32 ROAD MAINTENANCE OCTOBER 2015 Repairing local roads www.highwaysmagazine.co.uk Chris Hudson, director of asphalt for Aggregate Industries, outlines how the company is working closely with local councils to supply a newly engineered surface course that is able to stand the test of busy city roads, with little maintenance Roads continue to remain the most heavily used route of transport for people and businesses in England and are a crucial part of the nation’s transport network. With the road network becoming increasingly congested, the pressure continues to mount for local councils to develop an effective, long-term road maintenance strategy. In December 2014, Transport Secretary Patrick McLoughlin announced a £6 billion fund to help tackle potholes and improve local roads between 2015 and 2021. Fundamental to this investment was the desire for local councils to move away from short term fixes in order to create a durable transport network fit for the 21st century. Locally-managed roads make up 98 per cent of the road network, with almost every journey starting or ending on a local road. Valued in excess of £400 billion, these roads remain the responsibility of local councils. Keeping this network functioning is vital to the operation of the country, and also has a daily impact on the lives of millions of people. A unique road repair In early 2015, Aggregate Industries helped complete a unique repair and resurfacing operation on damaged and worn roads in the East Midlands area. As part of its rolling scheme of civil engineering improvements, Derbyshire County Council identified a number of high traffic hotspots where the road surface had failed. These failures included plucking, fretting and pot holing and had occurred much earlier than would be expected in the lifespan of a durable road service. Most of the areas identified were high traffic roundabouts and junctions used by an increased number of large heavy goods vehicles, which means greater stress had been applied to the road than might otherwise be expected. Keen to ensure the safety of its road users, and to secure a cost efficient solution for the ongoing performance of the road surface, Derbyshire County Council set about facilitating a competitive tender process to find a product solution that would withstand the high traffic volumes and stresses identified at these particular sites. Aggregate Industries was selected as the manufacturer of choice for the supply of a high-quality and durable road surfacing asphalt, suitable for high stress areas. The product selected was SuperCurve – a high performance 10mm polymer modified asphalt designed and engineered to provide an enhanced surface course for areas such as the ones identified in Derbyshire. Created to meet the needs of the local authority’s road renewal programme, as well as providing a hard-wearing solution for new networks, SuperCurve also incorporates a high grade PBM bitumen.
