CRCC’s Health and Wellbeing Service is an independent service,<br />

commissioned by NHS Kernow to be the voice of people and their carers in<br />

Cornwall and the Isles of Scilly with emotional and mental health issues.<br />

We help people to have a say about their care, treatment and quality of life when<br />

receiving public-funded health and social care services. We listen to people’s<br />

experiences of these services and use this to influence improvements in service<br />

provision. Much of our work utilises the skills and experiences of our volunteers<br />

Here at CRCC, the Health and<br />

Wellbeing Team we are continually<br />

striving to improve our <strong>Speaking</strong> <strong>Up</strong><br />

Magazine, which we produce twice<br />

yearly.<br />

magazine and we continually try to<br />

adjust and improve it, listening to<br />

feedback from you, our readers, and<br />

changing things according to the<br />

feedback we receive.<br />

volunteers and mental health<br />

service user and carer engagement work<br />

Once again it has been a very busy year and our volunteers have managed<br />

to contribute a massive 495 ½ hours of volunteering in the last 6 months! We<br />

are extremely fortunate to have so many dedicated volunteers who are willing<br />

to share their thoughts and experiences openly so that mental health care is<br />

continually reviewed and improved.<br />

Volunteers contribute their expertise<br />

on tasks such as external job interview<br />

and mental health strategy group<br />

panels, inpatient visits, grant panel<br />

meetings, training and conference<br />

events. As ever, a huge, huge thank<br />

you to all our volunteers.<br />

I thought this would be a good<br />

opportunity to look at what we have<br />

achieved over this year and let you<br />

know of some exciting plans for 2016!<br />

We have continued to develop our<br />

mental health awareness training and<br />

volunteers are helping to develop a<br />

training film for GPs as part of the Zero<br />

Suicide Collaborative. We are really<br />

keen to support meaningful mental<br />

health training that is delivered by<br />

service users and carers and hoping<br />

to develop this further.<br />

We are also very fortunate to have<br />

been issued a new contract by NHS<br />

Kernow for ‘Service User and Carer<br />

Involvement and Participation’ and<br />

are taking the opportunity to review<br />

the volunteer service to ensure that<br />

we are delivering the very best for<br />

our volunteers, commissioners, our<br />

partner agencies, ourselves and the<br />

mental health service user and carers<br />

within the county. (see page 6 for more<br />

info and details of how to get involved).<br />

Volunteers have taken part in<br />

training events, including one lead<br />

by Cornwall Partnership Foundation<br />

Trust (CFT). The training looked at<br />

CFT recruitment policies with the aim<br />

of upskilling our volunteers to take<br />

part in more recruitment opportunities.<br />

Ten volunteers attended the certified<br />

training and we are now hoping to take<br />

part in more areas of the recruitment<br />

process.<br />

We were also delighted to organise<br />

some Time to Change training for our<br />

volunteers back in September. It was<br />

run by an initiative between National<br />

Mind and Rethink organisations,<br />

the Time to Change campaign<br />

challenges mental health stigma<br />

and discrimination. The training was<br />

well attended and since September,<br />

eight of our volunteers have gone on<br />

to register with Time to Change as<br />

individual Mental Health Champions.<br />

As ever we are always looking to recruit<br />

more volunteers to help us to shape the<br />

planning and delivery of mental health<br />

services within the county. The aim<br />

of our Mental Health Representatives<br />

is to listen to the concerns of other<br />

people with emotional and mental<br />

health issues and their carers, and to<br />

provide a perspective on their behalf<br />

on all aspects of service provision.<br />

Our volunteer roles cover a range of<br />

time commitments and we carry out full<br />

induction, training and supervision. We<br />

are also able to reimburse transport<br />

Health and Wellbeing Service Review<br />

We are carrying out a review of all our volunteer work at the Health and Wellbeing<br />

Service and we would love your feedback to help us improve our services.<br />

The Health and Wellbeing Service at<br />

CRCC is an independent organisation<br />

working to support, promote and<br />

protect the rights of people with<br />

emotional and mental health issues.<br />

We support people to have a say about<br />

their care, treatment and quality of life<br />

when receiving mental health services<br />

and aim to be the voice of mental<br />

health service users and their carers<br />

across Cornwall and the Isles of Scilly.<br />

We do this largely through our<br />

volunteers, many (although not<br />

exclusively) of whom have direct or<br />

caring experience of mental health<br />

services. Our volunteers then feedback<br />

concerns through us so that we may<br />

highlight issues to partner agencies,<br />

other mental health service users,<br />

mental health service commissioners<br />

and the general public. We also<br />

collect feedback on mental health<br />

services from members of the public<br />

who contact us via outreach events,<br />

telephone, email and social media.<br />

We are developing a questionnaire<br />

and online survey for feedback and<br />

have held focus groups and reviews<br />

with our current volunteers but we<br />

would really appreciate any additional<br />

feedback that you might have.<br />

Put simply, our aim is to involve the<br />

people who use mental health services<br />

to improve mental health services.<br />

Hensa: The Peer Support Service<br />

The NHS are looking at ways of altering<br />

how services are commissioned. This<br />

has led to looking for a better way to<br />

commission services on an individual<br />

basis and has resulted in Integrated<br />

Personal Commissioning (IPC) being<br />

piloted.<br />

Cornwall is part of this pilot and at<br />

present CRCC Health and Wellbeing<br />

Service are involved in setting up a<br />

Peer Support Service.<br />

We have named our Peer Support<br />

Service ‘Hensa’ as this is the Cornish<br />

word for Peer. It is hoped that Peer<br />

Support will be adopted as an integral<br />

part of IPC, which truly enables service<br />

users to be in control of their own<br />

health outcomes.<br />

It is very small at the moment with<br />

only a handful of people identified to<br />

be offered an IPC based support plan.<br />

This will enable an individual to identify<br />

what is important to them and then<br />

support them to identify resources<br />

to help them achieve what they want<br />

rather than what others think they<br />

need.<br />

Once the pilot has been completed<br />

and the outcomes assessed then it<br />

will be decided whether this is the way<br />

forward that the NHS will be taking.<br />

If it is then adopted, this approach<br />

towards commissioning services will<br />

eventually be available to all people<br />

accessing health services.<br />

Health and Wellbeing Grants<br />

The Health and Wellbeing Service manage a number of grants on behalf of<br />

NHS Kernow and Cornwall Council.<br />

Grants Available<br />

Mental Health Self-Help<br />

Group Grant<br />

Over the last six months we have<br />

received applications from both<br />

existing and new groups, these groups<br />

enable members with mental health<br />

and/or emotional needs to receive<br />

vital support and build valuable<br />

relationships. The group’s activities<br />

range from arts, walking, crafts and a<br />

bowling club, these groups are a great<br />

way for members to create a support<br />

network and in many circumstances<br />

gives the attendees much needed time<br />

out and a sense of belonging.<br />

Groups can apply for up to £100 to pay<br />

for activities and running costs. The<br />

group must be based in Cornwall have<br />

at least four members, and directly<br />

benefit those with mental health and/<br />

or emotional needs.<br />

If you have an idea for a support group<br />

or currently run or are involved with<br />

one and you fulfil the criteria, please<br />

feel free to call us for an informal chat<br />

or to request an application form.<br />

15th January 2016<br />

Carers Time Out Grant<br />

The Carer’s Time Out Grant offers a<br />

grant for groups of informal, unpaid<br />

carers. It can be used to fund a break<br />

for carers for example, a spa day or a<br />

meal out for the group. The grant can<br />

also be used for a carer and their cared<br />

for to go on a short break in Cornwall.<br />

Groups must have a minimum of two<br />

peoples and the activity must take<br />

place in Cornwall.<br />

For a group of ten or more carers you<br />

can apply for a maximum of £750. For<br />

individual applications you can apply<br />

for £70 per person.<br />

Next application deadline:<br />

15th January 2016<br />

Individual Carers Grant<br />

Unpaid carers can apply for a grant<br />

of between £50- £160, the carer can<br />

then use this to take a break from<br />

their caring role. This grant is often<br />

used for a variety of things including<br />

for spa days, meals out and arts and<br />

craft equipment. The amount awarded<br />

varies depending on the level of the<br />

caring role provided<br />

There is no application deadline,<br />

applications are processed on<br />

an ongoing basis and expected<br />

turnaround is 3-4 weeks.<br />

Memory Café/Dementia Support<br />

Group Grant<br />

This grant enables Memory Cafés or<br />

Dementia Support Groups in Cornwall<br />

to apply for up to £600 to help pay<br />

for running costs, training events or<br />

activities that help promote the health<br />

and wellbeing of people with dementia.<br />

New groups can also apply for an<br />

additional £500 start-up fund.<br />

19 February 2016<br />

Carers Wellbeing Grant<br />

(Organisations)<br />

Any organisation or community group<br />

that has members or clients who are<br />

unpaid carers can apply for up to<br />

£3000 per application, to pay for an<br />

activity that gives carers a break from<br />

their caring role.<br />

Organisations or community groups<br />

might be, for example, sports clubs,<br />

support or advice organisations or<br />

CICs. The activity must benefit at least<br />

12 carers and take place in Cornwall.<br />

Next application deadline:<br />

15 January 2016<br />

Dementia Provision Grant<br />

(Organisations)<br />

Any organisation that can provide a<br />

service, activity or training event to<br />

at least 10 memory cafés/dementia<br />

support groups can apply for a grant<br />

of up to £3000 to pay for this provision.<br />

The service or activity must help boost<br />

the health and wellbeing of groups of<br />

people with dementia in Cornwall and<br />

organisations must not already be<br />

commissioned to provide this service.<br />

Individual Empowerment Grant<br />

NEWS<br />

The Individual Empowerment Grant<br />

ran until 30th June 2015 prior to being<br />

decomissioned by NHS Kernow. As<br />

expected, we had many applications<br />

but had to turn down quite a few as the<br />

money was all spent. We had seven<br />

applications from people needing to<br />

fund Sea Sanctuary sail days; we<br />

had thirteen applications from people<br />

wanting to engage in physical activities,<br />

such as swimming, gym sessions and<br />

disabled riding lessons.<br />

Feedback we have received about the<br />

grant now ending shows that there is a<br />

great deal of unhappiness that it will no<br />

longer be available. In particular, there<br />

is concern about those who would<br />

not be eligible for a Personal Health<br />

Budget but the activities they take part<br />

in that are funded by the grant help<br />

them to stay well and so not need<br />

more acute services. We have fed this<br />

back to our commissioners.<br />

Health and Wellbeing Service - Get F+IT<br />

The Digital Champion Framework<br />

Being online and using technology<br />

makes our lives easier. We can save<br />

money, keep in touch with friends and<br />

family, find new opportunities, access<br />

information or research interests.<br />

Many of us already take our online<br />

skills for granted, but did you know that<br />

there are approximately 75,000 people<br />

in Cornwall who have never used the<br />

internet and who therefore miss out on<br />

all the benefits that being online offers.<br />

CRCC’s Get F+IT project funded by<br />

Comic Relief aims to help people make<br />

the most of the digital world we now<br />

live in. We run informal and friendly<br />

workshops in a range of community<br />

venues across Cornwall to help people<br />

become more confident with IT. We<br />

show people how to switch on, stay<br />

safe online, use a search engine, send<br />

emails, shop online, get the best utility<br />

deals and use Skype. Over a much<br />

deserved break, everyone also gets a<br />

chance to meet others over a cuppa!<br />

This work is ongoing and is now part<br />

of a wider Cornwall Rural Community<br />

Charity/ Cornwall Council strategy<br />

known as the Digital Champion<br />

Framework which aims to support<br />

locally led IT initiatives within<br />

communities across Cornwall. The<br />

focus is to support a network of Digital<br />

Champions – volunteers and staff who<br />

are already active in local communities<br />

or organisations who can either share<br />

their digital knowledge with others or<br />

just simply be a point of contact to<br />

encourage people to take their first<br />

steps online.<br />

What we offer…<br />

expect when creating/developing/building your<br />

digital inclusion programme. Practical advice<br />

and support on progressing your digital agenda<br />

advice and support in helping you create a<br />

network of digital champions. Access to a free<br />

Train the Trainer programme for people wishing<br />

resources eg newspapers, magazines, ebooks.<br />

Learn My Way. An opportunity to share ideas,<br />

resources and information going forward.<br />

Independent Inpatient Visiting Service (IVS)<br />

About the IVS Service<br />

The Independent Inpatient Visitors<br />

Scheme (IVS) acts as a confidential<br />

and independent listening ear and to<br />

support patients in having a collective<br />

say about their care, treatment and<br />

quality of life during their stay in<br />

hospital. It is not there to problem solve,<br />

but to give people time and support to<br />

help raise issues and signpost people<br />

to other helpful services.<br />

Visitors attend both Longreach and<br />

Bodmin Hospitals psychiatric inpatient<br />

units to meet with patients to hear about<br />

their experiences of ward life. We can<br />

support people to talk to ward staff with<br />

any queries or concerns, if they want<br />

to or we can raise collective issues at<br />

a higher level where they affect the<br />

inpatient service as a whole. Visitors<br />

are often volunteers, some of whom<br />

have experience of mental distress<br />

themselves or have been carers, but<br />

all are committed to ensuring that<br />

people in hospital have a voice.<br />

Inpatient Services are run by Cornwall<br />

Partnership NHS Foundation Trust<br />

(CFT) and in September 2015 the Care<br />

Quality Commission (CQC) carried out<br />

an inspection of all CFTs services.<br />

The CQC is the independent body that<br />

inspects and regulates care services<br />

in England. We have summarised<br />

their findings on the next page.<br />

CQC Report<br />

of Cornwall Partnership NHS Foundation Trust (CFT)<br />

In September the Care Quality Commission carried out an inspection of Cornwall<br />

Partnership Foundation Trusts Mental Health Services and the result was that<br />

overall they are considered to be ‘Good’.<br />

Below are the headlines of the report,<br />

but for those who are not aware of how<br />

CQC grades services we have also<br />

given a brief explanation so it makes<br />

some sense.<br />

CQC visit a service and carry out an<br />

inspection, this may happen over<br />

several days but during that time<br />

they will ask to see files including<br />

service users files and staff files and<br />

they will scrutinise the records kept<br />

by the service. They will also spend<br />

time talking to relevant parties such<br />

as service users, staff, management,<br />

commissioners and relatives of service<br />

users to get a better understanding of<br />

how the service runs on a day to day<br />

basis.<br />

Inspectors will look at five specific<br />

areas of whether a service is:<br />

1. Safe<br />

2. Effective<br />

3. Responsive<br />

4. Caring<br />

5. Well led<br />

These areas are then graded as either:<br />

• Outstanding - the service is<br />

performing exceptionally well<br />

• Good - the service is performing<br />

meeting expectations<br />

• Requires improvement - the service<br />

isn’t performing as well as it should<br />

and CQC have told the service how<br />

it must improve<br />

• Inadequate - the service is<br />

performing badly and CQC have<br />

taken enforcement action against<br />

the provider of the service<br />

The overall summary and rating<br />

for CFT was ‘Good’, however on<br />

specific services, ratings also included<br />

three services rated as requiring<br />

improvement (mental health crisis<br />

services and health based places<br />

of safety; acute wards of adults of<br />

working age and psychiatric intensive<br />

care units and specialist community<br />

mental health services for children<br />

and young people). One service<br />

rated as Outstanding (Long stay/<br />

rehabilitation mental health wards for<br />

working age adults).<br />

It works in partnership with Age UK<br />

Cornwall, Cornwall Rural Community<br />

Charity Health and Wellbeing Service,<br />

Disability Cornwall and Young People<br />

Cornwall and can also commission<br />

research around specific topics, such<br />

as social inclusion, when identified as<br />

necessary. It is supported by volunteers<br />

including a board of directors, steering<br />

group members, enter and view<br />

visitors and community champions.<br />

Who are Healthwatch Cornwall?<br />

Healthwatch Cornwall is the people’s<br />

champion of health and social care, in<br />

the County. Healthwatch Cornwall has<br />

been created in response to the Health<br />

and Social Care Act 2012. It is part of<br />

the 152 local Healthwatch collective<br />

that feeds into Healthwatch England,<br />

potentially influencing national policy,<br />

advice and guidance. Although<br />

funded by the Department of Health<br />

and commissioned through Cornwall<br />

Council it has complete independence<br />

in its work.<br />

Healthwatch Cornwall has been<br />

developed and set up by people in<br />

Cornwall for people in Cornwall. It has<br />

Community Interest Company status.<br />

It will work with those who plan and<br />

run health and social care services<br />

to reflect local issues, ask questions<br />

about the way services are provided<br />

and suggest ways for things to change<br />

for the better.<br />

An update on what we’ve been up to<br />

over the last few months:<br />

Since the summer months, Healthwatch<br />

Cornwall has been busy meeting<br />

and talking to people about their<br />

experiences of health and social care.<br />

We have attended numerous events<br />

such as the Big Beach Day, Fresher’s<br />

Fairs, library and hospital pop-ins, and<br />

the Communication Charter singing<br />

and signing celebration.<br />

As well as our outreach, we have<br />

been active in the media and via our<br />

social media too, which all helps to<br />

gather feedback about services in<br />

Cornwall, so that we can determine<br />

where improvements may be needed.<br />

Our work since August has focussed<br />

on black and minority ethnic people<br />

and their views on services, improving<br />

accessibility for people with hearing<br />

loss at Treliske Hospital, research<br />

into differing GP appointment booking<br />

systems, orthotic services, how people<br />

use their pharmacy, support for people<br />

discharged from hospital following<br />

attempted suicide or self-injury and<br />

gender identity services. You can find<br />

Although Healthwatch Cornwall often<br />

has to react to negative issues and try<br />

to bring about positive changes where<br />

needed, it also likes to celebrate good<br />

practice. This December, we will<br />

be running a 12 Days of Christmas<br />

campaign to celebrate the top 12<br />

service teams as determined from all<br />

of the feedback we have received in<br />

“ At the end of September Time to<br />

Change - the mental health anti stigma<br />

and discrimination organisation - held<br />

it’s first meeting in Truro.<br />

The day was well attended with 13<br />

people coming along from all over<br />

Cornwall.<br />

We spent time together looking at<br />

<strong>Speaking</strong> Out - telling our own personal<br />

stories in a way that empowered us,<br />

helped us get the point across and<br />

kept us safe.<br />

We enjoyed a day of sharing, learning<br />

and practising by each taking part in a<br />

two minute presentation.<br />

Personally, I found the day very moving<br />

and enjoyable and I would like to thank<br />

all those who took part for their warm<br />

welcome, openness and willingness to<br />

share.<br />

We discussed who we would like to<br />

have <strong>Speaking</strong> Out discussion with -<br />

some of us thought of employers, local<br />

services, relatives and friends or larger<br />

public audiences, but the message for<br />

all of us was the same - what you are<br />

saying does matter and fighting mental<br />

health discrimination is vital to enable<br />

people to seek help early for mental<br />

health issues, stay in work or apply<br />

for jobs, access physical healthcare,<br />

get on in education and feel accepted<br />

by their families and friends in their<br />

local community.<br />

The day finished with plans to launch<br />

a peer mentoring group in Cornwall<br />

for Time to Change Champions so<br />

local activities and events could be<br />

planned and skills and experience<br />

shared to make then happen. The<br />

group will eventually be led by a<br />

peer leader and members will decide<br />

on what they would like to do to get<br />

people talking about mental health<br />

locally.<br />

Several people who attended the<br />

training signed up as Time to Change<br />

Champions and anybody with lived<br />

experience of mental health issues<br />

can do the same via our website.<br />

Health & Wellbeing Service: Volunteer’s Section<br />

Hello and welcome to the first of what is hoped will become a regular feature<br />

in Health and Wellbeing’s <strong>Speaking</strong> <strong>Up</strong> Magazine. It is hoped that this will be a<br />

section for all, written by our health and wellbeing service volunteers.<br />

We want our volunteers to let others know anything they have been involved<br />

with or, anything interesting they might enjoy learning about. It could be a<br />

favourite recipe of yours, comments on a film or television programme or a<br />

piece of artwork you’ve created. You may like to share some feedback about<br />

services.<br />

What I’m Involved in...<br />

As a CRCC Health and Wellbeing<br />

Service Volunteer, I sit as a mental<br />

health representative on two external<br />

panels, ‘The Provider Forum’ and the<br />

‘Expert Reference Group’. This year<br />

there has been a lot of cancellations<br />

with these panel meetings and this<br />

is something that the Health and<br />

Wellbeing Service are looking into.<br />

However, two things that have been<br />

happening and what I have enjoyed,<br />

is the making of a training video to<br />

show why mental health service<br />

users and carers need to be involved<br />

in developing and designing mental<br />

health services and also a training<br />

session for young people at Banham<br />

House looking at mental health stigma<br />

and education. I also sit on two CRCC<br />

grant funding panels, which at times<br />

can be hard work, especially when we<br />

have a lot of requests to look at.<br />

I also volunteer with Healthwatch<br />

Cornwall where I input data into their<br />

database. Although I enjoy this work,<br />

nothing gives me greater pleasure<br />

than my duties as a volunteer on the<br />

Bodmin and Wenford Steam Railway.<br />

This I have been doing for about 15<br />

years and at present, I hold the rank<br />

of Senior Ticket Inspector. As I write<br />

the main season is over and boy<br />

what a busy season it has been. We<br />

are currently taking a break during<br />

November getting ourselves ready for<br />

the Santa Specials during December.<br />

Well that’s enough about me, next<br />

An Alternative Lemon Drizzle Cake ...<br />

Ingredients:<br />

100grams plain couscous<br />

2 eggs<br />

5tbs granular sweetener<br />

Juice & Zest of 2 Lemons<br />

1 Tub Quark (type of cream cheese)<br />

1 tsp baking powder<br />

Method:<br />

Place Couscous in a bowl. Pour boiling water<br />

(to cover) over the couscous, cover and leave<br />

to stand. Now beat the eggs and add the juice<br />

and zest of the lemons. Beat in the Quark and<br />

baking powder. Finally mix in the couscous.<br />

Place in a lined baking tin and cook at 180<br />

degrees / Gas mark 5 for approx. 45 minutes.<br />

Decorate by making a topping using icing<br />

sugar, lemon juice and yellow food colouring.<br />

Make new friends using Citizen<br />

Band (CB) Radio<br />

CB Radio has made a come-back after<br />

the 1970/80s boom. In November 2015<br />

it celebrates 34 years of becoming<br />

legal in the United Kingdom. One of<br />

our volunteers who suffers with PTSD,<br />

Agoraphobia, Dyslexia and Asperger<br />

Syndrome has found CB radio a great<br />

help in his feelings of loneliness and<br />

isolation.<br />

Truro is the only known stockist of<br />

CBs in Cornwall and sells everything<br />

you will need to get started. If you<br />

are mobile, in a car or home-based<br />

prices vary from about £95 to £150+ if<br />

you can afford the initial cost it would<br />

be great to have some fellow people<br />

who have mental health problems on<br />

the air? I forgot to say you no longer<br />

need a license to run a CB Radio. The<br />

Channel I talk on is UK FM Channel<br />

What is ... ?<br />

Anxiety<br />

Anxiety is a word we use to describe<br />

feelings of unease, worry and fear. It<br />

incorporates both the emotions and<br />

the physical sensations we might<br />

experience when we are worried or<br />

nervous about something. Although<br />

we usually find it unpleasant, anxiety is<br />

related to the ‘fight or flight’ response<br />

– our normal biological reaction to<br />

feeling threatened.<br />

We all know what it’s like to feel anxious<br />

from time to time. It’s common to feel<br />

tense, nervous and perhaps fearful<br />

at the thought of a stressful event or<br />

decision you’re facing – especially if it<br />

could have a big impact on your life.<br />

For example: sitting an exam; going<br />

into hospital; attending an interview;<br />

starting a new job; moving away from<br />

home; having a baby; being diagnosed<br />

with an illness; deciding to get married<br />

or divorced<br />

In situations like these it’s<br />

understandable to have worries about<br />

how you will perform, or what the<br />

outcome will be. For a short time you<br />

might even find it hard to sleep, eat<br />

or concentrate. Then usually, after a<br />

short while or when the situation has<br />

passed, the feelings of worry stop.<br />

What is the ‘fight or flight’ response?<br />

Like all other animals, human beings<br />

have evolved ways to help us protect<br />

ourselves from dangerous, lifethreatening<br />

situations. When you<br />

feel under threat your body releases<br />

hormones, such as adrenalin and<br />

cortisol, which help physically prepare<br />

you to either fight the danger or run<br />

away from it.<br />

This is commonly called the ‘fight<br />

or flight’ response – it’s something<br />

that happens automatically in our<br />

bodies, and we have no control over<br />

it. In modern society we don’t usually<br />

face situations where we need to<br />

physically fight or flee from danger,<br />

but our biological response to feeling<br />

threatened is still the same.<br />

When does anxiety become a mental<br />

health problem?<br />

Because anxiety is a normal human<br />

experience, it’s sometimes hard to<br />

know when it’s becoming a problem<br />

for you – but if your feelings of anxiety<br />

are very strong, or last for a long time,<br />

it can be overwhelming.<br />

World Suicide Prevention Day Event<br />

Below is a report from one of our Health and Wellbeing Volunteers who<br />

attended and spoke on the day.<br />

On 10 September 2015, the World Suicide Prevention Day event took place<br />

at New County Hall. It was hosted by the Cornwall and Isles of Scilly region of<br />

the South West Zero Suicide Collaborative, which has been working tirelessly<br />

to reduce the rate of suicide in this area.<br />

A number of people from both<br />

statutory and voluntary services<br />

gave a series of short presentations<br />

to inform the large event audience<br />

about particular aspects of the work<br />

taking place. This included progress<br />

to date on the poster campaign<br />

planned for men’s toilets in a number<br />

of public houses across Cornwall.<br />

This has been made possible by the<br />

cooperation of St Austell brewery and<br />

a representative from the company<br />

was present in order to talk about<br />

their reasons for getting involved in<br />

the campaign and where the pubs<br />

are based.<br />

Other presentations focused on the<br />

need for the media to change their<br />

reporting style in regard to stories<br />

about suicide and on approaches<br />

to raising the difficult subject with<br />

those at risk. User involvement was<br />

particularly high profile on the day. I<br />

spoke about the effects my brother’s<br />

suicide had on my family whilst<br />

another speaker focused on the<br />

need to engage with those with lived<br />

experience.<br />

A very useful part of the event<br />

were the market stalls which gave<br />

attendees an opportunity to gather<br />

information on those statutory and<br />

voluntary services working in suicide<br />

prevention and bereavement.<br />

This was a highly successful event<br />

which gained useful coverage in the<br />

media and which rolls on to achieve<br />

as many of its aims as possible.<br />

Suicide Liaison Service<br />

For those who are left behind<br />

This is a specialist service developed<br />

to support people who have been<br />

bereaved by suicide. The NHS in<br />

Cornwall has commissioned us to<br />

provide it across the county.<br />

We have trained professionals<br />

with expert knowledge, skills and<br />

experience in helping those who have<br />

been bereaved in this way. The type<br />

of support they provide includes:<br />

face-to-face contact with those who<br />

are left behind (family, loved ones or<br />

friends), information, practical support<br />

and guidance about the sorting out of<br />

personal affairs, as well as liaison with<br />

the Coroner's Office, the Police, media<br />

or faith groups where necessary.<br />

The service also runs eight week<br />

bereavement by suicide courses/<br />

groups across Cornwall.<br />

It is open to anyone who has been<br />

affected by suicide. If you or someone<br />

you know would like to access this free<br />

Arts for Health Cornwall and Isles<br />

of Scilly (AFHC) has announced its<br />

closure from the end of December for<br />

financial reasons. Trustees cited the<br />

‘increasingly challenging economic<br />

climate for small charities’ as the<br />

context within which this difficult<br />

decision was taken.<br />

AFHC has been at the forefront of<br />

developing arts and health practice<br />

in the county and nationwide, and<br />

over 10,000 people have benefitted<br />

from the projects and activities it has<br />

offered over its 14 years of operation.<br />

The charity hopes that the work it has<br />

stimulated will be taken forward by<br />

other organisations and individuals<br />

so that the benefits of arts on health<br />

and wellbeing can continue to be<br />

demonstrated. The charity’s website<br />

remain up and running for the next six<br />

months, so that people can continue<br />

to get information, advice and support<br />

Cultural Threads is a creative arts<br />

organisation that celebrates cultural<br />

adults in a creative way to offer support,<br />

provides accessibility to debt, welfare<br />

benefit and counselling support<br />

services to those who through personal<br />

circumstances are unable to manage<br />

their finances or whose financial<br />

circumstances have exacerbated or<br />

led to personal and health problems.<br />

CBS currently offers this service at<br />

Transformation CPR (Camborne),<br />

Lander GP practise (Truro) and<br />

Highway Community Centre (Penryn).<br />

We are currently discussing our<br />

services with St Petroc’s (Truro) and<br />

are always looking for other centres<br />

where we can offer our services.<br />

CBS addresses the lack of ‘joined<br />

up’ services in Cornwall for debtvulnerable<br />

beneficiaries who also<br />

suffer, either due to or exacerbated<br />

by financial problems, from mental<br />

capacity problems ranging from stress<br />

to prescription controlled bipolar<br />

requiring cross specialist services of<br />

counselling and debt advice.<br />

The lack of accessibility in Cornwall of<br />

counselling and debt related support<br />

This goes from the beneficiary being<br />

afraid of opening post to deal with<br />

bills, answer a telephone or door<br />

through to a student facing his first<br />

perceived unmanageable debt and<br />

an inability to organise meetings with<br />

support agencies.<br />

adversely affected by financial<br />

circumstances, enabling individuals<br />

to gain better control of their lives<br />

and engage more in their local<br />

The Willow Centre Sexual Assault<br />

Referral Centre (SARC) is a specialist,<br />

safe and discrete centre in Truro<br />

for people who have been raped or<br />

sexually assaulted.<br />

We acknowledge all forms of sexual<br />

violence including; rape, sexual<br />

assault, sexual harassment, domestic<br />

sexual violence, childhood or historic<br />

abuse, trafficking, sexual exploitation,<br />

female genital mutilation and ritual<br />

abuse. Sexual assaults can be<br />

reported to us regardless of when it<br />

happened or if the perpetrators are<br />

known or unknown to you.<br />

All SARC staff are trained in dealing<br />

with victims of sexual assaults. You<br />

can call during office hours between<br />

9am and 5pm Monday to Friday and<br />

a member of staff will be on hand<br />

to answer your questions. Out of<br />

hours you can call the police, who if<br />

appropriate will make contact with a<br />

member of SARC staff on your behalf<br />

or you can wait until office hours to self<br />

refer, without police involvement.<br />

The Willow Centre has a dedicated<br />

forensic examination suite with<br />

consultation rooms and shower<br />

facilities, as well as clean new clothes<br />

and toiletries, for clients undergoing a<br />

forensic medical examination following<br />

a recent sexual assault. The Centre<br />

also has a discreet entrance and exit<br />

as well as facilities for children and<br />

people with disabilities.<br />

At the Willow centre no judgements<br />

will be made on you. We do not make<br />

assumptions based on your alcohol or<br />

drug consumption, sexual orientation,<br />

relationship status, age, gender, race,<br />

ethnicity or actions taken. The centre<br />

is a place that works on the basis of<br />

honesty and trust and you can expect<br />

to be believed and be treated with<br />

dignity and respect.<br />

We are here to help you to recover<br />

physically and emotionally from<br />

your ordeal. Our staff are experts<br />

in advising, supporting and treating<br />

those who have experienced sexual<br />

violence.<br />

Protecting yourself, your family and your neighbours<br />

As if life isn’t difficult enough at the moment, Cornwall Council’s Trading<br />

Standards team is now warning householders to be on their guard against the<br />

con-men, scammers and criminals who are out to make things a lot worse.<br />

Loan Sharks<br />

illegal money lender….no matter how<br />

desperate you are.<br />

The chances are it will be someone you<br />

know or have seen around, a friend of<br />

a friend or someone introduced by a<br />

work colleague…..and they will offer<br />

you money to help you out of a tricky<br />

situation, bills you can’t pay, a child’s<br />

birthday, car repairs, broken washing<br />

machine…..and with no-one else to<br />

turn to what else can you do? But the<br />

moment you accept that ‘gift’ or ‘loan’<br />

your life will never be the same again.<br />

Illegal money lenders regularly add<br />

interest charges and penalty payments<br />

that you had no idea about – that small<br />

loan will spiral into a massive debt<br />

from which you will struggle to escape,<br />

but, they won’t threaten to take you<br />

to court to recover the debt, instead<br />

they will threaten you with violence,<br />

threaten your family, take control of<br />

your benefits book and worse. Don’t<br />

accept help from a loan shark or other<br />

Scam Mail<br />

We all dream of winning the lottery…..<br />

it’s the answer to all of our money<br />

worries, but, of course, genuine<br />

lotteries and competitions don’t give<br />

away prizes to people who haven’t<br />

actually entered! So, personally<br />

addressed or not, every foreign lottery<br />

prize notification you receive through<br />

the post is bogus. Every clairvoyant<br />

letter warning you of trouble ahead or<br />

of news affecting your family is bogus.<br />

You will never have to order goods<br />

from a catalogue or send a ‘handling’<br />

fee to claim your winnings from a<br />

genuine competition.<br />

And be warned, if you do make the<br />

mistake of responding to any of these<br />

bogus letters your name and address<br />

will be added to a ‘suckers’ list, to be<br />

sold and shared between organised<br />

crime gangs and scammers around<br />

the world!<br />

So don’t be tempted – if it seems too<br />

good to be true put it straight in the bin!<br />

And if you notice piles of letters<br />

with “Congratulations” or “Respond<br />

Immediately” in the home of a friend,<br />

neighbour or family member contact<br />

Doorstep Con-men<br />

windows, urgent repairs to the roof<br />

or guttering or a replacement tarmac<br />

driveway. These Doorstep Criminals<br />

will claim to be working in the area,<br />

or will claim to have been sent by one<br />

of your neighbours or will try any one<br />

of a range of tales to trick you into<br />

having some work done, usually for<br />

a bargain price. Don’t be fooled and<br />

don’t be tempted – not even if you<br />

do need some work on your house or<br />

garden - take your time to get several<br />

quotes from local businesses and ask<br />

for recommendations from your friends<br />

and family.<br />

NEVER deal with anyone who turns up<br />

at your door without an invitation.<br />

And if you notice doorstep callers<br />

at the home of your neighbours or<br />

friends and suspect they may be up to<br />

no good contact Trading Standards<br />

and cowboy gardeners have been<br />

learning their scams from a very<br />

believable when they knock at your<br />

behaviour also has vulnerabilities<br />

then we will try our best to work with<br />

them to address that vulnerability and<br />

make referrals for appropriate help<br />

where necessary.<br />

Ocean Housing is a major provider<br />

of social housing in Cornwall. As part<br />

of our commitment to tenants Ocean<br />

has a Tenancy Sustainment Service.<br />

The post brings together two main<br />

strands: dealing with high level antisocial<br />

behaviour (ASB) which needs a<br />

formal (sometimes legal) intervention<br />

and also people’s vulnerabilities.<br />

Our housing officers deal day to<br />

day with low level ASB and low risk<br />

vulnerable tenant cases and the<br />

Tenancy Sustainment Co-ordinator,<br />

Stephen Williams, oversees cases<br />

which already are, or are likely to be,<br />

involved in a formal legal framework.<br />

At the core of all Ocean’s work in<br />

these areas is a person-centred<br />

approach; that is, if people have a<br />

vulnerability or have an issue with antisocial<br />

behaviour, we will listen, take<br />

them seriously and devise a strategy<br />

with them to try and help resolve the<br />

situation if we can and make referrals<br />

to other agencies, if this is also<br />

appropriate and is needed. Indeed,<br />

multi-agency working is also at the<br />

heart of the way we approach things.<br />

At the same time, we are not afraid<br />

to take formal enforcement action<br />

,if necessary. In most cases we can<br />

resolve issues and make appropriate<br />

referrals for support without the need<br />

to recourse to formal enforcement. In<br />

a small minority of cases, however,<br />

we will take action if the needs and<br />

wellbeing of the majority are being<br />

impeded by the actions of the few.<br />

In addition. where we have identified<br />

that a customer has a vulnerability, we<br />

will try and work with that customer to<br />

try and get the help they may need<br />

working with partner agencies to try<br />

and achieve this.<br />

Bodmin Moor Butterfly<br />

Project Gathers Pace<br />

Plans for an exciting new butterfly<br />

project on Bodmin Moor are<br />

progressing well, announces the<br />

charity Butterfly Conservation. Back<br />

in the summer, Butterfly Conservation<br />

received a grant from the Heritage<br />

Lottery Fund, as well as further<br />

support from the Bodmin Moor AONB,<br />

Natural England, Dartmoor National<br />

Park Authority and Exmoor National<br />

Park Authority, to develop their new<br />

landscape scale conservation project.<br />

The ‘All the Moor Butterflies’ project<br />

will work on Exmoor, Dartmoor and<br />

Bodmin Moor, focusing on conserving<br />

the threatened fritillary butterfly (plus<br />

the narrow-bordered bee hawkmoth)<br />

species that are found on these<br />

wonderful upland landscapes. Plans<br />

are currently being put together for the<br />

project, which if successful in securing<br />

the funding it needs, will begin around<br />

September 2016 and last for three<br />

years.<br />

Butterfly Conservation are keen<br />

to work in partnership with other<br />

organisations, to ensure that the<br />

project reaches as many different<br />

people as possible. They also want to<br />

work with volunteers, keen individuals<br />

who might want to get more involved<br />

with the project and help save these<br />

wonderful species. They are working<br />

in close partnership with the Cornwall<br />

Butterfly Conservation branch, who<br />

have a fantastic group of existing<br />

dedicated volunteers. The project will<br />

provide further training and educational<br />

opportunities for volunteers, to help<br />

them learn and develop their skills.<br />

Work is also ongoing in contacting new<br />

community groups to see if they would<br />

like to become part of the project.<br />

Sunshine and Showers is a bowling<br />

group in Truro for adults with long term<br />

conditions. They meet every other<br />

Bowl and are a great example of how<br />

self-help groups can enable people<br />

to join in with things, helping to make<br />

such a difference to a persons life.<br />

The focus that it gave me was<br />

something to look forward to, a bit of<br />

fun and light relief from constant pain<br />

and strange thoughts. To find that I<br />

fitted in, rather than being an outsider<br />

makes a difference. I have made new<br />

which is invaluable. It’s provided me<br />

with a personal strength in coping,<br />

managing and overcoming problems<br />

which were previously insurmountable.<br />

the organisers have experience in<br />

Health & Wellbeing Service Recent Campaigns<br />

Free energy saving sessions<br />

available in Cornwall<br />

Energy bills are a top financial concern<br />

for households, and for the last three<br />

years CRCC has been supporting<br />

Big Energy Saving Week to highlight<br />

positive, practical actions that help<br />

people take control of bills and save<br />

energy.<br />

During the week of 26 October, CRCC<br />

had energy champions available<br />

across Cornwall giving information<br />

on a range of energy issues and<br />

demonstrating how easy it is to<br />

check, switch and save. There were<br />

many other information events across<br />

Cornwall during the week at regular<br />

community/support group meetings.<br />

The sessions enable and encourage<br />

residents of Cornwall to look at their<br />

energy bills to see if they can save<br />

themselves some money. In the three<br />

years we have run this project we’ve<br />

had many individuals saving money<br />

from £40 to £700.<br />

The sessions are available to:<br />

• Consumers – delivering to residents<br />

of Cornwall and encouraging them<br />

to bring along their bills and we can<br />

do a comparison search during the<br />

workshop.<br />

• Front Line Workers – information<br />

session for volunteers or members<br />

of staff who deliver services or<br />

provide support to people who live<br />

in Cornwall, who may be paying too<br />

much for their energy bills.<br />

in Aid of World Mental Health Day<br />

On 15 October 2015, the Health<br />

and Wellbeing team celebrated<br />

World Mental Health Day at our<br />

offices in Princes Street with our<br />

‘Great Cornish Bake Off’. James<br />

Churchfield, presenter from Radio<br />

Cornwall came in to judge, alongside<br />

our Chief Executive, Peter Jefferson.<br />

We had a mouthwatering 22 cakes<br />

entered and we managed to Raise an<br />

amazing £77.50 for the Mental Health<br />

Foundation.<br />

The winning entry was a fabulous<br />

Halloween inspired cake, but we<br />

would like to say a HUGE thank you<br />

to all those who took the time to enter<br />

and come along on the day.<br />

As the event was such a success this<br />

is something we would like to build<br />

upon next year so watch this space!<br />
