POLYTECHNIC UNIVERSITY
OF THE PHILIPPINES
The Polytechnic University of the Philippines (PUP) is a
government educational institution governed by Republic
Act Number 8292 known as the Higher Education
Modernization Act of 1997, and its Implementing Rules and
Regulations contained in the Commission on Higher
Education Memorandum Circular No. 4, series 1997. PUP
is one of the country's highly competent educational
institutions. The PUP Community is composed of the Board
of Regents, University Officials, Administrative and
Academic Personnel, Students, various Organizations, and
the Alumni.
PUP Main Campus in Sta. Mesa, ManilaGovernance of PUP is vested upon the Board of Regents, which
exercises policy-making functions to carry out the mission and programs of the University by virtue of RA
8292 granted by the Commission on Higher Education. The University is administered by an appointed
President by virtue of RA 8292 and is assisted by an Executive Vice President and the Vice Presidents for
Academic Affairs, Student Services, Administration, Research, Extension and Development, and Finance.
This institution started as the Manila Business School (MBS), founded in October 19, 1904 as part of the city
school system under the superintendence of C.A. O'Reilley, which responds to the demand for training
personnel for government service and the felt need to provide skills essential for private employment. In 1908,
it was renamed as Philippine School of Commerce (PSC) and merged with the Philippine Normal School
(PNS) in 1933 to 1946. By virtue of Republic Act 778, the PSC was again changed to Philippine College of
Commerce (PCC) in 1952. Subsequently, the Philippine College of Commerce (PCC) was converted into a
chartered state university, now known as the Polytechnic University of the Philippines by virtue of Presidential
Decree Number 1341 issued by the President of the Philippines on April 1, 1978.
PUP is a public, non-sectarian, non-profit institution of higher learning primarily tasked with harnessing the
tremendous human resources potential of the nation by improving the physical, intellectual and material wellbeing
of the individual through higher occupational, technical and professional instruction and training in the
applied arts and sciences related to the fields of commerce, business administration, and technology.
The University promotes applied research, advanced studies and progressive leadership in the stated fields.
We also offer ladder-type higher vocational, distance learning (open university system), technical and
professional programs in the area of business and distributive arts, education and the social sciences related
to the fields of commerce, business administration and other polytechnic areas. Furthermore, the University
takes steps to enrich the academic program in other fields of study and adopts a polytechnic program of
education designed to provide the individual with employable skills and managerial know-how in order to
make them creative, productive and self-reliant.
PUP operates year-round with two semesters and a summer. Summer sessions depend on the course and on
the campus. The University employs 1,483 full-time and part-time faculty members with a few of the fulltime
faculty holding administrative positions. There are 707 regular and casual administrative employees who
provide support services to the University population. The faculty spends two-thirds of their time in teaching
and one-third in research and extension activities.
One of the major functions of the University is research, a key component of scholarship and teaching. During
the years under review, PUP received and allotted government and private funding to research.
12 PUP/PCC ALUMNI USA 1ST GLOBAL REUNION

With more than twenty campuses serving more than 70,000 students, the Polytechnic University of the Philippines
is the largest university in terms of student population. The main campus is named after a national hero, Apolinario
Mabini, and is located in Sta. Mesa, Manila - in the middle of a busy metropolitan. But despite of this, the
environment within its perimeter is a place conducive of learning.
Majority of the students belong to the economically challenged level of society. It is the University's commitment
to give qualified and talented students access to quality and responsive education to aid them in the achievement
of their dreams and improve their lives. Being a well-educated and skilled individual, they will not only become
job seekers but job creators as well, a force of knowledge workers and entrepreneurs.
Scholars of the Nation (Iskolar ng Bayan), that is what we call our students because the Philippine Government
and other non-government institutions subsidize their tuition and other fees. More than a hundred of the student
population are foreigners from China, Singapore, Indonesia, Cambodia,
Myanmar, Tanzania, Nigeria, and Ghana. They are enrolled in business,
language, statistics, communication, and education courses in the
undergraduate and graduate levels. Students from Korea regularly visit
PUP in summer to take up Intensive English courses.
The Polytechnic University of the Philippines takes pride in its capability
to accommodate the student needs because it:
Has more than 20 campuses to make education accessible to everyone;
Offers a wide range of courses: doctorate, master's, and bachelor's degrees
as well as technology courses available through traditional and open,
flexible or distance learning;
Pioneered the ladderized system and the accreditation and equivalency
system through the Expanded Tertiary Education Equivalency and
Accreditation Program (ETEEAP) and the Nontraditional System
Program (NTSP);
Maintains an average size of 45-50 students per class;
Offers an extensive selection of educational choices through more than
60 undergraduate and graduate programs;
Schedules weekend and evening classes;
Brings the resources and programs of PUP not only to full-time students
but also to part-time and adult learners; and
Provides a long list of extension services for the community and the
country.
The commitment of its leaders, faculty, staff, students, alumni and friends
has formed the cornerstone of this University that has exceeded
expectations with every generation of the graduates it has produced since
its establishment.
Today, PUP is relishing its successes and its students are enjoying
unprecedented academic opportunities, an enhanced campus environment,
upgraded colleges, state-of-the-art technology, and nationally and
internationally recognized programs.
PUP celebrated its centenary last October 2004. It has gone far from what
it was more than a century ago. This is mainly due to the support given
by the government and the PUP Community and its benefactors. With the
combined effort, PUP will continue to be a partner in nation-building and
in poverty alleviation for the marginalized sector of society with quality,
responsive, and relevant education as a tool.
Honeylette Monteverde De Leon
Honeylette Monteverde De Leon was born in Mauban,
Quezon. She was the youngest child of Mr. & Mrs.
Baldomero Monteverde, Sr. It was an ordinary day in high
school that turned into an extraordinary day for her when she
realized she was called to pursue a life of higher excellence.
At first, she wanted to become a nurse or medical doctor but
due to circumstances had to instead pursue her studies at
Philippine College of Commerce (PCC) and graduated with
Bachelors Degree in Commerce, Major in Marketing in
1978. She had excelled in this field and was immediately
hired by Majalco Insurance and Investment Company
wherein she worked at their Auto Insurance Department from
1978 to 1980. During the six months of employment, she was
promoted as an Executive Secretary to the President of the
company.
Mid 1980, she was offered to work for Magsaysay/Maglines
Shipping Agency as Administrative Assistant to the General
Manager and Sales Manager handling the USA Trade
Market.
Honeylette migrated to New York, USA in1983 to join her
mother and oldest brother. She never gave up on striving to
work hard. She went to New York University to further her
advance studies on the field of Marketing. She also got hired
at Biddle Sawyer Corporation, a manufacturer of chemical,
food ingredients and fragrance company in New York as a
Sales Assistant to the Executive Vice President-Sales and
South East Asia customers. Within 6 months of employment,
she was promoted as a supervisor of Sales and Marketing.
In 1985, she moved to California and got married to her
husband, Robert Z. De Leon Jr. They have been married for
more than 30 years now and had 3 children who are all
grown up and excelled in their respective fields just like their
mother. Presently, Noel, the eldest, studying Dentistry at
Shipping /Dainichi Maritime, West Coast Office, an NVOCC
and 3 PL Logistics Company as an Import Manager in which
she had helped to develop and establish a customer base for
the West Coast region. After awhile working for the said
company, a branch manager position was offered to her that
because of hard work, she had made the West Coast Office a
profitable branch.
In 1989 to 1990, she had accepted the position of Vice
President for Sales & Marketing for the company, General
Air & Ocean Consolidators, a Taiwanese company based at
the Los Angeles airport wherein she developed a system in
their Ocean Import Department that brought huge sales to the
company which resulted its expansion to warehousing and
distribution.
In the year 1991, she founded WORLD CLASS FREIGHT
INC., an NVOCC and freight forwarder company with the
support of the majority of her network agents in Asia. The
company was initially in a small operation that became a
3PL/Warehousing Distribution in 2008. Retail giant
WALMART themselves invited her to be a part of their
supply network and has been a big clientele. Since then, the
company rapidly expanded and along with its agents is now
located in strategic locations around the world. WORLD
CLASS FREIGHT, Inc. serves major department retail stores
here in the USA. It is now a very profitable company with
Monette Santillan Rivera
Monette ?? Santillan Rivera graduated from PUP in 1973 with a
Bachelor’s Degree major in Accounting and became a Certified
Public Accountant. She joined Philippine Airlines as an Internal
Auditor. She enjoyed her work with the airline in spite of the
long hours of work because she had a chance to travel to many
interesting places. She also had a chance to teach Accounting
and Airline Management at Pats School of Aeronautics before
migrating to the U.S. That was a very fulfilling experience for
her, because in some way or another she was able to impart the
importance of education to her students and inspire them to
reach for their dream. She used to take students to tour the
airline facilities and let them get inside the airplanes which gave
her students much delight especially those who had never
travelled by plane. She teaches after her work at Philippines
Airlines and would drive to PATS in traffic to catch her classes.
What makes her going is that she believes that teaching is a
noble profession, because you don’t only teach about the subject
or what was in the books, but you impart to your students
values, hard work, patience and perseverance.
In the U.S., she worked in different companies in various
capacities from Accountant to Controller. After retiring from the
corporate world, she is now a successful entrepreneur. She is
the President and Broker of RE Partners Inc.; a real estate,
mortgage, and investment company. She is also the owner and
administrator of Desert Springs Assisted Living Home, LLC.
Her busy schedule does not stop her from giving back to her
community. She is very much involved with civic and religious
organizations.
Monette is the Past President of Philippine American Society of
Certified Public Accountants, she is the Chairperson of the
Scholarship Committee and currently the Vice-President for
Community Services. She is very active with this organization
ever since she became a member and her passion is raising funds
for scholarships for deserving students. She believes that
education is the stepping stone to get out of poverty. PASCPA
was able to give scholarships to over fifty (50) PUP students
majoring in Accounting. It was indeed a very fulfilling feeling
to her especially when she visited the PUP scholars in 2004 and
had the opportunity to also meet some professors and former
classmates. During her presidency, she was able to raise funds
to send books for a library in a barrio in Mindanao. This was
done thru the Books for the Barrios program. With her
leadership and commitment, she earned recognitions and one of
them is the prestigious Life Time Achievement Award from the
National Council of Philippine American and Canadian
Accountants.
Monette is also the Charter First Vice-President and Past
President of L.A. Cosmopolitan Lions Club and the Club’s Lion
of the Year in 2012. She is currently the Zone Chair of Northern
Region A and Chairperson of the Budget and Finance
Committee of the Lions District 4L-3. She is a Melvin Jones
Fellow of Lions Club International. Her Club is very active in
community services; like feeding the homeless, adopting
families during Christmas, donating backpacks and school
supplies to under- privilege children, hosting exchange students
from Japan, donates eye glasses and also does fund raising to
donate to Lions Club International Foundation for its calamity
fund which the Philippines is always a recipient. She is also the
Charter President of Toastmaster International’s Achiever Circle
Club and earned a designation of Competent Communicator and
Competent Leader.
Monette is very involved in her church and with the Filipino
Ministry of the Archdiocese of Los Angeles. She was the
Chairperson of the Finance Committee of the First National
Assembly of Filipino Priests held here in Los Angeles in 2011.
It was a very successful convention, attended by over 600
priests. She also became the Hermana Mayor of the Santacruzan
at Our Lady of the Angels Cathedral a few years back and also
an active committee chairperson and member of Simbang Gabi
Celebration at the Cathedral during Christmas season.
When calamities happen in the Philippines, she is always there
to help especially during typhoon Sendong and Yolanda. Just
few days after Sendong, she flew to Mindanao and gave
monetary help thru the church and distributed food to the
victims. She saw the devastation first hand. She said that such
experience made her more humble and now has a better
understanding of what is really important in life. She is
currently helping repair two churches in Mindanao. Her family
said that her altruism inspires not only them but other people.
Her favorite quotation is “Go to the poor; you will see God”.
She is married to Vladi Rivera, a graduate of Mechanical
Engineering from Adamson University.
2016 Outstanding PUP Alumni
Loi Ms. Herrera Loi Herrera
Many of us hear a little voice inside us wanting to help. But
few take actions. That’s what makes Ms. Loi Herrera
exceptional. She turns her vision into reality.
In 1996, Loi felt that God was directing her to give something
back to her country. However, she had no idea what it was she
needed to do. For several years the feeling stayed with her –
growing fervently everyday – until in 2002 it suddenly
dawned on her what she can do to make a difference.
Living in the United States made her aware that most children
here are pampered with toys, and they take their privileged
childhood for granted while oceans away, there are thousands
of kids who never held a toy. In the Philippines, there are
hundreds of bedridden children in the charity wards, who
undergo painful medical tests, whose underprivileged lives
need only a simple toy to cheer them up, inspire and give them
hope. Thus, from this observation sprang an idea, to give
these children toys to make a difference in their lives.
Loi then immediately set her vision into action. She started
collecting toys – both used and new – from friends, relatives,
co-workers and acquaintances. She contacted and partnered
with Forex Cargo for them to sponsor shipment of the boxes
of toys to the Philippines. Thus, in 2002, Loi’s Toy Drive
Project was born. Philippine General Hospital (PGH) was her
first beneficiary, which received three boxes of toys for
distribution to sick children. In due time, her project earned
the support of many in the Filipino-American community. Ten
years later, Loi successfully shipped 100 balikbayan boxes
containing 10,000 pieces of toys that benefitted 10,000
children in 10 government hospitals in the Philippines that
include: PGH, Ospital ng Maynila, Jose Reyes Memorial
Medical Center, San Lazaro Hospital, Philippine Orthopedic
Hospital, Philippine Children’s Medical Center, National
Children’s Hospital, Tondo Hospital, East Avenue Medical
Center, and Quezon City General Hospital. Whenever there’s
any toys extra, they were taken to other beneficiaries in
depressed areas, where kids are always hoping to receive toys.
But even as toys donated by supporters poured in, Loi realized
that toy giving was not enough. She wanted to do more for the
children. Therefore, she founded the Guardian Angels of
America Foundation (GAAF) in 2006, a non-profit charitable
organization with a 501C3 status and launched the following
projects: 1) Toy Drive 2) Feeding Program 3) Free Medicine
Project and 4) $1 Souvenir Money (to inspire the kids to study
and multiply the dollar).
In 2012, she also started the Hydrocephalus Project to take
care of children suffering from hydrocephalus, a medical
condition in which there is an abnormal accumulation of
cerebrospinal fluid in the brain. Without proper medication,
kids suffering from this condition die. It cost $500 per kid to
purchase the shunt needed to surgically treat this condition.
Loi is a graduate of Polytechnic University of the Philippines
Class of 1974, with a BSC-Accounting degree. She is an
MBA candidate at Pepperdine University. A single mother,
Ms. Loi Herrera has two daughters; Dr. Marisse Herrera
married to Dr. Kevin Oei and Sheryl Nguyen, an entrepreneur,
married to Vance Nguyen with two beautiful children Alexis
and Angelo. For years she worked as an accountant for a
Japanese-owned firm responsible for million-dollar wire
remittances to Japan and wire transfer funding to numerous
branches in the US and worldwide. A few years ago, she
retired from her lucrative job to concentrate for a more
fulfilling work with GAAF.
Currently she serves as the 1st President of PUPAA-USA and
VP-Budget & Finance at Fil-Am Chamber of Commerce-
SLAA. She’s the past President of PHILSELA and past Asst.
Treasurer for Project Vietnam. She is an Event Coordinator, a
Wedding Planner, a Fundraising Specialist, a Concert Producer
and works part-time as a Pre-planning Advisor at Rose Hills
Memorial Park. A devout Catholic, she serves as a Eucharistic
Minister at St. Linus Catholic Church and joined the
Handmaid of the Lord in 2012 and Mahal na Poong Nazareno
group in 2015.
She does her community and philanthropic works with passion
and dedication and expects nothing in return, shunning awards
as much as possible. The community, however, recognized
her many contributions for which she received the 2011
Community Service Award from the Fil-Am Chamber of
Commerce-OC; Humanitarian Award of the Year 2007 from
Reflections LA; Phil-Am Expo Leadership Award in 2006;
Luz Beng Panado
Married to Ritchel Panado in 2002, has three children (all
of education and money to survive. At nine years old she
worked in restaurants as helper/washer and sometimes worked
as helper in dress shops in Singalong, Manila. She completed
high school at Araullo High School and continued being a
working student until she completed her Associate Degree in
1979 at Polytechnic University of the Philippines in Sta.
Mesa, Manila. In 1981, at PUP Sta. Mesa, Manila, Luz
Andrade Romana completed her Bachelor of Office
intricate interaction of the three departments, it was necessary
for Beng to streamline the duties and responsibilities of each
department and introduce new policies and procedures that
will organize their database and continuous flow of cash.
After that she concentrated in Finance, thus she became the
Finance Director in 2005. Beng introduced a new accounting
system and training of her staff was organized to keep them
updated with technology.
PUPAA Events
Reunion 2015, Christmas Party & Valentine’s day

Polytechnic University of the Philippines Alumni Association USA
A Powerful Alumni Ambassador
The Polytechnic University of the Philippines Alumni Association USA, Inc. (PUPAA-USA) was
established only in March 2015 but has already developed strong ties with the Alma Mater and the alumni
group in the Los Angeles community. Its initial fundraising activity in June 2015 was immediately
followed by another successful fundraiser on Valentine’s Day 2016. The enthusiasm and active
participation of the members of the association inspired Dr. Oscar Jornacion, Founder and Chairman of the
Board, to launch the 1st PUP/PCC Global Reunion.
The first project being undertaken by PUPAA-USA is the construction of an Athletic Building at the PUP
campus in Sta. Mesa, Manila, as requested by the PUP President, Dr. Emanuel De Guzman and Vice
President Dr. Joseph Mercado. According to them, while PUP is the largest university in the Philippines, it
is the only school that does not have an athletic building. The lack of athletic building in PUP drives the
best athletes to go to other universities. The PUP officials also lamented the fact that if they would wait for
the government to take actions, it would take ten years or more to fulfill this aspiration. Thus, PUPAA-
USA took on the project and launched it during the 2016 Valentine’s Party celebration. The proposed 2-
story Athletic Building will cost $150,000 to complete.
Amazingly, the project gained overwhelming support from PUP/PCC alumni in Los Angeles, and from
those residing in various states in the US. And now alumni based in other parts of the world have also
pledged full support for the project. As of May 15, 2016, the PUPAA-USA has already raised a total of
$115,000.00. It’s just 23% away from its goal of $150K.
It is our hope that you will take an active role in this worthy cause. There are several ways you can help: by
making a donation of any amount, by paying for membership, by attending the reunion or by becoming a
sponsor. Sponsoring in Bronze $1K, Silver $2K, Gold $3K or Platinum $5K will get your name inscribed
in the Wall of Fame near the entrance of the proposed Athletic Building. This is a legacy you will leave our
Alma Mater to whom we owe our success in our careers and businesses. As Hellen Keller said, “Alone we
can do so little; together we can do so much.”
We have the power to transform the lives of the students at PUP and provide a better future for our athletes
who will carry the torch of PUP. There is still time.
Sponsorship forms are available. Please fill out and pledge to support our alumni and our Alma Mater. You
will have an opportunity to select the payment plans that will fit your budget: Cash, Check or Credit Card
to pay in full; Issue Post Dated Checks (PDC) for monthly deposit, Partial payments, or Automatic Payment
Deduction (APD).
PUPAA-USA is a 501C3 non-profit organization. All donations are tax deductible.
For more information, please visit our website at www.pupalumniusa.org. Or call Dr. Oscar Jornacion
(Chairman of the Board) at (323) 333-7913, email at ojornacion@aol.com or Ms. Loi Herrera (President) at
(562) 544-8210, email at loi.pupaa@gmail.com.
Donations may be mailed to PUPAA-USA with address at 4515 Eagle Rock Blvd. Los Angeles, CA. 90041.
Mabuhay ang PCC/PUP Alumni,
Faculty members and employees!
To all our friends, now retired or about to retire,
Many things have changed in our time. In 1978, most Filipinos were
expected to live to age 65, now many Filipino Americans who are aged 65
are expected to last for another 20 years or more.
That means, we worked for about 45 years, but from our savings, Social
Security and/or pensions, we need income to last another 20 or 30 years.
There are state of the art ways to optimize your retirement resources and
cash flow. Questions abound—How do I, or my spouse, optimize Social
Security pension? How do I not lose my retirement savings? How do I
guarantee consistent income? How do I leave funds to my loved ones?
Allow us to help you.
Sincerely,
