2. The implementation of ECHI indicators at national level run in parallel to the <strong>Pilot</strong><br />

<strong>Collection</strong> instead of a consecutive order. Therefore, a larger number of countries<br />

were not ready to deliver indicator data according to ECHI definitions. This is<br />

particularly true for Eastern European Member States, but also for Southern<br />

European countries which both lack resources <strong>and</strong> proper health monitoring <strong>and</strong><br />

reporting systems.<br />

Regarding the sustainable solution for an ECHI presentation system the HEIDI data<br />

tool will require further developmental work <strong>and</strong> maintenance. This task, which was<br />

originally planned to be taken over by a European health monitoring capacity is<br />

described in more detail in the document “A sustained future for ECHI”.<br />

A permanent operation requires a capacity to maintain the central health indicator<br />

database <strong>and</strong> further develop the functionalities for presentation integrated in the<br />

HEIDI data tool. This requires the h<strong>and</strong>ling of the data with content expertise (i.e.<br />

validation of the reported data, face-validity <strong>and</strong> consistency checks, improvement of<br />

the functionalities for presentation). These tasks would require health data expertise<br />

as well as IT-expertise.<br />

c. Supporting the continued implementation of data sources, indicators <strong>and</strong> analysis<br />

in all Member States.<br />

This task involves the encouragement <strong>and</strong> support to the Member States in gathering<br />

appropriate data <strong>and</strong> in improving their data collection practices. Feedback on<br />

existing differences <strong>and</strong> national experiences will further improve data comparability.<br />

Some data that are currently only available at national level could increasingly be<br />

shared with international data collections. When the Eurostat regulation will become<br />

operational, this task may gradually shift to them.<br />
