families get good jobs, an education, and access<br />

to affordable housing.<br />

Improving Veteran Access<br />

to Quality Health Care<br />

The Budget provides $65.1 billion for health<br />

care and continues to support the Administration’s<br />

goal of providing timely, high-quality health<br />

care for the Nation’s veterans. Building on the<br />

increased access made possible by the Veterans<br />

Access, Choice, and Accountability Act of 2014,<br />

the Budget proposes resources and legislative<br />

changes to further improve veterans’ ability to access<br />

care, as described in the “Plan to Consolidate<br />

Programs of the Department of Veterans Affairs<br />

to Improve Access to Care,” which was submitted<br />

to the Congress on November 1, 2015. These<br />

administrative improvements will increase efficiency<br />

when veterans are best served by seeing<br />

non-VA medical providers. Further, following<br />

the anticipated release of recommendations<br />

from the Commission on Care in mid-2016, the<br />

Administration will determine how to best meet<br />

veterans’ current and future needs using VA and<br />

community resources.<br />

Speeding the Processing of Disability<br />

Compensation Claims and Appeals<br />

The VA continues to make tremendous progress<br />

reducing the veteran disability claims<br />

backlog, which is down from a high of over<br />

611,000 in March of 2013 to approximately<br />

75,000. However, with approximately 11 percent<br />

of all initial claims decisions appealed by<br />

veterans, the increased completion of initial<br />

claims has created a corresponding increase in<br />

the number of appeals. The Budget includes<br />

legislative proposals to streamline the appeals<br />

process and provides additional funding to support<br />

technological improvements and the hiring<br />

of additional employees to continue to reduce<br />

both initial claim and appeal backlogs. Further,<br />

the Budget funds continued efforts to ensure<br />

consistent, personalized, and accurate information<br />

about services and benefits, especially in<br />

compensation and pension claims processing.
