Heritage <strong>Welland</strong> Committee<br />

MINUTES<br />

Wednesday October 7, 2015<br />

<strong>Welland</strong> Historical Museum<br />

1. Call to Order:<br />

Meeting was called to order at 5:00 pm with the following members present: Giorgio Giovinazzo<br />

Chair, Bridget Krajnak, Nora Reid, Tony Dockrill, Rose Dzugan and Debbie Kallender<br />

(recording secretary), Connie McCutcheon new member pending council approval.<br />

Regrets: John Mastroianni, Adam Moote, Diane Zakraysek<br />

2. Connie McCutcheon was welcomed to the committee by Giorgio.<br />

3. Approval <strong>of</strong> <strong>Minutes</strong>:<br />

The minutes <strong>of</strong> September 2, 2015 were approved on a motion by Rose Dzugan, seconded by<br />

Bridget Krajnak. CARRIED<br />

4. Business arising from the <strong>Minutes</strong>:<br />

a) Central Fire Hall – No Report. ACTIONS: Adam Moote and Nora Reid to look at the<br />

Canada 150 Committee and see where they are in their planning stages.<br />

b) War <strong>of</strong> 1812 & Cooks Mills –Giorgio Giovinazzo met with Peter Boyce at the Peace Park<br />

and discussed the “Fifty Faces <strong>of</strong> War” sign and powder coating the stand.<br />

c) Summerlea and Montgomery Neighbourhood – The ceremony for the sign unveiling went<br />

well even though it was raining. Malcolm Allen, MPP and Mayor Campion both attended<br />

and brought greetings. Adam did a great job as M. C. for the event. There were two veterans<br />

who attended that still live in the Neighbourhood.<br />

d) Historical Designation <strong>of</strong> Mural “Canal Construction” – No report<br />

e) Sacred Heart Church Monument – Giorgio received a letter from Ralph Belvedere stating<br />

that any permissions needed for the Monument Project will be obtained. The secretary will<br />

pass on the outstanding invoice to the treasurer for payment.<br />

f) Colbeck Cemetery - No further information yet from <strong>City</strong> Hall.<br />

g) Rex Hotel – No report. ACTION: Debbie to prepare a report.<br />

h) Strategic Plan<br />

• ACTION: Nora to find a list <strong>of</strong> the oldest business in the city as<br />

produced in the Tribune several years ago.<br />

• Website – In building a website the content and the committee’s goals and<br />

objectives are important to be made very clear. ACTION: Connie, Rose,<br />

and Toni to form a work group to gather information to build a website.<br />

• Email address – a new email address will come from the website.<br />

• Need to create a brochure explaining what having a property designated under<br />

the Ontario Heritage Act means to an owner.<br />

• Plan a get-together for owners <strong>of</strong> designated properties. ACTION: George,<br />

Nora, Rose, maybe Adam meet to plan a presentation on what Heritage<br />

Designation entails.


• Staff at <strong>City</strong> Hall needs to be educated about the Heritage Committee.<br />

Anyone answering the phone should be aware to pass any inquires to the<br />

Chair, or the secretary.<br />

• What information held by the committee is private and what is public.<br />

• How does the committee deal with conflicts <strong>of</strong> interest?<br />

• ACTION: Debbie to contact Tracey to obtain policies that pertain to<br />

Committees <strong>of</strong> <strong>City</strong> Council.<br />

• Arts and Culture Committee – It was decided that Heritage <strong>Welland</strong><br />

Committee does not need to have a representative on the Arts & Culture<br />

Committee. Any information can be shared through our minutes. ACTION:<br />

Debbie to approach Arts & Culture secretary to obtain their minutes and<br />

send our minutes to them.<br />

• Letter to <strong>City</strong> Council re: Name Change – ACTION: Debbie to draft a letter<br />

to <strong>City</strong> Council asking to change the committee’s name to <strong>City</strong> <strong>of</strong><br />

<strong>Welland</strong> Heritage Advisory Committee.<br />

i) Heritage Houses on Niagara Green Belt - ACTION: Debbie to contact the Greenbelt<br />

website to inquire how to list the Heritage Properties <strong>of</strong> <strong>Welland</strong>.<br />

j) Heritage House Tours – Rose and Giorgio took pictures <strong>of</strong> the designated properties and<br />

some interesting older properties. Discussed ensued about what kind <strong>of</strong> help the Heritage<br />

Committee can provide to the home owners. ACTION: Giorgio to contact the Building<br />

Department to discuss Heritage Properties and what action needs to be taken if a<br />

permit for a property is requested.<br />

5. Treasurer’s report: There was no treasurer’ report. The budget was prepared and submitted to <strong>City</strong><br />

Council on September 25, 2015.<br />

6. Correspondence: None<br />

7. New Business: Several items <strong>of</strong> new business were placed under Strategic Plan.<br />

a) Location <strong>of</strong> Meetings: There was discussion about moving the meetings to a room at <strong>City</strong> Hall.<br />

It was felt that this move would legitimize our committee as a committee <strong>of</strong> <strong>City</strong> Council. This<br />

discussion was tabled to our next meeting.<br />

b) HST Rebate – ACTION: Nora and Toni to check the Federal Grant for War <strong>of</strong> 1812 to see<br />

if HST was included.<br />

8. Adjournment:<br />

The meeting adjourned at 6:30pm on a motion by Rose Dzugan. The next regular meeting will<br />

take place on November 4, 2015 at 5:00pm at the <strong>Welland</strong> Historical Museum.
