The City of Troy hired Sasaki to study
options for the relocation of the
Troy City Hall as well as prepare a
Developer’s Request for Qualifications
(RFQ) to redevelop the vacated prime
waterfront site. In recent history, this
waterfront site has played a critical,
civic and symbolic role in the community,
housing the City Hall since the
mid-1970s. The project site’s location
across from Monument Square, a key
civic and symbolic open space, emphasizes
the site’s central role in the downtown’s
history and future.
The first part of the study examined
eight potential locations within downtown
for the relocation of City Hall
based on extensive site reconnaissance,
financial feasibility, and community
input. The latter part of the study examined
the reuse potential of the prominent
2.1 acre waterfront parcel site
located in the heart of downtown and
owned by the City of Troy. The RFQ presented
site opportunities, market context,
public/private partnership opportunities,
a regulatory framework and
development guidelines. The guidelines
are intended to not only promote flexible
design solutions that protect the
community’s interest in this significant,
civic site, but also allow for creativity
in the future architecture of the site.
