1.0 HIGHLIGHTS<br />

<strong>AEI</strong> and Balanced Mobility:<br />

Beyond ASEMME4<br />

1On 13 th – 14 th May <strong>2013</strong>, the then<br />

Ministry of Higher Education<br />

convened the 4 th ASEM Ministers<br />

of Education Conference,<br />

popularly referred to as ASEMME4, in<br />

Kuala Lumpur. The Conference was<br />

preceded by the 2 nd Senior Officials<br />

Meeting hosted by Malaysia held on 12 th<br />

May <strong>2013</strong>. The Conference which was<br />

attended by 140 participants from 17<br />

Asian and 20 EU member countries of<br />

ASEM was a success notwithstanding<br />

the fact that the Malaysian Government<br />

had not appointed the Cabinet Ministers<br />

as the 13 th general election was only held<br />

on 5 th May <strong>2013</strong>.<br />

2The ASEMME4 was an<br />

encouraging development for<br />

<strong>AEI</strong> (and much more to other<br />

stakeholders in Malaysia) for two<br />

main reasons. Firstly, it had portrayed its<br />

developments in the exhibition held in<br />

conjunction with the Conference, as a<br />

postgraduate centre devoted to Social<br />

Science to promote further cooperation<br />

between Asia and Europe and secondly,<br />

it’s proposal in respect of the agenda<br />

on promoting Balanced Mobility was<br />

accepted by the Conference.<br />

3The Chairman Conclusions<br />

issued at the end of ASEMME4<br />

stated interalia “The Ministers<br />

welcomed the willingness of<br />

Malaysia and its Asia-Europe Institute<br />

(<strong>AEI</strong>) to develop – in cooperation with<br />

other interested ASEM members – a<br />

strategy on better balancing mobility for<br />

ASEMME5 in Latvia. The strategy will<br />

include proposals for concrete activities<br />

to overcome the imbalance in mobility<br />

between Asia and Europe”.<br />
