Policy Framework. e chairpers<strong>on</strong> of the technical<br />
team in Bappenas is resp<strong>on</strong>sible for reporting<br />
annually to the Chairpers<strong>on</strong> of the Task<br />
Force. Both Networks and Working Groups<br />
exist in Ind<strong>on</strong>esia. e Networks reflect the<br />
SUN approach: government, UN, d<strong>on</strong>or agencies<br />
and internati<strong>on</strong>al agencies are grouped as <strong>on</strong>e<br />
network; civil society organisati<strong>on</strong>s comprised<br />
of academia, professi<strong>on</strong>al organisati<strong>on</strong>s and<br />
NGOs as a sec<strong>on</strong>d; and business as a third network.<br />
e Working Groups speak to the Ind<strong>on</strong>esian<br />
c<strong>on</strong>text and functi<strong>on</strong> with support<br />
from the networks.<br />
Certain sectoral activities, such as agriculture<br />
and public works, are categorised as important<br />
nutriti<strong>on</strong>-<strong>sensitive</strong> activities. However, challenges<br />
in engaging other sectors <strong>on</strong> nutriti<strong>on</strong> can occur<br />
when the SUN Movement is viewed as a new<br />
project with new or additi<strong>on</strong>al budget allocati<strong>on</strong><br />
needed. What can be difficult to get across is<br />
the idea that the SUN Movement aims to both<br />
improve coordinati<strong>on</strong> of what exists, as well as<br />
rollout and scale up new nutriti<strong>on</strong> interventi<strong>on</strong>s<br />

or modified existing nutriti<strong>on</strong>-<strong>sensitive</strong> <strong>programming</strong>,<br />
with a view to combatting all forms<br />
of malnutriti<strong>on</strong>. Another c<strong>on</strong>siderable challenge<br />
is that nutriti<strong>on</strong> problems are oen invisible.<br />
erefore, to obtain more support for nutriti<strong>on</strong><br />
<strong>programming</strong>, str<strong>on</strong>g advocacy strategies are<br />
needed, particularly to c<strong>on</strong>vince the nutriti<strong>on</strong><strong>sensitive</strong><br />
sectors that change is necessary.<br />
c<strong>on</strong>sumpti<strong>on</strong> diversificati<strong>on</strong> has been slow<br />
in Ind<strong>on</strong>esia, which has led to dependence<br />
<strong>on</strong> certain food types. In additi<strong>on</strong>, food<br />
access – which is still poor due to the<br />
decline in purchasing power caused by<br />
poverty and unstable food prices – has led<br />
to inadequate food c<strong>on</strong>sumpti<strong>on</strong> for many.<br />
Nutriti<strong>on</strong>al problems are inter-generati<strong>on</strong>al<br />
and the c<strong>on</strong>sequences are trans-generati<strong>on</strong>al.<br />
erefore nutriti<strong>on</strong> interventi<strong>on</strong>s must be<br />
coordinated across demographic groups;<br />
• Ind<strong>on</strong>esia is experiencing a double burden<br />
of malnutriti<strong>on</strong> as evidenced by the increase<br />
in n<strong>on</strong>-communicable diseases (NCDs).<br />
NCDs are not <strong>on</strong>ly the result of lifestyle,<br />
but more importantly are a c<strong>on</strong>sequence of<br />
malnutriti<strong>on</strong> in the first 1,000 days of life<br />
and pre-pregnancy malnutriti<strong>on</strong>. Low<br />
c<strong>on</strong>sumpti<strong>on</strong> of fruits and vegetables, high<br />
c<strong>on</strong>sumpti<strong>on</strong> of sugar, salt and high-fat<br />
food, coupled with low levels of physical<br />
activity in society, especially in urban areas,<br />
lead to increases in overweight and obesity<br />

prevalence;<br />
• Lack of knowledge leads to inadequate<br />
childcare and feeding practices, as reflected<br />
in the very low rate of exclusive breastfeeding<br />
am<strong>on</strong>g infants aged 0-6 m<strong>on</strong>ths<br />
(38%); and<br />
• Lack of access to clean water and lack of a<br />
healthy envir<strong>on</strong>ment c<strong>on</strong>tribute to communicable<br />
diseases that cause malnutriti<strong>on</strong>.<br />

Decentralisati<strong>on</strong><br />
Commitment to the Nati<strong>on</strong>al Acti<strong>on</strong> Plan <strong>on</strong><br />
Food and Nutriti<strong>on</strong> at central level has not<br />
been replicated fully in all districts; it should<br />
be reflected in the Regi<strong>on</strong>al Acti<strong>on</strong> Plan <strong>on</strong><br />
Food and Nutriti<strong>on</strong>. Bappenas c<strong>on</strong>tinues to develop<br />
the Guidelines for the Development of<br />
the Regi<strong>on</strong>al Acti<strong>on</strong> Plan <strong>on</strong> Food and Nutriti<strong>on</strong><br />
in order to assist local government to develop<br />
its own Acti<strong>on</strong> Plan, based <strong>on</strong> a multi-sectoral<br />
approach. is is a significant challenge in itself,<br />
because:<br />
• e process of the development of the<br />
Regi<strong>on</strong>al Acti<strong>on</strong> Plan <strong>on</strong> Food and<br />
Nutriti<strong>on</strong> requires a similar process to the<br />
development of the Nati<strong>on</strong>al Acti<strong>on</strong> Plan.<br />

at regi<strong>on</strong>al levels, selecti<strong>on</strong> of priority<br />
programmes/interventi<strong>on</strong> based <strong>on</strong> local<br />
problem analysis and human resources<br />
capacity and other resources availability,<br />
creating a coordinati<strong>on</strong> and budgeting plan,<br />
and m<strong>on</strong>itoring and evaluati<strong>on</strong>;<br />
• e Regi<strong>on</strong>al Acti<strong>on</strong> Plan <strong>on</strong> Food and<br />
Nutriti<strong>on</strong> needs approval from the<br />
parliament; and<br />
• ere are over 500 districts/cities in<br />
Ind<strong>on</strong>esia that need assistance from the<br />
central Government.<br />
C<strong>on</strong>clusi<strong>on</strong>s and<br />
recommendati<strong>on</strong>s<br />
e Government of Ind<strong>on</strong>esia has taken the<br />
SUN Movement seriously. e Movement’s<br />
launch corresp<strong>on</strong>ded with recogniti<strong>on</strong> of the<br />
current double burden of malnutriti<strong>on</strong> situati<strong>on</strong><br />
in Ind<strong>on</strong>esia. is resp<strong>on</strong>se is evidenced by the<br />
release of the Presidential Decree, the launch<br />
of the SUN programme by the President himself,<br />
the development of relevant nati<strong>on</strong>al documents<br />
and other acti<strong>on</strong>s. e multi-stakeholders approach<br />
has increased the awareness of all related<br />
sectors to their potential role in improving the<br />
nutriti<strong>on</strong> situati<strong>on</strong> in Ind<strong>on</strong>esia. However, significant<br />
challenges remain, including maintaining<br />
interest (some forms of malnutriti<strong>on</strong> are effectively<br />
invisible), commitment from all stakeholders,<br />
regi<strong>on</strong>al capacity and availability of<br />
resources.<br />
Addressing malnutriti<strong>on</strong> in Ind<strong>on</strong>esia requires<br />
commitment from many stakeholders, so there<br />
is a need for str<strong>on</strong>g champi<strong>on</strong>ship at nati<strong>on</strong>al<br />
level. e role of Parliament should therefore<br />
be enhanced, especially its role in developing<br />
laws <strong>on</strong> nutriti<strong>on</strong> and nutriti<strong>on</strong>-related issues<br />
and budget decisi<strong>on</strong>s. e commitment and<br />
coordinati<strong>on</strong> of the various interested networks<br />
must be intensified, especially the SUN Business<br />
Network and Civil Society Alliance, as well as<br />
D<strong>on</strong>or and UN Country Networks <strong>on</strong> Nutriti<strong>on</strong>.<br />
