The incubation contractor should be under an<br />

obligation to report at once any work having<br />

the effect of rendering the basic concept<br />

technically non-viable. The contract terms<br />

should permit termination of the contract in<br />

appropriate cases.<br />

The incubation contractor should be required<br />

to report against the envisaged output of the<br />

incubation.<br />

The contracts should take into account<br />

the original submission, the nature of the<br />

exploration to be conducted, the importance<br />

of the originating person or group, and the<br />

availability of appropriate competences.<br />

6.7.6. Testing Incubation<br />

The incubation process has not been tested<br />

during the CREATE project. It was never the<br />

intention to do so and this for several reasons:<br />

• The time span of the project was limited and<br />

insufficiently long to develop the approach<br />

to incubation and carry out a test of the<br />

process within the project span.<br />

• The testing of a single idea and building<br />

conclusions from that test is not aligned<br />

to the reality that incubation will only be<br />

expected to have positive results (i.e. to<br />

spawn successful mainstream projects) in a<br />

minority of cases.<br />

• The scope for funding such an experiment<br />

was not feasible within the project funds<br />

allocated.<br />

• The process of incubation itself is relatively<br />

straightforward.<br />

However, all other parts of the work intended<br />

to support the Work Package have been tested<br />

with team and external workshops being used<br />

to test ideas and confirm their applicability.<br />

6.7.7. Lessons Learnt<br />

During the CREATE project the following lessons<br />

were learnt about the incubation process and its<br />

implementation:<br />

• There are no existing mechanisms that fit<br />

the needs described by the CREATE project.<br />

• Project proposals can be expected both<br />

from the supporting processes described in<br />

CREATE and directly from enterprises with<br />

the competence to make them.<br />

• In order to convince industrial enterprises<br />

to undertake the exploratory research<br />

required in incubation the work will need<br />

to be funded at close to the 100% level.<br />

6.7.8. Compliance with project aims<br />

Within the limitation of the original plan<br />

which did not provide for actually testing an<br />

incubation process the aims of the project<br />

have been discharged. The incubation<br />

phase has been defined, the way in which<br />

incubation contracts could be placed has<br />

been proposed and the output from an<br />

incubation contract has been generically<br />

defined. Given that the processes necessary<br />

to place and successfully execute incubation<br />

contracts have not been demonstrated there<br />

is a desire to begin the process by using the<br />

mechanisms that exist in Framework 7 to<br />

conduct a process trial. This could well be<br />

separated from the implementation of the<br />

CREATE process in Framework Programme<br />

8. The conditions suitable for such a trial are<br />

discussed in section 7 below.<br />

6.8. IPR and the CREATE Process<br />

It is proposed that the CREATE process should<br />

follow the IPR principles and practice developed<br />

for Framework Programme 7 as far as they can<br />

be adapted to this purpose.<br />

It is not expected, but must be allowed for,<br />

that pre-existing IPR will be a significant<br />

factor in developing the ideas submitted<br />

for incubation. Incubation may be the first<br />

real stage where Foreground knowledge is<br />

developed and this must not be allowed to<br />

become a lock on the development of the<br />

idea in further research. Recommendations for<br />

applying the FP7 principles are made in more<br />

detail in Appendix D.<br />

7. Implementation Issues<br />

The step from the work of CREATE to<br />

implementing a structure for stimulating<br />

innovation is a significant one. A number of<br />

issues have to be resolved that are above and<br />

beyond the fundamental decision of whether<br />

the funding can be obtained. These issues are:<br />

e) The CREATE process owner.<br />

f) How the management of the process<br />

should be provided for and in particular<br />

whether the process should be<br />

administered by the European Commission<br />

or by an agency.<br />

g) Making a start to incubation under<br />

Framework Programme 7<br />

h) Continuing development of the process<br />

under Framework Programme 8.<br />

i) How the stakeholder community of<br />

aviation can be engaged with the process.
