Program Goals<br />

Major Goal: Goal 1: Students<br />

o Sub Goal: Strategy 1.4.5 – Provide effective interventions that are tied to the curriculum and<br />

have clearly defined exit criteria once standards have been met.<br />

o Rationale:<br />

• Implementing a Homeless Education Assistance Program to ensure students can access<br />

high quality education supports that they are entitled to under the McKinney-Vento Act.<br />

o Expected Performance:<br />

• In partnership with Maryland State Department of Education, Title I, and Howard<br />

County’s Coordinated System of Homeless Services Howard County Public Schools will<br />

increase academic achievement and attendance for homeless students. This increase in<br />

student achievement will be measured in the following manner through June of 2017:<br />

• The attendance rate for homeless students will increase from 90 to 93 percent.<br />

• Report card grades of homeless students will improve from 70 percent of<br />

students earning grades of “C” or better in English Language Arts (ELA) and<br />

mathematics classes by 75 percent of students earning grades of “C” or better in<br />

ELA and Mathematics classes.<br />

• The graduation rate of homeless seniors will increase from 80 to 85 percent and<br />

enrollment in post-secondary education programs will increase from 40 to 45<br />

percent.<br />
