152 LAW 16 – The Goal ClearanceProcedure for infringementsIf an opponent enters the penalty area or is still in it before the ball is in playand is fouled by a player from the defending team, the goal clearance isretaken and the defender may be cautioned or sent off depending on thenature of the offence.If, when a goal clearance is taken by the goalkeeper, one or more opponentsare still inside the penalty area because the goalkeeper decided to take theclearance quickly and the opponents did not have time to leave the area, thereferees must allow play to continue if the ball leaves the penalty area directlywithout touching another player.If the goalkeeper, while correctly taking a goal clearance, intentionally throwsthe ball at an opponent located outside the penalty area but neither in acareless nor a reckless manner nor using excessive force, the referees mustallow play to continue.If, when taking the goal clearance, the goalkeeper does not release the ballfrom inside his penalty area, the referees order the goal clearance to beretaken, although the four-second count continues from where it was stoppedonce the goalkeeper is ready to retake it.It is not necessary for the goalkeeper to have the ball in his hands before thereferees begin the four-second count.If a goalkeeper who has taken a goal clearance correctly intentionally touchesthe ball with his hand after it has left the penalty area before another playerhas touched it, the referees, in addition to awarding a direct free kick to theopposing team, may take disciplinary action against him in accordance withthe Futsal Laws of the Game.If the goalkeeper takes the goal clearance with his foot, the referees will issuea warning and order him to take it with his hand, but the four-second countcontinues from where it was stopped once the goalkeeper is ready to retake it.
