4.2 Sensitive Slopes<br />
There are areas within the <strong>Kentucky</strong> <strong>West</strong> property where slopes exceed 25%. These<br />
areas have been identified and planned for accordingly in the overall master plan and<br />
preliminary plat. Each lot and tract has been situated to provide adequate room to site<br />
a structure in areas where slopes are less than 25%. It is anticipated and<br />
recommended that the builders and lot owner take advantage of retaining walls,<br />
stepped foundations and other building techniques to better integrated the structures<br />
into the existing landform.<br />
4.3 Development Access and Traffic Impacts<br />
The proposed development is situated on a long linear tract of land that extends<br />
east/west from the major arterial road through the area (US Highway 89). The<br />
frontage and access on Highway 89 is limited and due to the high speeds on the<br />
roadway and multiple existing residential and farm accesses to adjacent properties,<br />
any additional accesses within a distance of 610’ are discouraged by ordinance.<br />
The existing property contains a private cabin access road that extends through the<br />
property and connects with Jacobs Canyon Road (<strong>County</strong> maintained road). It is<br />
proposed that all phases shall be required to ensure the proposed road improvements<br />
will maintain viable access to this thoroughfare and secondary ingress/egress. This<br />
secondary ingress/egress would be suitable for maintaining access to the existing<br />
cabin sites located adjacent to the property and to provide egress in the case of an<br />
emergency. Additionally, three roadways are provided and/or connected to the<br />
north/south boundaries of the property, providing opportunity and planning for future<br />
north/south traffic corridors that will alleviate congestion and support the limited<br />
access on US Highway 89.<br />
It is anticipated that a traffic impact study will be required for submittal to the <strong>Idaho</strong><br />
Transportation Department as part of the access improvements along Highway 89,<br />
this would coincide with the final design and improvements necessary for final plat of<br />
Phase I of the <strong>Kentucky</strong> <strong>West</strong> Estates Development.<br />
4.4 Sewer<br />
The sewer system for the development is proposed to be constructed by the developer<br />
including all trunk lines, service lines and lift stations down to Highway 89. At this<br />
point the sewer is proposed to tie in to the Fish Haven Sewer District and will<br />
increase the overall demand on this system.
