Developer: One who transforms<br />

raw land to improved property<br />

by use of labor, capital, and<br />

entrepreneur efforts.<br />

to a parcel of land. Such improvements<br />

may include drainage,<br />

utilities, subdividing,<br />

access, buildings, and any<br />

combination of these elements.<br />
