Cities Grants, as well as State Capital Bond Fund Grants, or Historical and Cultural Grants provided by the Clean Water, Land and Legacy Amendment—both administered by the Minnesota Historical Society. The property would also be eligible for certain foundation grants and for the Save America’s Treasures Grant program administered by the National Trust for Historic Preservation. These incentives could help to significantly offset the costs of rehabilitating the building. Public ownership would remove the property from the tax rolls, but taxes on the property are quite low ($12,104.00 for 2010) and the reduction in revenue would have little overall impact on the city budget. City purchase of the property could be controversial. It could be perceived as putting the city into competition with local private business owners, and as unfairly relieving the current mortgage owner of the fiscal burden imposed when the property went into receivership. REUSE SCENARIOS Based on the information gathered during the reuse study process, the team has determined that the best opportunities for reusing the Anderson House include: -Restaurant/Hotel -Restaurant/Hotel/Condominiums -Restaurant/Condominiums To illustrate how each of these scenarios might play out, we have prepared schematic designs, cost estimates and financial pro-formas for each of these possibilities. Although each scenario could be completed by a private developer, a public developer, or by a public/private partnership, the team has assembled figures for the following configurations.
