gameand keep him supplied with extra balls.MR8.11Stick length from Bantam up, minimum forty inches (40”) – maximum forty-six inches (46”).Paperweight to Pee Wee minimum thirty-four inches (34”) – maximum forty-six inches (46”).Maximum width eight inches (8”), and minimum width – four and one-half (4.5). Themeasurements for width to be the inside frame measurements.MR8.12All players under the jurisdiction of the Corporation must wear proper protective gloves, mouthguards, helmets and lacrosse shoulder pads. Goalies must wear approved helmet and mask withattached protective throat guard.MR8.13All players must wear a facial mask as approved by the CLA and the Canadian Standards<strong>Association</strong>.REGULATION MR-IXRefereesMR9.01The Corporation Referee-in-Chief will be appointed by the Board of Directors and be responsiblefor the carding of the officiating staff.MR9.02The Corporation Referee-in-Chief shall be responsible for the appointment of all referees forcorporation sanctioned tournaments.MR9.03Subject to the decision of the Corporation Referee-in-Chief, no referee shall officiate in atournament game in which a team from his residential club is a participant.MR9.04All referees must be certified by the NLRCP (National <strong>Lacrosse</strong> Referee’s Certification Program)in the current calendar year prior to officiating any games. Referees may be required to undergoa re-evaluation at any time as designated by the Corporation Referee-in-Chief for the purpose ofpromoting or demoting their classification.NOTE: All referees participating in Winter Leagues will be deemed certified until March 31of the following year. (Winter League runs from Nov. 1 through March 31)MR9.05Referees consistently refusing assignments to tournaments will be disciplined by the CorporationReferee-in-Chief.MR9.06In those instances where a Corporation referee does not appear for a scheduled game, the costsinvolved for the floor time and travelling time shall be paid by the Corporation. Disciplinary actionwill be taken if the official is at fault.


<strong>2010</strong> RULES & REGULATIONS53MR9.07The referee shall proceed to the centre of the arena precisely as the time at which the match isadvertised to commence and commence the play by facing-off the ball. Prior to the start of thegame he should see the names of all players participating are recorded on the referee form andinspect said players and their certificates recorded on the game sheet, if requested.MR9.08Referees shall be required to indicate, in writing, on the game sheet their name and assignednumber.MR9.09Referees fees will be set in accordance with the budget, annually, before the season by theCorporation.REGULATION MR-XSuspensions, Fines and ProtestsMR10.01The Board of Directors may fine a club or team in any sum not exceeding one thousand dollars($1000.00), or may suspend or expel a club, team, member or player for notorious and continuedfoul play, or unfair, unsportsmanlike, ungentlemanly conduct, individually or collectively, on thefield or at any place where a lacrosse match is being played, or at any meeting or gathering in theinterest of the game, for neglecting to pay assessments made by the Board of Directors or forrules of the Corporation, for neglecting to obey or carry out any persistent infringement of thelaws of the game, or the rules of the Corporation, for neglecting to obey or carry out any order ofthe Board of Directors transmitted by the President or Executive Director. Any club, player ormember suspended by the Board of Directors can be re-admitted only by a majority vote of theBoard of Directors. A general meeting or the annual meeting of the Corporation may request theBoard of Directors to re-open and to reconsider any such suspension.MR10.02A player, coach, trainer or manager may be suspended by the discipline committee, President orin his absence a vice president of the Corporation for just cause, for any period which thediscipline committee, president (or in his absence, a vice president) may consider proper underthe circumstances, but the suspended person(s), may apply in writing through the ExecutiveDirector within seven (7) days of such suspension, for the right to appear before the Corporationappeals committee and a further right to appeal within seven (7) days after a decision of theappeals committee to appear before the Board of Directors at its next meeting.MR10.03Suspensions longer than five (5) games shall be subject to an automatic hearing with a teamofficial and the referee. (Although the term “automatic” is applied to this appeal, no hearings shallbe held unless requested by the suspended party or parties in accordance with the provisions ofMR10.02)MR10.04Any player who shall play under an assumed name shall be expelled from the corporation untildealt with by the Board of Directors.MR10.05Protests, signed by the President and Secretary of the club protesting (or the Acting Presidentand one other Executive member in their absence) with a copy to the other club involved“postmarked” within forty-eight (48) hours from the date of the match (Sunday excluded), must besent by registered mail to the OLA office.


<strong>2010</strong> RULES & REGULATIONS54MR10.06(a)A club protesting must send to the OLA office, along with the protest a money order or certifiedcheque for fifty ($50.00) dollars payable to the OLA. Deposit to be returned only if the protest isupheld.MR10.07Protests on technicalities which do not affect the actual results of the game will not be acceptedby the Corporation.MR10.08A protest of any game result due to a referee’s timekeeper’s or any game official’s conduct,decision and/or rulings, will not be entertained by the Board of Directors. However, a letter ofcomplaint regarding any game official shall be thoroughly investigated by the Corporation.MR10.09Any coach, manager or club official withdrawing a team from any sanctioned contest will besuspended until the next OLA Discipline Committee meeting and a team fine will be levied by theBoard of Directors.MR10.10Any coach, manager or other official who acts in an unsportsmanlike manner or in a mannerdetrimental to lacrosse or who acts in an insulting manner to Corporation officials shall besuspended until dealt with.MR10.11Any player, coach, manager, club official, or game official who is in charge of a team or comesinto direct contact with a team during games in league or tournament play, whose actions appearto be caused by drugs or alcohol, may be given a minimum of one year’s suspension and mustapply for re-instatement upon termination of suspension.MR10.12No coach, manager, club official, player or game official shall be allowed to smoke in the player’sbench or penalty box. Penalty – removal from the game plus subject to additional Corporationdiscipline.MR10.13Suspension of an individual by the Corporation shall cover his or her activities in all phases oflacrosse unless specifically stated otherwise at the time of suspension.REGULATION MR-XITrophies and AwardsMR11.01An <strong>Association</strong> or Club which wins one (1) or more trophies in one (1) year must post a bond offifty ($50.00) dollars for each trophy.MR11.02(a)All of the said trophies shall be delivered to the Corporation by the clubs or players holding themon or before the Semi-Annual Meeting of the current year, at which time they shall be examinedand if found damaged while in the possession of the holders, the Corporation shall inform theTreasurer to retain the bond(s).MR11.02(b)Failure by any club to deliver any national trophy or national trophies in its care to the CLA beforeMay 1 st will be liable to a club fine of $200.00.


<strong>2010</strong> RULES & REGULATIONS55MR11.03A trophy may be returned by the Corporation to a club or player for proper display purposes afterthe Annual Meeting if so desired. It must, however, be returned again to the Corporation by May1 st at which time it will be examined and the bond returned to the club if everything is in properorder. When trophy or trophies are not returned by May 1 st , the respective bond(s) will besurrendered by the respective club or member.MR11.04CHUCK ROWAN AWARD:To be awarded to the Midget or Intermediate box lacrosse player demonstrating high proficiencyin lacrosse combined with outstanding achievement in citizenship, together with high standards inacademics or their chosen profession. The components of the award shall be (a) OLA “keeper”trophy and (b) a $500.00 scholarship bursary to be assessed equally against all associations.MR11.05LARRY RUSE AWARD:To be awarded as determined by the Goals Against Average to the Midget goalkeeper in the “A”division of the Provincial Championships.MR11.06CENTENNIAL AWARD:To be awarded as determined by the Goals Against Average to the Intermediate goalkeeper inthe “A” division of the Provincial Championships.MR11.07MERV MACKENZIE AWARD:Presented annually in memory of the late Mr. Merv MacKenzie (Life Member) to the personelected as having done the most promotion of lacrosse in <strong>Ontario</strong>.MR11.08O.L.A. ‘OLDTIMERS’ AWARD:Presented to the Rookie Referee of the Year. Qualifications include the nominee being a cardedReferee, having reached his 19 th birthday and having officiated in games at all levels of minorteams. The nominee shall have exhibited the utmost in cooperation by accepting assignments inany and all tournaments where feasible and the nominations for such award shall come from thezones and the Corporation Referee-in-Chief.MR11.09KEN MURRAY AWARD:The Ken Murray Award is presented annually to the Minor <strong>Lacrosse</strong> Individual whose unselfishmotivations are demonstrated by the dedication of their efforts to “Helping the Kids”.REGULATION MR-XIIPerformance BondsMR12.01(a)A performance bond must accompany each entry.MR12.02Any club with a team in a category not fulfilling their Corporation commitments and thereforedefaulting their performance bond, must post a second performance bond for all its teams in thedefaulting category with the Corporation in an amount not less than the first performance bond(MR1.04) or a larger amount which may be established by the Corporation on entry in thefollowing year. Any club with team(s) in the category which is defaulting a second performance


<strong>2010</strong> RULES & REGULATIONS56bond will not be allowed participation in the corporation championships in the following year. Thisdisqualification is subject to appeal. (See MR10.06(b).)NOTE: Example – A club with 3 novice teams enters the first year but team 3 does not fulfillcommitments, therefore, in the second year the club must post a first and second performancebond for all of its teams in the novice category.
