from a relative flood of new ideas to the<br />
assessment of serious submissions, that are<br />
the product of considered and informed<br />
development, most of the original ideas will fall<br />
by the wayside leaving the few stronger, better<br />
ideas to be taken forward.<br />
The concept of the set of processes within<br />
CREATE was, in the original proposal, formed of:<br />
a) A set of creative processes – creative<br />
workshops, a wiki-based open forum<br />
(Innopedia) for extending ideas and a<br />
professional Technology Watch process for<br />
inserting technological data, especially that<br />
drawn from domains outside aviation.<br />
b) A set of idea refinement and review<br />
processes leading to…<br />
c) Assessment – a rigorous, disciplined, formal<br />
and independent process that reviews<br />
formal submissions from which the most<br />
successful move on to...<br />
d) Incubation contracts.<br />
During the CREATE project, comprehensive study<br />
and trial of the Innopedia and Technology Watch<br />
components has convinced the project team<br />
that no recommendation for the introduction of<br />
these as publicly funded processes can be made.<br />
The concept being proposed as a consequence<br />
of the CREATE project is therefore somewhat<br />
simpler but retains its original objective – to<br />
collect appropriate ideas, extend and refine<br />
them, select the best through rigorous<br />
assessment and provide the successful ideas with<br />
incubation funding to develop them further.<br />
Incubation of ideas is the focus of the CREATE<br />
study and this is placed centrally to the work<br />
that has been done.<br />
The two main areas of work i.e. the Creative<br />
phase and the Structured phase are separated<br />
in the diagram at Fig.3 because it seems likely<br />
that these may be managed differently.<br />
Prior to presenting the results of the work<br />
undertaken on Incubation, a closer look will<br />
be taken at the Creative Phase of the CREATE<br />
process as presented in Fig.4.<br />
6.2. Creative Workshops<br />
6.2.1. General Description<br />
Creative workshops are focused events that<br />
bring together experienced and creative people<br />
to devise, discuss and extend innovative concepts<br />
and ideas for the future of air transport.<br />
Workshops are an important element of the<br />
CREATE process. Experience has shown that<br />
bringing together people in a dedicated<br />
workshop specifically to discuss innovative<br />
ideas about the future of aviation greatly<br />
helps to stimulate creative thinking in Europe.<br />
NASA has a specific and large budget to<br />
stimulate this creative thinking. DARPA is<br />
stimulating creative thinking based on future<br />
requirements of the US military. In Europe<br />
little money or effort is devoted to stimulate<br />
innovative thinking as the focus due to the<br />
financial pressure for return on investment<br />
is on relatively short term incremental<br />
improvements at nearly all universities,<br />
research institutes and industries.<br />
The system proposed is to run a series of<br />
Creative Workshops with a heterogeneous<br />
delegate mix and to use these workshops, in<br />
real time, to create innovative ideas and to
