Tong M<strong>in</strong>g Group Eng<strong>in</strong>eer<strong>in</strong>g and Eight Other ELCs<br />

There are eight ELCs <strong>in</strong> Kbal Damrei commune, as confirmed <strong>in</strong> the <strong>in</strong>terview with the<br />

second deputy chief of the commune <strong>in</strong> April 2011. Table 11 shows the distribution of projects<br />

by nationality. It is important to note that this account of the prelim<strong>in</strong>ary impact assessment has<br />

been compiled from the <strong>in</strong>vestigation of one <strong>in</strong>vestment project owned by Tong M<strong>in</strong>g Group<br />

Eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong> early 2010, and does not reflect the full-scale or commune-wide impact of all<br />

the <strong>in</strong>vestment projects listed <strong>in</strong> the table below.<br />

Socioeconomic impacts: Communication between villagers, companies and authorities<br />

is weak: <strong>in</strong> some cases, villagers were shocked to see the companies turn up to clear land close<br />

to their backyards. There are disputes between the local community and the companies over<br />

land grabb<strong>in</strong>g and restricted access to the forest. Villagers can no longer collect v<strong>in</strong>es, wood<br />

res<strong>in</strong>, rattan and bamboo or hunt <strong>in</strong> the forest, which has cut off a ma<strong>in</strong> source of <strong>in</strong>come. The<br />

forest plantation is protected by armed guards, and if villagers are found enter<strong>in</strong>g it they are<br />

arrested and f<strong>in</strong>ed and their belong<strong>in</strong>gs seized.<br />

Meanwhile, villagers no longer favour work<strong>in</strong>g at the Ch<strong>in</strong>ese company given its strict<br />

work<strong>in</strong>g conditions (e.g. monthly salary is reduced if workers take a day off and workers are<br />

not allowed to go home if overtime work is necessary) and its land-grabb<strong>in</strong>g activities. Workers<br />

are ma<strong>in</strong>ly from Prey Veng and Svay Rieng prov<strong>in</strong>ces.<br />

Environmental impacts: The study team observed that the companies were us<strong>in</strong>g heavy<br />

mach<strong>in</strong>es to clear the forest, often violat<strong>in</strong>g the regulation that requires companies to keep
