Contested Landfill Ground Sold - To Become Row Crop Ground!<br />

The well publicised piece of<br />

property just north of <strong>River</strong>ton<br />

was once slated to become<br />

a city landfill for Galena, has<br />

now been sold.<br />

The new landowner is Leamer<br />

Farms, LLC. Leamer is<br />

owned by Dr. Brian Ipsen who<br />

has purchased several large<br />

pieces of farm land in Cherokee<br />

County and Southeast<br />

Kansas.<br />

Dr. Ipsen stated,”I’m going<br />

to run row crops and maybe<br />

some cattle.”<br />

Ipsen said the farmer that he<br />

is working with on the rest of<br />

his land will be taking over on<br />

the property.<br />

According to Ipsen the agreement<br />

was made sometime ago,<br />

but the legal side of the deed<br />

transfer had to wait for all<br />

the legal work from the prior<br />

owners to be completed and<br />

settled.<br />

Resort will make its semi-annual<br />

Food Bank donations<br />

this week, distributing 20 tons<br />

of canned food to seven food<br />

banks and food pantries in five<br />

counties around the region.<br />

“Twice a year we do this<br />

to try to raise awareness of<br />

the problem of hunger in our<br />

region, and to try to lead by<br />

example and urge everyone to<br />

do what they can to help,” said<br />

PM. The Baxter <strong>Spring</strong>s Fire<br />

Department was notified of<br />

a structure fire with a person<br />

trapped inside. Fire units were<br />

on the scene within 3 minutes.<br />

When they arrived they found<br />

a detached garage behind the<br />

structure that was fully engulfed<br />

and a secondary exposure<br />

beginning to burn siding<br />

and the roof of the main<br />

structure, with one confirmed<br />

fire fatality inside the fully engulfed<br />

structure.<br />

The fire was brough under<br />

control after approximately 15<br />

minutes from arrival.<br />

Fire Command then made<br />

contact with an investigator<br />

with the State Fire Marshal,<br />

to assist with determining the<br />

cause of ignition.<br />

The investigation is still on<br />

going. It is believed to be accidental<br />

in nature. The victim<br />

was later identified as Danny<br />

Lee Miller, 66 of Baxter<br />

<strong>Spring</strong>s.<br />

Ipsen stated, “I think farm<br />

ground in Southeast Kansas<br />

is undervalued and I’m super<br />

glad its not a landfill.”<br />

Ipsen has no association with<br />

the former owner and has been<br />

buying land in the area for<br />

Ks Corporation Commission Authorizes Empire Merger<br />

LIN, MO – <strong>December</strong> 22, <strong>2016</strong><br />

– Algonquin Power & Utilities<br />

Corp. (“APUC”) (TSX: AQN,<br />

NYSE: AQN) and The<br />

Empire District Electric<br />

Company (“Empire”) (NY-<br />

SE:EDE) announced today<br />

that the Kansas Corporation<br />

Commission (the “KCC”) has<br />

approved the unanimous settlement<br />

agreement among Empire,<br />

Liberty Sub Corp., and<br />

Liberty Utilities (Central) Co.<br />

(collectively, the<br />

“Joint Applicants”), the KCC<br />

Staff and the Citizens’ Utility<br />

Ratepayer Board. The KCC<br />

order provides, among other<br />

things,<br />

authorization to consummate<br />

the merger (the “Merger”) between<br />

Empire and Liberty Sub<br />

Corp. in accordance with the<br />

terms and<br />

conditions of the Agreement<br />

and Plan of Merger dated as of<br />

February 9, <strong>2016</strong>.<br />

Receipt of the KCC’s order<br />

completes the final required<br />

regulatory approval and accordingly,<br />

all conditions precedent<br />

to completing<br />

the Merger have been fulfilled<br />

other than the customary<br />

closing conditions. The transaction<br />

closing is expected to<br />

occur on or about<br />

Honor Students Give Back to Community<br />

School National Honor<br />

Society members took<br />

advantage of the Christmas<br />

season to give back to area<br />

communities.<br />

Students worked alongside<br />

many other community<br />

members at Trinity Worship<br />

Center in Baxter <strong>Spring</strong>s on<br />

Saturday morning, to put<br />

together 500 food baskets<br />

that were distributed in the<br />

<strong>River</strong>ton, Galena, and Baxter<br />

<strong>Spring</strong>s area.<br />

Thank you to these teenagers<br />

for giving of their time to serve<br />

others during this holiday<br />

BSPD Holds Annual Christmas with a Cop<br />

Saturday the Baxter <strong>Spring</strong>s<br />

Police Department held their<br />

third Annual Christmas with<br />

a Cop.<br />

The program was created to<br />

help students in the USD 508<br />

school district that might not<br />

have such a good Christmas.<br />

The program works by<br />

children being randomly<br />

selected from those who<br />

qualify for the free lunch<br />

program. Then donations are<br />

taken up and they give a list of<br />

what they want for Christmas.<br />

At that point volunteers use<br />

the donated funds to purchase<br />

clothing and toys for the<br />

children.<br />

The Department made<br />

special arrangements with<br />

Santa so he could be on the<br />

scene to deliver the toys to<br />

the kids after they had a bbq<br />

dinner with the officers.<br />

In all the program helped 20<br />

kids this year.<br />

Chief Mike Kliewer said that<br />

all the funds for the program<br />

were provided by local<br />

business and individuals.<br />

He was honorably discharged.<br />

He attended Kansas State Teachers<br />

College in Pittsburg where he<br />

received a bachelor’s of Science<br />

Education in 1954; he then went<br />

on to earn a master’s degree in<br />

Science in 1963.<br />

On August 12, 1961 he was united<br />

in marriage to Sandra Potocnik<br />

in Cherokee, KS, she survives of<br />

the home.<br />

He was a member of the open<br />

door Fellowship Church in Pittsburg<br />

and a member of the Ameri-<br />

Pittsburg State University, she<br />

was a in home care giver for the<br />

elderly for many years before<br />

her illness wouldn’t allow her to<br />

work.<br />

Sherry was a member of the<br />

Columbus Christian Center. She<br />

was involved in the Dust Busters<br />

of Columbus Christian Center,<br />

and Mother to Mother Ministries.<br />

Sherry enjoyed Bowling, rock<br />

collecting, sketching, reading,<br />

and gazing up at the stars.<br />

Vietnam Veterans Era.<br />

Rex was preceded in death by his<br />

parents, 5 brothers and 5 sisters.<br />

Gary Lee Cassidy<br />

Gary Lee Cassidy passed away<br />

Saturday <strong>December</strong> 17 at his<br />

home in Scammon, KS after a<br />

yearlong battle with melanoma.<br />

Gary was born September 4,<br />

1943 in Chicago, IL the son of<br />

Marvin and Dagmar Cassidy.<br />

His family moved to Scammon,<br />

KS when he was in elementary<br />

school. He Graduated from Cherokee<br />

County Rural High School<br />

with the class of 1961. While in<br />

high school he was a star athlete<br />

participating in baseball, football,<br />

basketball and track & field. After<br />

graduation, he attended KU on a<br />

baseball scholarship.<br />

In 1968, he joined the United<br />

States Air Force and was a member<br />

of the American Legion upon<br />

his honorable discharge. While<br />

in the Air Force he played softball<br />

on the fast pitch ball team,<br />

and winter basketball traveling<br />

throughout the United States. On<br />

July 26, 1968 he married Carolyn<br />

Cooper in Columbus, KS.<br />

He worked at the Gulf Oil Company<br />

Jayhawk plant in <strong>River</strong>ton,<br />

KS and was a board member of<br />

the Great Plains Federal Credit<br />

Union. He was then promoted and<br />

went to work with Gulf Chemical<br />

in both Pennsylvania and<br />

Ohio before moving to Texas to<br />

work for Tropicana Fuels, Triple<br />

S Dynamics, and Gym-N-I Playgrounds.<br />

After 13 years in Texas<br />

he returned to Scammon and<br />

worked for Walmart for the next<br />

27 years.<br />

Gary loved fishing, hunting,<br />

baseball games and hunting with<br />

his grandson Kable and gardening<br />

Empire Files for Changes in<br />

Oklahoma Rates<br />

21, <strong>2016</strong> – The Empire District<br />

Electric Company (NY-<br />

SE:EDE) announced today<br />

it has filed a request with the<br />

Oklahoma Corporation Commission<br />

(OCC) for an increase<br />

in annual revenues<br />

of $3.8 million or 27.58 percent.<br />

If approved, a residential<br />

customer using 1,000 kilowatt<br />

hours monthly<br />

would see an increase of<br />

about $37, or about 36 percent.<br />

The filing incorporates a cost<br />

of service study designed to<br />

reflect the actual cost to serve<br />

customers through<br />

changes in the proposed customer<br />

charge and overall rate.<br />

For residential customers, the<br />

request seeks to<br />

increase the monthly customer<br />

charge from $12.50 to<br />

$20.59.<br />

Primary drivers for this<br />

case include the $112 million<br />

Air Quality Control System<br />

(AQCS) at the Asbury<br />

Power Plant, the $168 million<br />

combined cycle generating<br />

unit at the <strong>River</strong>ton Power<br />

Plant; upgrades to<br />

financial, asset, and work<br />

management software sys-<br />

tems; and other reliability and<br />

system improvements to<br />

serve customers.<br />

In the coming months, the<br />

OCC will perform an extensive<br />

audit of Empire’s operations,<br />

hold public hearings,<br />

and conduct an evidentiary<br />

hearing. Any new rates granted<br />

would take effect at the<br />

conclusion of this<br />

process, typically in approximately<br />

six months.<br />

In making the announcement,<br />

Brad Beecher, President and<br />

CEO, stated, “Since 2011, approximately<br />

$670<br />

million in capital improvements<br />

have been completed to<br />

serve Empire customers which<br />

are not yet included<br />

in Oklahoma rates. The largest<br />

of these investments were<br />

the Asbury AQCS and the <strong>River</strong>ton<br />

Cycle Unit. These projects<br />

were the most economic options<br />

for Empire to comply<br />

X Basketball Tournament will<br />

be January 13th, 14th and 15th<br />

at <strong>River</strong>ton High School.<br />

The tournament is open to<br />

boys and girls in grades 4<br />

through 6.<br />

The entry fee is $120 with a<br />

three game guarantee entry in<br />

tournament with paid entry fee<br />

only.<br />
