ISA system, where the speed limit cannot be exceeded. Combining this information with that<br />

relating the reduction in injury accidents to reduction in speed, estimates of the reduction in<br />

injury accidents have been made. From additional information which indicates that: injury<br />

accidents are proportional to the square of speed, serious accidents are proportional to the<br />

cube of speed and fatal accidents are proportional to the fourth power of speed, savings<br />

estimates have been computed.<br />

Table 2 provides a range for the estimated accident savings for Great Britain. Clearly, the<br />

Mandatory systems predict the largest accident savings, with the Dynamic Mandatory<br />

system being the most effective. These predictions are broadly in line with estimates<br />

previously made for Sweden (Várhelyi, 1996).<br />

A number of steps have to be taken before ISA can be implemented:<br />

1. Agreement needs to be reached on standards for such aspects as: road maps, driver<br />

interface, vehicle control and, for Dynamic ISA, communications. This needs to be<br />

harmonised at a European level to enable a pan-European capability.<br />

2. ISA-capable cars need to be put into manufacture.<br />

3. Before mandatory use can be considered, a majority of the vehicle fleet should be<br />

equipped.<br />

4. There has to be public and political acceptance.<br />

Recommendations<br />

• Work is required to develop harmonised standards for ISA systems towards eventual<br />

universal fitment. This could start at the simpler voluntary systems but which would be<br />

capable of being developed into an eventual mandatory specification.<br />

• Encouragement should be given to manufacturers providing ISA systems via the<br />

European New Car Assessment Programme to enable the consumer to start benefiting<br />

from a voluntary system<br />
