which had been submerged since the<br />
construction of the Aswan Dam; or<br />
when the MOD banned the use of any<br />
whale products from being used in<br />
Defence equipment.<br />
By 1983, two thirds of the Defence<br />
estate had been surveyed and<br />
catalogued for its wildlife and<br />
archaeology, involving over<br />
4,000 volunteer members of<br />
179 conservation groups. Site<br />
environmental dossiers were<br />
developed to improve understanding<br />
of the environmental value of the<br />
estate and support management.<br />
By 1993, 37 Sites of Special Scientific<br />
Interest had been designated across<br />
the Defence estate, (there are currently<br />
173), and Sanctuary editions regularly<br />
described the identification of<br />
archaeological features not recorded<br />
anywhere else, or highlighted species<br />
that were thought to have been lost.<br />

During the 1990s, increasing legislation<br />
and policy commitments meant that<br />
the MOD could not rely solely on<br />
the voluntary efforts of conservation<br />
groups, and needed to improve<br />
how it embedded environmental<br />
management within the department.<br />
This led to the employment of full<br />
time specialists to ex tend the work<br />
of the conser vation groups, and<br />
in 2000 a team of environmental<br />
specialists were formed to support<br />
recommendations from the Strategic<br />
Defence Review. So a permanent<br />
internal MOD specialist team became<br />
available to advise and suppor t MOD<br />
plans, projects and activities, and the<br />
conser vation groups; the content<br />
of Sanctuar y increasingly addressed<br />
wider sustainability issues.<br />
