Terms of reference for the reviews of medical<br />

and non-medical regulation<br />

Review of medical regulation<br />

To provide a report to ministers setting out my advice on further measures that are necessary to:<br />

• strengthen procedures for assuring the safety of patients in situations where a doctor’s<br />

performance or conduct pose a risk to patient safety or the effective functioning of services;<br />

• ensure the operation of an effective system of revalidation;<br />

• modify the role, structure and functions of the General Medical Council.<br />

Review of non-medical regulation<br />

To consider and advise the Secretary of State about the measures needed to:<br />

• strengthen procedures for ensuring that the performance or conduct of non-medical health<br />

professionals and other health service staff does not pose a threat to patient safety or the<br />

effective functioning of services, particularly focusing on the effective and fair operation of<br />

fitness to practise procedures;<br />

• ensure the operation of effective systems of continuing professional development and appraisal<br />

for non-medical health care staff and make progress towards revalidation where appropriate;<br />

• ensure the effective regulation of healthcare staff working in new roles within the healthcare<br />

sector and of other staff in regular contact with patients;<br />

and in the light of these to consider and recommend any changes needed to the role, structure,<br />

functions and a number of regulators of non-medical healthcare professional staff.
