2b • The Butner-Creedmoor News, Thursday, October 25, 2012 VGCC Starts Spring Semester Registration Online and On-Campus The Spring 2013 semester at Vance- Granville Community College begins Tuesday, January 8, but college officials advise students to apply and register for classes as early as possible. New students may apply for admission at any time prior to the beginning of the term. The upcoming semester’s course schedule is now available on VGCC’s web site (www.vgcc.edu) by clicking on “WebAdvisor.” Printed schedules will also be available at all VGCC campuses and in boxes at various community locations. Orientation sessions for new students in curriculum programs will be held in the Civic Center on VGCC’s Main Campus in Vance County on November 8 at 9 a.m. and 5:30 p.m. and on December 4 at 5:30 p.m. Orientation sessions will also be offered at South Campus (between Creedmoor and Butner) on October 31 at 10 a.m. and on December 5 at 5:30 p.m.; at the Franklin County Campus on November 6 at 9 a.m. and 5 p.m.; and at the Warren County Campus on December 6 at 5:30 p.m. Currently enrolled students who are continuing for another semester can register online or at VGCC’s four campuses, starting on Monday, November 12. However, only those students who are closer to graduating (having earned 30 or more total credit hours) will be able to register on November 12. On Tuesday, November 13, students who have earned 12 or more total credit hours may register. Registration will be open to all new and returning students on Wednesday-Thursday, November 14-15, Monday-Thursday, Nov. 26-29, and finally on Thursday, January 3. Hours for in-person registration are 8 a.m. to 6 p.m. Students also have the option of registering for classes online through the WebAdvisor system, from November 12 through December 28. High school students interested in taking VGCC courses through the Career and College Promise program should consult their school guidance counselors or a VGCC counselor. THURSDAY October 25, 2012 THE BUTNER-CREEDMOOR NEWS COMMUNITY NEWS B SECTION CORONA NAMED RISE FELLOW Armand Corona of Creedmoor has been named a RISE Fellow for 2012-13 at The University of North Carolina at Pembroke. A junior, Corona is a chemistry major. He is the son of Manuel and Amelia Corona. The RISE program prepares undergraduates for careers in research and pairs them with UNCP faculty for research projects, which are presented on campus and at scientific conferences. The program provides wages for research and other activities, tutoring, career counseling and travel expenses to attend conferences. RISE or Research Initiative for Scientific Enhancement is funded from a program of the National Institute of Health (NIH). FERGUSON NAMED DIRECTOR Ferguson joins VGCC after many years as a business executive. From 1982 until 1995, Ferguson served as vice-president of Medic Computer Systems, a Raleigh-based medical software company he helped start. In 1995, he founded Hunt Investments, LLC, an investment and real estate development firm based in Oxford. Ferguson has been involved in a number of economic and community development projects in Vance, Granville and Wake counties. Ferguson served as the founding Chief Volunteer Officer for the local Boys & Girls Clubs organization and helped secure funding for Franklin-Vance-Warren Opportunity’s Women’s Economic Equity Project. Ferguson earned two bachelor’s degrees, in Business Administration and Political Science, from Atlantic Christian College (today known as Barton College). VGCC works with new, expanding, and existing Dr. Jennifer Carraway, principal of CG Credle Elementary, has been named the 2012 Principal of the Year for Granville County Schools. Dr. Carraway graduated from Barton College in 1995 and began her teaching career as a fourth grade teacher at Mary Potter Intermediate School from 1995 - 2000. From there, she spent nearly five years as the program director of an atrisk program called "The Young Scholars Program" based at C. G. Credle Elementary and Northern Granville Middle School. She then became the Assistant Principal at Wilton Elementary School in 2005. In 2007 she received her Masters degree from NCSU in School Administration. In 2009, Carraway was named as the Principal of Wilton Elementary School where she served until 2012. More recently, in 2012 Carraway earned her Doctorate in Education from NCSU and transferred to become the principal of C. G. Credle Elementary School. industries in Vance, Granville, Franklin and Warren counties, providing customized training programs tailored to meet the needs of the industry and its employees. The workforce training programs are flexible in design to accomplish specific objectives and are jointly planned by company personnel and training specialists from the college. VGCC Industry Services personnel also work closely with the N.C. Commerce Department, the N.C. Community College System office, local economic developers and chambers of commerce to recruit new industries to the college's service area. PROPOSED INSURANCE RATES EXCESSIVE Insurance Commissioner Wayne Goodwin has ordered that a hearing be held in the matter of the insurance companies’ request to raise homeowners insurance rates, stating that the proposed rates appear to be excessive and unfairly discriminatory. The insurance companies, represented by the North Carolina Rate Bureau, have requested an overall statewide average increase of 17.7 percent for homeowners insurance rates. The hearing, which is open to the public, is scheduled to begin on June 3, 2013, at 10 a.m. at 430 N. Salisbury St. in Raleigh. Commissioner Goodwin will serve as the hearing officer and listen to experts from the Department of Insurance and the Rate Bureau to decide what rate changes, if any, are warranted. The Department of Insurance’s role is to represent the interests of the public. After an initial review of the filing and comments submitted by the public, Department experts believe the requested rate increases are not justified based on the data submitted. The following concerns, among others, may be raised at the hearing: • Old data: In the ratemaking process, data typically runs two years behind the date of the rate filing. The filing is based on data from 2005 to 2009; however, data from at least as recently as 2010 was available at the time this filing was compiled. • Risk factors: The filing includes various risk factors used to calculate the indicated rate changes. The Rate Bureau claims these factors (such as the net cost of reinsurance and compensation for assessment risk) are a necessary cost of doing business in North Carolina. The concern is that the factors do not appear to be justified and result in a substantial increase in rates. • Profit methodology: The Rate Bureau uses a methodology that is not allowed in North Carolina and has been successfully challenged in the 2001 auto insurance case, which was decided by the N.C. Supreme Court. This methodology results in excessive profit factors of 10.5 percent. • Deviations: The Rate Bureau includes a factor for deviations (discounts that some insurers give some of their policyholders) in the filing that, in effect, charges discounts back to consumers. The inclusion of a specific factor for deviations has been previously disallowed numerous times in auto filings litigated in the N.C. Supreme Court. • Hurricane model: The hurricane losses are derived using a hurricane model that does not appear to be adequately documented or justified. Tax & Business INFORMATION PROVIDED BY Cozart & Edwards, PA Certified Public Accountants Tapping Into A Retirement Account Early can Be Taxing In case of emergency, you may need to withdraw funds from one of your retirement accounts. What are the tax consequences? It depends on several factors, including your age, the type of account, and the use of the funds. Here are the basic rules. Distributions from traditional IRAs and qualified plans, like a 401(k), are taxable at ordinary income rates. The tax applies to the portion of the distribution representing deductible contributions and earnings. Currently, the top federal income tax rate is 35%, but it’s scheduled to increase to 39.6% in 2013. In addition, if you’re under age 59 1/2, you will owe a 10% penalty tax on top of the regular income tax, unless a special exception applies. The following exceptions apply to both IRAs and qualified plans: Payments made due to death or disability. Substantially equal periodic payments for the longer of five years or until you reach age 59 1/2. Withdrawals to pay deductible medical expenses. Distributions to satisfy an IRS levy. Some exceptions are available only for IRA distributions. This includes withdrawals used to pay first-time homebuyer expenses (lifetime limit of $10,000), higher education expenses, or health insurance for the unemployed. The exceptions limited to qualified plans includes distributions made after age 55 if employment is terminated and distributions made under a "qualified domestic relations order" in divorce situations. Finally, separate rules apply to Roth IRA distributions. Qualified distributions from a Roth at least five years old are completely tax-free. For this purpose, "qualified distributions" include those made after age 59 1/2, due to death or disability, or to pay first-time homebuyer expenses (lifetime limit of $10,000). Otherwise, distributions are taxed under special "ordering rules" with tax-free contributions treated as coming out first and taxable distributions last. Savvy Senior You ask the Senior question ~ We find the Savvy answer Help for Seniors Who Worry About Memory Problems Dear Savvy Senior, My mother, who’s 72, has become very forgetful lately and is worried she may have Alzheimer’s. Is her forgetfulness really something we should worry about? What should we do? Worried Daughter Dear Worried, Many seniors worry about memory lapses as they get older, fearing it may be the first signs of Alzheimer’s disease or some other type of dementia. To get some insight on the seriousness of your mom’s problem, here are some key warning signs to be vigilant of and some resources you can turn to for help. Warning Signs As we grow older, some memory difficulties – such as trouble remembering names of people or places or forgetting where you put your glasses – are associated with normal aging. But the symptoms of Alzheimer’s disease are much more than simple memory lapses. Knowing the early warning signs is a good first step in recognizing the difference between typical agerelated memory loss and a more serious problem. To help you evaluate your mom’s condition, here’s a checklist of some common early symptoms to watch for: • Asking the same questions repeatedly. • Getting lost in familiar areas. • Failing to recognize familiar people. • Having difficulty following directions. • Misplaces items in inappropriate places, for example putting her keys in the microwave. • Having difficulty completing familiar tasks like cooking a meal or paying a bill. • Having trouble remembering common words when speaking, or mixing up words. For more information, the Alzheimer’s Association provides a list of 10 warning signs that you can access at 10signs.org, or call 800-272-3900 and request a free copy of their booklet "Basics of Alzheimer’s Disease: What it is and what you can do." Another good screening tool is the selfadministered cognitive screening (SAGE) test that was developed at The Ohio State University Medical Center. This test helps identify mild cognitive impairment and early dementia, and can be taken at home in about 10 to 15 minutes. You can download the SAGE test along with scoring instructions at sagetest.osu.edu. Get Help After going through the warning signs and/or testing of your mom, if you’re still concerned, get her in to see her doctor for a thorough medical examination. Her doctor may then refer her to a geriatrician or neurologist who specializes in diagnosing and treating memory loss or Alzheimer’s disease. Keep in mind that even if your mom is experiencing some memory problems, it doesn’t necessarily mean she has early stage Alzheimer’s. Many memory problems are brought on by other factors like stress, depression, thyroid disease, side effects of medications, sleep disorders, vitamin deficiencies and other medical conditions. And by treating these conditions she can reduce or eliminate the problem. Free Memory Screening Another option you should know about is National Memory Screening Day on Nov. 13, where your mom can get her memory tested for free. Sponsored by the Alzheimer’s Foundation of America (AFA), this free service provides a confidential, face-to-face memory screening that takes about 10 minutes to complete and consists of questions and/or tasks to evaluate her memory status. The screening is given by doctors, nurse practitioners, psychologists, social workers or other healthcare professionals in more than 2,500 sites across the country. It’s also important to know that this screening is not a diagnosis. Instead, its goal is to detect problems and refer individuals with these problems for further evaluation.
