Canada started up a beer manufactur<strong>in</strong>g project <strong>in</strong> 2010 with 100 percent fixed assets,<br />

and S<strong>in</strong>gapore has partnered <strong>Cambodia</strong> (10 percent) to produce bottled pure dr<strong>in</strong>k<strong>in</strong>g water.<br />

Thailand partners <strong>Cambodia</strong> (40 percent) <strong>in</strong> produc<strong>in</strong>g <strong>in</strong>stant noodles and other <strong>in</strong>stant food,<br />

as does Vietnam (<strong>Cambodia</strong> 30 percent) <strong>in</strong> produc<strong>in</strong>g beer, soft dr<strong>in</strong>ks and dr<strong>in</strong>k<strong>in</strong>g water.<br />

Ch<strong>in</strong>a <strong>in</strong>vested 100 percent of own capital <strong>in</strong> seafood process<strong>in</strong>g <strong>in</strong> 2004. On the whole, apart<br />

from Australia and Canada, only countries <strong>in</strong> the region appear to have an <strong>in</strong>terest <strong>in</strong> food<br />

process<strong>in</strong>g.<br />

Overall, at approximately 6 percent the share of approved fixed <strong>in</strong>vestment <strong>in</strong> agriculture<br />

has been m<strong>in</strong>imal but stable dur<strong>in</strong>g the past decade. Low appropriability of return on <strong>in</strong>vestment<br />

coupled with ill-def<strong>in</strong>ed property rights could h<strong>in</strong>der private and foreign <strong>in</strong>vestment <strong>in</strong> the food<br />

process<strong>in</strong>g sub-sector.<br />

3.5. Engagement of <strong>Foreign</strong> Investors <strong>in</strong> ELCs<br />

Given the absence of CDC data on land/plantation size of foreign <strong>in</strong>vestments and some<br />

discrepancies between CDC data and the MAFF website, 4 this study probed data recorded by<br />

MAFF further <strong>in</strong> order to understand the scale of FDI <strong>in</strong> agriculture, particularly that <strong>in</strong> the<br />

form of ELCs, so as to identify the potential effects of FDI on the socioeconomic situation, the<br />

environment and food security <strong>in</strong> the country.<br />

Public <strong>in</strong>vestment through the leas<strong>in</strong>g of state private land <strong>in</strong> the form of ELCs to private<br />

domestic and foreign <strong>in</strong>vestors has been <strong>in</strong> evidence s<strong>in</strong>ce 1995, prior even to the promulgation<br />

of the Land Law <strong>in</strong> 2001. Accord<strong>in</strong>g to the Sub-decree on Economic Land Concessions dated 27<br />

December 2005, 5 ELC refers to a mechanism to grant state private land through a specific contract<br />

to a concessionaire for use <strong>in</strong> agricultural and <strong>in</strong>dustrial agricultural exploitation, namely the<br />

cultivation of food or <strong>in</strong>dustrial crops, livestock rais<strong>in</strong>g and aquaculture, construction of plants,<br />

factories or facilities for process<strong>in</strong>g domestic agricultural raw materials, or a comb<strong>in</strong>ation of<br />

some or all of these activities.<br />

The pr<strong>in</strong>cipal aims of such <strong>in</strong>itiatives are to develop <strong>in</strong>tensive agricultural and <strong>in</strong>dustrial<br />

agricultural activities, to generate employment and diversify livelihood opportunities <strong>in</strong> rural<br />
