In Bulga ria, amaleur radiO acliYiIy<br />
Is governed by the Ministry of Communicat<br />
ions. There are three levels 01<br />
amateur licenses, called respectively<br />
C, a. and A. The licenses lor C level<br />
are Issued by the local radio club. AU<br />
C license holders can operate with up<br />
to 50 wa tts inpu t on 80, 40, and 2<br />
meters and above. The licenses lor B<br />
and A level are issued by the Ministry<br />
0 1 COmmunications. Holders 01 ancenses<br />
may ope rate al bands with up<br />
to 2SO walls while aM A licenses eeeers<br />
may oc that running up to 1 kW in<br />

The examin ations lor all licenses<br />
cover tour main areas : som e<br />
lZIlTUIIARU rules and regulatiOns, radio<br />
theory. cn-tne-ejr operating skills<br />
anct an optional Morse code lest. The<br />
only restriction lor the rc-ccoe jcense<br />
is that holders are not alloWecf to coerale<br />

permission to install a private station<br />
and gel a callsign. There are lots 01<br />
hams who have passed the exams but<br />
are not able 10 build or buy equipment,<br />
so they are allowed 10 operate from<br />

sutlixes against the lwQ-Ieller suffiX of<br />

why this new license class has<br />
been introduced: "In light 01 the fact<br />
Ihat In the Eu ropean counmee and<br />
even in the United States a new li <br />
c ense grade (Technica l Class) has<br />
been implemented, In whiCh there Is no<br />
dem and to be e_a mined In Mors e<br />
(transrrVt1ing and receiving), the representatives<br />
01 the Israet Amateur RadiO<br />
Club (IARC) requested the establishment<br />
01 a similar liCense class in the<br />
State 01 Israel as wel."<br />
The technical examination is the<br />
same as the Grade "B" (General) test,<br />
plus additiOnal questions dea ling with<br />
new technologie s. Thus, instead of<br />
Morse pronclency, the examinee will<br />
have 10 cenoret-ere some knowledge<br />
of digita l comewnrcanons. computer<br />
structure. opereucn and interlacing,<br />
satellite communications, and ofbiting<br />
meenar*=s.<br />
The Technical Class licensee will<br />
have the same pnweges as the Grade<br />
"8" (General) holder on the frequencies<br />
eocve 30 MHz. The urst examina·<br />
tions should be held in April 1992. and<br />

There is talk 01 widening the amateur<br />
allocation on the 6 meter band, which<br />
Is presently here a mere sli ver from<br />
SO.100 10 50.150 MHz, and at present<br />
for the Grade "A"s eore. Policy on this<br />

the IARC and the governmenl eseneee<br />
