List of the Ministry of Education’s<br />

departments with functions<br />

1) GENERAL OFFICE<br />

Responsible for daily operation of the Ministry, as well as<br />

public relations with the community at large.<br />

2) DEPARTMENT OF POLICIES<br />

AND REGULATIONS<br />

Performs research about educational reform and<br />

development strategy, and does surveys on major issues.<br />

Develops comprehensive educational draft laws and<br />

regulations. Serves as legal construction contractor of<br />

the educational system and is responsible for the work<br />

of administration according to law. Undertakes the<br />

audit of relevant normative documents. Undertakes the<br />

administration reconsideration.<br />

3) DEPARTMENT OF DEVELOPMENT<br />

AND PLANN<strong>IN</strong>G<br />

Makes plans regarding national education development.<br />

Undertakes work on university management structure<br />

reform. Formulates plan about higher education<br />

enrolment and major arrangement standards jointly with<br />

other stakeholders. Participates in the development of<br />

various types of school construction standards at all levels.<br />

Undertakes the collection and analysis of basic education<br />

statistical information. Undertakes the infrastructure<br />

management of higher education institution and<br />

organisation which are under direct management.<br />

Undertakes the overall planning, coordination and<br />

macromanagement of private education institutions.<br />

Undertakes the safety overview and logistical socialisation<br />

reform management of higher education institution.<br />

4) DEPARTMENT OF COMPREHENSIVE<br />

REFORM<br />

Undertakes the daily work of the National Education<br />

System Reform Leading Group Office. Undertakes the<br />

overall promotion and implementation of the Education<br />

Plan. Studies and proposes suggestions about the key<br />

principles, policies and measures of the education<br />

reform’s implementation. Undertakes the organisation<br />

work of promoting major education reform.<br />

5) DEPARTMENT OF PERSONNEL<br />

Undertakes the human resource management of<br />

subordinate organisations, universities, embassy<br />

education offices as well as the Ministry of Education<br />

itself. Plans and directs the construction of higher<br />

education teacher groups.<br />

6) DEPARTMENT OF F<strong>IN</strong>ANCE<br />

Participates in the development of guidelines and policies<br />

about educational financing, funding and student<br />

funding. Undertakes the collection of statistics about<br />

national education funding and investment. Holds<br />

the responsibility for the management of assets, final<br />

accounts, finance and the internal audit of subordinate<br />

organisations and universities. Manages the fund of the<br />

compulsory education guarantee mechanism and other<br />

relevant special funds. Participates in the education load<br />

project of international financial organisation.<br />

7) DEPARTMENT OF BASIC <strong>EDUCATION</strong> I<br />

Undertakes the macroeconomic management of<br />

compulsory education; drafts policies with concerned<br />

parties to ensure compulsory education in rural areas;<br />

formulates policies to promote balanced development<br />

of compulsory education policy; and puts forward<br />

measures to guarantee to all types of students an equal<br />

access to compulsory education. Formulates school<br />

standards for compulsory education with parties<br />

concerned; normalises compulsory schools’ behaviours;<br />

and promotes teaching reforms. Guides moral education,<br />

extracurricular education and safety management of<br />

primary and secondary schools.<br />

8) DEPARTMENT OF BASIC <strong>EDUCATION</strong> II<br />

Undertakes the macromanagement of general high<br />

school education, early childhood education and special<br />

education. Formulates the development policy of general<br />

high school education, early childhood education and<br />

special education, and the fundamental teaching<br />

documents of elementary education.<br />
