INTRODUCTION<br />

The purpose of this report is to present the vacant industrial and development lands and vacant<br />

industrial and commercial buildings available for sale or lease in the City of Welland. Maps and aerial<br />

shots outlining the areas are included along with property descriptions.<br />

Welland is one of Canada’s cultural mosaic cities and has a population just over 50,000. Welland is<br />

also a bilingual community, in which 5,215 people speak French and 39,260 speak English (Statistics<br />

Canada, 2011 Census).<br />

Welland lies immediately south of the renowned “Niagara Fruit Belt” and is also located in Ontario’s<br />

“Golden Horseshoe" which is centered by Metropolitan Toronto. With its excellent air, rail, highway<br />

and water transportation links, Welland is easily accessible to all parts of Canada, the United States,<br />

and the rest of the world.<br />

In Welland, labour is abundant and affordable, making the City a viable option for those seeking lower<br />

production costs and lower costs of living for employees. Also, family businesses and sole<br />

proprietorships, which have thrived in the community for decades, can be found throughout the City.<br />

Success has come to the firms through persistence, confidence, creativity, smart business thinking,<br />

and the friendly business environment supported by Welland City Council.<br />

Welland prides itself on its skilled blue collar industrialists, strategic white collar business people,<br />

professional service providers, entrepreneurial retail merchants, and state-of-the-art technologists.<br />

LOCATION AND TRANSPORTATION<br />

The location of Welland is enviable in terms of development. Welland is within 800 km (500 miles) of<br />

one half the populations of the United States and Canada as well as 60 percent of the North American<br />

industrial market. This market area comprises three quarters of the purchasing power of Canada and<br />

the United States. As well, seven of the top ten U.S. industrial states are within one day’s trucking of<br />

Welland. In fact, Welland is closer to the bulk of the U.S. market than Florida, Texas and California!<br />

Welland is served by a primary provincial highway, the King’s Highway 406, a freeway that is linked to<br />

the Queen Elizabeth Way (QEW) freeway. The QEW links Toronto to the Peace Bridge, which serves as<br />

a border between the United States and Canada. Welland is also served by two lesser volume<br />

highways, the Kings Highways 58 and 140, and several regional arterial highways that link the City with<br />

other regional centres.<br />

Welland has rail linkage to major Canadian and U.S. centres. The Port Colborne Harbour Railway (a<br />

division of the Trillium Railway Co. Ltd.) services the west side of the Welland Canal from Port<br />

Colborne to St. Catharines, Ontario. The Port Colborne Harbour Railway is a shortline committed to<br />

and focused on customer service. It is a full service company, which provides five (5) day per week<br />

service (Monday-Friday) to all rail clients and facilities on the line. In the City of Welland, the Port<br />

Colborne Harbour Railway services such companies as:<br />

- Vesuvius Canada Refractories<br />

- Atlantic Biodiesel<br />

-ASW Steel<br />

The Port Colborne Harbour Railway receives and delivers Canadian National Railways, Canadian Pacific<br />

Railways and Norfolk Southern routed traffic to and from Canadian National Railways at its Feeder<br />

yard location. This interchange is performed daily Sunday - Friday.<br />

Furthermore, Trillium Railway recently established a Team Track facility in Welland as well as<br />

completed continuation of a certified railway site at the Feeder yard location.<br />

Eastern Canadian operations and marketing are of CP Rail (the St. Lawrence and Hudson Railway Co.);<br />

they interchange all traffic to CNR or PCHR delivery directly to clients in Welland, Ontario who are<br />

located on the east side of the Welland Canal.<br />

The Niagara Central Airport offers service to both business and leisure travelers. The airport also<br />

accommodates both freight and private jet passenger crafts on a regular basis. Welland is also in close<br />

proximity to the International Airports in Buffalo 48 km (30 miles), Hamilton 80 km (50 miles), and<br />

Toronto 137 km (85 miles).<br />

Centrally located in the Niagara Peninsula at the southern tip of Ontario, abutting the State of New<br />

York, the City of Welland is situated alongside the famous Welland Ship Canal. The Welland Canal is a<br />

modern transportation waterway that joins the Great Lakes of Erie and Ontario and it is part of the St.<br />

Lawrence Seaway system.<br />

The City’s location on the Welland Ship Canal, which contains a loading dock in the City, offers a<br />

facility for the warehousing of goods to be loaded and unloaded from ships utilizing the St. Lawrence<br />

Seaway. Additionally, Welland is linked to ocean ports in Japan, Korea, Europe and North and South<br />

America by the St. Lawrence Seaway.<br />

The location of the City of Welland between the Great Lakes of Erie and Ontario allows for Welland to<br />

be in one of Canada’s mildest regions. The annual climate for the City of Welland is moderated by the<br />

Great Lakes; mild without extremes in temperature or precipitation throughout the year. The average<br />

annual rainfall is 33.1 inches (838 mm) and the average annual snowfall is approximately 60.3 inches<br />

(152 cm).<br />

<strong>VACANT</strong> INDUSTRIAL LANDS<br />

There is vacant land available in both, the Northern and Southern parts of the City and also on the East<br />

and West sides of the Welland Canal.<br />

Each of the industrial properties for sale are located on or in close proximity to arterial and/or freeway<br />

type highways. The arterial highways provide access to centres within the Niagara Region, such as the<br />

City of Niagara Falls, St.Catharines, Port Colborne and the Town of Fort Erie. The freeway highways<br />

provide access to major centres in both Canada and the United States, such as Toronto, Ontario and<br />

Buffalo, New York.<br />

Also, the properties are accessible to the Niagara Central Airport, the St. Lawrence Seaway and to rail<br />

sidings from main rail lines with regular service.<br />

There are no industrial development charges in the City of Welland and the Niagara Region has a new<br />

two year Regional Industrial Development Charge Grant Program effective January 18, 2013.<br />

Welland's Brownfield Community Improvement Plan (CIP) provides a framework of financial incentive<br />

programs, strategies and actions to encourage and promote remediation and redevelopment of<br />

Brownfield properties within the defined project area.<br />

On March 18, 2014, Welland City Council approved the City of Welland Niagara Economic Gateway<br />

Zone and Centre Community Improvement Plan (Gateway CIP). The Gateway CIP provides financial<br />

incentives to property owners who revitalize, strengthen and diversify the economy in Welland by<br />

promoting private sector investment, development, redevelopment and construction activity on<br />

employment lands in the Gateway Community Improvement Plan Project Area. The Project Area in the<br />

City of Welland includes all employment within the Urban Area and includes Strategic Locations for<br />

investment as illustrated in the Gateway CIP document.<br />

SITE 1<br />

NIAGARA CENTRE DEVELOPMENTS<br />

WOODLAWN ROAD AND HIGHWAY 406<br />

WELLAND, ONTARIO<br />

This site has approximately 53 acres available. This site is the home of Wal-Mart, Canadian Tire Store,<br />

Mark’s and Rona. The King’s Highway 406 and Woodlawn Road are both very busy thoroughfares in<br />

Welland. The King’s Highway 406 provides road transportation to and from Welland. It links Welland<br />

to major centres such as Toronto, Hamilton and Niagara Falls. Woodlawn Road provides a route of<br />

access to Niagara Street, the major retail section in Welland.<br />

State-of-the-art fibre optic communications and municipal services are available.<br />

The best use for this land includes light industrial, commercial, business, park, and public and private<br />

open space.<br />

SITE 2<br />

SHAW STREET<br />

WELLAND, ONTARIO<br />

At approximately 14 acres in size, this land is owned by the Corporation of the City of Welland and it is<br />

in close proximity to Southwell Industrial Park and the Welland International Flatwater Centre.<br />

This property is bordered to the north by Shaw Street and to the south by Humberstone Road. It is<br />

also in close proximity to the Old Welland Canal, the King’s Highway 58, and Townline Road. The King’s<br />

Highway 58 allows for excellent road access to centres in the Niagara Region and Townline Road<br />

provides access directly to the QEW. This site is adjacent to the future Niagara/GTA Trade Corridor.<br />

All of these factors make this site very advantageous in terms of transportation and a surrounding<br />

HARRY W. DIFFIN INDUSTRIAL PARK<br />

HIGHWAY 140 AND BUCHNER ROAD<br />

WELLAND, ONTARIO<br />

This 75 acre site is owned by the Corporation of the City of Welland. It is served with city water,<br />

sewer, hydro and natural gas and is zoned light industrial.<br />

As well, location of this site is advantageous due to its close proximity to the future Niagara/GTA Trade<br />

Corridor. Also, being located on the Highway 140, this site has quick access to neighbouring regional<br />

centres, via the King’s Highway 406 and the Queen Elizabeth Way. It is also a short drive to downtown<br />

Welland, via East Main Street. This location is within one half hour from the Peace Bridge to the U.S.A.<br />

SITE 4<br />

ENTERPRISE INDUSTRIAL SUBDIVISION<br />

HIGHWAY #140 AND RIDGE ROAD<br />

WELLAND, ONTARIO<br />

Transportation aspects for the 18.7 available acres of this 40 acre site are excellent. It is located on the<br />

corner of the King’s Highway 140 and Ridge Road. The King’s Highway 140, an arterial freeway,<br />

provides access to regional centres including the City of Port Colborne. It is traversed on the east side<br />

by the Canadian National Railway and property owned by the St. Lawrence Seaway Authority.<br />

Additionally, this site is in close proximity to the future Niagara/GTA Trade Corridor. This location also<br />

allows for easy access to the King’s Highway 406 and QEW, and is only one half hour from the Peace<br />

In the north end of the City of Welland there are seven developable areas, which are either zoned or<br />

designated for commercial purposes. These properties are located on Niagara Street, Woodlawn Road<br />

and Prince Charles Drive.<br />

Niagara Street is one of the prime commercial locations in the City. Zehrs Food Plus, Staples Business<br />

Depot, many fast food outlets, restaurants, plazas and the Seaway Mall, with over 125 stores, are all<br />

located on Niagara Street.<br />

Niagara Street and Woodlawn Road provide quick access to regional centres, including the City of<br />

St.Catharines. Additionally, these streets provide a quick route to the Highway 406 and the Queen<br />

Elizabeth Way freeway.<br />

Zoning for the two vacant commercial lands on Niagara Street is Highway Commercial - C4 and<br />

permitted uses include: retail store, department store, hotel, athletic/fitness club, and light<br />

equipment/machinery rental establishment.<br />

Approximately 31 acres of the 60 acres of vacant land on Woodlawn Road is zoned commercial. This is<br />

also the site of Wal-Mart, Mark’s, Canadian Tire and Rona.<br />

O-Rama Lanes. The property is located on the north east corner of the intersection of Niagara Street<br />

and Quaker Road.<br />

This site is in close proximity to the Welland Sports Complex, the Seaway Mall and other major<br />
