Undertakes the overall planning, comprehensive<br />
coordination and macromanagement of vocational<br />
education. Formulates the specialty catalogue and basic<br />
teaching requirements of secondary vocational education.<br />
Sets standards for secondary vocational schools with<br />
concerned parties. Guides education reform and teaching<br />
material construction work for secondary vocational<br />
education. Guides teacher training at secondary<br />
vocational schools. Undertakes the macro-level guidance<br />
of adult education and eliminates illiteracy.<br />
10) DEPARTMENT OF HIGHER <strong>EDUCATION</strong><br />
Undertakes the macro-level management of higher<br />
education. Guides basic teaching construction and<br />
reform of higher education. Guides the improvement of<br />
higher education assessments. Formulates the specialty<br />
catalogue and teaching guidance for higher education<br />
schools. Guides all kinds of higher continuing education<br />
and distance education.<br />
11) BUREAU OF <strong>EDUCATION</strong> <strong>IN</strong>SPECTIONS<br />
Undertakes daily work of the Office of Education<br />
Inspection Committee of State Council; is mainly<br />
responsible for the supervision of governments and<br />
schools in their implementation of education policies,<br />
regulations and other important decisions; monitors and<br />
assesses education quality.<br />
12) DEPARTMENT OF ETHNIC M<strong>IN</strong>ORITY<br />
<strong>EDUCATION</strong><br />
Guide and coordinates ethnic minority education. Plans<br />
bilingual education for ethnic minorities. Guides ethnic<br />
unity education for primary and secondary students.<br />
Undertakes coordination of educational assistance for<br />
ethnic minorities in ethnic minority areas.<br />
13) DEPARTMENT OF TEACHER <strong>EDUCATION</strong><br />
Plans and directs the teaching staff development for all<br />
kinds of schools. Formulates the policies and regulations of<br />
teacher education and teacher management. Formulates<br />
all types of teacher qualification standards at all levels<br />
and directs the implementation of teacher qualification<br />
system. Undertakes the macro-level guidance of teacher<br />
education and teacher management.<br />
14) DEPARTMENT OF PHYSICAL, HEALTH<br />
AND ARTS <strong>EDUCATION</strong><br />
Directs the sport, health, art and national defence<br />
education for both elementary school universities.<br />
Formulates relevant policies and educational guidance<br />
documents. Plans and directs teaching material<br />
construction and teacher trainings for relevant disciplines.<br />
Coordinates international sports competitions and<br />
artistic exchange activities for both elementary schools<br />
and universities.<br />
15) DEPARTMENT OF MORAL <strong>EDUCATION</strong><br />
Undertakes the ideological and political work of teachers<br />
and students in higher education.<br />
16) DEPARTMENT OF SOCIAL SCIENCE<br />
Plans and coordinates ideological and political teaching<br />
at all higher education institutions. Plans and organises<br />
philosophy and social science research in higher<br />
education. Organises and coordinates higher education<br />
institutions to undertake the key national philosophies<br />
and social science research projects.<br />
17) DEPARTMENT OF SCIENCE AND<br />
TECHNOLOGY<br />
Plans and directs scientific and technical work in higher<br />
education institutions. Coordinates and directs the<br />
participation of institutions of higher education in the<br />
national innovation system; implements strategic plans<br />
for higher education undertaking key national science<br />
and technology projects and other technology plans.<br />
Directs the development of scientific and technological<br />
innovation platforms. Directs the development of the<br />
education information system, combination of production<br />
and research and other relevant work.<br />
18) DEPARTMENT OF COLLEGE STUDENT<br />
AFFAIRS<br />
Manages entrance examinations as well as student<br />
status and academic credentials management for all<br />
higher education. Directs local education administrative<br />
departments and universities to carries out employment<br />
guidance and services for university students. Participates<br />
in the formulation of general college graduates’<br />
employment policies. Implements employment plans for<br />
graduates in urgent need.<br />
19) DEPARTMENT OF POSTGRADUATE<br />

COUNCIL ACADEMIC DEGREES<br />
COMMITTEE)<br />
Implements the Regulations of the People’s Republic<br />
of China on Academic Degrees. Formulates the reform<br />
and development plan of national degree and graduate<br />
education. Directs and manages graduate education and<br />
disciplinary construction. Undertakes the establishment<br />
of graduate schools, as well as the construction and<br />
management of key national disciplines. Undertakes<br />
the implementation and coordination of 211 Project and<br />
985 Project.<br />
