issue <strong>of</strong> improving <strong>the</strong> WRGE work alone. The development cooperation system also has to address<strong>the</strong> question <strong>of</strong> what can make a substantial and lasting difference <strong>for</strong> women and <strong>the</strong>ir rights andimprove gender equality and justice in a time where women in many countries face a worseningsituation. It is time to work more systematically with identifying change agents <strong>for</strong> WRGE and <strong>the</strong>irnetworks and supporting <strong>the</strong>se in a situation where harmonisation seems to limit funding to <strong>the</strong>seagents. There might even be time now <strong>for</strong> a concerted ef<strong>for</strong>t <strong>of</strong> donors that believe in funding <strong>of</strong>WRGE to make large funds available <strong>for</strong> WRGE work, with ambitious goals, in fashion similar to <strong>the</strong>climate and <strong>for</strong>est grants that were (already) designed. Substantial funding <strong>of</strong> in-country capacity <strong>for</strong> sexsegregatedstatistics and research and analysis capacity is needed as part <strong>of</strong> such package, and regionalcollaborations should be encouraged.Several models already exist <strong>for</strong> such funds to be established and managed; creativity and innovativenessshould be mobilised to find solutions and models should such an idea be contemplated.Ano<strong>the</strong>r opportunity <strong>for</strong> improved quality <strong>of</strong> <strong>the</strong> WRGE work, and more effective work, is to improve<strong>the</strong> knowledge basis by also enlisting gender researchers, consultants and NGOs as part <strong>of</strong> <strong>the</strong> widerknowledge community base <strong>for</strong> effective WRGE work. Such ef<strong>for</strong>ts should be complemented by astrong ef<strong>for</strong>t to bring <strong>the</strong> voices and <strong>the</strong> experience <strong>of</strong> competent women and men and organisedWRGE work from <strong>the</strong> partner countries into <strong>the</strong> discussions in partner country work and in Norway.8
