year has been a joy for me and I can only hope

It’s a pleasure for me to present to you this fourth issue of Jardine Engineering Corporation’s 

JEC Magazine. Following on from my commitment in our last JEC magazine, I would like to 

share with you our important customer focused initiative – The JEC Customer Survey. We 

are proud to highlight the key survey results - what we are doing right and where we can 

make improvements to benefi t you, our customers. More importantly, however, I am proud to 

demonstrate the importance of this survey by sharing the changes we have already made here 

at JEC in direct response to the feedback given to us by our customers. 

A fundamental aim of our survey was to learn, from our customers’ 

perspective, about our performance. Following the detailed analysis of 

the fi ndings, there were several issues identifi ed that were most important 

in the minds of customers and employees, alike. The fi rst of these was 

the desire to increase the dialogue between our customers and JEC. 

In response to this, I am proud to announce the new JEC centralised 

customer suggestion channel, which will be read and answered by me, 

a 24-hour fully manned customer support call centre, and we will soon 

be launching the new customer engagement programme, which I will be 

sharing with you shortly. 

Another key priority of mine is JEC’s ongoing commitment to occupational 

health and safety, which has resulted in our best performance of the 

decade. I would also like to congratulate our team for winning the Hong 

Kong International Airport’s Zero Accident Contractor Award for a second 

consecutive year and the Hong Kong Housing Authority’s Quality Public 

Housing Construction & Maintenance Award 2005. JEC pledge to build on 

these successes and will continue to make occupational health and safety 

issues a priority throughout the region. 

As always, JEC Magazine is intended to provide you with an update on 

JEC activities and capabilities in the region. We hope that you enjoy this 

edition and believe it will open new avenues, where we can serve you and 

your organisation better. We trust that we have shown, through our recent 

customer survey, that hearing our customers’ voice is a vital component in 

our success.

好 , 終於獲得十年來最好的成績。我們連續兩年榮獲香港國際機場頒授零意外事故承辦商的殊 

榮 , 更勇奪香港房屋委員會 2005 年優質公共房屋建造及保養維修大獎 , 在此我要恭喜公司各部 

門同事 ! 怡和機器將會在成功的基礎上繼續努力 , 無論在區內任何地方都會以職業安全和健康

Premier International Trade and 

Investment Event 

怡和機器在中國重要投資貿易活動中 

大放異彩 

JEC was in Xiamen, China in September 2005 for the 9th China International 

Fair for Investment & Trade (CIFIT) with an outstanding booth 

display that showcased JEC’s ‘full offer’ of services and world-leading 

products for the built environment. 

Countless interested visitors stopped by JEC’s booth to view the 

diversity of products and services and also wide cooperation possibilities. 

Led by Jardine Matheson China Chairman, Mr. Y K Pang, JEC’s 

senior management also met with delegates from Beijing, Shanghai, 

Liaoning, Chongqing, Tianjin and other cities to explain how JEC’s 

unique solutions can assist throughout the public health, safety and 

high-end property sectors. 

The Ministry of Commerce of the People’s Republic of China sponsors 

CIFIT with participants ranging from governmental institutions, investors, 

traders, fi nancial entities, to multinational and domestic companies 

operating in China.

Following a visit to JEC’s Kowloon offi ce on 1 November 2005, 

Mr. Percy Weatherall, Managing Director of Jardine Matheson Ltd., was 

treated to a tour of JEC’s project site, the Shatin Sewage Treatment 

Works. Mr. Weatherall congratulated the JEC team on another on time 

and on budget project and also learned more about JEC’s role in upgrading 

the plant. The tour covered the whole treatment process from inlet works 

to primary sedimentation, to aeration, fi nal sedimentation and effl uent 

discharge. “This was my fi rst sewage treatment plant visit and, thanks to 

JEC’s team’s expertise, it was both an interesting and educational tour for 

me.” said Mr. Weatherall.

JEC Upgrades Sewage Treatment for 

Hong Kong 

怡和機器提升香港污水處理設備 

In September 2005, JEC was awarded another major contract from the 

Hong Kong Government’s Drainage Services Department (DSD) for the upgrading 

of sludge removal equipment in the existing primary sedimentation 

tanks at Shatin Sewage Treatment Works, confi rming Hong Kong Government 

offi cials’ trust in JEC’s internationally regarded sewage treatment and 

sludge management solutions. 

2005 年 9 月 , 怡和機器獲得另一香港特別行政區政府渠務署的大型合約 , 提 

升現時沙田污水處理廠一級沉澱池的沉渣分離設備。這足以肯定香港特別行 

政區政府官員對怡和機器在污水處理和沉渣處理方案方面的信任。

Lino Rondon 告別怡和 

After working with Jardine Davies Inc. in the 

Philippines for 20 years, Lino Rondon retired 

last month as Vice President of Business 

Development. Lino played an important role 

in the development of Jardine’s business 

in the Philippines and is respected across 

the industry, both in the Philippines, and 

internationally. A farewell dinner was held and 

attended by family, friends and colleagues. 

Our heartfelt gratitude and best wishes to Lino 

for a wonderful, fulfilling retirement!

Keeping the Power On at 

The Venetian Macau 

怡和機器令澳門威尼斯人綜合度假村運作 

永不間斷 

JEC was recently awarded the trade contract for the design, supply and 

installation of 11kV Emergency Generating System for The Venetian Macau 

Project, which is scheduled for completion in February 2007. JEC’s 

state-of-the art Emergency Generating System will be accommodated in 

the energy centre of this huge international mixed development, which is 

anchored to a new casino complex. 

JEC is proud to be involved in The Venetian Macau as it will be one of the 

largest developments in Macau, when completed, and will comprise one of 

Macau’s largest casinos, major retail space, hotel, congress hall, energy 

centre, theatre, exposition center and external landscape area, with a total 

construction area of almost one million square metres. 

怡和機器最近成功取得澳門威尼斯人綜合渡假村的 11kV 緊急發電系統設計、 

供應及安裝工程合約 , 預計於 2007 年 2 月完工。怡和機器將會為新的賭場綜 

合大樓能源中心這項國際大型發展計劃提供最優秀的緊急發電系統。 

這項目落成後 , 將包括澳門最大的賭場、大型購物商場、酒店、會議廳、能 

源中心、劇場、會展中心及廣場 , 佔地約 100 萬平方米。澳門威尼斯人綜合 

渡假村是澳門其中一項最大型的工程建築項目 , 怡和機器很高興能夠參與其 

中。

In August, JEC representatives attended the 

NOTIFIER Asia Pacifi c Distributor Conference 

2005 in Singapore. In recognition of JEC’s support, 

JEC was presented with the ‘Best Business 

Partner’ award during this well attended regional 

conference. 

NOTIFIER fire alarm systems are manufactured 

in modern, hi-tech facilities in the United States 

and the United Kingdom and are one of the largest 

manufacturers of engineered automatic fi re 

detection and alarm systems worldwide.

ISO 9001:2000 Re-Certification

On 19 September 2005, Jardine Matheson (Thailand) Limited and Jardine Engineering Services Company 

Limited were revalidated by the Bureau Veritas Quality International (BVQI) for the international 

quality assurance certifi cation, ISO 9001:2000. BVQI is an internationally renowned standard 

certifi cation institute and this certifi cation confi rms Jardine Matheson Thailand’s quality assurance 

of both management and operational processes. 

ISO 9001:2000 is the international quality assurance system benchmark to ensure that accredited 

companies continue to provide increased value through application of a documented, continual 

improvement system and audited processes. This internationally respected quality standard is 

applicable to all sectors, products, and organisations. 

Jardine Matheson (Thailand) Limited and Jardine Engineering Services Company Limited were 

originally awarded the ISO 9001:2000 certifi cation in August 2002 for design, supply, installation 

and servicing of air-conditioning and ventilation systems, electrical and communication systems, 

fi re protection and sanitary systems, and utility systems, which were audited and revalidated, by 

BVQI, in August 2005. At the same time JEC’s technical services division’s Air Quality Management 

(AQM) service in Thailand also successfully applied to BVQI for certifi cation and was 

awarded ISO 9001:2000 certifi cation for servicing air conditioning and ventilation systems. 

2005 年 9 月 19 日 , 怡和泰國有限公司和 Jardine Engineering Services Company Limited 獲得 

Bureau Veritas Quality International (BVQI) 再次認證國際質量認證證書 ISO 9001:2000。BVQI 是

Project Comes to A Successful Completion 

Thanks to JEC, Hong Kong’s Shatin Sewage Treatment Works Stage 3, Phase II project will 

complete on schedule by year end of 2005. With the final completion of this massive Drainage 

Services Department project, Shatin’s sewage treatment capacity will be increased to 

340,000m 2 a day. The enhanced government facility will be able to cope with the increasing 

population growth in the Shatin and Ma On Shan area up to the year 2011. 

For the past three years JEC has been committed to providing the best service and solutions 

and JEC was proudly awarded the Best Construction Site Housekeeping Award in 2004. In 

addition, the Contractor’s Performance Report of the Environment, Transport and Works 

Bureau also gave JEC a ‘Very Good Performance’ score in the last quarter. This recognition of 

combined good performance in progress, project management, workmanship and site safety 

areas is the result of JEC’s commitment to delivering the best service, solutions and support to 

our clients. 

JEC’s Sewage Treatment Niche Expertise 

Sewage treatment requires a wide range of E&M equipment, state-of-the-art instrumentation, 

automation, control and process engineering skills and comprises a highly specialised 

engineering niche sector. JEC is one of the few Hong Kong companies to actively take part 

in this niche and consistently delivers excellent solutions and service to this industry. JEC’s 

experienced sewage treatment teams are able to recommend and deliver beneficial proactive 

and reactive ideas to both meet and exceed the many technical challenges we face. Our

Customers 

Management gurus, Dr. Janelle Barlow and Claus 

Moller, wrote the book ‘A Complaint is a Gift’ in 1996 

to wide international acclaim. This management 

book sought to enable an entire organisation to 

change its perspective and see complaints as a 

gift rather than something to be avoided, as they 

enable an organisation to improve themselves, their 

performance and to resolve the problems shared with 

them. Here in JEC we wholeheartedly endorse this 

refreshing philosophy. At JEC we see all feedback 

shared, whether positive or negative. All internal or 

external feedback is gladly received and promptly 

actioned to improve our solutions, products, services 

and performance for our customers in future. 

A complaint, as defined by Dr. Janelle Barlow, is a 

statement of expectations that have not been met. 

We also see a complaint as a golden opportunity 

for JEC to satisfy our customers by finding the 

solution to any shared problem. In the late 1990s the 

Technical Assistance Research Programme (TARP) 

found that customers who take the time to voice their 

dissatisfaction, as well as their praise, are also the 

more loyal customers and are customers more likely 

to purchase products or services again. 

In line with this philosophy, we recently conducted a 

360 o internal and external Customer Survey of which 

an astounding 98% of JEC employees participated. 

We were pleased that JEC employees were so actively 

involved in sharing how they felt JEC was viewed 

by our customers from their, internal, perspective. 

On the external side of the Customer Survey, JEC 

widely canvassed positive and negative feedback 

from our top 100 customers by revenue, to allow us 

to understand where we needed to either improve or 

congratulate ourselves.

The results of the survey of our key customers indicated that, 

despite our best efforts to date, all at JEC need to redouble 

our ongoing efforts to increase our customer loyalty. The 

external results shared with us also indicated clearly, that we 

still have to improve ‘the JEC experience’ of our customers 

when working in partnership with JEC. JEC will also improve 

our customer relationship management at all levels within 

JEC, and develop more effective account management 

structures and increased levels of constructive dialogue 

with our key customers to respond to their shared survey 

feedback. 

We are grateful for these ‘gifts’ freely shared by our key 

customers and commit to improve these two areas markedly 

by the time of the next 360 o internal and external Customer 

Relationship Survey. 

The management and executives at JEC were all heartened 

by the signifi cant proportion of encouraging feedback 

in the 360 o survey about JEC’s positive image as a 

long established company with substantial integrity and 

dedicated team of professionals. In addition, the 360 o survey 

comparison between external and internal perceptions have 

also allowed us, at JEC, to compare what JEC think about 

ourselves with how we are viewed by our key customers. 

We fi rmly believe that closing the gaps and eliminating 

all ‘disconnects’ are a key priority to better serving every 

customer and JEC will not spare any effort in this regard. 

Specifi cally, JEC proposes to improve these two particular 

customer challenges by working harder and faster on new 

customer-driven and customer focused initiatives. In direct 

response JEC has already implemented a 24-hour, fully 

manned, JEC Customer Call Centre to allow every JEC 

customer to share any feedback whether it is positive or 

negative with us. This new, day and night, JEC Customer 

Call Centre can be reached at 2807 4200 and we look 

forward to receiving your feedback and will commit to action 

it promptly on every occasion. 

In addition, our survey also indicated to us that our loyal 

customers often wish to have the opportunity to share 

both good news and any negative feedback directly to our 

senior management in JEC, to ensure objective, senior level 

consideration and the most rapid response and remedial 

action. To respond to this we have also already set up 

a direct email link to JEC’s Chief Executive, Mr. James 

Graham, at ceo@jec.com and we would encourage our 

customers to please use this. 

JEC will also directly implement actions to encourage JEC’s 

internal customers, our team of qualifi ed employees, to pass 

every customer complaint or suggestion to their superiors 

promptly, and ensure that customers’ needs are fulfi lled and 

that similar challenges are prevented in the future. Here at 

JEC, our training instils an atmosphere of openness and 

trust where our employees can share feedback, ideas or 

complaints and solutions throughout the organisation. We 

believe that through this mechanism, JEC’s team will be able 

to introduce improvements and prevent similar problems 

in the future and share a better understanding of our 

customers’ needs in future. 

Our customers have encouraged even greater levels of 

proactivity from JEC, which we will ensure is engendered 

and embraced in our JEC culture. JEC will also undertake 

to advance the levels of proactivity of our project design 

and installation work. In addition, we will work even more 

closely with our trusted suppliers to increase further the 

dependability of JEC’s offering of both products and services. 

Responding to survey feedback, JEC will continue to add 

innovative and cost-effective products, such as JEC’s 

burgeoning range of OEM solutions and new cutting edge 

products that our customers now demand. 

JEC’s recent revision of our business structure has resulted 

in positive comments from both employees and customers 

that have been captured in the recent 360 o survey. JEC’s 

new collaterals such as the new product catalogue 

refl ect JEC’s aim to feature the JEC ‘full offer’ of worldclass 

solutions, products and services as a package in 

one consolidated and customer-friendly book. The new 

innovative JEC website and JEC’s new corporate brochure 

also mirrors our efforts to provide user-friendly products, 

solutions and services to our employees and customers. 

JEC would like to take this opportunity to thank our 

customers and staff for your ‘gifts’ and for the opportunity 

for us to better address our goals and aims and constantly 

increase the state of satisfaction with JEC.

Multi-Level Technology 

Vital to Combat Aircraft Terrorism 

防範航機恐怖襲擊的多重技術 

JEC is proud to introduce the second generation of Automatic Explosive Detection by Smiths 

Heimann. This advanced security technology comprises the next generation of automatic hold 

baggage screening machines, the HI-SCAN 10080 Explosive Detection Tomography System 

(EDTS), which can be networked to provide the images of any suspicious baggage to the 

screener at any level at any time. In order to increase accuracy, safety and reliability the latest 

Smiths Heimann system uses a multi-level screening concept, as described below. 

Level 1 

Every piece of hold baggage can be screened automatically for explosives by means of the Smiths 

Heimann HI-SCAN 10080 EDTS. The system can inspect up to 1,800 individual pieces of baggage per 

hour for explosives. The majority of the bags is cleared at this level and directly conveyed to the sorting 

system for transport to the aircraft baggage hold. X-ray images of any identifi ed suspicious bags are 

automatically forwarded to Level 2. 

Level 2 

X-ray images of suspicious bags are re-evaluated at the second higher security level, where the 

machine’s brilliant image resolution provides the baggage screener more detailed information to quickly 

interpret and evaluate the images at a workstation. If based on the more detailed images viewed, the 

screener is still unable to clear the suspicious baggage, Level 3 inspection will be undertaken. 

Level 3 

In Level 3, any suspicious bags are analysed in greater detail by security personnel, in accordance with 

individual airport regulations and protocol. For example, some airports may summon the passenger and 

have the baggage examined under the passenger’s presence.

Many property management companies receive ongoing 

complaints concerning objectionable odours emanating from 

manhole covers within their developments, and many of the 

complainants are concerned about possible public health 

hygiene worries. 

According to health authorities, this “rotten eggs” or “sewer 

gas” odour, comes from Hydrogen Sulphide (H 2 

S) gas. 

Hydrogen Sulphide can cause nausea, headaches and 

irritation of both airways and eyes in elevated concentrations. 

In worst-case exposures of high concentrations of this gas 

can cause acute intoxication and death. 

Property management companies plagued by such ongoing 

odour complaints have been looking for a low cost solution

T Y Ngiam Finds History 

in China’s Porcelain 

嚴崇學先生從中國瓷器看歷史 

In today’s highly networked global business world, it is essential 

to have an in-depth understanding of one’s local and overseas 

customers, suppliers, management, employees, and colleagues. 

One of the easier and more rewarding ways to achieve this is 

through developing an interest in their cultures and histories. In 

my case, I was fortunate to learn about people in the Asian region 

and their fascinating stories through my hobby of studying and 

collecting porcelain. 

I was born and raised in Singapore and as a child my parents 

would share with me the stories of events affecting their lives 

and families in China, stories of the turbulent times and historic 

happenings. Through this I developed an interest in understanding 

the Chinese and South East Asian ancestries in the region. 

In my quest for more knowledge about the settlement 

of people from Europe, China and West Asia, I discovered 

the Chinese history of porcelain making and 

its role in China’s trade and interaction with the outside 

world. In China, porcelain fi rst came into being 

around 960 AD. It had, and still has, a clay body 

which when fi red, becomes a hard semi-translucent 

glass-like ceramic. It is white and can be decorated to 

provide colour and timeless beauty. 

The fi rst European porcelain was made by Johann Friedrich 

Boettger in Dresden in 1708 and developed in early 18th century 

England and Meissen, Germany. Porcelain trade with Europe by 

sea closely marked these interactions throughout the 16th century, 

from the arrival of fi rst Portuguese ship in the former-Canton, 

today’s Guangzhou, in 1513. 

By the early 17th century, Europe’s serious porcelain collectors 

had grown from a few to a wide following including the Kings’ of 

England and France, and ultimately led to many European nations 

establishing trading companies into the Far East from this 

time on. English potters later invented Bone China, by adding 

bone ash to clay, to compete with the Chinese porcelain being 

imported into Europe. 

However, even prior to porcelain trade with Europeans, in 

the Southern Song Dynasty, entrepreneurial Chinese potters 

started exporting porcelain to other Asian and Middle Eastern 

countries. Japan, Korea and Thailand all have porcelain industries 

today that were developed from this early Chinese infl uence. 

My love for porcelain and history has helped me to deal with many 

business challenges in our fascinating region of many differences. 

In China, it is common wisdom that developing ‘Guanxi’ (‘Guan’ literally 

means ‘related’ while ‘xi’ means ‘connected’) is important to 

successful business relationships. If we apply this wisdom to all 

the people we come across and allow them to feel both ‘related’ 

and ‘connected’ through what we know of their history and culture, 

I am sure that successful business relationships will follow.

我對瓷器和歷史的熱愛有助我在這個多姿多彩、百花齊放的地區處 

理很多業務上的挑戰。在中國 ,「關係」(「關」即關連 ,「係」即 

連繫 ) 是建立成功業務關係的傳統智慧。如果我們將這智慧應用到 

所有人身上 , 並透過對其歷史文化的認識讓人感覺到彼此是有「關 

連」、有「連繫」的 , 我肯定成功的業務關係將會隨之而來。

Medals Galore for JEC in 

JSA Sports Competitions 

怡和機器獎牌大豐收 

This year’s JSA Sports Carnival and JSA Swimming Gala, 

organised by Jardine Sports Association (JSA), found JEC 

enthusiastically participating in various competitions. JEC’s 

sportsmen and women achieved great results and won various 

medals in each event in both these sports and swimming 

competitions. Zoe Kwan, representing JEC’s Kowloon offi ce, 

was among JEC’s medal winners by running her way to a 

gold medal in the 400 metres competition. “Enthusiasm, 

dedication, team spirit and the support from my colleagues 

were the keys to JEC’s great results,” said Zoe, “I found all 

the participants very supportive and I will defi nitely aim to 

excel again next year and bring even more medals back to 

JEC!” JEC encourages and supports all employees participating 

in these friendly challenges to increase, team spirit, 

cooperation and fellowship.

Health & Safety Performance 

怡和機器致力不斷改善健康和安全表現 

Through it’s ongoing efforts and strong commitment to health 

and safety, JEC has been rewarded by an impressive safety 

record and statistics that refl ect its industry leading position 

in health and safety. JEC’s 12-month rolling accident rate 

per 1000 workers until end of last quarter for JEC and its 

joint ventures is 13 per 1000 workers. This fi gure denotes 

a 35% drop compared to this time last year, but also is the 

lowest in this decade. 

Mr. James Graham, Chief Executive of JEC and Mr. S H Wu, 

Chief Operating Offi cer, both drove the establishment of an 

independent safety division earlier this year to improve occupational 

health and safety issues quickly and effi ciently. 

Mr. Wu stated, “I am delighted to see all operations directors 

responding to the challenge we set and we will continue to 

pursue this important health and safety cause at JEC. I am 

encouraged to see that every JEC division is taking health 

and safety seriously and allocating responsibility to the highest 

level.” 

Not only has JEC’s dedication to reduce work place injuries 

been refl ected in the statistics, the efforts have also been 

recognised and attract accolades from both the public and 

our business partners, including a Gold Medal in The Hong 

Kong Federation of Insurers’ Award for Excellence in Occupational 

Safety and Health in June 2005. 

Other JEC OSH achievements in Hong Kong include winning 

the Zero Accident Contractor for the second consecutive 

year, awarded by Hong Kong International Airport for 

Contract FY2004/2005 and a fourth prize for Quality Public 

Housing Construction & Maintenance Award 2005 awarded 

by the Hong Kong Housing Authority. JEC is also the three 

times’ champion of the ‘Outstanding Contractor under the Air 

Conditioning and Ventilation Category’ of these annual Housing 

Authority awards.

Support to Apprenticeships 

怡和機器大力支持學徒計劃 , 

表現出對社會責任的承擔 

When the Youth Work Experience & Training Scheme 

launched in August 2005, JEC supported it fully by 

participating in the technical training aspects of the scheme. 

Organised jointly by Hong Kong Government’s Labour 

Department and the Vocational Training Council (VTC) the 

scheme is a pioneer programme, which lasts for 6 to 12 

months. 

This Youth Work Experience & Training Scheme aims to 

assist young teenagers, aged between 15 and 19 years, 

develop a specifi c technical skill and competency for their 

future. With the support of employers, such as JEC, these 

apprentices, who did not get a chance to fi nish school, will 

be provided with skills to pave a way for a brighter future with 

greater work opportunities. Their new skills are acquired 

mainly through on-the-job training and upon completion, 

apprentices will be awarded graduation certifi cates. 

Besides participating in technical training aspects of the 

scheme, JEC also tailored a curriculum for apprentices 

including subjects such as familiarisation with air-conditioning 

systems, installation, maintenance and equipment overhaul, 

knowledge of fi re services, electrical principles as well as 

industrial safety. Apart from on-the-job training, JEC will 

provide interactive lectures and classes, which focus on 

customer service and professionalism in order to enhance 

apprentices’ professional and personal skills and growth. 

JEC has understood the value and importance of youth 

apprenticeship for many years and have trained hundreds 

of apprentices into mechanics and foremen. Internally, JEC 

has also established a dual career ladder for dedicated 

apprentices’ advancement. Upon completion of their 

apprenticeship at JEC, excellent scheme participants are 

promoted to junior mechanics and graduate to foreman and 

supervisors. Ambitious apprentices at JEC also has the 

chance to acquire higher qualifi cations to become a certifi ed 

engineer. 

As both a socially responsible company and employer, 

JEC is committed to extending our support these valuable 

apprenticeship schemes and other programmes contributing 

to the welfare of the community and providing greater 

opportunities for Hong Kong citizens.

互動課堂 , 集中教授顧客服務和專業精神 , 藉以提升學徒的專 

業及個人技巧和發展。 

怡和機器明白青少年學徒計劃的價值和重要性 , 多年來培訓大 

量學徒成為技術人員和管工。怡和機器已為有志於學徒訓練的 

人士建立了雙職業階梯 , 完成怡和機器學徒訓練計劃的傑出學
