matters to support the development of<br />
specific ideas although this would probably<br />
replicate commercial offerings already<br />
available. However, public funding could be<br />
provided to SMEs to use these commercial<br />
TW activities. There may be a case for using<br />
public funds for explaining and promoting<br />
the use of TW, especially amongst SMEs.<br />
d) The case for a publicly funded investment<br />
in a search service has not been established.<br />
Commercial operations already exist and<br />
cater for the range of alerts and searches<br />
likely to be commissioned by the aviation<br />
community.<br />
e) Notwithstanding the recommendation<br />
above the CREATE Team recommends that<br />
the Portal should have access to commercial<br />
facilities to support idea development and<br />
assessment – and hence this selective access<br />
should attract public funding.<br />
f) There is widespread lack of knowledge<br />
of the ways in which TW can be used<br />
effectively and positive experience exists<br />
mainly in large companies.<br />
It follows from the conclusions above that the<br />
recommendation of the team is that no public<br />
funding should be devoted to establishing an<br />
aviation specific TW service.<br />
6.5.8. Compliance with Project Aims<br />
The original aspirations of the project have<br />
not been achieved. However, the concept<br />
of technology watch has been examined<br />
thoroughly from the technical skill, search<br />
tools, terms definition and commercial services<br />
aspects through to disseminating knowledge<br />
about TW. Its application in the field of<br />
innovation is better understood. The areas<br />
where it should be selectively applied i.e. the<br />
areas of idea development and assessment,<br />
are identified. The concept has been tested<br />
and the conclusion that a purpose designed<br />
new service should not be publicly funded<br />
emerges from the evidence.<br />
6.6. Assessment<br />
6.6.1. General Description<br />
In the context of the CREATE project<br />
the Assessment Process has a key role in<br />
evaluating proposals for incubation. The<br />
needs of the CREATE project are different<br />
from most evaluations of current research<br />
applications which are generally based on<br />
past achievements or probable short term<br />
returns. The CREATE process seeks to stimulate<br />
the development of creative solutions for the<br />
aeronautics sector up to 2050 and beyond,<br />
when all of today’s patents will have expired.<br />
It is considering ideas rather than technologies<br />
alone and the impact of these ideas is harder<br />
to judge 20 or 30 years into the future. The<br />
assessment process should be built around<br />
these aims whilst desirably being: formal,<br />
expert, impartial, open-minded, traceable and<br />
repeatable. It is clear, however, that it may not<br />
be possible to avoid these being the source of<br />
possible inconsistencies whilst human beings<br />
are involved. Nevertheless these qualities<br />
are what are strived for with the CREATE<br />
assessment process.<br />
