The example scenarios, site A and site B, are used <strong>in</strong> this guide to help expla<strong>in</strong> <strong>the</strong> types of issues different<br />
size <strong>explosives</strong> companies may be faced with when implement<strong>in</strong>g SPIs. There is an emphasis on activities<br />
related to <strong>the</strong> disposal of waste <strong>explosives</strong> by burn<strong>in</strong>g, but <strong>the</strong> pr<strong>in</strong>ciples apply to all <strong>explosives</strong> activities.<br />
Site A<br />
Background<br />
Site A is a small, s<strong>in</strong>gle site manufacturer of shotgun cartridges. It is a lower tier COMAH<br />
site. The 20acre site consists of three ma<strong>in</strong> areas, a manufactur<strong>in</strong>g facility (where most of<br />
<strong>the</strong> 22 staff on site carry out <strong>the</strong>ir daily work), a storage facility with 4 magaz<strong>in</strong>es and a<br />
burn<strong>in</strong>g ground with one burn<strong>in</strong>g bay for disposal of waste propellant and cartridges, and<br />
one burn<strong>in</strong>g cage. Waste disposal is not an everyday activity but tends to be carried out<br />
on an ad hoc basis.<br />
The site’s Quality Manager had recently attended an <strong>in</strong>dustry/regulator workshop on SPIs.<br />
The manager considered that his site may benefit from <strong>the</strong> <strong>in</strong>formation a small number of<br />
targeted <strong><strong>in</strong>dicators</strong> could provide. The manager discussed his plans with <strong>the</strong> company’s<br />
director. With <strong>the</strong> support of his director, he identified an experienced operator who was<br />
familiar with different areas of <strong>the</strong> site, and <strong>the</strong>y worked toge<strong>the</strong>r to develop <strong>the</strong>ir own plan<br />
for SPIs.<br />
Site B<br />
Background<br />
Site B is a large manufacturer of rocket motors. It has an area of approximately 140 acres<br />
with 180 people on site (mostly <strong>in</strong> <strong>the</strong> factory and adm<strong>in</strong>istration build<strong>in</strong>gs). The site consists<br />
of a propellant operations and manufactur<strong>in</strong>g area, a magaz<strong>in</strong>e area, hardware operations<br />
and adm<strong>in</strong>istration build<strong>in</strong>g. It has a very active burn<strong>in</strong>g ground with four separate burn<strong>in</strong>g<br />
bays where an average of 4/5 burns of waste <strong>explosives</strong> take place each day.<br />
The site’s <strong>Safety</strong>, Health and Environment Manager recently decided to undertake an SPI<br />
Programme and endeavoured to have a programme <strong>in</strong> place <strong>in</strong> <strong>the</strong> next 6 months. The<br />
company decided to implement an SPI Programme to help assess and monitor <strong>the</strong> safety<br />
of <strong>the</strong>ir production and storage site and have taken on board <strong>HSE</strong>’s views that SPIs are<br />
essential to <strong>the</strong> safety management of any major hazards site.<br />
