CHAPTER ONEBRIEF HISTORY OF THE NIGERIAN SOCIETY OFENGINEERS<strong>1.0</strong> INTRODUCTIONFounded in 1958, <strong>the</strong> Nigerian Society <strong>of</strong> Engineers (NSE) is <strong>the</strong>national umbrella organization for <strong>the</strong> Engineering Pr<strong>of</strong>ession in <strong>the</strong>country. Like some <strong>of</strong> its counterparts in o<strong>the</strong>r pr<strong>of</strong>essions, <strong>the</strong>Society has distinguished itself through progressive and imaginativeprogrammes to become <strong>the</strong> avenue for true pr<strong>of</strong>essional development<strong>of</strong> its members as well as <strong>the</strong> technological development.1.1 OBJECTIVEThe objective <strong>of</strong> <strong>the</strong> Society is to promote <strong>the</strong> advancement <strong>of</strong>engineering education, research and practice in all its ramifications.Naturally, this is with a view to maintaining and enhancing <strong>the</strong>pr<strong>of</strong>essional capabilities <strong>of</strong> its members so as to better equip <strong>the</strong>m t<strong>of</strong>ulfill <strong>the</strong> needs <strong>of</strong> <strong>the</strong> pr<strong>of</strong>ession for <strong>the</strong> good <strong>of</strong> <strong>the</strong> public and <strong>the</strong>nation.1.2 MEMBERSHIPMembership is open to all who possess qualification that areacceptable by Council for <strong>the</strong> Regulation <strong>of</strong> Engineering in Nigeria(COREN), under <strong>the</strong> provisions <strong>of</strong> Engineers Registration Decree(No. 55) <strong>of</strong> 1970 or such amendments <strong>the</strong>re<strong>of</strong> irrespective <strong>of</strong> race,color or religion . Commencing in 1988, <strong>the</strong> <strong>society</strong> conducted itsown Graduate ship Examinations for candidates who are noto<strong>the</strong>rwise qualified. There are seven grades <strong>of</strong> membership, namely: -Fellow, Corporate Member, Associate, Graduate, Student, Corporatefirm and Honourary Fellow.For details <strong>of</strong> general guidelines to membership, please contact <strong>the</strong>Nigerian Society <strong>of</strong> Engineers at <strong>the</strong> address contained herein or any<strong>of</strong> its branches around <strong>the</strong> country. Corporate Membership <strong>of</strong> <strong>the</strong>Society, that is Fellows and Members, confers pr<strong>of</strong>essionalrecognition and is acceptable by COREN for registration purposes.1.3 ORGANIZATION OF THE SOCIETYThe highest policy making body in <strong>the</strong> Society is <strong>the</strong> Council whichcomprises <strong>of</strong> elected National Executive members, Branch /Division1


Chairman, and Chairpersons, Representatives <strong>of</strong> o<strong>the</strong>r EngineeringBodies and Institutions and some nominated Active CorporateMembers. The President is <strong>the</strong> Head <strong>of</strong> Council.The Society operates a Secretariat currently housed at NationalEngineering Centre, Abuja and a liaison <strong>of</strong>fice at Lagos both buildingowned by <strong>the</strong> Society. A full time Executive Secretary heads <strong>the</strong>Secretariat. Overall co- ordination <strong>of</strong> <strong>the</strong> Society’s activities is carriedout from <strong>the</strong> Secretariat.1.4 STRUCTURE OF ITS DIVISIONSThe Society is also organized into Divisions. As an umbrellaorganization, all <strong>the</strong> disciplines <strong>of</strong> <strong>the</strong> pr<strong>of</strong>ession as currentlypracticed in <strong>the</strong> country are duly catered for. Some <strong>of</strong> <strong>the</strong> disciplinesare organized as Divisions <strong>of</strong> <strong>the</strong> Society to enhance individual careerdevelopment. The following Sixteen Divisions have been dulyrecognized:Aeronautical, Agricultural, Association <strong>of</strong> Pr<strong>of</strong>essional WomenEngineers , Chemical, Civil, Electrical, Environmental, Geotechnical,Industrial, Marine Engineering & Naval Architectural, Mechanical,Metallurgical, Petroleum, Structural and Engineering ValuationDivision & Automotive Division.1.5 SECRETARIAT OF THE SOCIETYThe Nigerian Society <strong>of</strong> Engineers has a management structure <strong>of</strong> fivedepartments and five units under <strong>the</strong> Executive Secretary. They are:a) Corporate Resourcesb) Pr<strong>of</strong>essional Developmentc) Finance Departmentd) Membership Servicese) Media and Publications1.6.0 ACTIVITIESSome <strong>of</strong> <strong>the</strong> fields in which <strong>the</strong> Society is active include:1.6.1 Courses/Workshops/ConferenceThese are organized nation-wide by <strong>the</strong> Branches and Divisions andcoordinated by <strong>the</strong> National Secretariat and are geared towardspr<strong>of</strong>essional improvement, and continuing education amongstmembers. One <strong>of</strong> <strong>the</strong> special events is <strong>the</strong> October Lecture normallydelivered on <strong>the</strong> first Friday <strong>of</strong> October by a Past President <strong>of</strong> <strong>the</strong>Society. The Society holds an Engineering Conference based on achosen <strong>the</strong>me between <strong>the</strong> last week in November and first <strong>of</strong>2


December <strong>of</strong> every year at a predetermined venue. This is rounded<strong>of</strong>f with <strong>the</strong> Annual General Meeting <strong>of</strong> <strong>the</strong> Society.1.6.2 Career and Employment AdviceThe Society has a Job Placement Unit, which maintains a list <strong>of</strong>members wishing to change jobs or in search <strong>of</strong> jobs, and this list isavailable to prospective employers.1.6.3 PublicationsThe Society publishes a Quarterly Journal “The Nigerian Engineer”.It also publishes <strong>the</strong> Technical Transactions, which is accepted byUniversities for scoring purposes during promotion exercises in suchinstitutions. O<strong>the</strong>r publications in <strong>the</strong> NSE stable are <strong>the</strong> NSE-eNewsletter, NSE Newsletter, and Annual Conference/SeminarProceedings, October Lectures, History <strong>of</strong> <strong>the</strong> NSE, some ad-hocpublications based on contemporary issues.1.6.4 Liaision With The Council For The Regulation OfEngineering In Nigeria (COREN)The Society is represented on <strong>the</strong> Council <strong>of</strong> COREN and arrangesregistration interviews for COREN. It maintains close relations with<strong>the</strong> body on all issues relating to <strong>the</strong> engineering pr<strong>of</strong>ession. Theseinclude Engineering Regulations Monitoring (ERM), MandatoryContinuing Pr<strong>of</strong>essional Development (MCPD) and Remuneration forEngineers.1.6.5 Code Of EthicsThe Society has established a Code <strong>of</strong> Ethics to control <strong>the</strong>pr<strong>of</strong>essional conduct <strong>of</strong> her members. Disciplinary actions areinstituted under this code.1.6.6 Advisory ServicesThe Society provides guidance to members on a wide range <strong>of</strong> mattersrelevant to <strong>the</strong>ir involvements with and development in <strong>the</strong> pr<strong>of</strong>ession.Government and <strong>the</strong> general public may also seek advice <strong>of</strong> <strong>the</strong>Society on Pr<strong>of</strong>essional Engineering matters.1.6.7 ForumThe Society provides a forum for <strong>engineers</strong> to exchange ideas andupdate <strong>the</strong>ir knowledge on contemporary and future developments inengineering1.6.8 Awards And Prizes3


Grants/Fellowships/Awards and Prizes for papers, research and o<strong>the</strong>rcontributions to <strong>the</strong> pr<strong>of</strong>ession are awarded by <strong>the</strong> Society from timeto time to those who distinguished <strong>the</strong>mselves in <strong>the</strong> pr<strong>of</strong>ession,1.6.9 Benevolent FundThe Society maintains a benevolent fund to which individual memberscontribute. The fund is to help members and <strong>the</strong>ir families in distress1.6.10 International RelationsThe Society represents Nigeria through her membership <strong>of</strong> <strong>the</strong>Commonwealth Engineers Council (CEC) and World Federation <strong>of</strong>Engineering Organization (WFEO). The Society is also <strong>the</strong> Secretariat<strong>of</strong> <strong>the</strong> Federation <strong>of</strong> African Engineering Organization (FAOE).1.6.11 Campaign Against Corruption In EngineeringProjects (CACEP)The Society launched a Campaign against Corruption in EngineeringProjects (CACEP) in 1998. This is part <strong>of</strong> its contribution to <strong>the</strong> fightagainst corruption which had hindered <strong>the</strong> rapid development <strong>of</strong> <strong>the</strong>country.1.6.12 Liaison With GovernmentThe Society liaises with <strong>the</strong> Government on matters affecting <strong>the</strong>Engineering Pr<strong>of</strong>ession and represents <strong>the</strong> pr<strong>of</strong>ession on <strong>the</strong> boards <strong>of</strong>some Governmental bodies and organizations.1.6.13 LibraryThere is an Engineering Library at <strong>the</strong> National Engineering Centre.1.6.14 ArbitrationDisputes arising from contracts or pr<strong>of</strong>essional practices are referredto <strong>the</strong> Society from time to time for arbitration.1.6.15 Members InsuranceThe Society operates a group Accident Insurance Policy withACENICO to which subscribing members pays a premium. Theinsured sum is N50, 000.00 per member in case <strong>of</strong> death, in additionto o<strong>the</strong>r benefits. An internal Death Gratuity Scheme has also beenintroduced.1.6.16 Consultancy ServicesThe new structure <strong>of</strong> NSE has created Consultancy Services underPr<strong>of</strong>essional Development Department.4


1.6.17 Promotion Of Engineering And TechnologyIn line with its objects, <strong>the</strong> Society has embarked on moves aimed atpromoting engineering and technology in <strong>the</strong> country. It hasestablished and Engineering and Technology Endowment Fund to helpfinance local engineering endeavors’. The Society is working hard tosensitize <strong>the</strong> entire nation on <strong>the</strong> need to raise engineering technologyhigh on <strong>the</strong> national agenda. Stickers on “Think Technology, TalkTechnology, Try Technology, have been produced in this regards.1.6.18 Liaison With O<strong>the</strong>r Engineering BodiesApart from entering into-co-operation and reciprocal agreements withsome foreign engineering bodies, <strong>the</strong> Nigerian Society <strong>of</strong> Engineers isreaching out to o<strong>the</strong>r local Engineering Associations on <strong>the</strong> need tohave Central Engineering Pr<strong>of</strong>ession Body. In this regard <strong>the</strong>Nigerian Institution <strong>of</strong> Structural Engineers (NIStructE), NigerianInstitution <strong>of</strong> Agricultural Engineers (NIAE) and Nigerian Society <strong>of</strong>Chemical Engineers (NSChE) have already merged and becomeDivisions <strong>of</strong> NSE.1.6.19 Technology SummitThe first ever Technology Summit was initiated by <strong>the</strong> Society in1997 and it was huge success. The second <strong>one</strong> was held in October1998. It has now been transformed into Technology AdvancementGroup (TAG).5

CHAPTER THREETHE NIGERIAN SOCIETY OF ENGINEERSTHE NIGERIAN SOCIETY OF ENGINEERS RULES ANDGUILDELINES ON THE FORMATION OF DIVISIONS3.1 Council shall have power to establish Divisions <strong>of</strong> <strong>the</strong> Society in suchplaces as it may decide and recognize or establish Divisions for <strong>the</strong>promotion <strong>of</strong> any field <strong>of</strong> Enigineering.Council shall frame <strong>the</strong>Constitution, Objects, bye-laws and regulations <strong>of</strong> such Divisions andshall have power to vary same from time to time as it deems fit,subject to <strong>the</strong>se Memorandum and Articles <strong>of</strong> <strong>the</strong> Society.3.2 The number <strong>of</strong> members to be established as a Division shall not beless than fifty.3.3 Council shall have power to recognize or organize Students <strong>of</strong>accredited Faculties/Colleges/Schools <strong>of</strong> Engineering <strong>of</strong> <strong>the</strong> NigerianUniversities and Polytechnics/Colleges <strong>of</strong> Technologies into Chapters<strong>of</strong> <strong>the</strong> Society, affiliated to <strong>the</strong> Division.3.4 Council shall have power to dissolve a Division or Chapter, inaccordance with <strong>the</strong> Constitution, Bye-laws and Regulations <strong>of</strong> <strong>the</strong>Nigerian Society <strong>of</strong> Engineers.7


4.1 NAMECHAPTER FOURTHE NIGERIAN SOCIETY OF ENGINEERS DIVISIONOPERATION GUIDELINESThe Division/Institution shall be called:-“THE NIGERIAN SOCIETY OF ENGINEERS(…..DIVISION”)ORTHE NIGERIAN INSTITUTION OF………….ENGINEERS,(A DIVISION OF NIGERIAN SOCIETY OF ENGINEERS)4.2 AIMS AND OBJECTIVESThe aims and objectives <strong>of</strong> <strong>the</strong> Division are as follows:4.2.1 To promote <strong>the</strong> aims and objectives <strong>of</strong> The Nigerian Society <strong>of</strong>Engineers as <strong>the</strong>y relate to pr<strong>of</strong>essionalism and updating <strong>the</strong>knowledge and skill <strong>of</strong> <strong>engineers</strong> in <strong>the</strong> art, science, practice andmanagement <strong>of</strong> engineering.4.2.2 To promote, protect, encourage and maintain a high standard <strong>of</strong>engineering study and practice and to encourage efficiency <strong>the</strong>rein.4.2.3 To provide opportunities for interaction amongst members <strong>of</strong> <strong>the</strong>Division/Institution and between <strong>the</strong>m and o<strong>the</strong>rs in <strong>the</strong> field <strong>of</strong>engineering and through provision <strong>of</strong> facilities for reading anddiscussing technical papers, arrangement and promotion <strong>of</strong> visits toindustrial establishments and o<strong>the</strong>r places <strong>of</strong> engineering interest, andthrough lectures and publication <strong>of</strong> technical journals on engineering.4.2.4 To promote pr<strong>of</strong>essional ethics, welfare and benevolence amongmembers <strong>of</strong> <strong>the</strong> Division according to its environment andcircumstances.4.2.5 To ensure that practice <strong>of</strong> Engineering meets National andInternational standards;4.2.6 To ensure that Engineering firms and establishments practiceEngineering according to <strong>the</strong> rules and regulations <strong>of</strong> COREN;8


4.2.7 To promote friendly interaction and mutual understanding amongmembers <strong>of</strong> <strong>the</strong> Division/Institution and o<strong>the</strong>r pr<strong>of</strong>essional Bodies and4.2.8 To protect <strong>the</strong> rights and interest <strong>of</strong> members.4.3 MEMBERSHIPThe Divisions/Institutions shall comprise Members and Affiliates.4.3.1 MembersThose considered as members are;1. Fellows <strong>of</strong> <strong>the</strong> Division/Institution2. Corporate Members <strong>of</strong> <strong>the</strong> Division/Institution4.3.2 Affiliates1. Graduate Members <strong>of</strong> <strong>the</strong> Division/Institution2. Student Members <strong>of</strong> <strong>the</strong> Division/InstitutionA Student / Graduate Member shall have underg<strong>one</strong> a course <strong>of</strong>study in engineering registrable with COREN3. Associate Member <strong>of</strong> <strong>the</strong> Division/Institution: should possess aUniversity degree in <strong>the</strong> sciences allied to engineering science orQualifications approved by NSE Council4. Honourary Fellows <strong>of</strong> <strong>the</strong> Division/Institution4.3.3 Eligibility for Membership4.3.3.1 Membership <strong>of</strong> Division is open to students and graduates <strong>of</strong>Engineering who are registrable with Nigerian Society <strong>of</strong> Engineers4.3.3.2 Any graduate Engineer resident and practicing within <strong>the</strong>Division/Institution environ is eligible to be a member.4.3.3.3 Every o<strong>the</strong>r Engineer who resides, practices and or has his/her<strong>of</strong>fice within a state in Nigeria shall also be eligible to be amember <strong>of</strong> <strong>the</strong> Division provided such Engineer does not belong tomore than two Divisions <strong>of</strong> <strong>the</strong> Society.4.3.3.4 Membership grades shall be <strong>the</strong> same as <strong>the</strong> grades in <strong>the</strong> NigerianSociety <strong>of</strong> Engineers.4.3.3.5 Loss, Transfer and Reinstatement <strong>of</strong> MembershipIssue on pr<strong>of</strong>essional misconduct and default in financial obligationswhich can lead to loss <strong>of</strong> membership, can only be decided on, by9


<strong>the</strong> National Council <strong>of</strong> <strong>the</strong> Division/Institution. Any member who forwhatever reasons, ceases to be a member <strong>of</strong> <strong>the</strong> NSE,automatically cease tobe a member <strong>of</strong> <strong>the</strong> Division/Institution.4.3.3.6 .Reinstatement <strong>of</strong> a suspended member shall take effect afterclearance from Council <strong>of</strong> NSE.4.3.3.7 A relocated member shall have <strong>the</strong> right to participate in <strong>the</strong>activities <strong>of</strong> Division upon return or visit to town/city where <strong>the</strong>Division is Located.4.3.3.8 A relocating member can apply in writing for a certificate <strong>of</strong>membership on departure. This privilege shall be given to membersthat are financially up to date. The certificate shall contain records <strong>of</strong>his performance and contributions to <strong>the</strong> Division.4.3.3.9 Division’s Identity CardThe Nigerian Society <strong>of</strong> Engineers identity card, obtained after fullpayment <strong>of</strong> dues shall serve as <strong>the</strong> only identity Card for members.4.3.3.10 Establishment <strong>of</strong> ChaptersDivisions shall as much as possible establish Chapters where <strong>the</strong>reexists Branches <strong>of</strong> NSE.4.3.3.11 Divisions are <strong>the</strong> engine room <strong>of</strong> <strong>the</strong> Society, and <strong>the</strong>ir operationsshould <strong>the</strong>refore be such as to enhance <strong>the</strong> Pr<strong>of</strong>essionalDevelopment and image <strong>of</strong> NSE at all times.4.3.3.12 To this end, <strong>the</strong> following are recommended as operationalguidelines for Divisions/Institutions:1) Every Division/Institution should establish a functional <strong>of</strong>fice atAbuja or at any o<strong>the</strong>r location that <strong>the</strong> Council may approve fromtime to time2) Liaison Offices may be established by any Division/Institution asdeemed necessary.3) The Office should be staffed by at least 2 No qualitative staff, andbe made functional with necessary equipment.4) A copy <strong>of</strong> Programme <strong>of</strong> Activities for <strong>the</strong> year should be sent toPr<strong>of</strong>essional Department at NSE Headquarters by 31 st January <strong>of</strong>that year.10


5) There must be at least <strong>one</strong> activity <strong>of</strong> <strong>the</strong> Division in a month,which should be reported to <strong>the</strong> Pr<strong>of</strong>essional DevelopmentDepartment <strong>of</strong> <strong>the</strong> Nigerian Society <strong>of</strong> Engineers monthly. Theactivities <strong>of</strong> <strong>the</strong> Division should be communicated to all membersat least by e-mail on monthly basis.6) Continuing Education and Examinations are key functions <strong>of</strong>Divisions. Divisional Chairmen should, as a matter <strong>of</strong> urgency,come up with Continuing Education Programme for all Cadres <strong>of</strong><strong>the</strong>ir membership from Graduate level to Management level.7) The Continuing Education Programme should be structured intoMandatory, Executive Mandatory and Certified Pr<strong>of</strong>essionalCourses.8) Divisions must take charge <strong>of</strong> <strong>the</strong> Pr<strong>of</strong>essional Examinations <strong>of</strong>members towards admissions into <strong>the</strong> Society.9) Review Curricula for Corporate Membership Interviews every two(2) years.10) Divisions should actively encourage all <strong>the</strong>ir senior members tohave interest in training <strong>the</strong> junior member, by fraternizingregularly with <strong>the</strong>m.11) Divisions must organize Conference and Annual General Meeting(AGM) and publish <strong>the</strong> Conference proceedings and at least <strong>one</strong>Pr<strong>of</strong>essional Journal annually.12) Every Division must maintain a Current Account and have itsaccount Audited annually by an External Auditor.13) All Divisions should participate in <strong>the</strong> Annual Group DynamicsCompetitions.14) The Pr<strong>of</strong>essional Development Department shall monitor and writequarterly report on <strong>the</strong> activities <strong>of</strong> <strong>the</strong> Divisions to enable NSECouncil determine <strong>the</strong> desirability <strong>of</strong> <strong>the</strong>ir existence.11


CHAPTER FIVEEXECUTIVE COMMITTEE (EXCO)5.1 Composition <strong>of</strong> <strong>the</strong> Division EXCOThe Executive arm <strong>of</strong> <strong>the</strong> Division is <strong>the</strong> main ruling body and shallcomprise <strong>the</strong> following <strong>of</strong>fices subject to review by <strong>the</strong> Council <strong>of</strong>NSE.The Positions and Offices <strong>of</strong> Division/Institution EXCO shall beComposed <strong>of</strong> ; National Chairman National Vice Chairman Programme Coordinator Assistant Programme Coordinator Treasurer Financial Secretary Ex-Officio Member Immediate Past Chairman (IPC)5.2 Power and Duties <strong>of</strong> EXCOThe Division EXCO shall have powers;a) To implement all decisions <strong>of</strong> NSE Council.b) To carry out all <strong>the</strong> decisions <strong>of</strong> <strong>the</strong> National Meetingc) To initiate such policies and actions that are for <strong>the</strong> well being<strong>of</strong> <strong>the</strong> Division, subject to <strong>the</strong> approval <strong>of</strong> <strong>the</strong> Division’s AGM.d) To pursue policies <strong>of</strong> <strong>the</strong> NSE as directed by <strong>the</strong> Council <strong>of</strong>NSE.5.3 Duties and Responsibilities <strong>of</strong> Officers5.3.1 The National ChairmanThe National Chairman shall be <strong>the</strong> Chief Executive <strong>of</strong> <strong>the</strong>Division. He shall preside at all meetings <strong>of</strong> <strong>the</strong> Division andExecutive Committee. He shall represent or take decisions onbehalf <strong>of</strong> <strong>the</strong> Division in consultations with <strong>the</strong> EXCO. He/Sheshall be a signatory to <strong>the</strong> Accounts <strong>of</strong> <strong>the</strong> Division as well as signall minutes <strong>of</strong> meetings. He shall call Emergency, General orExecutive Meetings when <strong>the</strong> need arises.12


5.3.2 The National Vice ChairmanThe Vice Chairman shall deputize for <strong>the</strong> Chairman at allmeetings and functions. In <strong>the</strong> absence <strong>of</strong> both, any member dulynominated at <strong>the</strong> meeting shall preside.5.3.3 The Programme CoordinatorThe Programme Coordinator shall be responsible to <strong>the</strong> ExecutiveCommittee for <strong>the</strong> administration, technical and generalprogramme <strong>of</strong> <strong>the</strong> Division and shall submit an annual report on<strong>the</strong> activities <strong>of</strong> <strong>the</strong> Division at <strong>the</strong> last meeting <strong>of</strong> <strong>the</strong> financialyear to <strong>the</strong> Executive Committee and <strong>the</strong> Annual General Meeting(AGM). He shall prepare agenda and fix dates for meetings inconsultation with <strong>the</strong> Chairman. He shall be signatory to <strong>the</strong>Accounts <strong>of</strong> <strong>the</strong> Division and shall sign all minutes <strong>of</strong> meetings.5.3.4 Assistant Programme CoordinatorThe Assistant Programme Coordinator shall assist or deputize for<strong>the</strong> Programme Coordinator when necessary.5.3.5 The TreasurerThe Treasurer shall :i) Receive all monies due to <strong>the</strong> Division,/issue appropriatereceipts, and deposit <strong>the</strong>m in <strong>the</strong> Division’s Bank Accountwithin three days <strong>of</strong> receipt .ii) Be responsible for any o<strong>the</strong>r assignments as may be referredto him.iii)iv)Shall be signatory to <strong>the</strong> Bank Accounts.Shall be responsible for reconciliation <strong>of</strong> Bank Accountsstatements.v)5.3.6 Financial SecretaryThe financial Secretary shalli) Be responsible for <strong>the</strong> collection <strong>of</strong> all dues from membersand shall hand <strong>the</strong> same to <strong>the</strong> treasurer within three days.ii) Be responsible for <strong>the</strong> preparation <strong>of</strong> financial procedure forall expenditure as approved by EXCO.iii) Be responsible for any o<strong>the</strong>r matter that may be referred tohim from time to time.iv) Keep a record showing receipts and expenditures.v) Prepare a statement <strong>of</strong> Accounts to <strong>the</strong> Executive Committeequarterly.13


5.3.7 Ex-Officio Membersi) There shall be two ex-<strong>of</strong>ficio members comprisingImmediate Past Chairman <strong>of</strong> <strong>the</strong> Division and <strong>one</strong> o<strong>the</strong>r asmay be elected by members at <strong>the</strong> AGM.ii) They will assist <strong>the</strong> Executive and join <strong>the</strong>m in all <strong>the</strong>irmeetings.5.3.8 Eligibility to Hold Officei) Candidate must be a financial Corporate member <strong>of</strong> <strong>the</strong>Nigerian Society <strong>of</strong> Engineers in good standingii) The Candidate must be a financial Corporate member <strong>of</strong> <strong>the</strong>Division in good standingiii) A candidate for <strong>the</strong> post <strong>of</strong> National Chairman in addition to(i) and (ii) must have served as a member <strong>of</strong> <strong>the</strong> DivisionExecutive Committee for at least two years and must beCOREN Registered.iv) A candidate for <strong>the</strong> post <strong>of</strong> Programme Coordinator inaddition to (i) and (ii) above must have been a member <strong>of</strong><strong>the</strong> Division for at least five years and must be CORENregistered.v) A candidate for any elective positions shall be <strong>one</strong> who musthave no criminal records.vi) Any member <strong>of</strong> EXCO must be a financial Corporatemember <strong>of</strong> NSE, member <strong>of</strong> <strong>the</strong> Division and must beCOREN Registered.5.3.9 ELECTION OF OFFICERSa) The Vice National Chairman shall automatically becomes <strong>the</strong>National Chairman at <strong>the</strong> expiration <strong>of</strong> <strong>the</strong> term <strong>of</strong> <strong>the</strong>incumbent National Chairmanb) The National Vice Chairman shall be elected by secret ballot at<strong>the</strong> Annual General Meeting from among <strong>the</strong> serving and pastNational EXCO except <strong>the</strong> Past National Chairman. The Personto be elected National Vice Chairmen must have served in anytwo position <strong>of</strong> <strong>the</strong> National EXCO within <strong>the</strong> last three yearsand must be financial member <strong>of</strong> both <strong>the</strong> Society and <strong>the</strong>Division.c) The election <strong>of</strong> <strong>the</strong> Programme Coordinator, AssistantProgramme Coordinator, Treasurer, and Financial Secretary14


shall be by secret ballot at <strong>the</strong> Annual General Meeting fromamong corporate financial Members <strong>of</strong> both <strong>the</strong> Society and <strong>the</strong>Division.d) Any Candidate seeking for election into any <strong>of</strong>fice must havenotified <strong>the</strong> Divisions` Secretariat on <strong>the</strong> prescribed form dulysigned by <strong>the</strong> Proposer and Seconder at least two clear weeksfrom <strong>the</strong> date fixed for <strong>the</strong> Annual General Meeting5.3.10 Tenure Office <strong>of</strong> Executive Committeei) The Tenure <strong>of</strong> Office <strong>of</strong> Executive Committee member shallbe <strong>one</strong> year, except that <strong>of</strong> <strong>the</strong> National Chairman andNational Vice Chairman which are two years respectively.ii) Election shall be held every year, except for <strong>the</strong> NationalChairman and National Vice Chairman which have a tenure<strong>of</strong> two years each.iii) Each Officer <strong>of</strong> <strong>the</strong> Division may hold same Office formaximum <strong>of</strong> TWO consecutive terms <strong>of</strong> <strong>one</strong> calendaryear each, except for that <strong>of</strong> National Chairman andNational Vice Chairman which are TWO calendar years <strong>of</strong>NON-RENEWABLE. Thereafter <strong>the</strong> National Chairmanmay be eligible for election into ano<strong>the</strong>r Office.iv) All Officers and Ex-Officio members <strong>of</strong> <strong>the</strong> ExecutiveCommittee except <strong>the</strong> Immediate Past Chairman shall beelected.5.3.11 Dissolution <strong>of</strong> <strong>the</strong> National Executive CommitteeThe National Executive Committee <strong>of</strong> <strong>the</strong> Division shall bedissolved on <strong>the</strong> following grounds:i) By NSE Council; if <strong>the</strong> Division is found to havecontravened its conditions <strong>of</strong> operations in accordance with<strong>the</strong> Memorandum & Articles <strong>of</strong> Association <strong>of</strong> NSEii)Dissolution by Members at an Extra Ordinary GeneralMeeting5.3.12 Procedure for Dissolution <strong>of</strong> Executive Committeei) A written motion specifying <strong>the</strong> charge(s) against <strong>the</strong>Executive Committee shall be made by a member andseconded by at least 2 o<strong>the</strong>r members.ii) A presiding <strong>of</strong>ficer <strong>of</strong> <strong>the</strong> rank <strong>of</strong> a Fellow shall beappointed to conduct <strong>the</strong> affairs <strong>of</strong> <strong>the</strong> meeting duringwhich <strong>the</strong> issue(s) raised in <strong>the</strong> motion shall be treated.15


iii) After exhaustive deliberations,2/3 (two-third) majority <strong>of</strong><strong>the</strong> member present at <strong>the</strong> Extra Ordinary GeneralMeeting shall ratify a decision on <strong>the</strong> issue(s)iv) If a vote <strong>of</strong> no confidence is passed by <strong>the</strong> 2/3 (two –third) majority <strong>of</strong> member present at <strong>the</strong> ExecutiveBody/Committee shall stand dissolved.v) A new election for <strong>the</strong> Executive Committee shall beheld immediately according to <strong>the</strong> provisions <strong>of</strong> thisOperational Guidelines .5.3.13 Resignation from Officei) Any Officer who whishes to resign may do soii) Any such <strong>of</strong>ficer who whishes to resign shall notify <strong>the</strong>EXCO <strong>of</strong> such Division in writing a month before <strong>the</strong>Resignation takes effect.iii) On <strong>the</strong> resignation <strong>of</strong> any <strong>of</strong>ficer, <strong>the</strong> Officer who is next inrank to <strong>the</strong> resigned Officer shall occupy <strong>the</strong> vacant Positionpending <strong>the</strong> expiration <strong>of</strong> <strong>the</strong> tenure or when newelection shall be held as an acting Officer.5.3.14 Removal <strong>of</strong> Officers from Officei) Establishment <strong>of</strong> misconduct or incompetenceii) Abuse <strong>of</strong> provision <strong>of</strong> Operational Guidelinesiii) Voluntary resignation.iv)Any <strong>of</strong>ficer who is absent from three consecutive EXCOMeeting without good reason satisfactory to <strong>the</strong> EXCO.v) Any <strong>of</strong>ficer who embezzles <strong>the</strong> Division’s fund shall beliable to immediate removal from <strong>of</strong>fice and also refund <strong>the</strong>sum so embezzled within 6 months, with an interest <strong>of</strong> 50%and faces <strong>the</strong> risk <strong>of</strong> criminal prosecution, and expulsionfrom <strong>the</strong> NSE.vi)vii)Any <strong>of</strong>ficer convicted <strong>of</strong> criminal <strong>of</strong>fence shall be removedfrom <strong>of</strong>fice and disqualified from holding any <strong>of</strong>fice forseven (7) years.Any <strong>of</strong>ficer who due to ill health and can no longer performor has a sickness that requires confinement or isolationviii) Any <strong>of</strong>ficer who is deemed to be inefficient shall be liable toremoval after three repeated warning from ExecutiveCommittee.ix)Any <strong>of</strong>ficer shall be removed only by motion <strong>of</strong> vote <strong>of</strong> noconfidence in any proven case <strong>of</strong> paragraph (i) to (viii)above, supported by two thirds majority <strong>of</strong> financialmembers present at a Annual General Meeting.16


5.3.15 MeetingsAll meetings shall be properly called by ensuring adequate noticesgiven to member that are eligible to attend.5.3.16 General Meeting <strong>of</strong> ChaptersThe General Meeting <strong>of</strong> Chapters <strong>of</strong> Divisions shall heldMonthly. Each Chapter <strong>of</strong> Divisions shall endeavor to holdtechnical sessions or lectures at every monthly meeting.5.3.17 Division Executive Committee MeetingThere shall be regular monthly Division ExecutiveCommittee meeting at <strong>the</strong> time and place decided by <strong>the</strong> EXCO.5.3.18 National Meeting <strong>of</strong> Divisioni) This composed <strong>of</strong> Divisions` National EXCO, Chapter Chairmen,And Members co-opted by such Divisionii) National EXCO <strong>of</strong> <strong>the</strong> Division and Chapter Chairmen shall behold meetings at least twice a year.5.3.19 Annual General MeetingThe Annual General Meeting <strong>of</strong> <strong>the</strong> Division shall be held oncea Year at a time and place approved by <strong>the</strong> Division andChapter Chairmen at <strong>the</strong> National Meeting.5.3.20 Emergency MeetingThe Division Chairman may call emergency meeting <strong>of</strong> EXCOas and when occasions demands.5.3.21 Extra Ordinary General MeetingThe Executive Committee or fifty (50) members <strong>of</strong> <strong>the</strong> Divisionmay call for Extra Ordinary Meeting at a place and date as andwhen occasion demands.5.3.22 QuorumQuorum at Annual General Meeting and General Meeting <strong>of</strong><strong>the</strong> Division shall be twenty five (25) financial members.Quorum at an Executive Committee meeting <strong>of</strong> <strong>the</strong> Divisionshall be three Members.5.3.23 Surrender <strong>of</strong> <strong>the</strong> Divisions` PropertiesAll originals <strong>of</strong> important documents for landed properties <strong>of</strong> <strong>the</strong>Division shall be submitted to <strong>the</strong> Secretariat <strong>of</strong> NSE for safekeeping.17


5.3.24 Any <strong>of</strong>ficer, on termination <strong>of</strong> <strong>the</strong> <strong>of</strong>fice for any reason, shallsurrender all monies and properties <strong>of</strong> <strong>the</strong> Division in his/hercustody within <strong>one</strong> month to <strong>the</strong> Executive Committee through <strong>the</strong>Chairman.5.3.25 After <strong>one</strong> month <strong>the</strong> Division shall take steps it deems fit to recover<strong>the</strong> items not surrendered by <strong>the</strong> affected <strong>of</strong>ficer.18


CHAPTER SIXFINANCES6.1 SourceIn addition to paying all dues and subscriptions prescribed by <strong>the</strong>Council <strong>of</strong> NSE, all members <strong>of</strong> <strong>the</strong> Division shall be required tocontribute to <strong>the</strong> Division’s finances by way <strong>of</strong>;6.2 Annual Dues or Subscription to DivisionsDues payable to <strong>the</strong> Division for various grades shall be determinedby <strong>the</strong> Division EXCO and ratified at <strong>the</strong> National meeting (DivisionNational EXCO meeting with Chapter Chairmen) from time totime.Any member whose subscription is six (6) months in arrears shall benotified <strong>of</strong> this fact in writing, and <strong>the</strong> fact reported to <strong>the</strong> ExecutiveCommittee. If <strong>the</strong>se arrears are not settled, six (6) months after <strong>the</strong>notification, <strong>the</strong> member shall lose his/her rights and privileges andshall be so notified. In <strong>the</strong> event <strong>of</strong> any member wanting services from<strong>the</strong> Division in <strong>the</strong> form <strong>of</strong> Admission .Transfer, Clearance, etc, sucha member shall be made to pay all subscription arrears.6.3 Enrolment FeesEach new member shall pay to <strong>the</strong> Division an enrolment fee asapproved by <strong>the</strong> National Meeting from time to time.6.4 Levies and FinesThese will be for specific purposes and will be determined by EXCOand ratified by <strong>the</strong> National Meeting.6.5 TrainingThe Division shall engage in training activities for <strong>the</strong> purpose <strong>of</strong>generating revenue after such must have been proposed by <strong>the</strong>Executive Committee and approved by <strong>the</strong> Pr<strong>of</strong>essional DevelopmentDepartment <strong>of</strong> NSE.This shall be only in Engineering and Engineering related fields andshall include;i) Workshops, Seminars and CoursesThese shall be handled solely by <strong>the</strong> Division or in partnershipWith reputable Corporate Bodies approved by Pr<strong>of</strong>essionalDevelopment Department <strong>of</strong> NSE.19


ii) Goodwill gestures and DonationsThe Division shall receive donations and goodwill gestures frommembers and Corporate Organizations.6.6 Financial YearFinancial year <strong>of</strong> <strong>the</strong> Division shall run from 1 st July to 30 th June eachyear.6.7 Bank AccountThe Division’s m<strong>one</strong>y shall be kept in Bank Account opened in anyreputable Bank in Nigeria. Signatories to <strong>the</strong> Bank Account shall be<strong>the</strong> Chairman ,AND any <strong>of</strong> Programme Coordinator OR Treasurer.6.8 AuditorsThe Annual General Meeting shall auditors who shall audit t heAccounts <strong>of</strong> <strong>the</strong> Division and submit a report annually. The Treasurershall ensure that <strong>the</strong> audit report is presented at <strong>the</strong> end <strong>of</strong> <strong>the</strong>financial year meeting. The EXCO shall nominate an Auditor forAnnual General Meeting`s approval and pay <strong>the</strong> Audit fees6.9 FINANCIAL AUTHORITIES6.9.1 EXCOThe Division EXCO shall have powers to authorize or approve allexpenditures.6.9.2 ChairmanThe Chairman shall have powers to authorize and also incurexpenditure <strong>of</strong> up to a maximum <strong>of</strong> N150,000.00 but with reference toEXCO for ratification.6.10 ImpressThe Secretariat shall maintain a reimbursable or monthly impressaccount <strong>of</strong> N50,000.00.6.11 PAYMENT6.11.1 Authorized SignatoriesAuthorize Signatories to <strong>the</strong> Bank Account shall be <strong>the</strong> Chairman,AND any <strong>of</strong> Programme Coordinator OR Treasurer.20


6.11.2 ChequesAll payments to outside bodies shall as much as possible be made byCheques duly signed by <strong>the</strong> authorized signatories to <strong>the</strong> DivisionBank Accounts.6.11.3 Cash PaymentsCash payment shall as much as possible be limited to internaltransactions6.12 FINANCIAL REGULATIONSi) A special form shall be prepared for application for fund. Fourcopies <strong>of</strong> such a form shall be completed by applicant whoshall retain <strong>the</strong> fourth copy, and hand over three copies to <strong>the</strong>Division Chairman.ii)iii)iv)The Chairman, after approval, shall retain <strong>one</strong> copy and handover two copies to <strong>the</strong> Treasurer for payment. After payment,<strong>the</strong> Treasurer shall give <strong>one</strong> copy to Financial Secretary within<strong>one</strong> week and retain <strong>the</strong> last copy.The Treasurer shall not honor any application for fund that hasnot been approved by EXCO or <strong>the</strong> General Meeting wheresuch an approval is beyond what <strong>the</strong> Chairman is authorize toapprove.The Chairman shall present any such application in (i) to <strong>the</strong>next EXCO Meeting for clearance.v) Any approval made by <strong>the</strong> Chairman within his limit shall betaken to <strong>the</strong> next EXCO for ratificationvi)vii)Any violation <strong>of</strong> this section shall attract a fine to be decided byEXCO and Treasurer shall refund <strong>the</strong> entire sum involvedin <strong>the</strong> first instanceAny sum <strong>of</strong> m<strong>one</strong>y advance as impress shall be retired beforeany re-imbursement shall be made. Retirement <strong>of</strong> impress shallbe to <strong>the</strong> Treasurer with copy to <strong>the</strong> Chairman.viii) A comprehensive financial report shall be given to EXCO byevery Committee Chairman at most <strong>one</strong> month after <strong>the</strong> activity21

CHAPTER SEVENSTANDING COMMITTEES7.1 GeneralThe Executive Committee shall run <strong>the</strong> business <strong>of</strong> <strong>the</strong> Divisionthrough <strong>the</strong> following standing committees and any o<strong>the</strong>r Committeeset up by <strong>the</strong> Executive Committee for specified functions. Thefollowing shall form <strong>the</strong> functional Committees <strong>of</strong> <strong>the</strong> Division7.2 Career DevelopmentShall include Industrial Education Visits7.3 Engineering CollaborationTo include Industrial Research and Technical Exhibition7.4 Engineering Regulation and MonitoringTo include Pr<strong>of</strong>essional Ethics and Membership Development7.5 Environmental Pollution and MonitoringTo monitor and advise on environmental degredation,Pollution andabuse7.6 Prevention, Investigation and Failure Analysis CommitteeThe Prevention,Investagation and Failure Analysis Committee shall;i) Investigate, and analyze report all engineering failures andcollapses that are drawn to <strong>the</strong> attention <strong>of</strong> <strong>the</strong> Divisionii) Investigate and report any local engineering problems that aredrawn to <strong>the</strong> attention <strong>of</strong> <strong>the</strong> Division.iii) Report on engineering failure <strong>of</strong> infrastructures in publicutilities and <strong>the</strong> industries.iv) Study Causes <strong>of</strong> collapse and how to prevent same7.7 Codes and Standards CommitteeTo develop local Codes and Standards for engineering Materials7.8 TechnicalTo organize Seminars,Workshops,Technical Papers and <strong>the</strong>Production <strong>of</strong> Journals for <strong>the</strong> Division. surrender all monies andproperties23


7.9 Business Luncheon/Annual Dinner/AwardsTo organize such activities that would generate funds for <strong>the</strong> Division7.10 Audit CommitteeTo look into and report on <strong>the</strong> finances <strong>of</strong> <strong>the</strong> Division to <strong>the</strong>Executive Committee from time to time.7.11 Development and Property MaintenanceThe functions <strong>of</strong> <strong>the</strong> Committee shall be as follows;i) To handle <strong>the</strong> development <strong>of</strong> <strong>the</strong> Division’s propertiesii) To make recommendations on <strong>the</strong> management <strong>of</strong> thosepropertiesiii) To ensure a suitable maintenance programme for all <strong>the</strong>Division’s Properties7.12 Finance and General PurposeThere shall be Finance and General Purposes Committee, which shallbe headed by <strong>the</strong> Vice Chairman and also responsible for Budgetpreparation and Monitoring. This Committee shall makerecommendations for approval or o<strong>the</strong>rwise to <strong>the</strong> EXCO <strong>of</strong> <strong>the</strong>Division from time to time on financial polices.7.13 Ad HocThere shall be an Ad-Hoc Committee to be appointed by <strong>the</strong>Executive Committee or <strong>the</strong> Annual General Meeting in session fromtime to time as <strong>the</strong> need arises.24


CHAPTER EIGHTAMMENDMENTS AND CAPPING8.0 Amendments to <strong>the</strong> Operation GuidelinesThis Operation Guidelines shall be amended upon a notice by amember to Council <strong>of</strong> NSE. Such amendments shall become effectiveif passed by a simple majority <strong>of</strong> <strong>the</strong> votes <strong>of</strong> registered memberspresent at <strong>the</strong> Council meeting.8.1 Capping8.1.1 Any situation or issues not covered by <strong>the</strong> provisions <strong>of</strong> this OperationGuidelines shall be referred to <strong>the</strong> Division Executive fordeliberations, and <strong>the</strong>ir recommendations brought to <strong>the</strong> GeneralMeeting for approval.8.1.2 The provisions <strong>of</strong> <strong>the</strong> NSE Articles <strong>of</strong> Association clearly supersedethose <strong>of</strong> this Operation Guidelines should a conflict arise.8.1.3 Subject to <strong>the</strong> provisions <strong>of</strong> NSE Articles <strong>of</strong> Association, thisOperation Guidelines is a legal and operational document for <strong>the</strong>Division.8.1.4 Each Division shall have to rectify and adopt this OperationsGuidelines at <strong>the</strong>ir next AGM or General Meeting preceding <strong>the</strong> date<strong>of</strong> approval <strong>of</strong> <strong>the</strong> Operation Guidelines by <strong>the</strong> NSE Council.8.1.5 This Operations Guidelines shall become effective in a Branch /Division once adopted by <strong>the</strong> Division.8.1.6 Provisions in clause 9.2.5 notwithstanding, <strong>the</strong>se OperationsGuidelines shall become effective in all Divisions after a maximumperiod <strong>of</strong> six months dated from <strong>the</strong> Approval Date <strong>of</strong> <strong>the</strong> NSECouncil or by <strong>the</strong> commencement <strong>of</strong> <strong>the</strong> next financial year whichever comes first.25
