SCHOOLS<br />
In September 2013, following extensive<br />
consultation with relevant education<br />
partners, the Department of Education<br />
and Skills issued Anti-Bullying Procedures<br />
for Primary and Post-primary schools. These<br />
new procedures replaced the existing 1993<br />
Guidelines on Countering Bullying Behaviour in<br />
Primary and Post-Primary Schools.<br />
The purpose of the procedures, as outlined<br />
in the accompanying Departmental circular<br />
Anti-Bullying Procedures for Primary and Post-<br />
Primary Schools (45/2013d), is to give direction<br />
and guidance to school authorities and<br />
school personnel in<br />

preventing and tackling school-based<br />
bullying behaviour amongst students,<br />
and<br />
dealing with any negative impact within<br />
school, of bullying behaviour that occurs<br />
elsewhere.<br />
The procedures make clear that the<br />
definition of bullying includes cyberbullying<br />
and identity-based bullying (such as<br />
homophobic bullying and racist bullying).<br />
